First page, TOP SECRET/MJ-12 Central Intelligence Agency memo

from Director of Central Intelligence (MJ-1) to MJ-2 through MJ-7 allegedly written

in 1961 to 1963 time period. Leaker says he worked1960 to 1974 in CIA counter-intelligence

for James Jesus Angleton, Director, CIA Counter-intelligence from 1954 to 1974. After James

Angleton died on May 12, 1987, leaker said he pulled this 9-page memorandum from a fire

that was burning up Angleton's most sensitive MJ-12 secret files.

I thought we had a thread devoted to Majestic 12, but couldn't turn it up? For anyone not already aware - LANCER was the SS code name for Kennedy. The document sure looks authentic based upon all the heavily redacted crap I have waded through - and is accurate with respect to what I previously posted - if the November 12th directive from Kennedy to disclose and work with the Soviets is authentic. What's most curious about all of this are current events....[eg

May 15, 2008 - The Vatican's Chief Astronomer said Tuesday that a belief in extra-terrestrial life does not conflict with a belief in God
]. And of course there is the Mitchell Edgar stuff, and the other things happening...an exciting time to be sure.

James Jesus Angleton was born on December 9, 1917 in Boise, Idaho, to NCR businessman/OSS Colonel James Hugh Angleton and Mexican-born Carmen Mercedes Moreno. Upon graduation from Yale in 1941, Angleton moved to Harvard Law School where he met his future wife, Cicely d'Autremont, of Duluth, Minnesota. Inducted into the US Army on March 19, 1943, Angleton was recruited into the Office of Strategic Services (OSS) in August through the efforts of Angleton's father and Norman Pearson, his old English professor from Yale who at that time was head of the OSS Counterintelligence division in London.1

OSS COUNTERINTELLIGENCE OPERATIONS DURING WW II

James Jesus Angleton was assigned the Rome desk after Italy's capitulation to the Allies, and was made an OSS Lieutenant who ran counterintelligence (CI) activities in such countries as Austria, Germany, Spain and Switzerland as well as the Mediterranean area. As part of OSS operations in the European theatre, Angleton mastered the arts of "black" propaganda and "playback" - that is, the method of reading the effectiveness of one's own disinformation on the enemy. In 1944, he was given charge of the OSS Special Counterintelligence Unit Z, made up of US and British agents, and was the youngest member of X-2 and the only American member allowed access to the top-secret British ULTRA code-breaking intelligence.

After the war, Angleton was promoted to Captain and was awarded the Legion of Merit from the US Army which cited him for successfully apprehending over a thousand enemy intelligence agents. He was also decorated by the Italian Government and was awarded the Order of the Crown of Italy, the Order of Malta/Cross of Malta and the Italian War Cross for Merit.

In October 1945, President Truman dissolved the OSS and had all research and analysis units moved to the State Department and operational units to the War Department, and redesignated it as the Strategic Services Unit (SSU). Angleton stayed on in the SSU in Rome and became the vital station chief in charge of the 2677 Regiment, which made Angleton the senior US intelligence officer in Italy until the SSU became the Central Intelligence Group (CIG) in 1946, forerunner of the Central Intelligence Agency (CIA).2

THE MAKING OF JAMES ANGLETON AS A MASTER SPY HUNTER

Angleton's war experience in counterintelligence operations had affected him to the extent that he became absorbed into the "hall of mirrors" world of intelligence and refused to leave the service, despite much insistence and disappointment from his father. James would pour over the many CI files he had amassed while in Italy and was forever changed by the intrigue and the possibilities of a career in the CIG.

In the summer of 1947, Angleton returned to the United States to live in Tucson, Arizona, to be with his wife and family, but his love for the service was overpowering. On December 30, 1947, he was hired by the CIA as a senior aide to the Director of the Office of Special Operations (OSO).3 It was during this period that Army G-2 and other intelligence agencies were trying to crack the Soviet Venona code, used by espionage agents operating in the United States to send back sensitive information regarding the Manhattan Project based at Los Alamos, New Mexico. It is possible that Angleton was on special assignment prior to officially reporting to the OSO, which had the responsibility of running counterespionage operations.4 Angleton's primary mission in the OSO included overseeing a classified component that operated espionage and counterespionage activities abroad, and reading all sensitive material coming across his desk and passing it to OSO operators in countries where the CIA had interests. In 1949, he moved up the chain of command within the OSO and held a GS-15 position.

Angleton developed the philosophy, "If you control counterintelligence, you control the intelligence service". He quickly realised the significance of the B-29 detection of Joe-1, the Soviet's first atomic weapon detonation in August 1949, and knew that the technology acquired by the Soviets was not home-grown but the product of espionage. He immediately set out to discover who the moles were who passed on America's most guarded secret to Moscow. As with all covert actions, counterintelligence operated without specific mention in the National Security Act of 1947, so Angleton set out to acquire information on the most guarded secret of all.

ANGLETON AS CHIEF OF COUNTERINTELLIGENCE

Aside from the theft of atomic secrets, the most guarded secret within the CIA was the scientific and technical information regarding new weapons developments, including the planned use of a new generation of thermonuclear weapons and high-altitude reconnaissance platforms for spying on countries hostile to US strategic interests. One of the technical secrets was the study and transfer of advanced electronics gleaned from US Air Force studies of unconventional aircraft and missile research carried on at several Atomic Energy Commission facilities and proving grounds.

The FBI and the CIA were aware of Soviet espionage rings operating in the United States, Canada and the United Kingdom. The main task of these rings was to provide any and all technical and scientific information on advanced technologies which would give an advantage to the Soviet Union in the event of another world war breaking out.

By 1949, military intelligence authorities had classified the "flying saucer" phenomenon as Top Secret, and the Army Counter Intelligence Corps (CIC) had passed on information that the Soviets could have developed saucer-shaped aerial weapons, capable of delivering atomic bombs or dissipating radioactive materials over NATO countries, as a stopgap measure to make up for the nonexistent nuclear weapons arsenal. In early 1947, the nonexistent nuclear arsenal in the United States was a closely guarded secret as well; and no doubt this fact set in motion the nuclear arms race, which terrified Angleton. The OSO was probably aware of Soviet knowledge of the bomb gap existing within both superpowers. Moreover, the flying saucer invasion of the United States - reports of which crossed Angleton's desk - put a scare into Angleton's psyche which is reflected in a credo he shared with other OSO staff members: "You who believe or half believe, I can say this now, that I do believe in the spirit of Christ and the life everlasting, and in this turbulent social system which struggles sometimes blindly to preserve the right to freedom and expression of spirit. In the name of Jesus Christ, I leave you."

After General Walter B. Smith was appointed Director, Central Intelligence (DCI), Angleton continued on with OSO Staff A (foreign intelligence operations) inside the CIA's clandestine division. In 1951, he was assigned the all-important Israeli desk, which he held under tight control for 20 years because it was a vital source of Soviet information in the Middle East. As more and more UFO5 sighting reports made their way to CIA headquarters, unevaluated reports were forwarded to Counterintelligence when the locations were identified as coming from Soviet Bloc countries. During this period, Angleton established good links with FBI contacts who were equally concerned with protecting vital atomic research facilities, and no doubt he read many domestic reports as they came across his desk in the "L" Building across from the Lincoln Memorial.

When Smith was coaxed away from his power base as DCI, Allen Dulles - Angleton's friend from OSS days - became the new Director. In late 1954, he promoted Angleton to the position of Deputy Director and Chief of Counterintelligence, with direct access to Dulles and all foreign UFO intelligence from the Intelligence Advisory Committee (IAC) which had been established to look into national security implications involving the UFO phenomenon.6 In order to cement Angleton's counterintelligence charter, Dulles commissioned General James H. Doolittle to conduct an outside survey of CIA counterintelligence operations. Doolittle concluded that the CIA was losing ground to the KGB, and recommended that more stringent and ruthless measures be taken against Soviet penetration. Dulles endorsed the Doolittle Report by ordering a more powerful tool to stop and interdict the moles within the CIA, and he personally chose Angleton to head the CI Staff. Perhaps this is why foreign and domestic UFO sighting reports diminished in number shortly afterwards.

During Dulles's tenure as DCI from 1953 to 1961 (the longest in CIA history), Angleton enjoyed a privileged position not shared by other directors. This was despite the fact that Angleton reported to the Deputy Director of Operations (DDO), and on many occasions bugged the phones and residences of various high-ranking US Government officials and foreign dignitaries with Dulles's approval and over the objection of the DDO. If the situation called for it, Angleton could go around proper channels to acquire personal data on anyone within the CIA and other agencies, which was clearly outside the CIA charter and violated FBI jurisdiction.

As the new head of CI, Angleton had to organise a staff, write the rules and oversee all clandestine operations aimed at the Soviet Intelligence Service military and security organs, the GRU and KGB.7 The CI Staff was primarily tasked with preventing penetrations at home and abroad and protecting CIA operations through careful research and analysis of all incoming intelligence reports. By keeping the most vital and sensitive files to himself, Angleton became a storehouse of secrets, which helped him consolidate his power base. Officially, Angleton was allowed access to everyone's personnel, operational and communications files within the CIA, and he reviewed all proposed and active operations and approved the recruitment of agent assets. This did not engender trust or cooperation, but Angleton did not concern himself or his staff with such intrusions. One of Angleton's former Chief of Operations, "Scotty" Miller, described the environment in which CI Staff operated as that of a "watchdog" snooping around, sniffing out Soviet deception and manipulation.

ANGLETON AND THE MJ-12 DIRECTIVE

Among the controversial documents leaked to the public in the last 20 years regarding state secrets and the UFO phenomenon, are the CIA's unacknowledged Majestic Twelve/MJ-12 files which disclose the most guarded of all classified subjects: extraterrestrial life-forms and their technologies.8

In order to secure this knowledge and prevent foreign countries from learning this vital secret and getting an edge on the United States, President Harry S. Truman signed a directive that basically said that no one (including a chief executive) was to be in possession of or disclose the finding without a "need to know" clearance which was above Top Secret.9

The directive was secretly implemented without the knowledge or consent of Congress and was concealed by the wording of the National Security Act of 1947, which prohibits the disclosure of classified matters without presidential approval and prior agreement by the Department of Defense and the Central Intelligence Agency, as amended in later versions of the National Security Act.

Knowledge of the finding was limited to only a select few within the government's intelligence and scientific communities. As long as the secret remained unresolved, there would be no official acknowledgement. The only official study program, Project Blue Book, was taken over by the CIA in 1953 as a public experiment and used as a debunking tool to discount the extraterrestrial reality, and possibly to quash any attempts by the KGB and GRU to glean any technological or defence secrets from the study.

Like the Manhattan Project group, Majestic Twelve or MJ-12 (as used in some leaked documents) was a joint government/military/private-sector undertaking that encompassed every facet of national security functions. The CIA was the premier intelligence agency tasked with maintaining the first line of defence of the United States during the 55-year Cold War between the capitalist West and the communist East. When Angleton assumed his throne as Chief of Counterintelligence, no doubt Truman's directive was a most inviting instrument, allowing him to carry on his mole-hunting career within the CIA against the KGB and GRU.

Majestic Twelve enjoyed greater protection than did the hydrogen bomb program of the early 1950s. With that, the Soviets were driven to penetrate not only the secrets of the H-bomb program itself, but the ultimate prize that lay scattered throughout the US Government's maximum security research facilities located in the southwestern and eastern United States.

The shocking truth of the Soviet atomic weapons espionage program, Enormous, dealt a tremendous blow to US and British security when it was learned that British diplomats operating within the US State Department, as well as US Army technicians at Los Alamos National Laboratories, had not only supplied blueprints and materials for the atomic bomb to their KGB handlers in New York, but had stolen the proposed plans for the hydrogen bomb as well. Security officials were left guessing as at what else the Soviet spies had stolen from under their noses.10

As far as we know, there was no successful penetration by KGB or GRU agents into the CIA's UFO program - in large part, due to the disgraceful and unlawful actions taken by Angleton's CI Staff. After the fallout from the Burgess-MacLean-Philby defections and the execution of the Rosenbergs, Angleton tightened security and dedicated himself to safeguarding whatever secrets still eluded the Soviets. Thus he embarked on a vicious mole-hunt that would almost paralyse the CIA until his departure in 1974.

During the time of the Eisenhower administration (1953-1960), the CIA was at its apex in covert operations, piling up one success after another where cores of Soviet moles were detected and sent home to Moscow. However, comments from the White House were nil when it came to the UFO problem, although Eisenhower's supposed meeting with extraterrestrials in 1954 was given some publicity. While it was largely discounted by the Press, some did try to connect Eisenhower's heart attack with the meeting. The national media were downplaying the UFO sightings in the US and abroad as part of a Cold War hysteria that accompanied the "duck and cover" scare that seemed to grip the country. No real problems popped up until the 1960 presidential elections when Democratic candidate Senator John F. Kennedy accused the Republican incumbent President Eisenhower of allowing a "missile gap" to exist, and charged that the United States was getting too close to the Soviet Union through détente.

Soon after Kennedy became President, he began to needle the CIA for information on UFOs,11 which was unnerving at the outset to Allen Dulles after he was burned over the failed Bay of Pigs invasion of Castro's communist-enslaved Cuba in April 1961. The once cordial relationship that had existed fell apart, and Dulles knew his time as DCI was short - as evidenced in his 1961 draft directive to MJ-12.12 He knew that the explicit instructions contained in the September 24, 1947 Truman directive - prohibiting the DCI from making disclosures to a chief executive who obviously did not have a "need to know" clearance - would compromise the CIA, but also that the lengthy and costly UFO program, deemed so necessary to national security by all involved, simply could not be jeopardised for anyone - not even the President of the United States.

Knowing the character of Allen Dulles and James Angleton, I can only speculate as to what kind of response Kennedy got. The DCI Top Secret/ MJ-12 document leaves no doubt that Dulles was not going to cooperate with Kennedy's request of June 28, 1961, which he forwarded to Angleton for consideration and feedback.

Majestic Twelve/MJ-12 included spin-off projects that were obviously equally sensitive activities of the CIA, such as Parasite, Parhelion, Enviro, Psyop, Green, Spike and House Cleaning. Other sensitive and covert programs could be affected as well, such as MK-ULTRA, Artichoke and Domestic, which all appear to have been operational projects associated with Majestic Twelve. The full implications of the above are not clear at present, but it is obvious that the other projects were held in readiness for some kind of mass indoctrination and deception undertaking in a national crisis.

MARILYN MONROE AND MURDER, INC.

The pressure put on the CIA by Kennedy was reaching a flashpoint of wills; and with the Noresenko affair13 driving Angleton to obsession, a UFO leak crisis brought new strains on Angleton. He learned that Hollywood screen star Marilyn Monroe's phone conversation with a New York art dealer14 - in which she discussed Kennedy's secret visit to an undisclosed military base to see alien artifacts, and her disdain over her soured relationships with President Kennedy and his brother, the United States Attorney General - had been recorded by CIA domestic electronic surveillance experts. Since 1955, Monroe had been under surveillance by the CIA, and the FBI had maintained a security dossier on her because of her marriage to a well-known American writer suspected of having communist affiliations, and her trip to Russia and the Press coverage she received while she was there.15

The wire-tap report also mentions nationally recognised New York syndicated reporter Dorothy Kilgallen as having conversations with Monroe regarding the Roswell UFO crash of 1947 and President Kennedy's politically motivated NASA Apollo Moon program. Dorothy Kilgallen made headlines in 1955 when she disclosed a private conversation with a British Cabinet official who told her that UFOs are real and that the US and British authorities consider the matter as of the highest importance.

The significance of the wire-tap has to do with the fact that Monroe was murdered the following day in her Brentwood condo. According to Milo Speriglio, internationally recognised private investigator and director of the Nick Harris Detective Agency, Monroe was the victim of a national security management hit by the CIA and the Mob.16 The suggestion that somehow the CIA was involved in a domestic murder of an American citizen is not too far-fetched when considering the past abuses coming from Angleton's CI program with its "absolute security at any cost" philosophy. Whether Angleton authorised the hit is not known, but the modus operandi of the way her body was found and moved around, the fashion in which the autopsy records were changed to reflect suicide, and the theft of her secret red diary one day after her autopsy, all have similarities to the methods used by Angleton's covert CIA Counterintelligence operators.

JFK AND THE CIA'S UFO FILES

The final straw for Angleton came when President Kennedy fired off a Top Secret memorandum to him,17 outlining a previous discussion concerning a classification review of all CIA UFO files that could affect national security. It was dated November 12, 1963 - just 10 days before he would be gunned down in the streets of Dallas, Texas.

Kennedy informed Angleton that he was setting things in motion to share sensitive CIA UFO intelligence data with the Russians through the director of NASA, James Webb.18 This request was made on the same day he requested Webb19 to begin Kennedy's peace overture to the Russians via joint space exploration. Webb, being a board member of the intelligence community,19 most likely interpreted Kennedy's program to mean the sharing of classified UFO data, which was forbidden under the current directive.

In Kennedy's Top Secret memorandum,20 he outlined for Angleton the specific items he wished to have disclosed to Webb, such as "[to] have the high-threat cases reviewed with the purpose of identification of bona fide as opposed to the classified CIA and USAF sources", and "that we make a clear distinction between the known and unknowns in the event the Soviets try to mistake our extended cooperation as a cover for intelligence-gathering of their defense and space programs". Finally, Kennedy wanted Angleton to "arrange a program of data-sharing with NASA mission directors in their defensive responsibilities".

This was unprecedented and was totally unacceptable to Angleton and the CIA. Here, Kennedy was requesting the Central Intelligence Agency - the agency he swore he would "break into a thousand pieces" - just to hand over the most guarded secret ever! This memo was passed on to William Colby, who indicated to someone in Angleton's staff in a handwritten note, "Response from Colby: Angleton has MJ directive".21 The note is dated November 20, 1963 - just two days before Kennedy's assassination.

It seems that Kennedy's request was bounced to and from Angleton's desk; either consensus was being sought, or the buck was being passed back to Angleton. In any case, it was a hot potato that Angleton had to deal with. It is also significant that NSAM No. 271 was the last to come from Kennedy's desk, just before he left Washington for Dallas. Whatever the real significance, it was buried somewhere within the CIA, and Angleton spent many a day trying to figure out who ordered Kennedy's execution.

Was Angleton set up, or did he unintentionally supply the needed ingredient for the murder of the century? In either case, the secret remained safe.

NSA SPECIAL ACTIVITIES

One of the few former CIA officers to speak publicly on the Kennedy assassination and the UFO secret is Victor Marchetti, who at one time was Assistant to the Deputy for Plans and Operations under DCI William Colby. In a rare interview with Second Look magazine in 1979, Marchetti - author of the sensational book, Cult of Intelligence, which was vetted and censored by the CIA prior to publication (the only book to include the redacted portions within the text) - made some interesting observations regarding the CIA's UFO intelligence-gathering program and why the subject is not open for discussion.

Retired Air Force intelligence officer Robert Collins produced for his website an insightful foreword to an extract from the Marchetti interview, in which he quotes Marchetti as saying: "My theory is that we have, indeed, been contacted - perhaps even visited - by extraterrestrial beings, and that the US Government, in collusion with other national powers of the Earth, is determined to keep this information from the general public."

Marchetti alluded to "rumors" at the highest levels within the CIA that the NSA has information as well, and that this must be kept away from public viewing.

We know now that the National Security Agency does have sensitive COMINT files, which for reasons of national security it cannot disclose. One of these NSA files that Marchetti speaks of might be the NSA intercept of Kennedy's phone conversation with Khrushchev on November 12, 1963, in which Kennedy spoke of a "situation that affects both our countries and the world" and "a problem that we share in common".

It is believed that the UFO problem became a national security issue when President Truman authorised the covert establishment of the National Security Agency, whose primary responsibility bordered on "special activities" - perhaps as outlined in an alleged Intelligence Estimate prepared by national security officials on September 30, 1947, in which one of the concerns stated that "what we are up against is controlled by intelligent operators" and that "these objects are real and not illusionary".

It is not surprising that, in 1968, an NSA employee drafted a significant analysis of the intelligence community's ambivalence towards the UFO camouflage and warned of dire consequences unless the defence establishment woke up and recognised the danger these phenomena pose in the nuclear age.

On a final note, the legend of James Jesus Angleton and his "wilderness of mirrors", as he often referred to his daunting task of protecting vital state secrets, faded into obscurity on May 11, 1987. But the secret that went with him re-emerged almost precisely the day he died.

Perhaps Jim was not the real bad guy in the counterintelligence game. Maybe he was its victim.

3. JJA personal records. Angleton took a seven-month leave of absence to remain in Tucson, Arizona, for unspecified reasons, not substantiated by the need to be with his wife and family - as is believed by other writers regarding Angleton's absence from CIA's Washington headquarters during May through December 1947. See Tom Mangold, Cold Warrior James Jesus Angleton: the CIA's Master Spy Catcher, Touchstone Books, Simon & Schuster, 1991, p. 361.

4. On December 12, 1947, the National Security Council (NSC) adopted measures to counter the espionage and counterespionage threat, as specified in NSCID 1, later amended in NSCID 5, that authorised the Director of Central Intelligence to "conduct all organized Federal espionage and counterespionage operations". According to CIA historian Arthur B. Darling, atomic weapons research became an overriding issue, and coordination with the Office of Scientific Research and Development with the AEC was through CIA consultant Dr H.P. Robertson, through General Vandenberg's directive containing an agreement between Dr Vannevar Bush which facilitated the transfer of Manhattan Engineering District files to the Director of Central Intelligence for proper collection of foreign atomic energy research. Secret OSO activities in this area were not allowed to fall into administrative control of the AEC nor FBI, as Vandenberg thought they should remain within CIA intelligence operations. See Arthur B. Darling's The Central Intelligence Agency: An Instrument of Government to 1950, Penn State Press, 1990, pp. 197-239.

5. The term "UFO", as defined by Air Force intelligence directives, is used here to reflect unconventional aircraft and missiles, not interplanetary spacecraft.

6. CIA FOIA response letter, dated March 26, 1976, to a July 14, 1975 FOIA request made by Ground Saucer Watch of Phoenix, Arizona, in which it stated that the NSC tasked the CIA with a requirement to determine the actual UFO threat. The CIA responded through the Office of Scientific Intelligence by creating the Intelligence Advisory Committee to study the threat aspects. Military members of the IAC fought vigorously to maintain participation in areas relating to AEC intelligence collection. The Joint Chiefs of Staff, represented by General Todd (who is mentioned in an FBI memo regarding Joint Staff Council ignorance of flying saucer data in 1947), were at odds with the CIA about duplication of efforts by the Military Intelligence Division in producing UFO intelligence data for the IAC. See Arthur B. Darling, ibid., pp. 349-356.

7. The KGB, the Committee for State Security, was a non-military arm of the Soviet Intelligence Service. The GRU was the military arm. The KGB received its title in 1954. When mentioning the Russian Intelligence Service, KGB and GRU are referenced generically to include both organisations.

8. This remarkable fact is substantiated in the mistakenly downgraded Top Secret Canadian Department of Transport intra-departmental correspondence, dated 21 November 1950, from Wilbert B. Smith to Dr Robert I. Sarbacher, an American physicist and science consultant in the US Defense Department's Research and Development Board and a member of the Guidance and Control Panel. Smith acknowledged that UFO studies were "considered by the United States authorities to be of tremendous significance" and that the "matter is the most classified subject in the United States Government, rating higher than the H-bomb".

10. November 25, 1955 Top Secret memorandum from Rear Admiral Edwin T. Layton, Deputy Director for Intelligence, The Joint Staff, to the Chairman, Joint Chiefs of Staff, ref. JCS 1712/5. This report deals with the Burgess-MacLean defection, after it was learned that sensitive weapons research information had been sent to Moscow through diplomatic means and after the CIA was informed of the defection. Angleton was devastated to learn that Kim Philby, a longstanding friend of British intelligence, was part of the spy ring.

11. Unacknowledged June 28, 1961 Top Secret National Security Memorandum from President John F. Kennedy to The Director [Dulles], Central Intelligence Agency, Subject: Review of MJ-12 Intelligence Operations as they relate to Cold War Psychological Warfare Plans. It is a one-line request that reads: "I would like a brief summary from you at your earliest convenience."

12. Unacknowledged CIA Top Secret/ MJ-12 Counterintelligence carbon copy of draft directive from Director of Central Intelligence to MJ-12 members 1 to 7, with eight tabs on government watermark onion skin paper, circa 1961.

13. Yuriy Ivanovich Norsenko was a Soviet KGB officer who defected in 1962. Angleton had him detained and tortured for three years, believing the warning given by another KGB defector, Anatoliy Mikaylovich Golitsyn, that Norsenko was ordered to defect and act as a disinformation plant to spread misleading information to the CIA regarding Soviet capabilities and intentions. Later CIA analysis suggested that it was Golitsyn, not Norsenko, who was the real mole planted within the CIA. Angleton was convinced that Golitsyn was a bona fide defector and he used Golitsyn's information, but the CI mole-hunt virtually destroyed the CIA's covert operations for some time.

14. Top Secret CIA wire-tap report, dated August 3, 1962, of discussion between Marilyn Monroe and Howard Rothberg, with references to Project 40, Moon Dust, the 5412 Committee and MJ-12. The report was given to Angleton and has his signature at the bottom right-hand portion of the document, establishing that CI was aware of Monroe's desire to blackmail the Kennedys over their indiscretions during a sexual affair with her prior to August.

15. FBI file No. 105-40018-1, formerly classified Secret. CIA is copied on an August 19, 1955 FBI document from Mr Dennis A. Flinn, Director, Office of Security, Department of State. A copy was sent to Director, Central Intelligence Agency, for the attention of Deputy Director, Plans, and was marked Secret. It was declassified on November 11, 1978, but the subject matter was redacted.

16. See Adela Gregory and Milo Speriglio, Crypt 33: The Saga of Marilyn Monroe - The Final Word, Birch Lane Press, 1993.

17. This would be amazing, since no one in government knew that James Angleton worked for the CIA, much less of his existence, since there were few pictures of Angleton and very few within the Agency knew who he was and what he did. It is also interesting that until his appearance before the Church Committee in 1975, the public did not know about Angleton or his CIA Counterintelligence position. His identity had been kept secret for 20 years.

18. National Security Action Memorandum No. 271, dated November 12, 1963, to The Administrator, National Aeronautics and Space Administration, Subject: Cooperation with the USSR on Outer Space Matters. President Kennedy instructs James Webb as Administrator of NASA to "...assume personally the initiative and central responsibility within the Government for the development of a program of substantive cooperation with the Soviet Union in the field of outer space, including the development of specific technical proposals. I assume that you will work closely with the Department of State and other agencies as appropriate." Kennedy had requested an interim report on NASA's progress in this adventure by December 15, 1963. Of course, after Kennedy was killed, this program was never acted upon.

19. It should be pointed out here that James E. Webb served on President Truman's Psychological Warfare Strategy Board and assisted in revising NSC 10/2 for the Office of Policy Coordination (Covert Operations) in 1948 for the CIA and the Joint Chiefs of Staff for emergency plans in case of war. He also was the author of the Webb Staff Study that worked out cooperation between the military and the CIA concerning IAC intelligence-sharing of foreign atomic research with the AEC, which allowed the DCI prerogatives in the dissemination to key executive officials. Webb considered the DCI slot after Rear Admiral Hillenkoetter left office in 1950.

I remember reading a very convincing debunking of the MJ-12 documents many years ago. Things like the way dates were shown etc. indicated forgery. Also an anomaly or two in personnel, as I recall. I think it was in the magazine Skeptical Inquirer. Anyway, I wanted the documents to be real, but concluded from this study that they were probably not. Just my two cents.

Found this exchange interesting...

IN THE FIRST PARAGRAPH OF THE LEAKER'S COVER LETTER, WHO IS 'AWD' WHO ‘WAS VERY FEARFUL OF DISCLOSURE?’

Allen W. Dulles. He was the Director of the CIA, and presumably MJ-1 up to 1961. He was a tough inside player. But, in November 1961, President John F. Kennedy replaced Alan Dulles with John McCone. McCone was also in charge of the CIA at the time of the November 22, 1963, assassination; Allen W. Dulles served on the Warren Commission, which investigated the assassination, and Allen W. Dulles signed the Warren Commission report cover letter.

Sixth signature down is Allen W. Dulles, September 24, 1964, cover letter of President's

Commission on the Assassination of President Kennedy, known as the “Warren Commission”

after its Chairman, Chief Justice of the Supreme Court, Earl Warren.

Allen Welsh Dulles (April 7, 1893 to January 29, 1969)

If, as the Eisenhower document says, the Director of the CIA is MJ-1 in the Majestic 12 group, who wrote the burned memo? Depending upon the date it was written - and we don't have a date - if it was written in 1963 shortly before JFK was assassinated, was the CIA Director then, John McCone, the MJ-12 memo writer? The fact that the author says, ‘Please submit your views no later than October’ after warning that ‘LANCER has made some inquiries regarding our activities which we cannot allow.’ For me, that seems to tie with 1963 events in which we have a Kennedy letter dated November 12, 1963, that asks for information from the CIA.

AND JFK IS DEAD ONLY TEN DAYS AFTER HIS NOVEMBER 12, 1963, MEMO.

Right. So, I’m inclined to believe the burned memo is October 1963 and that would mean the writer of the burned memo was John McCone, then CIA Director. But it might still have been Allen Dulles, the powerful insider, if he remained MJ-1 even after McCone was appointed to take his place in the CIA. Or the burned memo writer might also be Allen W. Dulles if it was written as early as 1961 when Dulles was head of the CIA. AWD is mentioned in the burned memo and clearly, the writer of the burned memo is identified as MJ-1.

If the leaker of the burned memo to Timothy Cooper in 1999 is implying in his cover letter that AWD, Allen W. Dulles, was MJ-1, then the burn memo must have been written in 1961.

WHEN DID YOU FIRST HAVE A COPY OF THE BURNED MEMO IN YOUR HAND?

Probably 1999 because Tim Cooper called me about it in June and I think Ryan and I drove back there to see it.

BECAUSE YOU THOUGHT IT WAS SO IMPORTANT.

Yes.

ANY UNDERSTANDING WHY THE LEAKER SNATCHED THE BURN MEMO FROM THE FIRE?

No. But the leaker apparently was a very senior guy in CIA counterintelligence, a right hand man to James Angleton, meaning the leaker’s name was probably well known. His cover letter was dated June 23, 1999. He might not be alive now. I don’t know. But certainly when the leaker wrote this letter in June 1999, he was a very coherent writer.

WHO WAS CLOSEST TO JAMES ANGLETON IN THE CIA?

I don't know. That's research that needs to be done.

IN PARAGRAPH 2 OF THE LEAKER'S COVER LETTER, IT SAYS: ‘SALINA REQUESTED THAT THE MJ-12 DIRECTIVES BE SENT TO YOU AND HOPEFULLY, BE DISSEMINATED IN A RESPONSIBLE MANNER.’ WHO IS SALINA?

I think Salina was a secretary in counterintelligence to whom the burned memo was dictated. That’s my opinion. One of the things I got from Timothy Cooper is a note from Salina in her original handwriting dated June 5, 1996. Salina sent this note to Timothy Cooper in 1996 because it was accompanying other documents that were leaked. I believe this note is the one that sent the Oppenheimer and Einstein 5-page Project JEHOVA memo. So, she was transmitting other stuff at the time to Timothy Cooper.

June 5, 1996, note written by Salina to Timothy Cooper: “At my father's request,

I'm sending these private papers. Like my father, I worked in the Intelligence Community.

I'm a retired CIA employee with thirty years in CI (counter-intelligence) under Jim Angleton.

There are clues to be found in these documents. I can say no more. Good luck. Salina.”

TIMOTHY COOPER AND THE CIA LEAKER HAD A LONG-TIME RELATIONSHIP IN WHICH THE LEAKER SENT TIMOTHY COOPER DOCUMENTS – SOMETIMES A FEW AT A TIME OR ONE AT A TIME OR BUNCHES AT A TIME – AND ONE OF THE COMMON REFERENCES WAS A SALINA THAT YOU SPECULATE WAS A SECRETARY WORKING FOR THE OFFICE OF JAMES JESUS ANGLETON WHEN HE WAS CHIEF OF COUNTER-INTELLIGENCE FOR THE CIA BETWEEN 1954 AND 1974.

Yes.

Tab A President's EYES ONLY

“The burned memo really tells a fascinating story. JFK is beginning to ask too many questions. We can’t allow this, in pretty much no kidding language. And MJ-1 (CIA Director) is saying, ‘I have some new policies I want you other six guys to agree (MJ-2,MJ-3, MJ-4, MJ-5, MJ-6, MJ-7) and let me know before October (presumed to be October 1963) that they are OK because we are going to put them in place. And these six policies are pretty interesting.

The first Tab A says basically, if the President of the United States starts to ask questions, tell him it’s not a matter of national security. And then at the end it says that if the UFOs show up suddenly and we have to admit they are there, then we’ll give full disclosure as the law requires, which amazes me because that implies there is a law that says they (MJ-12) are supposed to disclose something. As far as I can tell so far, MJ-12 has not operated within any law.

TO ME, THE MEMO IMPLIES THAT MJ-12 ALREADY KNOWS THAT UFOS DISPLAY HOSTILE INTENT AND WHAT THEY ARE MAKING A DISTINCTION IN THIS TAB A IS: ‘IN THE UNLIKELY EVENT THAT UFOS OVERTLY DISPLAY HOSTILE INTENT’ – OVERTLY WOULD MEAN PUBLICLY.

THE WORDS IMPLY THAT MJ-12 ALREADY KNOWS THERE HAS BEEN HOSTILE INTENT TOWARDS THE NATIONAL SECURITY OF THE UNITED STATES.

I read it without the word ‘overtly’ in my mind. But if you put in the word ‘overtly,’ you can attach your meaning to it, too. So, I would not dispute your interpretation.

WOULD YOU CONTINUE WITH YOUR ELABORATION TAB BY TAB?

Tab B “NEED-TO-KNOW”

The second one, Tab B, basically says some people in the Federal Bureau of Investigation (FBI) are getting to know too much, so we’ve got to tell J. Edgar Hoover that there’s something going on. But don’t tell him anything more than we have to and get as much out of him (Hoover) as possible, while we keep our CIA spies in place in the FBI. The ‘back channel contacts’ means CIA guys working inside the FBI.

Tab C DoD 5200.1

WHAT IS DOD NOTICE 5200.1?

5200.1 is just security rules concerning who gets access to classified material. The black stamp ‘CI’ is counter-intelligence. It’s a stamp the counterintelligence guys used under Angleton to distinguish their work from the rest of the CIA. You have to remember that the counter-intelligence people were basically the people trying to figure out whether the Soviets had planted spies within the CIA, so they had a measure of separateness from the rest of the CIA. That separateness was very important. CI could basically do whatever they wanted to do, as evidenced by the fact that’s where they put the MJ-12 program for control.

Tab C is interesting for two reasons. First, it affirms the existence of SCEO (Sensitive Compartmented Executive Order) and also makes clear that apparently it's the 54/12 program that is exempt from that. Otherwise, all of the Department of Defense has no access to anything on MJ-12.

SO, MJ-12 WAS UNDER THE CONTROL OF ANGLETON IN THE CIA'S COUNTER-INTELLIGENCE?

I would say that’s what this memo implies. However, I would be quick to add that there are a lot of agencies in the United States and it is clear that the U. S. Navy had played a lead role in the past. And I believe it was the U. S. Army that retrieved the Cape Girardeau, Missouri, crash (1941). So, all these agencies had been snapping away to get control of the (E. T.) technologies by themselves. The CIA wound up with control of the official program for MJ-12, but I think there are other little pockets of UFO work in all the agencies – some of which were perhaps cleared for MJ-12 access and some, which were not.

ALL COMPETING WITH EACH OTHER BECAUSE THEY WANTED ADVANCED EXTRATERRESTRIAL TECHNOLOGIES?

Yes, I think so. That’s right. They were not caring about the public. They wanted the technologies.

IS 54/12 THE SAME ENTITY AS MJ-12?

No, I don't think 54/12 is the same as MJ-12, but apparently 54/12 was given some access to some parts of MJ-12.

[ Update from Earthfiles viewer and Wikipedia: “54/12 was not in the Pentagon. This was a committee set up under NSC purview to review covert and clandestine operations. NSC, you recall is statutory and within the Executive Office of the President, so it was a very high level review committee concerning some of the most sensitive matters. Over the course of Administrations, its name has mutated ... 303 Committee, 40 Committee, Operations Advisory Group, NSC Special Coordination Committee, National Security Planning Group.”

Wikipedia - 54/12: “Since 1954, oversight of United States covert operations has been carried out by a series of sub-committees of the United States National Security Council. Oversight of covert operations was brought under the control of the National Security Council by the creation of the Planning Coordination Group in 1954.

The Planning Coordination Group was created by President Eisenhower's Presidential Directive 5412/1 on March 15, 1954. The group, initially, was headed by Special Assistant to the President for Foreign Affairs, Nelson Rockefeller.

The NSC 5412/2 Special Group, often referred simply as the Special Group, was an initially secret, but later public, subcommittee of the United States National Security Council responsible for coordinating government covert operations. Presidential Directive NSC 5412/2, issued December 28, 1954, assigned responsibility for co-ordination of covert actions to representatives of the Secretary of State, the Secretary of Defense, and the President respectively.

The Federation of American Scientists list of national security documents for the Eisenhower administration does not show a directive 5412/2. It does, however, show a 5412/1 with a classified title (one of only three such documents for the entire Eisenhower administration).

303 Committee - The covert actions oversight group was renamed the 303 Committee after National Security Action Memorandum No. 303 on June 2, 1964. McGeorge Bundy, National Security Advisor, became Chairman for that committee.

The successor to the Special Group was the 40 Committee.

The 40 Committee was a division of the Executive branch of the United States government whose mandate was to review proposed major covert actions. In 1970, the 40 Committee played a major role in so called ‘Track I’ efforts to prevent Salvador Allende from taking office following the Chilean popular vote of September 4, 1970.

Operations Advisory Group - On February 18, 1976, the 40 Committee was replaced by the Operations Advisory Group, in accordance with Executive Order 11905 issued by Gerald Ford. The new group was composed of the President's Assistant for National Security Affairs, the Secretaries of State and Defense, the Chairman of the Joint Chiefs of Staff, and the Director of Central Intelligence.

NSC Special Coordination Committee - The following year on May 13, 1977, President Jimmy Carter issued Executive Order 11985, which updated the previous order such that the Operations Advisory Group thereafter would be known as the NSC Special Coordination Committee.

National Security Planning Group - Under the Reagan administration, the Special Coordination Committee was replaced by the National Security Planning Group which included the Vice-President, the Secretary of Defense, the Secretary of State, the Assistant for National Security Affairs, and the Director of the CIA.” ]

I think a number of people have concurred that President Eisenhower lost control to the MJ-12 program. The MJ program did things the way they wanted. In fact, that was the time that MJ-12 allegedly started to go and put some of the civilian contractors in charge – sort of took MJ-12 research out of the government and made the government clean so that when you ask the government, ‘What do you know about MJ-12?’ The honest answer is, ‘We don’t know squat.’

YOU MEAN PUTTING MJ-12 OUT INTO CORPORATIONS LIKE BECHTEL?

Yeah, putting some of the responsibilities out into the corporations so the paperwork was not under government control and they could use security systems that separated it from the government.

THIS MIGHT RELATE TO PRESIDENT EISENHOWER’S WARNING WHEN HE WENT OUT OF OFFICE ABOUT THE ‘MILITARY-INDUSTRIAL COMPLEX’?

Yes, I think so.

THAT’S CRUCIAL TO UNDERSTANDING THIS BURN MEMO. WHY IS IT THAT THE MJ-12 FORCES FROM TRUMAN TO KENNEDY WOULD SUDDENLY BE IN A HOSTILE POSITION WITH THE PRESIDENT OF THE UNITED STATES, WHO IN THE BURN MEMO IS REFERRED TO AS ‘LANCER.’

Yes, right. And apparently that was a code name (for JFK) that was pretty well protected at that time.

BUT TAB A IS ABOUT KEEPING ALL OF THIS KNOWLEDGE FROM ‘LANCER’.

Exactly. And Lancer in his November 12, 1963, letter is basically saying he’s going to start a program to share all this stuff with the Soviet Union. That scared the hell out of them (MJ-12)!

THAT WOULD BE THE REASON THAT YOU SUSPECT JFK WAS ASSASSINATED BY THE CIA THROUGH SOMEBODY?

Yes. Actually jumping to the bottom line: As far as I know, this ‘burned memo’ is the only document that I’ve ever heard anyone claim could be the authorization to kill President John F. Kennedy. It’s written evidence that could be entered into a court as the authorization to kill Kennedy.

Tab D Project BLUE BOOK

In my judgment, the National Intelligence Estimate (NIE) probably established Blue Book in a two-part way. One part was only slightly classified, which is the one we all know about. The other was highly covert, which was to take the information we were getting from the public and run it into MJ-12 to figure out how to use it. Perhaps also, they might have had a misinformation component. I think the thing that is significant to me is the reference to the NIE, the National Intelligence Estimate. That’s pretty important that the MJ-12 BLUE BOOK/MAJIC actually got in there.

MEANING THAT THE COVERT PROJECT BLUE BOOK WAS DESCRIBED IN THE NATIONAL INTELLIGENCE ESTIMATE.

At least at that time in the early 1960s, which sure contradicts the misinforming public BLUE BOOK that pretty much said there was nothing to UFOs even to investigate.

Tab E Freedom of Information

The next one, Tab E, basically says no matter who asks, don’t tell them anything.

AND IN THAT PREVIOUS TAB D, ‘REFERENCE TO BLUE BOOK IS AUTHORIZED ONLY WHEN RESPONDING TO PUBLIC AND CONGRESSIONAL INQUIRIES.’ THAT MEANS THIS IS MJ-12’S WAY OF KEEPING EVERYBODY ELSE AT AN ARM’S LENGTH DISTANCE FROM THE TRUTH.

Exactly. And Tab E doesn’t even extend to Congressional inquiries. Basically it implies everybody (is off limits from knowing E. T. facts). No one who asks, including the U. S. President, has a right to know.

Tab F PSYOP

So, Tab F re-affirms that ‘the authorization to interrogate and detain any and all targets.’ Basically that says that none of the basic rights that we thought we had apply in this area.

THAT THE U. S. CONSTITUTION WAS NOT EVEN BEING RESPECTED BACK IN THE EARLY 1960S, AS FAR AS MJ-12 WAS CONCERNED.

Precisely. That’s an excellent way to put it. Yes. Tab F is overt evidence that the U. S. Constitution was being ignored.

WHAT WE DON’T KNOW IS EXACTLY WHAT PROJECT PSYOP IS AND WHO IT WAS UNDER?

That’s certainly true, yes. I was just assuming that Project PSYOP was the sort of general project that tried to cleverly contain, using psychological operations that were standard. In other words, keeping the public in the dark (about E. T.s) using subtle techniques, such as movies created to attune the public to various (E. T.-related) ideas and advertisements and false press releases – the whole genera of things the psyops guys use to keep us in the public confused.

IF THERE WERE AN EYEWITNESS WITH PHOTOGRAPHS AND VIDEOTAPE, THEN THIS ‘GREEN’ UNIT WOULD HAVE THE AUTHORIZATION TO INTERROGATE AND DETAIN ANY AND ALL TARGETS?

Yes, UFO history is filled with excellent records of two or three guys in black taking away an eyewitness’s stuff and interrogating them and telling the eyewitness/es that nothing happened.

HOW IRONIC THAT THE MEN IN BLACK MIGHT HAVE BEEN WORKING DIRECTLY FOR PROJECT GREEN.

Right, exactly (laughs).

Tab G BW

In Tab G, the BW means biological warfare.

WHAT ARE ‘SPIKE,’ ‘HOUSE CLEANING,’ ‘MK-ULTRA,’‘ARTICHOKE’ and ‘DOMESTIC’?

SPIKE, HOUSE CLEANING, ARTICHOKE and DOMESTIC, I think are all unknown. I’m still looking for people who claim to know something about those projects. MK-ULTRA, of course, has been released and discussed and basically that was a CIA project that did a lot of unconstitutional testing.

I think the part they have admitted to was the use of psychedelic drugs without permission of the subjects. If you look up MK-ULTRA in the public record, I think you’ll find a lot of bad stuff that has been released.

[ Editor's Note: Wikipedia - “Project ARTICHOKE was a CIA project that researched interrogation methods and arose from project BLUEBIRD on August 20, 1951, run by the Office of Scientific Intelligence. A memorandum by Richard Helms to CIA director Allen Welsh Dulles indicated ARTICHOKE became Project MKULTRA on April 20, 1953.

The project studied hypnosis, forced morphine addiction (and subsequent forced withdrawal), and the use of other chemicals, among other methods, to produce amnesia and other vulnerable states in subjects.

ARTICHOKE was an offensive program of mind control that gathered together the intelligence divisions of the Army, Navy, Air Force, and FBI. In addition, the scope of the project was outlined in a memo dated January 1952 that stated, ‘Can we get control of an individual to the point where he will do our bidding against his will and even against fundamental laws of nature, such as self preservation?’

Project MK-ULTRA, or MKULTRA, was the code name for a covert CIA mind-control and chemical interrogation research program, run by the Office of Scientific Intelligence, that began in the early 1950s and continued at least through the late 1960s. There is much published evidence that the project involved the surreptitious use of many types of drugs, as well as other methodology, to manipulate individual mental states and to alter brain function.

Project MK-ULTRA was first brought to wide public attention in 1975 by the U.S. Congress, through investigations by the Church Committee, and by a presidential commission known as the Rockefeller Commission. Investigative efforts were hampered by the fact that CIA Director Richard Helms ordered all MK-ULTRA files destroyed in 1973. The Church Committee and Rockefeller Commission investigations relied on the sworn testimony of direct participants and on the relatively small number of documents that survived Helms' destruction order.

Although the CIA insists that MK-ULTRA-type experiments have been abandoned, 14-year CIA veteran Victor Marchetti has stated in various interviews that the CIA routinely conducts misinformation campaigns and that CIA mind control research continued. In a 1977 interview, Marchetti specifically called the CIA claim that MK-ULTRA was abandoned a ‘cover story.’

On the Senate floor in 1977, Senator Ted Kennedy said: ‘The Deputy Director of the CIA revealed that over thirty universities and institutions were involved in an ‘extensive testing and experimentation’ program, which included covert drug tests on unwitting citizens ‘at all social levels, high and low, native Americans and foreign.’ Several of these tests involved the administration of LSD to ‘unwitting subjects in social situations.’ At least one death, that of Dr. [Frank] Olson, resulted from these activities. The Agency itself acknowledged that these tests made little scientific sense. The agents doing the monitoring were not qualified scientific observers.” ]

Robert Wood: “I’d love to know what SPIKE, HOUSE CLEANING, ARTICHOKE and DOMESTIC are. But, if you give them (MJ-12) the benefit of the doubt, you could say that if there were contamination from an (E. T.) pathogen in the public, MJ-12 wants to control it and contain it to save as many lives as possible.

WHAT ARE ‘CONVENTIONAL METHODS’ CONCERNING SPIKE, HOUSE CLEANING AND ARTICHOKE?

Presumably the less conventional methods are probably less constitutional, too. (laughs) That would be my guess.

THAT SPIKE, HOUSE CLEANING, ARTICHOKE AND DOMESTIC ARE PROBABLY OUTSIDE THE BOUNDS OF LIBERTIES PROTECTED BY THE CONSTITUTION?

I would suspect so. Anyway, it’s an alert – stay alert for anything having to do with ARTICHOKE, DOMESTIC, HOUSE CLEANING and SPIKE. I would like to know what those projects were - or are!

IT'S DISTURBING THAT MJ-12 WOULD BE HAVING COMMUNICATION ABOUT BIOLOGICAL WEAPONS.

Basically anything involving the aliens (E. T.s), it’s clear that there was and is genuine concern that some of the diseases that aliens might have could be problems for us.

IN THE MAJESTIC 12 DOCUMENTS RELEASED AT RYAN’S MAJESTICDOCUMENTS.COM WEBSITE, THERE IS THE WHITE HOT MAJESTIC DOCUMENT AND THE INTERPLANETARY PHENOMENON UNIT DOCUMENT, WHICH DISCUSS THE DEATHS OF SABOTAGE ALERT TEAMS CALLED IN TO GATHER UP THE NON-HUMAN BODIES IN NEW MEXICO THE FIRST WEEK OF JUY 1947.

That’s a good point. There certainly are cases such as the technicians who died in 1947 after they were taken to Los Alamos.

THOSE WERE TECHNICIANS THAT SPECIFICALLY WERE IN SOME KIND OF PROTECTIVE SUITS THAT HANDLED THE BODIES OF WHAT WERE DESCRIBED AS ‘EXTRATERRESTRIAL BIOLOGICAL BODIES’ AT CRASH SITES.

Exactly. There are a few cases like this where you can associate aliens and illnesses. But not to the extent that you can be specific about what pathogen was involved or what the treatments were or what kind of procedures would have been used for a public emergency. My guess is that these projects, SPIKE, HOUSE CLEANING, ARTICHOKE and DOMESTIC might be responses to an ‘Andromeda strain.’

FROM EXTRATERRESTRIAL BIOLOGICAL ENTITIES?

Yes, right. Reasonable things to do. Not everything that MJ-12 does is necessarily evil! (laughs) They were trying to make sure that our human enemies did not get more technology than we did. In the process, they decided their objectives were so important that they did not have to worry about the U.S. Constitution. And that was bad.

THAT BRINGS US TO THE FINAL PAGE OF THE BURNED MEMO, WHICH IS PERHAPS THE MOST SIGNIFICANT OF ALL IN THE CONTEXT OF AN AGENCY IN THE GOVERNMENT TRYING TO KEEP THE PUBLIC AND THE MEDIA FROM KNOWING THE FACTS ABOUT WHAT THE GOVERNMENT AGENTS DO KNOW: THAT THERE ARE EXTRATERRESTRIAL BIOLOGICAL ENTITIES INTERACTING WITH PLANET EARTH.

Tab H Project ENVIRONMENT

TAB H SAYS: ‘Draft, Directive Regarding Project ENVIRONMENT. When conditions become non-conducive for growth in our environment and Washington cannot be influenced any further, the weather is lacking any precipitation (misspelled as percipitation in memo) ... it should be wet.’

CAN YOU EXPLAIN THIS?

Well, it’s four thoughts there. The first thought is when ‘conditions become non-conducive for growth.’ I think that means that if MJ-12 is not going to get any money, or no more money, or their money is going to be cut off completely ‘in our environment.’

‘And Washington cannot be influenced any further.’ That means the people who control this covert money are not coming up with it.

MEANING COVERT BLACK BUDGET MONEY TO KEEP MJ-12 FUNCTIONING?

Yes. Exactly right, which is presumably somewhere between not trivial and huge!

And the ‘weather is lacking any precipitation.’ I’m reading that to mean that there is no more money coming down from the heavens like it has in the past.

Then, ‘it should be wet’ is a reference to ‘wet works,’ or ‘wet affairs,’ which originated in Russia, actually in the 19th Century from a Russian phrase where apparently if you killed somebody during a burglary, it was called ‘wet’ in Russian because of the blood.

BECAUSE OF THE BLOOD?

Yes, because of the blood. That word got used in the intelligence community in the KGB to describe assassinations. That was picked up by the intelligence communities around the world apparently.

At this point, you have to go back to the scenario that was involved. I would presume that the scenario involved is that MJ-1 is dictating this burned memo to a secretary. He, MJ-1, does not want the secretary to know that he is saying, ‘We ought to kill JFK.’

So MJ-1 was using arcane language to conceal that from the secretary, but all of his (MJ-12) readers would know exactly what he meant. So, that’s my speculation on the phrase, ‘it should be wet.’

THIS IS THE DIRECTOR OF THE CENTRAL INTELLIGENCE AGENCY …

MJ-1, yes.

WHO IS ADDRESSING MJ-2 THROUGH 7. ON THIS LAST PAGE OF THE BURNED MEMO, IN THE CONTEXT OF SOVIET SPY ACTIVITY AND ASSASSINATION HISTORY THAT HAS USED THE TERM ‘WET’ TO SIGNAL KILLING, ‘SHOULD BE WET,’ MEANS TO ASSASSINATE.

Yes.”

Yes.”

I became aware of Farrell ie The Reich of the Black Sun and The SS Brotherhood of the Bell a few months ago, after doing a google search under Mae Brussell and seeing the words Mae's Brussellsprouts, which was kind of funny at the time......While the subject matter is beyond fascinating, there are problems aplenty in going down this path in trying to use it to solve the JFK assassination.

1. Inevitably, one is faced with having to traverse the MJ-12 documents, which, in turn means you are riding a slippery slope towards the Corso family ie Col Philip J. Corso Ret. and his son, The elder Corso resigned from the Army in the summer of 1963, and is not exactly someone I would trust on either of the subjects, [uFO's & the JFK Assassination].

But more to the point is......

2. There is got to be a better method of using what information exists, exclusive of Corso [and Farrell, for that matter] to solve at least the JFK Assassination......Why?

Why indeed......would anyone want to be saddled by, in essence, not only solving the JFK assassination, but also taking on the mysteries of what really was going on in the last months of World War 2 in Europe........

The thing is Terry, it's my distinct impression that there is a correlation between some very high tech stuff, some very sophisticate mind control technology, and the NAZI culture. I still think I was mistaken about it all beginning with Paperclip. We had plenty of these occult practicing NAZI types over here [Eugenics, Banking, Business and family connections back to the Fatherland]. And I do not mean to say that Paperclip was bad - I am sure that we saved a lot of good people, and I agree that we couldn't allow it to fall into the hands of the Soviets - however, some were not good people, and they brought all their Atlantean voodoo and Satanic ritual stuff, channeling, genetic breeding and all this weird baggage that seems to have been allowed to proliferate over here.

I have been doing a bit here and there to understand the NAZI culture - I don't think people get it - it wasn't as simple as trying to create a master race, or eliminating certain unwanted genetic traits - it went pretty far beyond that. Himmler was something of a madman - however, there may have been a method to his madness - reluctant to post more on that.

As to 'aliens' - nothing that a good dose of sauce, some hypnotism and a few actors in funny looking costumes couldn't produce - with long lasting effects. The disc technology went on to possibly produce the U2. 'Swept' wing technology is standard today. Considering the distinct possibility of sabotage of the U2 project - you would have to imagine that bigger and better things were made available to replace it. The discs of the 1940s appear to have been fairly rudimentary. Tin and rivets.

I was recently reading about the Philadelphia Experiment. It's almost impossible to make out what really transpired. Interestingly enough, one author [who as an aside has a Paperclipped Nazi as being firmly involved with the project - I posted on that elsewhere] had three different variations. They were interesting. The second one came almost as a paragraph. Some testing was being done - Einstein and Tesla were present. A UFO crashed into one of the ships in front of everyone - people were hurt. The crew of the SS Andrew Furuseth - were all given mandatory psych evals. No clue what the truth is about this experiment - it's as hosed as the JFK assassination with myths, lies and BS.

Morris Jessup and Carlos Miguel Allende

In 1955, Morris K. Jessup, an amateur astronomer and former graduate-level researcher, published The Case for the UFO, an examination of the phenomenon of UFOs which contained some theorizing about the means of propulsion that flying-saucer-style UFOs might use. Jessup speculated that anti-gravity and/or electromagnetism may have been responsible for the observed flight behavior of UFOs. He lamented, both in the book and the publicity tour which followed, that space flight research was concentrated in the area of rocketry, and that little attention was paid to these other theoretical means of flight, which he felt would ultimately be more fruitful.

On January 13, 1955, Jessup received a letter from a man identifying himself as Carlos Miguel Allende. In the letter, Allende informed Jessup of the Philadelphia Experiment, alluding to poorly sourced contemporary newspaper articles as proof. Allende also said that he had witnessed the Eldridge disappear and reappear while serving aboard a merchant marine ship in its vicinity, the SS Andrew Furuseth. He further named other crew with which he served aboard the Andrew Furuseth, and claimed to know of the fates of some of the crew members of the Eldridge after the experiment, including one whom he witnessed disappear during a chaotic fight in a bar. Jessup replied to Allende by postcard, asking for further evidence and corroboration for the story, such as dates and specific details of his fantastic story.

The reply came months later; however, this time the correspondent identified himself as Carl M Allen. Allen said that he could not provide the details for which Jessup was asking, but implied that he might be able to recall by means of hypnosis. Jessup decided to discontinue the correspondence.

.

I would like to know anything anyone has on a JS Martin of Oak Cliff, Texas, who lived there in 1963. He may provide some more links and answers.

No one seems to have done much by way of figuring out the link between NASA and Reilly Coffee either. Why?

Allende's letter to Jessup was apparently written from the Turner Hotel in Gainesville, Texas. See, http://windmill-slayer.tripod.com/aliascar...llende/id1.html

Awful lot on youtube now with respect to the anti-gravity and disc experiments - including our own. Tight security, superconductors, high voltage, use of mercury, magnetism, aerodynamic designs, etc. Quite a bit of material by folks today who believe that they have been targetted by black budgets for ridicule in this space - however, the Nazi Bell and Fly-Trap are excellent historical testimonies.

Thanks to Smitty for hipping me to this clip on the flytrap.

Just wanted to make the connection to the 'Suspicious Vehicles' post and this one [link below]...I find Vinson's account quite credible, and the possibility of the landing of two of the Dallas participants at Area 51 facinating when one considers all of the implications.

Both Reich Wingers: Sarah McClendon and Philip J. Corso jumped on the UFO bandwagon late in their lives. But even Ulius Amoss' commanding officer (head of the entire Sixth(?) Air Force) did the same in the late 1940's. Can not recall his name. Hoyt Vandenburg perhaps? Check out Google or Wikipedia on this guy and Ulius Amoss.

http://en.wikipedia.org/wiki/Hoyt_Vandenberg

Cantankerous McCarthyite and MacArthurite and professional Curmudgeon Sarah McClendon was really a Mata Hari in disguise.

She helped to found COPA but for the most part that was only to keep an eye on how close COPA researchers were coming

to solidifying the case against her friends on Willoughby's Anti-Communist Liaison - Committee of Correspondence like

Edward "Brainwashing" Hunter who shows up in Manchurian Candidate as Andrew Salter, the Rev. Billy James Hargis, and perhaps even

Alex Rorke even though he died 2 months before the actual death of JFK. As you recall, Willoughby was confirmed as a JFK

plotmaster by Dick Russell's informant in The Man Who Knew Too Much in the letter sent to Russell from the King Edward Sheraton or on

stationery from that Canadian hotel. Beware of Greeks bearing gifts or ex-McCarthyites who say they are just here to help you.

She was a confidante of Otto Otepka as well. She was one evil, conniving and manipulative intelligence operative for the Reich Wing

and for the McCarthyites plus the MacArthurites plus the pro-Fascists and John Birchers from Dallas like Robert Morris and Charles

Willoughby.

Edward Hunter and Andrew Salter qualify as anagrams to a match level of about 75%.

McClendon was basically a female version of pro-Nazi Col. Philip J. Corso who was one of her close fiends. He also jumped on the Alien Autopsy bandwagon near the end of his life like McClendon, promoted the Vince Foster suicide garbage and other comparable right wing conspiracy theories. When you analyze what they both did to block the truth about JFK you can appreciate the power of controlling the press. The Vince Foster theme was meant to discredit President Clinton somehow by implying that he had Vince Foster killed when he was really driven to suicide by the likes of McClendon, Corso, Otepka, Revilo Oliver and the Regnery Publishing House plus the Liberty Lobby crowd, and all the other paranoid, vindictive, viragos and bastidges, operating as accusatory circling vultures as well as the bitter ex-McCarthyites and ex-MacArthurites.

The Vince Foster family should sue any of these persons and organizations for wrongful death and they would be fully justified and should prevail. May these Reich Wing viragos and bastidges all fry in Hell forever. I really mean that.

Veteran White House reporter Sarah McClendon dies

WASHINGTON (AP) — White House reporter Sarah McClendon, who covered every president since Franklin D. Roosevelt and was known for shouting questions at most of them, died Tuesday at 92. McClendon wrote often about treatment of veterans, government secrecy and other issues.

clear.gif

07mcclendon-inside.jpgclear.gif

Sarah McClendon wrote that journalism 'offers the best opportunity to serve one's country, the people and the public interest.' clear.gif AP file A spokeswoman for Washington Veterans Administration Medical Center did not provide a cause of death for McClendon, who had been hospitalized since late last month.

For over half a century, presidents had found themselves confronted by her questions — often shouted — about treatment of veterans, government secrecy and other issues.

"She was one of the greatest newspaperwomen Washington ever saw," said Helen Thomas, who has covered the White House for decades and is currently a columnist for Hearst newspapers.

"She walked in where angels fear to tread," Thomas said. "She had guts, she asked the questions that should have been asked, and she asked questions for people who had no voice." She said McClendon "made the veins stand out" on President Eisenhower's forehead.

President Clinton sometimes seemed amused by McClendon.

"All of us who called on her in news conferences did so with a mixture of respect and fear, I suspect, because we would never quite know what she might say," Clinton said in a statement. "I couldn't help but admire her spirit."

For her part, McClendon said it was her duty to be aggressive with the nation's leaders.

"Citizen journalist is a mission I took for myself. It offers the best opportunity to serve one's country, the people and the public interest," McClendon wrote in her 1996 book, Mr. President, Mr. President!

"It has been a privilege to have lived this life," she added. "I cannot wait to get out of bed each morning and start living it some more."

She told her story for the McClendon News Service, a biweekly newsletter, which she founded, and a radio commentary which at one point was carried by 1,200 stations.

Besides her 1996 book, McClendon also wrote about her experiences in My Eight Presidents in 1977.

Her career began in 1931 at the Beaumont (Texas) Enterprise and the Tyler Courier-Times and Tyler Morning Telegraph. In 1944, she moved to the Washington bureau of the Philadelphia Daily News and two years later established the news service that bore her name.

McClendon was a graduate of Tyler Junior College and the University of Missouri. She also was a member of the Veterans Administration Advisory Board on Women Veterans and other military organizations.

Are people who insist that JFK was hit solely or chiefly due to national security concern over UFOs akin to people who maintain that organized crime did it alone, rather than Cuban exiles, intel ops...several allied groups with deep and earthly reasons?

Absolutely right. The source of these UFO and Mafia b***s*** stories were people like Sarah McClendon and Col. Philip J. Corso and others on the UFO side and Lamar Waldron and David Schein, etc. on the Mafia side. The right wing wackos like Corso and McClendon just like screwing around with people's minds and trying to use any ruse to blame the whole JFK plot on false sponsors and their favorite selected scapegoats. McClendon and Corso were true right wing wackos with malicious intentions while Waldron and Schein are nothing of the kind. They just were well intentioned researchers swept up in the whole "Mafia did it" pablum which was started by right wing wackos in the 1960's and 1970's in order to exonerate their Reich Wing associates as suspects. Mind Control is such a powerful force that almost 50% of what you think is accurate about your belief system and the JFK hit is way off the mark. And you don't even know how those misdirected and convoluted concepts got firmly planted in your brain without any obvious unprotected orifice or point of entry. Put on your blinders and your ear plugs and guard both your eyes and ears, that is how they did it. These Reich Wing wackos want to recruit you to spread their version of events. They are modern day Body Snatchers and Mind Control and Mind Capture freaks. Who was the best at it? GLK Smith, Edward Hunter, Revilo P. Oliver, Robert Morris, Henry Regnery and Company, Robert Morrow and Col. Philip J. Corso. Maybe we should add Sarah McClendon to that little coterie of Mind Controllers and audacious tale spinners, too.

1) Consider the Source

2) Challenge and confront these Reich Wing wackos

3) Ignore their efforts to jam your brain with irrelevance

4) Expose them, villify them and debunk them at all costs

5) Turn your investigation back on them and expose them

6) Laugh raucously and continuously at their ideas in their face

7) Discourage them from pursuing these lines of research

8) Heckle them at public forums and presentations

9) Bury their internet postings with unadulterated Guano

10) Hound them until they can not take it anymore

That is how to handle Reich Wing wack-jobs....

Note: In late May 2007, I was asked by Dan Smith, who is discussed in this article, to attempt to write an overview of the apparent interest of the intelligence community in UFOs. Although Dan paid me a modest retainer for my time, he agreed to have absolutely no editorial control over my work or its conclusions. He was fully prepared to be, possibly, unhappy with whatever I delivered.

With terrorism, drug trafficking, climate change, and ever-present pork projects on its plate, the US government, one would think, would have zero free time – not to mention resources -- to devote the supremely elusive topic of flying saucers. But, for some observers, there is compelling evidence that it does -- and in direct contradiction of its own official statements.

These federal forays into the fanciful seem inspired by the relatively new buzzwords added to the UFO lexicon, not the iconic “Roswell,” “Alien Autopsies,” or even “MJ-12 documents” of old. Those passe' riddles are no longer considered “coins of the realm.” Now the most intense debates involve subjects with names like Project Beta, SERPO, Project Camelot, Operation Snow White, and Star Gate. And weaving in and out of all these alleged controversies, especially in the UFO internet chat rooms, are at least three senior intelligence analysts and one retired Air Force Special Investigator: “Tom” (pseudo.), a MASINT specialist (Measures and Signals Intelligence) with a PhD in chemistry and Paul, an aeronautics scholar interested in “breakthrough propulsion and gravity-modification technologies,” work down the hall from each at the Directorate of National Intelligence (DNI) headquarters in Washington. “Jim” (pseudo.), a physician and former CIA officer in the Directorate of Science and Technology, maintains his security clearance, and travels back to Washington often to work on classified psychological studies. Richard “Rick” Doty, a longtime friend and colleague of Jim, was an investigator assigned the Air Force Office of Special Investigations (AFOSI).

What has been confounding UFO buffs for years is the regular presence of these well-informed “spooks” (and others less active) in both the physical UFO world and the world of cyberspace saucers. The mystery seems to have its origins in 1956, pre Tom- Paul-Jim-Rick, and pre internet, and in the most unlikely of settings: the office of Ward Kimball, one of Walt Disney’s key animators. At a 1979 UFO symposium in San Francisco, Kimball told how the US Air Force had approached Disney to make a UFO documentary, the ostensible purpose being to help prepare the collective American psyche for planned revelations concerning the reality of extraterrestrials. If that wasn’t enough, the senior flyboys offered to supply actual UFO footage, which Disney would be allowed to use in his film. It must have seemed to Kimball that his character Jiminy Cricket’s “wish upon a star” had actually been answered. However, a few weeks later, the offer was withdrawn just as quickly as it had been made. Kimball said that an Air Force Colonel said brusquely, “There indeed was plenty of UFO footage, but that neither Ward, nor anyone else, was going to get access to it.”

The Air Force revisited the gambit in the early seventies, when Air Force Colonels Robert Coleman and George Weinbrenner approached documentary filmmaker Robert Emenegger with a very similar astounding offer. The two colonels, who were possibly attached to AFOSI, took Emenegger to Norton AFB near San Bernardino and awed him with footage of what appeared to be three flying saucers landing at Holloman AFB in New Mexico in 1971. Incredibly, the Air Force was again, according to the colonels, going to give the footage to Emenegger as a climax to his forthcoming film, UFOs, Past, Present and Future. But once again, at the eleventh hour the Air Force changed its mind, they said, because of the Watergate scandal. Perhaps the country couldn’t handle more bad news.

In the eighties, AFOSI agent Rick Doty, a longtime colleague and friend of analyst Jim, appeared in New Mexico in order to tease scientist Paul Bennewitz with promises to divulge the government’s UFO secrets. And in this case, the Air Force actually delivered the goods, in a sense. Bennewitz, an entrepreneur who specialized in selling high altitude testing equipment to the Air Force, had contacted AFOSI after filming bizarre flying craft near Kirtland AFB, outside Albuquerque. As a result, Doty was tasked not only with determining if Bennewitz had stumbled onto classified aircraft tests (and also scientific research such as Project Starfire), but also with feeding the physicist mountains of disinformation about UFOs, the furtive purpose being to divert his attention from classified goings-on, and later, to monitor the flow of information through the UFOlogy network. A still-unidentified Air Force intelligence officer also seduced best-selling UFO writer Bill Moore (The Philadelphia Experiment and The Roswell Incident) into assisting Doty in his spycraft; in exchange, Moore was offered real UFO information, including meeting a live extraterrestrial – promises that, like Emenegger’s UFO footage, never materialized. The charade played out for most of the eighties, driving poor Bennewitz, who coined the disclosures Project Beta, to a mental meltdown. Moore actually admitted his double agent role to an astonished UFO community at a Las Vegas convention in July 1989, however the bizarre alien tales he fed Bennewitz poisoned the UFO database, perhaps permanently. Infinite mutations of the Doty fictions continue to spread like an internet virus. Just google “SERPO” for a taste

In 1983, the government next approached Emmy Award winning documentarian Linda Howe, then at work on a UFO film for HBO. After meeting with Howe in Albuquerque, Rick Doty took her to the AFOSI offices at Kirtland, and not only promised her the same footage that was dangled in front of Emenegger, but he went one step further.

“My superiors asked me to show this to you,” Doty said as he handed Howe a file entitled “Briefing Paper for the President of the United States.” Allowed only to scan the explosive cache, Howe saw tales of crashed extraterrestrial craft, alien bodies, and even more astounding, UFO crash survivors. Although Howe was not allowed to take the papers away, Doty promised her the same “landing footage” promised to Emenegger a decade earlier for his film. But, just as they had with Emenegger, months of negotiating went absolutely nowhere. Doty later admitted to author Greg Bishop that the ploy was but another government counterintelligence probe into the UFO community.

The Kimball, Emenegger, Bennewitz, and Howe affairs were just the beginning of excursions into the world of UFO ephemera by federal employees. In the 1990’s the feds seemed determined to insert their agenda into the nascent internet, where UFOlogists were now trading “evidence” around the world at lightening speed. Their newest civilian contact became a soft-spoken computer analyst who was determined to use the new technology to get to “the truth.”

Dan Smith of Maryland, the son of a former economic advisor to the White House, has spent two decades, largely via internet blogging, pursuing his interest in future apocalyptic scenarios. Invariably, his quest led him into the miasma of rumored UFO disclosure scenarios. In 1991, Smith learned of the possibility of a real-life X-Files when UK crop circle researchers made him aware of analyst Tom, and his forays into their provenance. Before calling Tom, Smith vetted him with NASA, which readily agreed that Tom was the government’s man on “phenomenology.” Thus, in September 1991, Smith started calling Tom, and in only their second conversation, Tom floored Dan by announcing, “I’m going to Los Alamos next week to talk to aliens.” The trip to the famed nuclear lab never happened, as best Dan can ascertain.

Dan and Tom’s relationship has progressed from phone calls and email exchanges to attending family outings and ball games together, and even to meeting at his agency’s headquarters. Throughout the course of the relationship, Tom made it abundantly clear that he is officially following the UFO topic as part of his intelligence portfolio, admitting that he had participated, as did Jim, in an inter-agency “Phenomenology Working Group.” When pressed for details, however, Tom only gives obtuse, often cryptic answers as to why the monitoring of the UFO crowd consumes what one insider estimates as 20% of his publicly funded workday. Unbeknownst to Smith, in 1992 Tom allegedly admitted to another internet contact, Habib “Henry” Azadehdel, that he had indeed been part of a working group. In a phone conversation recorded by Azadehdel, Tom, or someone impersonating Tom, confided that he had been the first member of an inter-agency “working group.” “You know,” Tom offered, “I was a member of that Working Group, ah, when it started…I was a member of it, but I, I resigned I guess after the first meeting,” claimed Tom. The meeting, he explained was organized by Jim, and there were “about a dozen people there.”

In his 1990 book Out There, New York Times reporter Howard Blum described a top secret inter-agency Working Group, which he contended met in the Pentagon in 1987, the purpose being to investigate UFOs. The participants Blum named overlapped too nicely with those known to be in Tom and Jim’s gathering: in the minds of many UFOlogists, Tom and Jim were members of Blum’s UFO Working Group. Thus the current controversy often postulates that their interest relates to an ongoing UFO Working Group mandate.

Although Smith seemed only bemused by the attention, one of his friends, an engineer who frequently holds classified government contracts, became so concerned that he reported Tom to his agency’s Inspector General. “I later found out that it became a six-month internal investigation,” says the friend, “but, in the end, Tom was able to convince them that his communication with Smith fell within his official purview.” Still, Smith’s friends worry that Smith’s health is suffering from all the gamesmanship, worried that he might become the next Paul Bennewitz. Since 1994, Tom continues to communicate with Dan on a regular basis.

Next up on the US intel radar was one Bob Bigelow, the billionaire heir to the Bigelow Tea fortune and owner of the Budget Suites of America hotel chain and Bigelow Aerospace. In 1996,†Bigelow created the National Institute of Discovery Science (NIDS) to explore paranormal activity, especially cattle mutilations in the Utah badlands and UFO reports. Enter officers Tom and Jim, now nick-named collectively “The Aviary” by their contactees. Jim confirmed to a popular website administrator that Bigelow’s think tank was the subject of informal discussion at DIA sponsored meetings he attended on the threats of emerging technologies. More importantly, analyst Tom has openly admitted to Dan Smith that he was so interested in NIDS that he attended its inaugural meeting, and kept tabs on its research until its dissolution on 2004.

The dawning of the twenty-first century saw a marked escalation in the activities of Tom, Jim, and Rick, especially in cyberspace. Chris Iverson, administrator with the internet’s “Open Minds Forum,” says, “ I have spoken directly with Tom, Jim, and Rick.† The highlight so far is the conversation I had with Tom several weeks ago.† He went quite far in describing not just his relationship with Dan Smith but also covered several other topics as well.” Iverson says that Tom corroborated what he told Smith years ago about the mysterious trips to Los Alamos. “The story is that these people made several monthly trips out from Washington DC to Los Alamos several years ago to either meet directly with "The Visitors" or to meet with the people who were responsible for holding or communicating with them,” explains Iverson. “Tom stated that yes, these trips did take place, but they occurred over 15 years ago and are not happening today.”

The list of contacts goes on. Gary Bekkum, of Starstream Research, says, “I†have had increasing contact, by email, and phone, with some of the Aviary members, concerning stories I have written about their activities, including requests not to†expose ‘sources and methods.’†I have also had increasing contact from others, including a DARPA (Defense Advanced Research Project) subcontractor.” Ryan Dube, of Reality Uncovered notes that his first contact with the trio came when Doty began harassing one of his moderators. “Tom contacted us in 2006, via email, with a request to assist him in his investigation of Richard Doty,” remembers Dube.†“He wanted to know the details of the harassment and Rick's supervisor contact information.† I was suspicious of Tom from the start, and didn't believe him.† However we verified that his emails were coming from DIA military servers and the contact phone number he initial gave me was in fact located in the DC area.† That's when I realized that I was actually talking to the real Tom - the intelligence analyst.†I've been in contact (phone and email) with Tom up until about three months ago, as well as Jim.”

The Tom, Jim, and Rick Show even enjoys syndication across the pond. Brendan Burton, the British administrator for the “Open Minds” forum, vividly recalls when Jim emailed him in early 2006. The missive is again a bit of a tease, wherein the agent makes “hypothetical” statements about the size of the UFO cover-up. But, Burton adds, “He seemed to confirm that the US government was indeed in this thing, right up to their necks!” The UK’s Caryn Anscomb, who frequently contributes to the “Reality Uncovered” and “Starstream” sites, first heard from analyst Jim in 2004, and has had regular communications from him ever since. Ditto Steve Broadbent, another Reality Uncovered administrator from England.

Both Tom and Jim have made only half-hearted attempts to hide their identities (this is especially peculiar regarding Tom, who still works full-time at the highest echelons of US intelligence.) Their impressive CV’s, contact information, and emails are regularly exchanged by the bloggers as the amateurs try to brainstorm an answer to the ultimate question: what is their agenda? Also asking the question is UK filmmaker John Lundberg, who has been traipsing across the US recently, filming anyone who will agree to speak on the subject for his forthcoming film Miragemen. Lundberg has, like this writer, also had communications with both Tom and Jim.

Dan Smith and the rest of his web colleagues, who are still in regular contact with Tom, Jim, and Rick, are confused for another reason: the feds have officially stated ad nauseum that they maintain no interest in the subject of little green men. The proclamations began in 1953 with the publication of the CIA’s “Robertson Panel Report.” Chaired by CIA physicist Howard Percy Robertson, the panel concluded that 90 percent of UFO sightings could be readily identified with meteorological, astronomical, or natural phenomena, and that the remaining 10 percent could be similarly explained with more study. It further suggested that the Air Force should begin to reduce "public gullibility" and utilize the mass media, including influential media giants like the Walt Disney Corporation, to demystify UFO reports.

In 1968, Rick Doty’s Air Force weighed in with the 1,438-page Condon Committee Report, a two-year study chaired by physicist Edward Condon. The investigation, undertaken by eight faculty members from the University of Colorado, concluded (albeit with some dissention amongst the faculty ranks) that all UFO reports had conventional explanations, and further study of the subject would not be worthwhile. The Air Force put the issue aside for almost three decades, then in 1995 released a UFO “Fact Sheet” that noted: “From 1947 to 1969, the Air Force investigated Unidentified Flying Objects under Project Blue Book. The project, headquartered at Wright-Patterson Air Force Base, Ohio, was terminated Dec. 17, 1969. Of a total of 12,618 sightings reported to Project Blue Book, 701 remained ‘unidentified.’”

Two years later, a Pentagon spokesman told the press that the military had “long ago” stopped tracking UFOs. That same year, Gerald K. Haines, the official historian of the CIA, joined the chorus of denials when he authored the Agency’s position in its official publication, Studies in Intelligence. Although the CIA was concerned about UFOs until the early 1950s, Haines wrote, it has since “paid only limited and peripheral attention to the phenomena.” Haines added that the actual explanation to the UFO mystery was much more mundane than the fantasy of alien visitation: UFOs were nothing more than classified, experimental US aircraft.

How then to explain the ongoing presence of Tom, Jim, and Rick?

UFOlogists are quick to point out one other study that might explain their true goal. In 1960, the Brookings Institution drafted a 100-page report for NASA, advising the newborn US space agency of societal chaos if it discovered alien life and did not release the story in a very controlled way. (NASA ultimately ignored the Brookings warning when, in 1972 it launched the Pioneer 10 spacecraft to the farthest reaches of space; affixed to the craft was a gold-anodized aluminum plaque engraved with a map showing the location of Earth.) Thus, it is postulated, the intelligence community might be preparing the world for “Disclosure.”

Some Answers

Greg Bishop, who chronicled the Bennewitz-Doty saga in his 2005 book Project Beta, and has himself been contacted separately by four intelligence professionals, sums up the feelings of many, saying “There is no denying a concern with the UFO subject in the corridors of the Pentagon and the halls of our government. How much these people actually know is the subject of hot debate.” Recently, however, in private statements to bloggers and to this writer, some clarity is coming to the issues of “who knows what” and “what is their agenda?” Research for this article points to these answers: they know little or nothing about UFOs, and their agendas differ.

Ryan Dube recalled what Tom once revealed about his interest. “Once,” Dube said, “when I pushed Tom over the phone on why he remains so involved with in ufology “his statement - paraphrased, was essentially: ‘No one needs to know why I'm interested...and if I have any hint that anyone is at all on to why I am interested, I'll certainly do everything within my power to distract them - but I can tell you one thing - my interest certainly has nothing at all to do with aliens or UFOs.’” This is consistent with Tom’s statement to another site administrator: “There are no classified files on UFOs because UFOs don’t exist.” Ryan points out the obvious paradox: “The active involvement of current and former government officials certainly suggests that our government sees value in the field of UFOlogy for some reason.”

Tom’s motivation, it now appears certain, can be summed up in two words: national security. In a recent interview, a senior intelligence official who is familiar with spooks in cyberspace explained, “Tom is interested in the subject because, one, he is concerned that DIA officers parading as CIA officers -- a felony -- are leaking classified material to the UFO groups. He also knows that in years past the KGB used parapsychology and paranormal groups to get to military people with classified information. He is concerned that any enemy group could easily use these forums to search out national security secrets.” Joel Brenner, the United States national counterintelligence chief recently said that the number of Russian agents operating in the country had reached “Cold War levels,” according to the Russian News & Information Agency.

“They are sending over an increasing and troubling number of intelligence officers into the United States,” Brener reported. Former head of FBI counterintelligence David Szady echoed Brenner's, adding that Russian agents often arrived in the U.S. under the cover of students or businessmen. The Times UK recently noted the Russians’ escalation in spy wars against the US: “White House intelligence advisers believe no other country is as aggressive as Russia in trying to obtain US secrets, with the possible exception of China. In particular the SVR, as the former KGB’s foreign intelligence arm is now known, is using a network of undercover agents in America to gather classified information about sensitive technologies, including military projects under development and high-tech research.” The article adds that Putin’s intelligence apparatus views cyberspace as a powerful new weapon. Among the evidence cited is Moscow’s recent cyber attack against the Baltic state Estonia over its decision to relocate a Soviet-era military monument.

Some see corroboration for the government’s interest in internet UFO writers in the so-called “Stargate Archive” files. Stargate was the name of a remote viewing project founded by the DIA in 1972, then later transferred to CIA. In 2004 the CIA released under a FOIA request the Stargate Archive files, which reveal that the CIA was indeed concerned about monitoring UFO authors who might be privy to classified material.

Then there were the security breaches that occurred during Operation Stargate itself, which Tom was instrumental in bringing to an end in 1996. By the mid-seventies it was learned that Stargate, which had Aviary members on its board, and other CIA projects, had been massively infiltrated, the target of Scientology’s infamous “Operation Snow White.” In 1979, eleven highly placed Church executives, including Mary Sue Hubbard (wife of founder L. Ron Hubbard and second in command of the organization), pleaded guilty or were convicted in federal court of obstructing justice, burglary of government offices, and theft of documents and government property.

Tom admits that there is one other minor reason for him to be surfing the UFO web. In a recent email, he let his guard down a tad, explaining how UFO bloggers can serve a patriotic purpose, if inadvertently. “Under normal times this tendency towards mass delusional states and radical heresies is perhaps a weakness,” Tom wrote.†“However in stressful times it promotes radical out-of-the-box thinking…[it]†plays an increasingly important role as we approach cataclysmic species survival stress points.† The end of accessible oil could be such a point.† Most people will continue to believe new oil discoveries are just around the corner…[bloggers] search for solutions in the strangest places.† Perhaps they will find one in time.”

Working down the DNI hall from Tom, cyberspace regular Paul, the aeronautics and advanced propulsion researcher, explains that, much like fictional X-Files agent Fox Mulder, he believes because he wants to believe. Further, he hopes to end his science colleagues’ discrimination against UFO believers.

Then there is Jim, whose professional history in the subject goes back to his personal involvement in the Stargate project in the 1970’s and as a participant in the legendary “Working Group” meetings in the eighties. As one of the intel community’s most senior medical analysts, Jim frequently communicates with UFOlogists. Chris Iverson believes that Tom and Jim clearly have differing agendas, noting, “Jim is the person I have had the most contact with over the last several months and he seems to be interested in the spreading of viral memes over the internet, particularly in relation to this subject.” Iverson is not far off the mark. However, in a recent meeting with this writer, Jim explained that his internet presence emanates from a number of overlapping pursuits.

“The whole subject,” Jim says in wonderfully measured speech, “is composed of three components: delusion, sociological groupthink, and a kernel of truth.” Jim then reminds that he is first and foremost a medical scientist. “My interest in this subject is much, much more professional than it is personal. That is, 90 to 95% of all persons who are engaged fully with this [uFO] subject are psychiatrically ill, and by that I mean that they are on medication or should be.” Jim elaborates that “viral memes,”[see below] in which disturbed people seek validation in numbers on the web, is, or should be, a growing public health concern. That said, Jim nonetheless has a real interest in UFO’s, and seemingly with good reason.

“I believe there’s a ‘core story’,” Jim explained, “but I don’t know what it is. I have been told by people more senior than me that there is some truth to it, but they told me time and time again to stop pursuing it with CIA people and other intel types. Two very senior officials told me they saw briefing books, [however] the only ones who would be cleared to know the story are the most senior Pentagon career officers.” Jim refuses to divulge his sources, but when pressed, he reiterates what they told him: look to the Pentagon and the private sector’s aerospace and weapons labs, etc. US intelligence “doesn’t have labs capable of dealing with something this profound.” He also notes that over the years he has received thousands of UFO-related government documents in unmarked envelopes. Although some are obvious fakes, others, according to Jim, contain information that correlates with known, but still classified, scientific studies. In an intriguing footnote, Jim adds, “I have spoken to three former Presidents and the subject always comes up, not as a briefing, but they also want to know the truth. But apparently they aren’t cleared for it.”

Both Tom and Jim seem to share at least one rationale for their internet excursions: studying the frightening potential of “viral internet memes.” Coined by evolutionary theorist Richard Dawkins in 1976 (The Selfish Gene), a meme is a unit of cultural information that evolves the way a gene propagates from one organism to another, and subject to all the analogous unintended mutations. In the view of many, computers and blogs could function as powerful meme “replicators.” Richard Brodie, the creator of Microsoft Word, notes, “Most of these viruses of the mind are spread because they are intriguing or frightening or inspiring, and not necessarily because they're true. That's the problem.” It doesn’t take much intuition to envision an enemy creating memes that can be used to destabilize a society, or a freelance predator utilizing them to cozy up to potential victims. Caryn Anscomb writes online, “The UFO community has been deeply penetrated by the manipulators of information, who couldn’t really give a fig whether there might be any valuable data pertaining to Aliens and contact hidden behind the deafening noise. That’s not their business; their business is information warfare.”

Rick Doty’s intent seems by far the most mysterious. He has been vouched for by two former Directors of Central Intelligence (DCI) – as well as Jim – but has been excoriated by his former superior at AFOSI, Col. Richard L. Weaver, who recently noted that Doty had been “cashiered out of OSI” and that he has a well-known “lack of veracity.” It should also be noted that the two DCIs only knew Doty before they ran the Agency, when they all were deployed in Europe together. The DCIs are only vouching for his previous work, not his UFO allegations.

Doty has promulgated some of the most outlandish “alien contact” stories extant. He not only fed them to Paul Bennewitz in the 1980’s, but to the public at large in his 2005 book with Robert Collins, Exempt From Disclosure. But amidst the book’s sci-fi-like claims of extraterrestrials in US custody and “reverse engineered” saucers -- currently being exploited by one Gordon Novel with his Project Camelot -- Doty also admits the following: “There are times when you deceive the public you are doing the public a great service and I certainly protect the public with deception operations if it were for their own good.” Nonetheless, much the same way that reporters speculated about the fraudulent New Orleans DA Jim Garrison forty years ago, there remains a group of UFO bloggers who continue to opine about Doty: “He must have something.”

Greg Bishop, among the most sober of the UFO authors, sums up the continued presence of federally employed UFO believers like Jim, Paul and Rick thus: “Their agenda is to do their jobs first, and find out what is going on behind the scenes with the UFO enigma… They get hints, but never the whole picture, and that becomes the quest after they leave active service.”

What then of the so-called “Top Secret UFO Working Group” in which Tom, Jim and others participated in the 1980s? Fortunately, four participants in those gatherings have communicated with this writer, and one in particular shared original paperwork from the meetings with Caryn, who graciously shared them with me. Consequently, the following can be said of the Working Group story:

• The key meetings were held from May 20-25, 1985 in the secure facility of the BDM Corporation (a high clearance military contractor) in MacLean, VA.

• There were twenty known attendees (we have the names) representing Los Alamos Nuclear Labs, Army Intelligence, CIA, Lockheed, McDonnell Douglas, and various scientists with security clearances. Other unnamed guests such as Jim attended.

• The meeting was titled “Advanced Theoretical Physics Conference” and its main objective was to study odd radar tracings to determine their origins (“friendly” “enemy” or “unknown”). They turned out to be totally anomalous.

Jim notes that quite a few of the attendees turned out to be closet UFO buffs who only showed up to see who knew the truth about ETs (no one did). He called it a waste of time, leaving after just the first day. Tom recalls attending a follow-up meeting at the Pentagon that was so silly that he made a derisive remark before walking out in the middle of it.

Summing it all up, there is certainly a very small percentage government officials with intelligence clearance -- some active, some retired -- who are interested in the UFO research community, if not UFOs themselves. Some of these men are of the impression, rightly or wrongly, that a very few individuals in government and the private sector are keeping the big secret even from them. This is small consolation to earnest UFO researchers, but at least they should no longer feel alone and marginalized as kooks completely at odds with officialdom.

All this does not mean that evidence for alien visits is non-existent, it’s just that Tom, Jim, Paul, and Rick don’t appear to be the keepers of it. The opinion of Ryan Dube appears inarguable. “If the field of UFOlogy could be cleaned of the rubbish,” Dube wrote me, “we may find that there remains very valid and important evidence and stories that demand our attention - and might actually finally reveal the truth about the alien and UFO question.”† And if Jim ever decides to reveal his sources, things could get very interesting.

Is Uncle Sam a Closet UFOlogist?

by Gus Russo

Get out your "tin helmets" dudes and expand this UFO thread until you can't believe it any more. The whole world is watching.

This is like "Independence Day", the movie, starring your own poster-boys as the heroes.

Military career

After joining the Army in 1942, Corso served in Army Intelligence in Europe.

In 1945, Corso arranged for the safe passage of 10,000 Jewish World War II refugees out of Rome to the British Mandate of Palestine.

During the Korean War (1950-1953), Corso performed intelligence duties under General Douglas MacArthur as Chief of the Special Projects branch of the Intelligence Division, Far East Command. One of his primary duties was to keep track of enemy prisoner of war (POW) camps in North Korea.[2] Corso was in charge of investigating the estimated number of U.S. and other United Nations POWs held at each camp and their treatment. At later hearings of the Senate Select Committee on POW/MIA Affairs, Corso provided testimony that many hundreds of American POW's were abandoned at these camps.[3][4]

Corso was on the staff of President Eisenhower's National Security Council for four years (1953-1957).

In 1961, he became Chief of the Pentagon's Foreign Technology desk in Army Research and Development, working under Lt. Gen. Arthur Trudeau.

When he left military intelligence in 1963, Corso became a key aide to Senator Strom Thurmond.

In 1964, Corso was assigned to Warren Commission member Senator Richard Russell Jr. as an investigator into the assassination of John F. Kennedy.

Review of Corso's Roswell book:

http://www.v-j-enterprises.com/sfcorso.html

"...Time will tell, but one of my main concerns is that the book will go down as a fraud, probably after making a small fortune as a movie. People will then say that proves Roswell was also a fraud. The science editor of the San Francisco Examiner already has used this false logic. He claimed that Don Schmitt giving himself false credentials and denying being a postman to Kevin Randle therefore meant that Roswell was a fraud."

It is not often that a non-fiction book, this one related to the Byrd family, as in David Harold Byrd of TSBD infamy, contains factual historical evidence on a topic that is, well, on a thread such as this one.

The topics include a global land grab [circa 1938-40] for lands in the Antartic region including the Nazi Government of Adolf Hitler on one side and Admiral Richard Byrd and the United States on the other......

Before anyone reads the following I want to make it clear that there is no underlying message or agenda intended in posting this other than to recount a point that is already known, that the Byrd Family in the 20th Century, was a significant family whose actions and interests reached into a great many areas of interest to members of this Forum,

Explorer: The Life of Richard E. Byrd - Lisle A. Rose - Copyright 2008 The Curators of the University of Missouri [Press]

Tom Watson [of IBM] put together an impressive committee to organize the Byrd banquet. The presidents of Armour and Company, Cocal Cola, General Foods, and the New York Sun agreed to serve, as did Edsel Ford, Walter Chrysler, William Horlick, Walter Kohler, Jacob Ruppert and the already legendary Alfred P. Sloan of General Motors. Most of these men had steadfastly supported Byrd’s expeditions from the prosperous twenties onward. Myron Taylor of United States Steel, agreed to serve on the banquet committee, as did Owen Young head of General Electric. Young John Rockefeller was also a member, along with Arthur Hays Sulzberger of the New York Times.

As Byrd’s disillusion with the Peace crusade deepened during the latter half of 1938, his thoughts again turned southward. Replying near the end of August to an offer of dogs for his next adventure, he admitted that “I have plans for another expedition but they are somewhat immature so that I am not in a position to tell you anything definite.”

The United States had not sponsored an Antartic expedition since the days of Charles Wilkes nearly a century before. But the darkening world scene prompted Washington policy makers to consider the possible strategic and economic importance of the white continent. Cruising through the Pacific equatorial islands in November 1937, Richard Black, civil engineer of BAE II and now a field representative of the Interior’s Division of Territories and Island Possessions, discussed with his division director, Ernerst Gruening, the possibility of a modest government expedition to the Antartic that Black would lead. Finn Ronne was also interested in leading a five-man party to the island archipelago off the Antartic (then called Palmer) Peninsula from which the men would travel, presumably by dog power, down the coast of the Bay of Whales, where the ship that had dropped them off would pick them up.....

Black’s initiative coincided with growing international interest in Antartica, including, most disturbingly, the proclamation of reconfirmation of extravagant national claims. By the eve of World War II, France, Norway, and Argentina had announced sweeping rights of sovereignty to 290 degrees of the Antartic Continent........

And then there was Adolf Hitler. Late in the autumn of 1938, Berlin stunned the international diplomatic and polar communities with the announcement that Nazi Germany was immediately dispatching an expedition to claim a large swatch of the Antartic continent......

The chief promoter of the expedition was Hermann Göring, Hitler’s number-two man and director of a four year plan designed to effect Germany’s immediate economic recovery and self-sufficiency.........When the expedition returned to a noisy celebration in Hamburg, the following April, Schwabenland’s skipper, Alfred Ritscher, an experienced polar explorer, claim to have surveyed more than 230,000 square miles............

(Lisle A Rose’s footnote on page 507 reads.....

Very few published accounts of the 1938-1939 Nazi Antartic expedition, due, largely, it would seem, to the destruction of much documentation as a result of Allied bombing raids during World War II. Nearly all accounts are in German. An excellent brief English summary of the literature is Cornelia Ludecke, German South Polar (Schwabenland) Expedition (1938-1939) in Encyclopedia of The Antartic ed. Beau Riffenburgh, 2 vols. (New York: Rouledge, 2007), 1:456-7.

I have relied heavily on an unpublished thirteen-page paper written in the early 1980’s by a colleague in the U.S. State Department, Richard White entitled “New Schwabenland: Adolph Hitler’s Claim to Antartica, which the author has gernerously shared with me. Both quotes are on page 2.)
