Thomas Graves Posted May 18, 2017 Share Posted May 18, 2017 (edited) I don't know if "declared" as in "stated" or "pronounced" is the correct word to use in the context of what happened. Maybe "said" or "said he believed" would be better? Of course the Republicans would prefer that it be none of those be used, but "joked", instead.
