This biography of Ulius Louis Amoss appears on the University of Oregon "Subject guide to Conservative and Libertarian materials, in Manuscript collections."

He started with the war work of the International Committee of the YMCA in Greece, then set up an export business, Gramtrade International Corporation, of which he was president from 1936 to 1942. In 1942, the government took over the business when Amoss was ordered to report to the army. While in the Armed Forces, Amoss served as Director of the Balkan Desk for Information, and Deputy Chief of Staff, U.S. Ninth Air Force, among other positions. After his discharge in 1946, he formed the International Services of Information Foundation, Incorporated (ISI), a non-profit, privately owned and operated intelligence service whose purpose was to collect and disseminate information from overseas countries. He also formed the U.L. Amoss Syndicate in 1948, which in turn invested in other corporations. In 1954, Amoss discovered the hair restoring product Grecian Formula 16; Amoss sold his stock in the formula in 1957 after discovering it had undesirable side effects. Amoss also wrote articles for magazines and gave numerous speeches promoting ISI. The papers include correspondence, manuscripts, speeches, espionage material, military material, and some printed matter. The manuscripts include material for an unwritten autobiography of Amoss, with the proposed title “Easier Said Than Done.” Coll. 5, PH 126 I have just been sent a document that is dated 10/9/99 and is stamped EYES ONLY and DO NOT COPY. It includes some very interesting information about Ulius Louis Amoss and Robert Emmett Johnson. This document points out that Amoss was a member of the OSS. While he was chief of station in Cairo, Egypt, he "recruited, trained and launched numerous teams of assassins that carried out hits on various targets all over North Africa, Southern Europe, Switzerland, Spain and Portugal." General Donovan officially fired Amoss but in reality he was kept on the OSS payroll in an undercover capacity. After the war he worked for Frank Wisner at the CIA (OPA). That International Services of Information (INFORM) was a CIA "commercial cover" operation. In 1961 Amoss recruited Robert Emmett Johnson. According to this document: "At this time he (Johnson) was already in close touch with the various independent Cuban Exile anti-Communist groups in Miami and elsewhere." The document goes on to say that in 1962 Johnson, now working for INFORM, was also a member of InterPen. Later that year Johnson invited Robert K. Brown (USAR/CounterIntelligence Corps) to a InterPen meeting in Miami. Brown was the publisher of Alberto Bayo's "100 Questions for a Guerrilla". This book included an article written by Ulius Amoss called "Leaderless Resistance" which "referred to the proper strategy for conducting resistance operations against Castro and inside/outside of Cuba". The document also goes onto say: "Also included were numerous fotos of the G/W instructor cadre of InterPen which were taken by Brown at the Everglades training camp." At the bottom of the document are the words: "Note: Robert Emmett Johnson and Colonel Amoss had some very interesting contacts." |

At the bottom of the document are the words: "Note: Robert Emmett Johnson and Colonel Amoss had some very interesting contacts." (John Simkin)
Robert Johnson did have some very interesting contacts. One of them was a man by the name of Felix Bernardino who Johnson could access through Arturo Espaillat. Bernardino was Trujillo's goon when any unpleasantness was required to transpire. Jesus Galindez was one who fell victim to Bernardino. Bernardino was also the one who put Herminio Diaz Garcia, Jesus Gonzalez Cartas and Juan Manual Delgado together for the Jose Figueres assassination attempt in late 1956/early 1957. Diaz Garcia was exiled in Mexico at the time and was travelling on a Venezuelan passport organized by corrupt contacts of Bernardino who had diplomatic status there and in Nicaragua. These three and several others were part of a loose group called the 'Riders of the East', guys who could be called upon to perform assassinations and the like. When the hit on JFK rolled around, I submit that at the behest of Johnson, Espaillat went to Ramfis Trujillo for money saying it was to be used to finance an assassination cell in revenge for the CIA killing his father. Without knowing the target, Ramfis agreed. Espaillat approached Bernardino who supplied Diaz Garcia (who was at the Eloy Menoyo camp in the Everglades at this time) and Cartas. The target was still not known. Bernardino was not aware of where the finance originated or I dare say, did he care. Interesting to note is that Felix Bernardino was the brother of Minerva Bernardino who during the Trujillo dictatorship was the Dominican Ambassador before the United Nations. The first female to do so. She was also Consul General in New York. This is her below with Hillary Clinton. It should also be pointed out that when the HSCA started to get moving, Cartas was murdered, gunned down in the streets of Miami on May 29, 1976. His death was written off as rival Cuban gangsters cleaning house. Diaz Garcia had already been killed in the Tony Cuesta led raid of 1966. Coincidentally, Diaz Garcia's demise was also on the 29th of May. Some quick background. Bernardino was born in Cuba. He was a lawyer and a accomplished musician. In his early days he played piano in a brothel and later in a band in New York. Bernardino often found himself in hot water but with the weight of Trujillo behind him, was always able to escape punishment. After Trujillo's death, he went into business as the organizer of assassinations and the source for forged documents which he could procure at the various Latin American embassies he was able to corrupt. More Ulius Amoss documents from a Baltimore Library are on the way to me now.
Amoss' Gramtrade Intl might have been merged into a CIA proprietary also in Baltimore which was also involved with Metals Processing and Boston connections, as well as laundering money for both Nellie's Boys and Iran Contra munitions according to a former Bank Trust Officer from either The Bank of Maryland or the Maryland National Bank. Stay tuned. James Richards is familiar with the details of the persons who served as the money conduits from Baltimore to Miami to his Soldier of Fortune contacts, confirming what this Trust Officer told me. They had claimed it was their money when in fact it had been laundered through the accounts of this Baltimore based Metals Processing Company at MNB and then funnelled to Miami or Nicaragua or wherever else it was needed for boom and bang operations. |

The book is actually titled: 150 Questions for a Guerrilla which I now own but there is no article inside written by Ulius Amoss called Leaderless Resistance. The whole book is based on the "concept" of Leaderless Resistance and guerrilla warfare, but the name Amoss and the title Leaderless Resistance does not appear anywhere in the book. The role of Frank G. Wisner, from Laurel, Mississippi who worked closely with Charles Douglas Jackson (C. D. Jackson) according to George Michael Evica in A Certain Arrogance as well as the roles of Wisner and Colonel Philip J. Corso now loom even larger in the JFK conundrum. Evica spends over 12 pages on C. D. Jackson and perhaps another 20 on Frederick G. Osborn and Wickliffe Draper plus Gen. William H. Draper, Jr., but he leaves out one crucial piece of information. The fact that C. D. Jackson was in the wedding party of Wickliffe Draper's sister in 1924 when she married a nephew of former President William Howard Taft. Jackson and Draper were in their early 30's then and remained lifetime associates. This confirms the role of C. D. Jackson, the PsyOps expert in withholding the Zapruder film from public viewing for years, most likely at Draper's request. Also the ISI publication was called INFORM and that went out to its subscribers which included Herbert Philbrick once in the FBI. I also just received a copy of the Ninth Air Force pictorial puff piece in a book commissioned by Hoyt Vandenburg and published by Amoss which contains over 40 water color reproductions of the Ninth Air Force in action. Quite a nice piece of work. The Ninth Air Force was involved in Northern Africa operations during World War II including Amoss locations in Cairo and Algiers where Bonner Fellers allowed the troop movements of Montgomery to be intercepted. Hitler called Fellers "our best source of information" and Fellers appeared later in The Manchurian Candidate as Fighting Frank Bollinger. Besides the obvious choices of Brig. Gen. Bonner Fellers and Maj. Gen. Charles A. Willoughby can anyone
else offer any insights into any of these people on Amoss' INFORM masthead who were definitively tied into the JFK conundrum? There is a dedicated coterie of Birchers, McCarthyites and MIC Generals involved here as one would expect but most of the names appear just to be concerned citizens and leaders of their communities with some sort of anti Communist axe to grind who were Amoss' friends and associates. Once Amoss was drummed out of US Gov service, he basically became an anti-Communist propaganda huckster and a publicity hound, sad to say, along with millionaire Baltimoran Clendenin J. Ryan in order to make a living. Ray S. Cline basically inherited his operatives and operations and made sure he made serious money for pulling off various assassinations and World Anti Communist League coups d'etat. He only made about 30,000 per year in subscription sales of INFORM from ISIF, Inc. but had a group of millionaire supporters like Ryan and others who coughed up dough for his various MiG theft scams, his son of Lenin schemes and his investigation into the facts behind Lavrenti Beria's alleged demise. You have to admit that he did pull off some major publicity coups and was able to grab headlines quite often. The CIA considered him a to be a fraud and a liar mostly for helping Joe McCarthy on his anti CIA campaigns. And even Bonner Fellers distanced himself from Amoss despite being on the INFROM masthead. After all what is a retired and disbarred former spy to do when he is out of work? The only thing he knows is spying, espionage and counter intelligence work. And Clendenin J. Ryan who had 8 Board members of ITT in his back pocket was his perfect foil. I think it was just this type of network that eventually brought JFK to his ultimate demise, but Wickliffe Draper was the moneybags and Ray S. Cline was the former CIA DCI just trying to make a buck plying his trade after hiring away many of the Amoss and Coon proteges like Robert Emmett Johnson, David Morales and maybe even Lee Harvey Oswald as well. The only other one I was able to dig up is from 1944 and appears on John Simkin's bio page of Johnson at the Spartacus site. The Riders of the East was a motley collection of unpleasant people utilized by the even more unpleasant Felix Bernardino and to a lesser extent Johnnie Abbes Garcia. Amoss, from a profile looks rather like a pirannah with a squared lower jaw that juts out beyond his upper teeth and a flattened distorted nose, a bald pate and this always stern sort of expression. James Richards has tied him to Robert E. Johnson and Amoss is tied to Clendenin J. Ryan his financial angel who coughed up money for Amoss' forays into Russia. Ryan, in turn, has about a half dozen friends who are described in the Textiles, Tobacco, Transportation and Tomahawks article. But remember Amoss and Ryan were dead by 1961 and it was left to Ray S. Cline to take over the ISIT operations and Robt E. Johnson and unleash him on JFK 2 years later IMHO. Take a look at this MJ-12 operation which included Hoyt Vandenburg, James Forrestal, Lewis Brererton and a few others as well. Vandenburg was Amoss' C.O. in Cairo and Forrestal was Ryan's C.O. in the Navy, and both of them were involved with ManCand styled ops. |

I was looking at your postings on Col Amoss. I married his niece in 1976, and through her I met her aunt, Col Amoss's widow, Veronica "Ron" Grogan Amoss. I had met Ron several times, and also attended her funeral in Annapolis on 28 Dec 1986, the day that the Challenger exploded. She told me some interesting things about her husband. You may not have known that Col Amoss had wangled a job for Ron on Gen Eisenhower's staff. Ron was a Brit national, and a recipient of the French Croix de Guerre for her own exploits. Ron, in turn, wangled a job for her sister, Patricia "Ann" Grogan (later Tugwell) my wife's mother. Ann's 'job' in London was as a nurse in the US Army, again, she too was a Brit, and never became a US citizen. Ann was given a US Army lieutenant's rank and uniform. Ann was told to frequent the bars where American service men hungout. She was told just to listen to what the Yanks were saying. She later found out that she was had tasked to listen for loose talk about theInvasion of Europe. Ann told me that she never reported anything. While performing her duties, she met, and soon married, Maj Frank Elbert Tugwell, USA Medical Corps and a surgeon assigned to Gen Patton's Army. Ron also had a brother, Michael, who worked with ULTRA during the war. Ron told me an extremely interesting thing about what Col Amoss had told her about a conversation he had with President Truman.
