Don Bohning and the CIA

Don Bohning graduated from the Dakota Wesleyan University in 1955. He spent two years in the United States Army before attending the American Institute for Foreign Trade in Phoenix. He also did graduate work at the University of Miami.

In 1959 Bohning joined the Miami Herald staff in 1959 as a reporter. Five years later he became a foreign correspondent for the newspaper. Over the next 36 years he reported from every independent country in the Western Hemisphere. This included the overthrow of Salvador Allende by Augusto Pinochet in Chile, the 1978 Jonestown Massacre in Guyana and the U.S. invasion of Grenada in 1983.

Bohning has also written extensively about the Bay of Pigs and the attempts to remove Fidel Castro from power in Cuba. This had included carrying out interviews with CIA officials, Jake Esterline and Jack Hawkins.

In his review of my book, Brothers: The Hidden History of the Kennedy Years, Don Bohning asserts that I take a “starry-eyed” view of the Kennedys. But Bohning comes to this conclusion because he has chosen to view this historical chapter through his own prism – that of his CIA sources. In the interests of full disclosure, Bohning – or Washington Decoded editor Max Holland – had a duty to reveal that Bohning was named in declassified CIA documents as one of the Miami journalists whom the CIA regarded as an agency asset in the 1960s. But neither Bohning, nor Holland in his editor’s note, disclosed this pertinent information.

A CIA memo dated June 5, 1968 states that Bohning was known within the agency as AMCARBON 3 -- AMCARBON was the cryptonym that the CIA used to identify friendly reporters and editors who covered Cuba. (AMCARBON 1 was Bohning’s colleague at the Miami Herald, Latin America editor Al Burt.) According to the agency memo, which dealt with New Orleans prosecutor Jim Garrison’s investigation of the Kennedy assassination, Bohning passed along information about the Garrison probe to the CIA.

A follow-up agency memo, dated June 14, revealed that “Bohning was granted a Provisional Security Approval on 21 August 1967 and a Covert Security Approval on 14 November 1967 for use as a confidential informant.”

A declassified CIA memo dated April 9, 1964 explained that the CIA’s covert media campaign in Miami aimed “to work out a relationship with [south Florida] news media which would insure that they did not turn the publicity spotlight on those [CIA] activities in South Florida which might come to their attention...and give [the CIA’s Miami station] an outlet into the press which could be used for surfacing certain select propaganda items.”

While researching my book, I contacted Bohning to ask him about his reported ties to the CIA. Was he indeed AMCARBON 3? “I still do not know but… it is possible,” Bohning replied in one of a series of amicable e-mails and phone calls we exchanged. “There were several people in the Herald newsroom during the 1960s who had contact with the CIA station chief in Miami.”

Bohning took pains to explain that he was not a paid functionary of the CIA, insisting he was simply a dutiful reporter working every source he could as he went about his job. And, as I wrote back to him, I’m fully aware that agency officials – looking to score bureaucratic points with their superiors – could sometimes make empty boasts that they had certain journalists in their pocket. I also told him that I understood that many journalists, particularly in those Cold War days, thought it was permissible to swap information with intelligence sources. But in evaluating a journalist’s credibility, it is important for readers to know of these cozy government relationships. The fact that Bohning was given a CIA code as an agency asset and was identified as an agency informant is a relevant piece of information that the readers of Washington Decoded have a right to know.

Even more relevant is that, over the years, Bohning’s journalism has consistently reflected his intelligence sources’ points of view, with little or no critical perspective. Bohning’s book, The Castro Obsession, is essentially the CIA’s one-dimensional view of that historical drama, pure and simple, down to the agency’s self-serving claim that it was the Kennedys’ fanaticism that drove the spy outfit to take extreme measures against the Castro regime. Bohning’s decision to invoke former CIA director and convicted xxxx Richard Helms’ conversation with Henry Kissinger, another master of deceit, as proof that Robert Kennedy was behind the Castro plots speaks for itself.

In Bohning’s eagerness to shine the best possible light on the CIA, he goes as far as to attempt to exonerate David Morales – a notorious CIA agent whose hard-drinking and violent ways alienated him not only from many of his colleagues but from his own family, as I discovered in my research. Among my “thin” sources on Morales were not only those who worked and lived with him, but his attorney, who told more than one reporter that Morales implicated himself in the assassinations of both Kennedy brothers.

In discussing my “tendentious” view of the CIA’s dissembling on the Bay of Pigs operation, Bohning seeks to exculpate disgraced covert operations chief Richard Bissell, the architect of the fiasco. Bohning writes that he doubts Bissell lied to JFK about the doomed plan’s chances for success. And yet this is precisely the way that the Miami Herald, Bohning’s own newspaper, covered the story when the CIA’s internal history of the Bay of Pigs was finally released in August 2005. “Bissell owed it to JFK to tell him” the truth about the Bay of Pigs plan, the newspaper quoted a historian who had studied the CIA documents. But “there is no evidence that he did.” Bohning too was quoted in the Herald article, and his view of Bissell was decidedly less trusting than it is in his review of my book. “Bissell seems to have had a habit of not telling people things they needed to know,” Bohning told the Herald.

Bohning’s pro-CIA bias also compels him to brush aside former Congressional investigator Gaeton Fonzi’ strong suspicions of a CIA involvement in the assassination. It is true that the House Select Committee on Assassinations, which found evidence of a conspiracy in its 1979 report, did not include the CIA in its list of suspects. But Bohning stops conveniently short of what has happened in ensuing years. After Washington Post journalist Jefferson Morley revealed that the CIA’s liaison with the committee, a veteran agent named George Joannides, had withheld information about his own connection to Lee Harvey Oswald from the committee and undermined its investigation in other ways, a furious G. Robert Blakey, former chief counsel of the committee, retracted his earlier statement that the agency had fully cooperated with the Congressional investigation. Instead, said Blakey, the CIA was guilty of obstruction of justice. Blakey told me, as I reported in my book, that he now believes that Mafia-linked “rogue” intelligence agents might have been involved in the assassination. In short, these developments have bolstered Fonzi’s earlier suspicions.

Bohning criticizes me for accepting the credibility of a source named Angelo Murgado, a Bay of Pigs veteran aligned with the Cuban exile leader Manuel Artime – and as Bohing concedes, a minor figure in my book. But Bohning provides no evidence that Murgado’s story about investigating suspicious activity in the Cuban exile world for Bobby Kennedy is false. The exile community is known for its flamboyant internal disputes. Bohning solicits comments about Murgado from his own corners of this world and chooses to accept their validity. But many of the sources in the anti-Castro movement that Bohning has cultivated over the years have their own dubious pasts and shady agendas. I was forthright with my readers about Murgado’s drawbacks as a source, including his criminal record, which Bohning presents as if he’s revealing it for the first time. I tried to put Murgado’s statements in their proper context and allow readers to make their own conclusion. But Bohning is rarely as transparent about his sources and their motivations in his Cuba reporting.

Bohning is equally selective in rejecting Howard Hunt’s late-hour confessions about Dallas. Until the final years of his life, Hunt – a CIA veteran of the anti-Castro wars and the notorious ringleader of the Watergate burglary team – took a view of the Kennedy assassination that was espoused within agency circles in his day, i.e., that JFK was the victim of a Havana and Moscow-connected plot. This Communist plot theory of the assassination was rejected by the Warren Commission (whose work Bohning continues to find persuasive), as well as investigators for the Church Committee and the House Assassinations Committee, as well as most reputable researchers. But Hunt’s unfounded charges about a Communist conspiracy never landed him in hot water with critics like Bohning. It was only when Hunt broke ranks to implicate members of the CIA – and himself – in the crime that Bohning felt compelled to heatedly question his credibility.

Unlike his earlier charges, Hunt’s allegations of a CIA connection to Dallas were based on what he claimed was first-hand, eyewitness evidence. Hunt told his son, St. John, that he was invited to a meeting at a CIA safe house in Miami where the plot to kill Kennedy was discussed, and he implicated himself in the plot as a “benchwarmer.” It is true that during his career, Hunt did indeed act as a CIA disinformation specialist, and he might have had inexplicably devious reasons for fingering former colleagues like Morales, as well as himself, in the crime. And his son, St. John, did indeed once lead a roguish, drug-fueled life, as he has freely told the press and as I reported in my book. But I have seen the confessional notes written in the senior Hunt’s own hand, and have heard his guarded confessions on tape – as have other journalists. The authenticity of this material is undisputed. So, despite his colorful past, St. John’s character is not the central issue here. It’s the material that his father himself left behind as his last will and testament. Bohning has no reason to dismiss Howard Hunt’s sensational allegations out of hand – other than his blind faith in CIA sources who still stick to the party line on Dallas. While Hunt’s confessions are clearly not the definitive word on the subject, they are at least worthy of further investigation on the part of serious, independent journalists and researchers.

But when it comes to the subject of the CIA’s secret war on Cuba – an operation that Robert Kennedy, among other knowledgeable insiders, believed was the source of the assassination plot against his brother – Don Bohning is an obviously partisan chronicler. Again and again Bohning has chosen to present the CIA in the most flattering light and its critics in the most negative. I accept Bohning’s insistence that he was not a CIA stooge. But he should stop acting like one.

Cuban exiles, the CIA and a secret war:

A new book focuses on a post-Bay of Pigs

program to get rid of Castro

For South Florida, first Mongoose [codename for the post Bay of Pigs U. S. covert anti-Castro program] and then the Cuban Missile Crisis only intensified a frenzied decade that began in the mid-1950s, when Castro's 82-member guerrilla band landed in southeastern Cuba. Mongoose contributed to an already-substantial population of CIA agents, Cuban exiles, wannabe soldiers-of-fortune and assorted other adventurers either involved -- or wanted to be -- in the secret war against Castro. Then the missile crisis came to make Miami the hottest spot in the Cold War -- apart from the three capitals involved -- and further fuel the perpetual intrigue simmering beneath the city surface.

An alphabet soup of Cuban exile groups numbering in the hundreds had sprung up, each trying to outdo the other in anti-Castro militancy. More than one such organization had no more members than the leader who announced its existence. To fuel fund-raising, they called press conferences and issued war communiqués proclaiming actions against Cuba that most often never occurred. Stirring an already boiling pot was JMWAVE, codename for the secluded headquarters of the CIA's frontline command post in Washington's ''back alley'' war against Castro.

For JMWAVE, its activities were to reach a peak in late 1962 and early 1963 leading up to, and during, the missile crisis and its immediate aftermath. Functioning under the cover of Zenith Technical Enterprises, JMWAVE operated from Building 25 at the University of Miami's secluded South Campus, a former U.S. Navy installation. Ted Shackley, a rising CIA star, was in charge as station chief from early 1962 through mid-1965. Some 300-to-400 agents toiled under Shackley's leadership, making JMWAVE the largest CIA station in the world after the headquarters in Langley, Va.

In the interest of "full disclosure," Mr. Talbot had a "duty" to report to readers that I described Don Bohning's designation as AMCARBON-3; his relationship with the CIA; and his reporting to the CIA on the Garrison investigation in "A Farewell to Justice," published in 2005. Credible scholars (as distinct from plagiarists) acknowledge information that has already been reported by others. I know for a fact that a mutual acquaintance pointed out to Mr. Talbot that I discussed Bohning and the CIA in my book.

It is amusing to me to make common cause with Don Bohning, whose work leaves something to be desired. But Mr. Talbot's complaints seem to be a case of the pot calling the kettle black.

An aside to everyone named and linked above.: You openly advertise your press credentials

on Facebook.com, and Don Bohning openly displays your names on his friends list. Bohning does this in an attempt to diminish the impact of the problem that he is a longtime, CIA affiliated (festooned with his own personal, CIA cryptonym) disinformation artist of the right skewed political orientation. Bohning deflects at every opportunity, from this complication in his dossier.

You, on the other hand, in order to be at all effective in your work of posing as having an ongoing, adversarial relationship with government authority and concentrated power and wealth in general, do no service to your own or your corporate media employer's credibility by cozying up to Mr. Bohning.

Sure, Jeff Morley is on the Bohning friends list, but he is not employed currently by corporate media, and we know of his record of seeking CIA accountability; Max Holland is on the friends list for obvious reasons, and Paul Hoch is listed, because....?

Here is a suggestion of a better thing for you to do with your time than adding Bohning as your friend. It so happens that the former CIA asset with the cryptonym AMRAZZ-1 is not only still alive and kickin', he is openly and frequently op-editorializing, too. Why not do your job and ask him about all of this, before it gets any later, as he is now 84 years old. By the way, AMRAZZ-1's old buddy, James K Cogswell III, aka "Jack", aka "Jake", was once married to Joan Farish, first cousin of GHW Bush's best friend, Will Farish III, and was a mutual friend, with Bush, of Lee Harvey Oswald's best bud, George DeMohrenschildt.

Gaeton Fonzi asked Veciana if he ever dealt with Mitch Werbell: "No. But he said that you were going to ask him about Masferrer now. (Why?) Because there was a lot of business between Masferrer and Werbell. They say that Masferrer was killed as a result of his dealings with Werbell." A CIA report dated April 25, 1966:

a. On the morning of April 17, 1966 before going to the Hudson Institute – R AMRAZZ-1 visited his friend, James Cogswell. The latter will be remembered as being involved in fund raising for the Price Pelaez Plot to kill Castro.

b. Cogswell told AMRAZZ-1 that he was expecting Antonio Veciana at that moment. Veciana, Cogswell said, was in on a plan to assassinate Fidel Castro. Details of the plan were lacking. Veciana wanted Cogswell to introduce him to a (deleted) man known only as (FNU) Livingstone, from 'Winston, Massachusetts.' Cogswell's sister, name unknown, who works in Washington, D.C., presented Livingstone to Cogswell about a month ago.

c. Veciana showed up while Cogswell and AMRAZZ-1 were talking. Veciana’s surprise at seeing Razz was astounding. In private Veciana told AMRAZZ-1 that he wanted Cogswell to introduce him to a lawyer who would handle a damage suit Veciana has against a boxer for unfulmillment of a contract. AMRAZZ-1 did not let on Cogswell’s confidence. Shortly thereafter, AMRAZZ-1 had to continue on to the Institute.

d. AMRAZZ-1 was not able to see Cogswell again until April 21. Cogswell told AMRAZZ-1 that on on Sunday night, April 17, 1966, he had introduced Veciana to Livingston. The latter two had spoken in private after which Veciana came away very pleased, but did not disclose anything except that he had a plan to assassinate Fidel Castro. Veciana did not ask Cogwell to collect any funds for the project. Cogswell said he did not talk to Livingstone about his interview.

e. Cogswell told AMRAZZ-1 that Livingstone had indicated to him that he would be visiting Miami in about three weeks. Livingstone did not state the purpose of his visit. Cogswell gave Livingstone AMRAZZ-1’s name and address as a reference. Livingstone promised Cogswell to call on AMRAZZ-1 when he visited Miami.

In a dispatch titled “Alleged KUBARK Officer in Contact with Cuban Who is Planning Castro Assassination Plot" the CIA stated:

I. In response to Reference A's request for JMWAVE's views on the possibility that FNU LIVINGSTONE of Reference B may be identical with Mitchell Livingston WERBELL III we feel that there is little doubt that LIVINGSTON is in fact WERBELL. According to his file, WERBELL appears to be low level would-be con man who has a history of being involved in CASTRO assassination schemes and of professing to be connected or at least in contact with KUBARK. According to AMRAZZ-1 "LIVINGSTON" was involved with Antonio VECIANA's alleged assassintaion plot and he was masquerading as a KUBARK officer. If WERBELL's present activities are as fruitful as his past business ventures, JMWAVE believes that he poses no threat to any serious KUBARK activities.

2. LIVINGSTON has as yet failed to call an AMRAZZ-1 as ho had promised COGSWELL in Now York City.....

1. On April 29, 1963 Dorothe Matlack, Domestic Exploitation Section ACSI Army telephoned to the effect that Charles had left Haiti six days earlier and had just arrived in New York. A friend of Charles, named Joseph Dryer, West Palm Beach, Florida, had written to General Delmar, former CO Antilles Command recommending Charles as a man of great interest to the U.S. Government in view of the events in Haiti. Charles was described as President of the Bank Commerciale, Port-au-Prince, Haiti, who is in President Duvalier's favor. Mrs. Matlack mentioned that she had already alerted Col. Sam Kail in Miami to contact Dryer in order to obtain more background information and an assessment on Charles.

2. On May 1, 1963, Mrs. Matlack advised that Charles was staying at the Park Sheraton Hotel, New York, and that he had telephoned her since her name had been supplied to him by Dryer....

Thomas J. Devine (born December 9, 1926) in Rochester, New York, a 1949 B.S. M.I.T. graduate[1], worked for the CIA, and was an oil-wildcatting associate of George H. W. Bush. Devine helped Bush found Zapata Offshore in 1953 and he was an unnofficial foreign affairs advisor to Representative Bush in the 1960s. He accompanied Bush on a trip to Vietnam from 26 December 1967-11 January 1968, for which he was issued an interim top-secret clearance by the US Department of Defense. [2]

Devine married Alexandra Mills of Hobe Sound, FL, in April, 1973. William B. Macomber, Jr., best man in the 1946 wedding of Nancy Walker Bush Ellis, was Devine's best man.[3] Macomber's brother, Celanese Corporation president, John D. Macomber, appointed Devine as a vice president (1973)....

...Devine first left the CIA in 1953 to go into business. He later rejoined the CIA under non-official cover (NOC) status on 12 June 1963, as a covert commercial asset for Project WUBRINY/LPDICTUM.

....DEMOHRENSCHILDT MEETS WITH WUBRINY/1 APRIL 29, 1963

On April 29, 1963, a Contact Report from the Chief/DO/COEO to the DO/COEO stated:

1. WUBRINY/1 telephoned the sterile line at approximately 5:00 p.m. to report on a meeting held this afternoon as described below.

2. WUBRINY/1 said that Mr. Clemard Joseph Charles, subject of earlier contact reports, bought to the WUSALINE office George DeMorhenschidt.

3. Mr. DeMohrenschildt is the son of a Swedish father who was in Baku on a Nobel Enterprise at the time DeMohrenschildt was born. Left Baku at age two. He has had two wives...In 1960 DeMohrenschildt spent a year in Mexico with his wife and child and a donkey and is publishing a book on this titled something like 'Trois et le Mule.'

4. WUBRINY/1says that DeMohrenschildt is a geologist who is presently involved in exploring Haiti's mineral resources. This has been written up in Le Monteur of March 13, 1963, the official issuance of the Haitian Government. WUBRINY/1 has a copy of this in the event it is not available in Kubark. According to this article, a $280,000 survey has been awarded to DeMohrenschildt plus a ten year option of a concession on sisal.

5. DeMohrenschildt claims that he has done geological work for the Meek Company in offshore oil, the Arabian Peninsula, and mentioning this (deleted) says DeMohrenschildt looked around the room and over his shoulder and said, 'My connection with this is, of course, confidential.'

6. WUBRINY/1 reports that deM claims to be an important person in Port-au-Prince and said that he did not go to the President to gain the concession, but instead worked through the Minister of Finance, Herve Boyer. DeM claims to be very close to this Minister and says that he is likely to survive any changes in the regime.

7. WUBRINY/1 characterized DeMohrenschildt as being a typical international financier and wheeler-dealer who apparently shared with M. Chari various business interests including a bank and sisal business.

On May 21, 1963 WUBRINY/1 telephoned Stone and reported:

Mr. DeM dropped into the [deleted] SALINE offices this afternoon. He said that Mr. Charles has returned to Haiti and is being seriously considered as the next President. DeM said Charles is receiving considerable support and in his opinion would make an excellent President of Haiti as soon as Duvalier can be gotten out.....

Dorothe Matlack, (born February 27, 1906; died September 29, 1991), worked for the Chief of Staff of Army Intelligence. In December 1960 she received liaison renewal in connection with "defectors, escapees and refugees as they pertain to the (deleted) chaired by CIA Defector Coordinator." [CIA Req. Approv. Liaison 12.8.60] When the HSCA interviewed her about the meeting, Dorothe Matlack "described Clemard Joseph Charles as 'frantic and frightened.' He urged Dorothe Matlack to get the U.S. Marines to invade Haiti and overthrow Duvalier." [HSCA V12 p57] Dorothe Matlack said she felt George DeMohrenschildt dominated Clemard Joseph Charles in some way. Dorothe Matlack said that, despite George DeMohrenschildt's subterfuge, that he and Clemard Joseph Charles were in the jute business together, she did not believe this to be the real reason for George DeMohrenschildt's presence at that meeting: "I knew the Texan wasn't there to sell hemp." The HSCA reported that the CIA maintained contact with Clemard Joseph Charles after this meeting.

JOSEPH F. DRYER

Joseph F. Dryer recalled George DeMohrenschildt's activities in Haiti in his testimony before the HSCA:

I met him in Haiti. We were there as fiber growers. I had been living in Cuba for ten years. When we saw that was coming to an end we began looking for a new base to multiply seed for our fiber. So we moved simultaneously into Guatemala and Haiti. Our banker was a man who I had met in Havana, during a trip he made there to attract potential business to Haiti, Clemard Joseph Charles. George DeMohrenschildt was trying to become an advisor to Clemard Joseph Charles and to his bank. George DeMohrenschildt would follow Clemard Joseph Charles home at night in his automobile. He was always very polite. I believe he was looking into oil and mineral leases there. Clemard Joseph Charles had political aspirations at the time.

In the early 1950's Joseph F. Dryer had been involved with a U.S. Government-sponsored plan to develop a jute substitute so that Caribbean countries need not import it. He set up a jute subsidiary operation in Cuba. Joseph Dryer reported that Clemard Joseph Charles had many CIA connections, and believed the Agency may have dispatched one of his secretaries. Clemard Joseph Charles introduced Joseph F. Dryer to DeMohrenschildt, who claimed he came to Haiti to scout for oil. Joseph Dryer: "I could never figure out what he did." Joseph Dryer expressed the belief that George DeMohrenschildt had "some intelligence connection."

It appears the dwelling structure of interest here was torn down or substantially improved

The "Special Virus Cancer Program" Masquerade

Due to their complete domination of medical research, the deficiency of evidence on viral causes of cancer was the Lasker Syndicate's fault. Nor did they act in good faith to remedy the deficiency. The National Cancer Institute's viral oncology program didn't even begin until 1964, with the Special Virus Leukemia Program, which was concerned only with leukemia and lymphoma -- and in 1969, Dr. Frank J. Rauscher, who was later appointed Director of the National Cancer Institute (before he resigned to join the American Cancer Society), ordered the killings of hundreds of experimental monkeys just before they might have provided useful data. It wasn't until 1967 that the NCI virus cancer program was expanded to include solid tumors, which comprise about 90% of cancer in humans. And, in a 1971 exposé in the journal Science, this Special Virus Cancer Program of the National Cancer Institute was deemed to be a "masquerade."
