Paul Lional Helliwell

Paul Lional Helliwell is someone who I have never seen named as a possible figure involved in the assassination of JFK. However, I think he is worth a look.

Helliwell was a lawyer before he joined the United States Army during the Second World War. Later he was transferred to the Office of Strategic Services (OSS) where he served under William Donovan. In 1943 Colonel Paul Helliwell became head of the Secret Intelligence Branch of the OSS in Europe. Helliwell was replaced in this post by William Casey in 1945.

Helliwell now became chief of the Far East Division of the War Department's Strategic Service Unit, an interim intelligence organization formed after OSS was closed down. In 1947 Helliwell joined the Central Intelligence Agency. In May 1949, General Claire Chennault had a meeting with Harry S. Truman and advocated an increase in funds for Chaing Kai-shek and his Koumintang Army (KMT) in his war in China. Truman dismissed the idea as "impractical". However, Frank Wisner, was more sympathetic and when Mao Tse-tung took power in China in 1950, he sent Helliwell to Taiwan.

Helliwell's main job was to help Chaing Kai-shek to prepare for a future invasion of Communist China. The CIA created a pair of front companies to supply and finance the surviving forces of Chaing's Koumintang Army. Helliwell was put in charge of this operation. This included establishing Civil Air Transport (CAT), a Taiwan-based airline, and the Sea Supply Corporation, a shipping company in Bangkok.

It was Helliwell's idea to use these CIA fronted companies to raise money to help support Chaing Kai-shek. According to Joseph Trento (Prelude to Terror): "Through Sea Supply, Helliwell imported large amounts of arms for the KMT soldiers to keep the Burmese military from throwing them out of the country. The arms were ferried into Burma on CAT airplanes. CAT then used the "empty" planes to fly drugs from Burma to Taiwan, Bangkok, and Saigon. There the drugs were processed for the benefit of the KMT and Chiang Kai-shek's corrupt government on Taiwan."

Civil Air Transport (CAT), later renamed Air America, provided the CIA with the air power needed to sustain its covert operations for the next twenty-five years. Helliwell was to play an important role in running this operation.

By the late 1950s it became clear that Chaing Kai-shek would never be strong enough to invade China. The main focus changed to stopping the spread of communism to countries like Burma, Thailand, Vietnam and Laos. At the time, the main group fighting communism in the region were the large private armies controlled by the Asian drug lords. For example, General Vang Pao was employing his 30,000-man army to fight the Pathet Lao. In return for working with the CIA, Helliwell helped Vang Pao to modernize the drug trade. William Corson claims that: "Portable heroin processing facilities were brought in. It was a creation of the CIA's technical services division." Some of these profits went to help CIA run some unofficial covert operations.

In 1960 Paul Helliwell was transferred to provide business cover for the CIA’s Cuban operations. According to Peter Dale Scott (The Iran Contra Connection) Helliwell worked with Howard Hunt, Mitch WerBell and Lucien Conein on developing relationships with drug-dealing Cuban veterans of the Bay of Pigs invasion. It was during this period that Helliwell met Ted Shackley and Tom Clines. Helliwell later became CIA paymaster for JM/WAVE. In this way, Shackley was able to finance unofficial CIA operations against Cuba. Maybe he also paid for the assassination of JFK?

In 1964 Helliwell was sent by the CIA to the Bahamas where he set up offshore banks for CIA use. At first he established the Mercantile Bank and Trust Company and then the Castle Bank and Trust Company. Helliwell also established the American Bankers Insurance Company based in Galveston, Texas. This provided insurance cover for businessmen who cooperated with the CIA.

Helliwell also established a Miami office for the Sea Supply Corporation. According to Joseph Trento (Prelude to Terror): "The primary objective of Helliwell's operations in Florida was to cement the CIA's relationship with organized crime." This included Santos Trafficante, who had a common business interest in Asia, the "successful exportation of Chinese white heroin."

In 1973 the Internal Revenue Service began what was called Operation Trade Winds. During its investigation it discovered that some major organized crime figures such as Morris Dalitz, Morris Kleinman and Samuel A. Tucker were using the Castle Bank and Trust Company. It soon became clear that the bank was laundering CIA funds and drug profits. The IRS eventually announced that it was dropping its investigation of Castle Bank because of "legal problems". According to the Wall Street Journal, the reasons for this was "pressure from the Central Intelligence Agency".

The CIA now needed a new bank. Later that year, Frank Nugan, an Australian lawyer, and Michael Hand, a former CIA contract operative, established the Nugan Hand Bank. Another key figure in this venture was Bernie Houghton, who was closely connected to CIA officials, Ted Shackley and Thomas G. Clines.

Nugan ran operations in Sydney whereas Hand established a branch in Hong Kong. This enabled Australian depositors to access a money-laundering facility for illegal transfers of Australian money to Hong Kong. According to Alfred W. McCoy, the "Hand-Houghton partnership led the bank's international division into new fields - drug finance, arms trading, and support work for CIA covert operations." Hand told friends "it was his ambition that Nugan Hand became banker for the CIA."

Paul Helliwell died on 24th December, 1976. This was very handy as it stopped him being interviewed by the House Select Committee on Assassinations.

With regards to Helliwell, has anybody read Pete Brewton - The Mafia, CIA and George Bush, or The Octopus: Secret Government/Death of Danny Casolaro. With regards to the latter the dynamic of a book that references everything from JFK Assassination to Promis Software, Inslaw and Michael Riconosciuto seems to be a must read especially in light of Casolaro's mysterious death.

The Fish is Red page reference on maryferrell.org is not correct the actual pages are 46, 386-87. I bet William Turner could provide some illuminating thoughts on Helliwell, he was certainly an 'important person.'

Reference on p. 46 states

"during the campaign against Cuba Helliwell's office was linked with the allegorically named Red Sunset Enterprises, which reportedly was an employment agency for espionage and sabotage specialists. Like Zenith Technical Enterprises, Red Sunset was listed in the white pages but without an address."

Couple of interesting extracts from Pete Brewton, The Mafia, CIA and George Bush (1992)

(1) Lawrence A. Freeman was born in Washington, D.C., on January 5, 1939. He attended the University of Miami, getting a bachelor's degree in 1960 and a law degree in 1964. He joined the Air Force as a judge advocate, where he worked until 1969, and then he began work as an associate with the old CIA spook Paul Helliwell's law firm, Helliwell, Melrose and DeWolfe, in Miami.

In October 1988, Freeman was a witness in a federal court hearing in Denver, Colorado, in one of the longest-running IRS cases in history: the fight over more than $30 million in undeclared profits from the movie One Flew Over the Cuckoo's Nest. No taxes were ever paid on the profits that were funneled through a maze of offshore trust accounts at Castle Bank, with the assistance of Burton Kanter and Paul Helliwell.

Freeman was called to testify about the existence of the two imaginary Greeks whom Helliwell conjured up. During his sworn testimony, Freeman discussed some of his background.

Freeman said he first met Helliwell when he traveled to the United States for a funeral in April 1969. "I advised my dad that I intended to separate from the service and continue to live in Europe, and my father, being a consul for the country of El Salvador, recommended that I speak with Paul Helliwell, who by coincidence my father knew because Paul Helliwell was the consul of Thailand.

"I met with Mr. Helliwell, and Mr. Helliwell suggested that I contact his business associate in Zurich, who was Phil Barry." Barry was in the OSS with Helliwell, Freeman said.

Later that year, Freeman was in Zurich to see Barry about arranging financing for an Arab airline in Egypt. Helliwell was also there, he stated, as was a man named George Bebas, to whom Helliwell introduced him. (Bebas was one of the two imaginary Greeks.)

"The only other thing that I can recall that happened that day is, I had dinner that evening with Mr. Helliwell and Bill Casey-William Casey, who was also of the OSS, who I believe was then in private practice. The gentleman later became the head of the Securities and Exchange Commission and I believe sometime in early 1981 became the head of the CIA."

Freeman testified that he joined Helliwell's law firm in January 1970 and then six months later went to work as the in-house counsel for Castle Bank & Trust in Nassau, Bahamas. Castle Bank records show that Freeman was listed as a vice president in September 1970 and as a vice president and secretary in September of the following year. The previously listed secretary had been A. Alipranti (the other imaginary Greek).

Freeman said he returned to Helliwell's law firm in October or November of 1971, and then left to form his own firm in May 1972.

(Freeman's testimony in this case was abruptly halted by the judge after the IRS attorney, Gene Ciranni, asked Freeman about Jack DeVoe and Dr. Robert Freeman invoked attorney-client privilege and requested a private meeting with the judge, who afterwards would not allow Ciranni to question Freeman further.)

In a brief telephone conversation I had with him in 1989, just after he had gotten out of jail and could not practice law, Freeman refused to answer any questions. Asked if he had ever worked for the CIA, he replied, "I don't know." Then he caught himself and quickly said, "No comment."

(2) In his 1991 book Masters of Paradise, Alan Block states that Kanter "had direct ties to organized crime," pointing to his connections with the La Costa resort, to mob associate and Teamsters Union pension fund guru Allen Dorfman, as well as to Cleveland mobster Morris Kleinman, who was probably one of the founding owners of Castle Bank.

Helliwell once reportedly told a Castle Bank colleague that they had to transfer some Kleinman accounts from a sister Caribbean bank to Castle Bank to protect them. "If you don't do it, Kanter will end up face down in the Chicago River," Helliwell said.

Block's book comes down stronger on the side of mob control and presence at Castle Bank than that of the CIA, but he does recognize the ground-breaking story in the Wall Street Journal by Jim Drinkhall in April 1980, which stated that the CIA was responsible for stopping a Justice Department investigation of Castle Bank. The CIA, it seemed, was using some Castle Bank accounts to fund covert activities.

Helliwell was identified by journalist Jim Drinkhall as being the reputed paymaster for the abortive Bay of Pigs invasion. Drinkhall also reported that Helliwell and the CIA used Castle Bank accounts to fund later anti-Castro activities.

According to author and journalist Jonathan Kwitny, "Amidst all the speculation that has swirled around CIA agents who were also involved in narcotics smuggling over the years, the one CIA career officer definitely known to have planned narcotics smuggling as an instrument of American foreign policy was Paul Helliwell."

Helliwell established one of the CIA's first proprietary front companies, called Sea Supply Corp., to funnel weapons to the anti-communist Chinese in Thailand in the 1950s. The Chinese manufactured heroin to help pay for their military needs, and the heroin was transported out of the isolated mountains on the pack mules of Helliwell's Sea Supply Corp.

Like Kanter and Helliwell, and like Walter Mischer and Robert Corson, Lawrence Freeman lived in a world where the distinctions between the CIA and organized crime become blurred. Not only did Freeman have direct business associations with Kanter and Helliwell, and indirect ties to Corson, he had other links to organized crime figures.

Speaking of "business cover", Paul Helliwell was also hired by Walt Disney in the mid-1960s to set up dummy real estate companies for purchase of the land that would become Walt Disney World. Disney wanted to avoid paying a Disney premium for land parcels needed for the huge project, so Helliwell and his associates started buying up the parcels without reference to Disney. There is a chapter in the book Married to the Mouse devoted to this.

I met Ken Kesey in Dayton, Ohio in the early 70s when he gave a college lecture, afterwhich he hung out at John Judge's apartment, as they knew each other previously. Kesey said that he was turned on to LSD at college where he was paid to be part of a research project.

In regards to OFOCN, he said that he sold the move rights to Kurt Douglas for $10,000, an agreement that was reached on a social occassion with the original contract written out on a bar napkin. Kesey said he was broke at the time and used the money to buy the bus used in the Electric Cool Aid Acid Test trips.

Kesey said he was ripped off by Douglas, who gave the movie rights to Cuckoo's Nest to his son Michael as a birthday gift, and when the film was such a big success, with no small thanks to Jack Nicholson, Kesey did not get the usual writer's percentage of profits, which even if only 1 or 2% of gross would have been millions.

Jack Anderson served alongside Capt. John Birch, Capt. Mitchell L. WerBell III, S/Sgt. Robert Emmett Johnson, USMC, Major John Singlaub, Lt. Roger Hillsman, et al. !! (Gerry Hemming)

It's a pity that Gerry seems to be no longer posting as this information is tantalising to say the least.

I assume Gerry means they were all in China during the Second World War. John Birch was a member of the China Air Task Force when he was killed in 1945. Anderson worked as a foreign correspondent in China. He disliked this work and managed to get involved with the Office of Strategic Services (OSS). This is where he made his future CIA contacts including Phil Graham who I suspect helped him get the job with Drew Pearson on the Washington Post in 1947. Mitchell WerBell was also a member of the OSS and saw action in Burma and China. Singlaub was in the OSS in France but moved to China in the final stages of the war. Unfortunately I know very little about Robert Emmett Johnson's war record. Hillsmen was in China but I do not see this as being significant. However, it might have helped shape his views on Vietnam where he was a JFK dove. As a result he was sacked by LBJ after the assassination.

There were other interesting figures in China working with the OSS. This includes William Pawley, Tommy Corcoran, Whitey Willauer, Claire Lee Chennault, Paul Helliwell, E. Howard Hunt, Lucien Conein and Ray Cline.

Why was this important?

(1) This was the first time that these right-wingers joined forces with drug lords to fight communism. According to an article in the Wall Street Journal, these OSS members in China were paid for their work with five-pound sacks of opium. When most of these became members of the CIA they continued this relationship with criminals. This was especially true of Cuba in the 1950s and South-East Asia in the 1960s and 1970s. Ted Shackley became the leader of this group and as well as the assassination of JFK they were also the core members of the Iran-Contra scandal.

(2) The other reason China is important is that it was the first time that the intelligence services began to do "private jobs" for right-wing businessmen. Tommy Concoran was the main instigator of this program. Later William Pawley was to play a central role in this. This started in Guatemala in 1954 but then spread to other countries in Latin America. Operation 40 was used to assassinate people who got in their way.

A friend of mine has just been reading Gold Warriors: America's Secret Recovery of Yamaxxxxa's Gold by Sterling and Peggy Seagrave. He phoned me last night and suggested that there might be a connection between my theories on the JFK assassination and the information included in the book. For example, here is a reviews that appear on the Amazon website:

This book is earth-shattering and faith-shaking, a well-documented tale of deceit at the highest levels of the US government. So controversial and potentially explosive are the findings of this book, to wit, that the White House recovered most of the Nazi and Japanese loot and created a secret slush fund for covert political operations world-wide, that the authors go the extra mile and offer, at a nominal price, two CD-ROMS containing 60,000 pages of supporting documentation including the Japanese treasure maps used by the US to recover the gold and other valuables.

Major players include Presidents Truman, Eisenhower, and Nixon, both Allen and John Foster Dulles, Douglas MacArthur, John McCloy, and the famous unconventional warrior Edward Lansdale. What we learn from this book is that those writing about "blowback" (the consequences of unwise US actions) have barely scratched the surface. What we learn is that rather than truly seeking to help the Japanese, Chinese, and other looted nations recover in the aftermath of WWII, the most senior leaders of the US government, no doubt with the best of intentions, actually conspired with Nazi bankers and the Japanese imperial family to create a Black Eagle Trust controlled by a very select hand-picked cabal in Washington.

Originally used to fight communism, the Black Eagle Trust, according to the authors and as thoroughly documented by the book and the two CD-ROMS (which I am happy to have in hand), quickly became a global slush fund used to bribe national leaders and manipulate elections around the world. This fund remains in existence today, making the Swiss Holocaust funds seem like loose-change. According to the authors, major banks are "addicted" to the funds and would face collapse if public investigations resulted in a forced return of this gold and related certificates to the rightful owners.

The authors have produced a magnificent work of both scholarship and investigative journalism. They document the extent of Japanese looting of Korea (beginning in 1895) and China as well as the other countries in the "co-prosperity sphere." They document the manner in which Japan hid most of the gold in the Philippines (some in Indonesia), and were forced to leave it there from 1943 onwards, when US submarine interdiction became too effective to risk shipments homeward.

I found the level of detail in this book to be quite gripping. The ingenious nature of the Japanese burial sites, with caverns below the more obvious tunnels, with sea-water protection, with maps created in reverse--and the in-bred cruelty of the Japanese, thinking nothing of burying all of the US and other national slave labor *and the Japanese engineers* alive as the final stage of protecting the looted treasure, leave one stunned.

The authors document the central role played by Lansdale in recognizing the opportunity and then briefing MacArthur and then President Truman. According to the authors, the architects of the Black Eagle Trust were three advisors to President's Roosevelt's Secretary of War, Henry Stimson: John McCloy (later head of the World Bank), Robert Lovett (later Secretary of Defense), and Robert Anderson (later Secretary of the Treasury). They made the case to Roosevelt, and presumably to Truman after Roosevelt died, that it would be impractical to return the looted gold to the rightful owners, in part because many of the looted countries were now under Soviet control.

The authors, who conducted many interviews in support of the work, including interviews of former CIA deputy director Ray Cline, who they say was involved with Lansdale and the gold in the 1940's and remained involved with the black gold through the 1980's, provide copies of documents showing the redirection of the looted gold to 176 bank accounts in 42 countries. The gold was then used to support the creation of gold bearer certificates that were in turned used to bribe the most senior officials around the world.

The authors tell a shocking tale of how quickly MacArthur chose to collaborate with the very leadership of Japan that declared war on the USA and was responsible for genocide and looting in Asia on a scale rarely achieved by anyone else. Bringing the story up to date, the authors show how prior attempts to investigate the Black Eagle Trust have led to the ruin of individuals such as Norbert Schlei, at one time deputy attorney general to Presidents Kennedy and Johnson. While I have no direct knowledge and cannot be certain myself, I believe the authors have provided a sufficiently compelling case to warrant an international investigation concurrently with a General Accounting Office investigation to be chartered by Congress with unlimited supeona powers specifically directed against classified personalities and archives.

If this story is true, and I personally think that it is, then the US government, in active collusion with the very people the American people fought to defeat in WWII, has been guilty of fraud and depravity on a global scale and against the best interests of both the American people, and the against the rightful owners of the looted gold and other treasures. The authors may well have uncovered the last really big secret of the post-WW II era, and in so doing, opened the way for a restoration of the balance of power among diverse nations, and a sharp delimitation of the abuses that appear to characterize American leadership when it thinks it can rely on secret gold and stolen oil to engage in imperial adventures and domestic improprieties. As an American citizen and voter, and as a person of faith who believes that we must do unto others as we would have them do unto us, I find this book to be shocking, credible, and a basis for popular outrage and demands for truth and reconciliation.

Some interesting names appear in this conspiracy, Allen and John Foster Dulles, Douglas MacArthur, John McCloy, Ray Cline, Robert Anderson, Edward Lansdale, Frank Wisner, etc. My friend tells me that one of the key figures in this conspiracy was Paul Helliwell. I think the book might be worth reading.

They are all on order? I believe Paul Helliwell is one of the key figures in the CIA corrupt network that involved assassination, drugs and the privatization of US foreign policy.

With regards to Helliwell, has anybody read Pete Brewton - The Mafia, CIA and George Bush, or The Octopus: Secret Government/Death of Danny Casolaro. With regards to the latter the dynamic of a book that references everything from JFK Assassination to Promis Software, Inslaw and Michael Riconosciuto seems to be a must read especially in light of Casolaro's mysterious death.

About the death of Danny Casolaro in a hotel room in West Virginia, which was reported as a suicide -- that’s simply not true. He was murdered. I have this from the chief forensic pathologist of the CIA at that time, Dr. Christopher Green, who participated in the Casolaro autopsy and examined his hotel room. Green assured me that there had obviously been a violent struggle in the hotel room, Casolaro’s body was badly bruised, and although he was found in the bathtub with his wrists slashed there was very little blood -- so as in the case of Dr. David Kelly, Casolaro’s heart had stopped beating before his wrists were slashed. Dr. Green was the pathologist who discovered how the Bulgarian emigres work-ing for the BBC were targeted for assassination. It was reported that the one who died in London had been “poked” with an umbrella while crossing the bridge in from of Parliament, but during his autopsy Dr. Green (invited by MI6 to participate) saw a zits on the thigh of the corpse and dug at it, heard a ping as something fell onto the stainless surface and rolled toward the drain. He stopped it with his hand. Under an electron microscope it turned out to be a jeweler’s watch-bearing with two tunnels hollowed out with a laser and once covered with wax. But they were now empty. Whatever toxin had been inside had been metabolized by the body before the man died. A few months later in winter, another Bulgarian emigre, this time in Paris, was descending into the Metro at the Place de l’Etoile wearing a heavy ski sweater. He felt a “beesting” on his shoulder and was sick for several days, but survived. French and British intelligence agencies again invited Green over, and when Green dug at the place where the “beesting” had left a zits, another watch bearing popped out. This time, because of the heavy sweater, it had not penetrated beneath the surface layer of skin and fat, so only some of the wax melted off the tunnels. Green and a leading Norwegian expert in toxins applied the remaining content of the tunnels to a pig, which reacts in ways similar to humans, and all the signs and symptoms that ensued proved that the toxin was ricin, a substance left after the oil (castor oil) has been squeezed out of the castor bean, which grows on the Castor Bean Plant common to many gardens. Ricin causes death after 24 hours, with symptoms like food poisoning, but the toxin is matabolized, so it cannot be detected during autopsy.

Yes, in the case of Larry Downs, he did spend some time at the Miami station (exact role and time period unknown). He then went to Laos with Tom Franklyn where they served with amongst others, David Morales. I do not know if Franklyn was also at the Miami station.

Downs then ended up as a station chief in Vietnam with Franklyn as his deputy.

Philip Custer was also stationed in Vietnam but I have nothing else on him.
