WASHINGTON —Another member of the Kennedy family moved closer to entering the politicalarena on Thursday, as Joseph Kennedy III announced he was forming an exploratory committee as a first step toward a runfor the U.S. House.

Kennedy, 31, is the son of former U.S. Rep. Joseph P.Kennedy II and a grandson of the late Robert F. Kennedy. He said he planned tomeet with residents of Massachusetts'4th Congressional District before making a final decision on whether to seek the seat held by retiring Democratic Rep. Barney Frank. Party officials fully expect Kennedy to be a candidate.

"My decision to look seriously at elected office is grounded in a deep commitment to public service and my experience — both my own and that of my family — in finding just, practical, and bipartisan solutions todifficult challenges," Kennedy said in statement.

"The lack of common sense and fairness in Washingtonis a byproduct of the partisan gridlock that has turned obstruction into victory,"he said. "Americans are better than that."

The formation of an exploratory committee will allow Kennedyto begin raising money for the race.

Kennedy also announced Thursday that he would resign fromhis prosecutor's job in Middlesex County outside Boston.

The Kennedy family has seen its influence in Washington fade in recent years as its younger generations have largely shunned public office.

The death of U.S. Sen. Edward Kennedy of Massachusettsin 2009 left a void for the family. The retirement of his son, U.S. Rep.Patrick Kennedy of Rhode Island,last year marked the first time in 63 years that a Kennedy wasn't serving inelected office in Washington.

Several candidates in both parties are considering jumping into the race for Frank's seat, including Republican Sean Bielat, who lost tothe incumbent by 54-43 percent in 2010. One Republican, Brookline resident Elizabeth Childs, has officially announced she's running for the seat,and Democrat Herb Robinson, a software engineer from Newtonwho was briefly a candidate for U.S. Senate, also plans to run.

John Walsh, chairman of the MassachusettsDemocratic party, said he was excited about the prospect of Kennedy enteringthe race.

"Joe joins a list of top-notch Democrats who areweighing a run in this district," Walsh said in a statement. "Becauseof the quality of our candidates, we are confident the Democratic candidatewill be the better choice to match the values and needs of the voters of the4th District."

The district, which currently snakes from the upscale Boston suburbs of Newton and Brookline to the cities of New Bedford and Fall River in Southeastern Massachusetts, has been somewhat reshaped under a new congressional district map, a factor cited by Frank in his decision to retire aftermore than three decades in the House. New Bedford, a Frank political stronghold, has been shifted to a new district that includes Cape Cod.

Peter Blute, deputy chairman of the Massachusetts GOP, said Republicans had no intention of conceding the seat even if a Kennedy were inthe race.

"People don't like coronations whether it's Kennedy oranyone else," said Blute, a former congressman. "Kennedy will have to earn his spot just like anyone else."

Blute noted that Republican Sen. Scott Brown won the reconfigured district by a 10 percent margin in his January 2010 special election to replace Edward Kennedy.

Joseph Kennedy III is a graduate of Stanford University, where he studied management science and engineering and was co-captain of the lacrosse team, and of Harvard Law School, where he served as technical editor of the Harvard Human Rights Journal.

He served in the Peace Corps in the Dominican Republic from 2004 to 2006.

Kennedy has not held elective office, but he and his twin brother, Matt, served as co-chairmen for their great-uncle Edward Kennedy's final re-election campaign in 2006.

Before joining the Middlesex District Attorney's office,where he is responsible for prosecuting crimes including assaults, domestic violence and gun violations, Kennedy was an assistant district attorney for Cape Cod and the islands of Martha's Vineyard and Nantucket.

Kennedy's current boss, Middlesex District Attorney GerryLeone, said he respected and admired Kennedy's decision and, if elected toCongress, would serve with the "same distinction and commitment" he brought to the DA's office.

Kennedy's father, Joseph P. Kennedy II, heads a nonprofit company that provides discounted heating oil to low-income families. He represented Massachusetts' 8th Congressional District, which includes parts of Boston and Cambridge, for six terms from 1987 to 1999.

WORCESTER - Edwin H. Chadwick, an an 85-year-old Army veteran of World War II, had been holding a homemade sign all day on Shore Drive at the Unitarian Universalist Church.

"At midnight tonight, the Kennedy era will be over," read the sign, in a show of support for Scott Brown.

A registered Democrat, Mr. Chadwick voted Republican yesterday morning.

He was still outside at 2:45 pm and planned to be there "until my feet get too cold." "We're going to change from a one-party system in this state," he said, noting he wanted President Barack Obama's health care plan to fail because he is satisfied with his current coverage.

"We've had a gang in power." Jackie Leone, election official for Ward 9, Precinct 1, at Temple Emanuel, said there were already lines when the polls opened.

Mass. GOP tweaks Joseph P. Kennedy III on evolving issues explanation

The Massachusetts Republican Party today tweaked Democratic congressional candidate Joseph P. Kennedy III, after he deleted an online note to constituents that gave the first outline of his views on various political issues.

A Kennedy spokeswoman pointed out that the note had been replaced with a more robust “Where I Stand” section on the campaign’s website.

The back-and-forth underscores GOP suggestions that the 31-year-old Kennedy is a celebrity candidate, running on the strength of his famed political family’s name rather than his achievements or policy stances.

His father, Joseph P. Kennedy II, is a former congressman. His grandfather, Robert F. Kennedy, was a US senator and 1968 presidential candidate.

Joseph P. Kennedy III is now running to replace US Representative Barney Frank, who is retiring after representing the 4th Congressional District.

In the “Note from Joe” posted last month, Kennedy took a firm stance about ending the country’s dependence on foreign oil. “The cycle that allows cheap oil to trump tough choices has to stop,” Kennedy wrote.

Amid skyrocketing gas prices, Republicans immediately accused Kennedy of being out of touch with working-class Americans.

In the new section, Kennedy strikes a more empathetic note, saying: “Middle-class families are paying too much at the pump because of this country’s fundamental failure to address its crippling dependence on foreign oil. We need to be doing all we can to lower costs and offer those families some relief.”

Nate Little, executive director of the state Republican Party, said in a statement today: “Kennedy found out the hard way that left-wing clichés don’t jive with the real world. Everyone is still waiting to learn where Joe stands and if he still thinks that everyone should be paying more at the pump.”

A Kennedy spokeswoman said the campaign was not reacting to criticism by deleting its letter, but steadily expanding its campaign materials.

“We consistently update our website with new and timely content,” said spokeswoman Emily Browne. “Over the past few weeks we’ve added several additional volunteer tools, a full issues page, and other updates from Joe’s time out on the trail. As we move forward, we’ll continue to look for new ways to use our site to engage with the voters of the 4th.”

One lingering omission on Kennedy’s website is any reference to his famous family.

There are no historical pictures, or even a photo of him with his parents. There is one photo that shows him with his twin, Matthew, but the brother is not identified.

WORCESTER -- Mr. and Mrs. Edwin H. Chadwick of 18 Balder Road recently celebrated their 50th anniversary.

Mr. Chadwick and the former Helen R. Luszczynski were married Nov. 18, 1950, in Our Lady of Czestochowa Church. They have four children and three grandchildren.

Mr. Chadwick retired from the Defense Logistics Agency, US Department of Defense, Boston. Mrs. Chadwick is employed by US Bankruptcy Court.

Edwin H. Chadwick is the brother of the late, longtime executive secretary of William King Harvey, Rita Chapowicki Merthan.:
