SERIAL 1

Lee J. Rankin, of the Warren Commission, is quoted as requesting "What Oswald studied at Monterey," though the reason for this question has not been substantiated with documentation. It is an interesting question however, since the LHO we have come to know seemed to learn the Russian language quite quickly, while he was stationed in California. Besides taking the Russian language test, on which he got half correct, he also met with the attractive niece of a friend just to talk Russian, and seems to have been given the rush case lessons in foreign languages that the Monteray Language Institute specializes in.

Whether LHO was there or not, a number of other figures did spend time there, including Ralph Meyers, the son of Ruby's friend Larry Meyers. Ralph was Army Security Agency, who did time at an NSA listening post in Turkey, near where the U2 base was located (may have been the same base).

SERIAL 3

At the time of the British invasion of the Faulklins (circa April, 1982), Colonel Samuel Stapleton, former commander of the Defense Language Institute in Monterey, California, became director of the New Orleans International Trade Mart. This tells me that the same network is still in place twenty years after the assassination. And still in power today.

I always thought it was a telling 'slip up' that he asked WHAT did Oswald study there rather than DID Oswald study there. Rankin and the WC must have taken it as fact then that he was at Monterrey begging the question what was he doing there there if not sent to study languages as part of some intelligence assignment.

Regarding Stapleton, do you know anything about an assassination threat he received in 1975?

Didn't know anything about assassination attempt. A lot was going on in 1975. Am interested in anything else.

I don't have anything more on Stapleton, other than he moved in some interesting circles, err networks.

That Stapleton directed both the MLI, later the Defense Language Institute, and the NOTM, came from a newspaper clip, which I somehow associate with the Faulklands war.

While the MLI/DLI has no record of LHO, as a USMC he certainly had an accelerated Russian language crash course, with the assistance of a good looking cousin of a fellow marine. And like Garrison says, scoring 50% on a Russian language test is not that bad for a beginner.

Other than Stapleton, I'm more interested in Ralph Meyers, who the MLI/DLI does have a record of matriculation, former ASA and Chicago bus driver, who worked as a journalist in Mexico City when LHO was there. Mary Ferrell said Ralph Meyers was last known to be living in the Southwest USA, studying Mayan Indians. Locating him would be a significant find.

THIS PROCESS WAS REPEATED SEVERAL TIMES. STAPLETON'S DAUGHTER

BECAME NERVOUS OVER THE CONTINUOUS RINGING OF THE TELEPHONE

In looking into the Monterey Language Institute, there appears to have been two separate schools in the same vacinity - the MLI and the DLI at Presidio.

While the three guys who founded the MLI are certainly interesting - Gaspard Weiss was apparently a Nazi collaborator, Remsend Bird an eccentric accademic and Dwight Morrow, Jr. the son of the US Ambassador to Mexico and US Senator from NJ.

Morrow, Jr.'s sister was married to Charles Lindberg and Morrow, Jr. was himself a suspect in the kidnapping of the baby.

More likely Oswald was somehow affiliated with the DLI at Presidio, where Col. Jose Rivera was also assigned to a Navy Research Center around the same time, which might explain Rivera's knowledge of Oswald. The Presidio language school is also where Richard Case Nagel and Ralph Meyers also matriculated. From their web site it is apparent that they specialize in accelerated learning, utilize recordings and have remote classes and traveling tutors, the type of program that Oswald apparently utilized.

The official record on Oswald makes no mention of his having received official tutelage in any language during his Marine years. However, at a Warren Commission executive session whose minutes were declassified in 1974, chief counsel J. Lee Rankin is quoted saying of Oswald: "We are trying….to find out what he studied at the Monterey School of the Army in the way of languages." 3 .

California's Monterey School, where Ricahrd Nagell had received his own extensive language training, was still quite active when Oswald was stationed in California in 1959….

He admitted that he and his wife Louise were convicted in absentia and sentenced to 20 years in prison in 1945 by a court at Poiters, on a charge of" intelligence with the enemy." At the time of the Japanese attack on Pearl Harbor, Remsen Bird was the president of Occidental College, a position he had held since 1921. For the next 25 years he and Helen resided in Carmel, California where he remained active in preserving the natural beauty of the Monterey Bay area and in the founding of the Monterey Institute of Foreign Studies in 1955. The Defense Language Institute Foreign Language Center (DLIFLC) traces its roots to the eve of America's entry into World War II, when the U.S.Army established a secret school at the Presidio of San Francisco to teach the Japanese language.

Colonel James L. Collins, Jr. was born in El Paso into a family steeped in Army tradition...NorthDakota National Guardsmen ashore at Utah Beach during the 1944 D-Day invasion of Normandy. He served in Vietnam during the war there and in Korea. A linguist who was fluent in French, Italian, German and Spanish, he was a former commanding officer of the Army language school at Monterey, California, and from 1959 to 1962 was the first director of a coordinated Defense Language Institute in Washington. At the Presidio of Monterey, the renamed Army Language School (ALS) expanded rapidly in 1947–48 to meet the requirements of America's global commitments during the Cold War.

Instructors, including native speakers of more than thirty languages and dialects, were recruited from all over the world. Russian became the largest language program, followed by Chinese, Korean, and German. After the Korean War (1950–53), the school developed a national reputation for excellence in foreign language education. ALS led the way with the audio-lingual method and the application of educational technology such as the language laboratory.

DLIFLC is a multi-service school for active and reserve components, foreign military students, and civilian personnel working in the federal government and various law enforcement agencies. Instruction takes place in eight separate LANGUAGE SCHOOLS.The present facilities at the PRESIDIO OFMONTEREY accommodate approximately 3,500 Soldiers, Marines, Sailors and Airmen, as well as select Department of Defense (DoD) members and the U.S. Coast Guard. To attend DLIFLC one must be a member of the Armed Forces or be sponsored by a government agency.

To further advance student knowledge in a particular language, DLIFLC has designed an IMMERSION PROGRAM which consists of an off site facility where students spend from one to three days in an isolated environment with their instructors and are not allowed to speak English. The facility is equipped with kitchens and sleeping quarters, while the program consists of real-world exercises, from bargaining for food and clothing at a market place, to going through customs, or making hotel reservations. DLIFLC also sends a number of students on 30-day in-country immersions to countries such as Egypt, Korea, China, the Ukraine, etc.

Non-resident, or Post-Basic instruction primarily takes place in the CONTINUINGEDUCATION (CE) directorate, which is located near the Presidio at OrdMilitary Community in Seaside, Calif. Intermediate, advanced and refresher courses are conducted at this facility. DLIFLC also maintains LANGUAGETRAINING DETACHMENTS (LTD) at 13 sites throughout the continental United States and Hawaii, where DLIFLC instructors are assigned to teachlanguage sustainment and enhancement courses at the demand of the particular military service.

CE is also the home ofthe FIELDSUPPORT AND SPECIAL PROGRAMS DIVISION, which provides pre-deployment basic language and cultural awareness training to service members. Instructor MOBILETRAINING TEAMS travel year-round to deliver from two days to fourweeks of training, depending on the demands of the requesting unit. Additionally, DLIFLC instructors teach within the scope of the Professional Military Education System at military schools such as the Command and General Staff College, the Air War College, and Naval Postgraduate School.

To support the general purpose force, DLIFLC produces LANGUAGE SURVIVALKITS (LSK) which are pocket size pamphlets with CDs designed to beused in the field and range in topics from search and cordon, to medical terminology. LSKs exist in more than 30 languages and can contain up to 12 different topical domains within one language. Each year the Institute ships more than 250,000 LSKs to deploying forces.....consisting of an interactive 80-hour self-paced DVD which teaches basic language, culture and limited reading and writing. The Avatar characters used in this product are designed tofunction along the lines of today's interactive computer games. Headstart is currently available in Iraqi Arabic, and Dari and Pashto spoken in Afghanistan. He admitted that he and his wife Louise were convicted in absentia and sentenced to 20 years in prison in 1945 by a court at Poiters, on a charge of" intelligence with the enemy." But he said the tribunal was a Communist-dominated "people's court" acting from"vengeance" over his clashes with the Communists during the war.

At the time of the Japanese attack on Pearl Harbor, Remsen Bird was the president of Occidental College, a position he had held since 1921. Convincedthat he and his colleagues shared a compelling obligation to help displacedJapanese American college students, Bird and a few other educators wereinstrumental in laying the groundwork for what would become the NationalJapanese American Student Relocation Council. This is all but one of the manyprojects Bird took on during his long career in academia, and it conforms tohis belief in the importance of an "open mind" throughout his life........Bird's long tenure at Occidental wasnot without its critics. Admittedly and proudly an idealist, Bird often approached situations with emotions and not much analysis --- his contemporaries have described him as a "great dreamer" who"engaged in flights of fancy." He had been known to envision a large project, convince colleagues and community members to join the endeavor, andthen dash off to another project leaving the details to others. At times potential donors found his fundraising tactics distasteful. Bird's feelings were hurt by some of the criticism, particularly the publication in 1939 of After Many a Summer Dies the Swan by Aldous Huxley, whom Bird had regarded as a friend. In his satirical novel, Huxley portrays the character based on Bird as a college president wholly preoccupied with the pursuit of the rich and well-connected, speaking in an "oily manner, like vaseline with a flavour of port wine". Accordingto Hutchison, Bird "went right to town and told Huxley just what he thought of him!"

....Bird announced his resignation from Occidental College in 1945, citing health reasons. For the next 25 years he and Helen resided in Carmel, California where he remained active in preserving the natural beauty of the Monterey Bay area and in the founding of the Monterey Institute of Foreign Studies in 1955. The Defense Language Institute Foreign Language Center (DLIFLC) traces its roots to the eve of America's entry into World War II, when the U.S.Army established a secret school at the Presidio of San Francisco to teach the Japanese language.

Colonel James L. Collins, Jr. was born in El Paso into a family steeped in Army tradition...NorthDakota National Guardsmen ashore at Utah Beach during the 1944 D-Day invasion of Normandy. He served in Vietnam during the war there and in Korea. A linguist who was fluent in French, Italian, German and Spanish, he was a former commanding officer of the Army language school at Monterey, California, and from 1959 to 1962 was the first director of a coordinated Defense Language Institute in Washington. At the Presidio of Monterey, the renamed Army Language School (ALS) expanded rapidly in 1947–48 to meet the requirements of America's global commitments during the Cold War.

Instructors, including native speakers of more than thirty languages and dialects, were recruited from all over the world. Russian became the largest language program, followed by Chinese, Korean, and German. After the Korean War (1950–53), the school developed a national reputation for excellence in foreign language education. ALS led the way with the audio-lingual method and the application of educational technology such as the language laboratory.

DLIFLC is a multi-service school for active and reserve components, foreign military students, and civilian personnel working in the federal government and various law enforcement agencies. Instruction takes place in eight separate LANGUAGE SCHOOLS.The present facilities at the PRESIDIO OFMONTEREY accommodate approximately 3,500 Soldiers, Marines, Sailors and Airmen, as well as select Department of Defense (DoD) members and the U.S. Coast Guard. To attend DLIFLC one must be a member of the Armed Forces or be sponsored by a government agency.

To further advance student knowledge in a particular language, DLIFLC has designed an IMMERSION PROGRAM which consists of an off site facility where students spend from one to three days in an isolated environment with their instructors and are not allowed to speak English. The facility is equipped with kitchens and sleeping quarters, while the program consists of real-world exercises, from bargaining for food and clothing at a market place, to going through customs, or making hotel reservations. DLIFLC also sends a number of students on 30-day in-country immersions to countries such as Egypt, Korea, China, the Ukraine, etc.

Non-resident, or Post-Basic instruction primarily takes place in the CONTINUINGEDUCATION (CE) directorate, which is located near the Presidio at OrdMilitary Community in Seaside, Calif. Intermediate, advanced and refresher courses are conducted at this facility. DLIFLC also maintains LANGUAGETRAINING DETACHMENTS (LTD) at 13 sites throughout the continental United States and Hawaii, where DLIFLC instructors are assigned to teachlanguage sustainment and enhancement courses at the demand of the particular military service.

CE is also the home ofthe FIELDSUPPORT AND SPECIAL PROGRAMS DIVISION, which provides pre-deployment basic language and cultural awareness training to service members. Instructor MOBILETRAINING TEAMS travel year-round to deliver from two days to fourweeks of training, depending on the demands of the requesting unit. Additionally, DLIFLC instructors teach within the scope of the Professional Military Education System at military schools such as the Command and General Staff College, the Air War College, and Naval Postgraduate School.

To support the general purpose force, DLIFLC produces LANGUAGE SURVIVALKITS (LSK) which are pocket size pamphlets with CDs designed to beused in the field and range in topics from search and cordon, to medical terminology. This book reveals the Presidio was called the Army Language Center from 1947-1963, and in 1963 before the year was out, the name was changed to the Defense Language Institute. What I wanted to pointed out is related for those who believe the plotters of the JFK assassination had connections with cryptology and/or, oversaw cryptology operations, such as say, an individual who would be in charge of sending William F. Friedman, the godfather of American cryptology on a NSA mission to Europe regarding NATO and codebreaking, John B. Hurt is a name worth mentioning.

On page 8 Raugh writes, "In 1940 the Presidio became the temporary headquarters of the III Corps and served as a reception center until 1944. Declared inactive in late 1944,

the Presidio was reopened in 1945 and served as a Civil Affairs Staging and Holding Area (CASA) for civil affairs soldiers preparing for the occupation of Japan.

On November 1, 1941 the Army established the Fourth U.S. Army Intelligence School at the Presidio of San Francisco to teach the Japanese language to Japanese-American (Nisei) soldiers in a possible conflict with Japan. War broke out in December 1941 and in 1942 the school was relocated to Minnesota and renamed the Military Intelligence Service Language School (MISLS)

On page 119 mention is made of Rasmussen Hall in honor of Col Kai E. Rasmussen who served as MISLS commandant from 1942 to 1946. In the photograph pictured the plaque honoring Rasmussen reads:

Rasmussen was the first commandant of the

Military Intelligence Service Language School

[MISLS], predecessor to the Defense Language

Institute. Born in 1902 in Helsinge, Denmark,

he emigrated to the United States in 1922 and

enlisted in the United States Army. He graduated

from the United States Military Academy in 1929

as a coast artillery officer and from 1936 to 1940

he served as a military attache in Imperial Japan.

In 1941 Captain Rasmussen and Major John

Eckerling established the Secret Japanese

Language School at the Presidio of San Francisco

with sixty-six students. When war broke out he

rose to the rank of Colonel and headed MISLS

as it moved to Camp Savage (1942-44) and

later Fort Snelling, (1944-1946) Minnesota,

until it came to the Presidio of Monterey in 1946.

occupation of Japan that followed. He earned

the devotion of his predominantly

Japanese-American students and staff by placing

great faith in their loyalty and abilities and was

awarded the Legion of Merit for his dedicated

leadership.He subsequently served as military

attache to Norway and on General MacArthur's

intelligence staff during the Korean War before

his retirement in 1955.

I think the aforementioned probably does not seem

very important to some, but when you consider

the background of the Warren Commission's

John J McCloy, instrumental in the relocation

of the Nisei after Pearl Harbor, Colonel

Charles Willoughby served in MacArthur's

Intellligence Bureau, as did Rasmussen,

and in World War II there was some

cryptological associations between

the SIS team under Friedman with

MacArthur's G-2 in Australia, not to

mention JFK being in ONI in Washington

before the Arvad affair resulted in his

transfer to the South Pacific and

the PT-109 collision with the Japanese

destroyer, it might come in handy to know of the

association.

In addition, the ARRB records indicate that they specifically requested the records of the Monterey Language Institute

and Defense Language Institute, especially the roster of students and teachers.

Lee J. Rankin, of the Warren Commission, is quoted as requesting "What Oswald studied at Monterey," though the reason for this question has not been substantiated with documentation. It is an interesting question however, since the LHO we have come to know seemed to learn the Russian language quite quickly, while he was stationed in California. Besides taking the Russian language test, on which he got half correct, he also met with the attractive niece of a friend just to talk Russian, and seems to have been given the rush case lessons in foreign languages that the Monteray Language Institute specializes in.

Rankin's statement is in a January 1964 Executive Session transcript.

You'll note from other such transcripts, that Rankin's inquiry went nowhere.

Someone or some agency might have been promoting the idea that Oswald went through the Monterey School of the Languages.

He did not. There was no "fast-track" way to learn spoken Russian or written Russian.

During the Viet Nam war, there were short courses in Vietnamese (like Russian, a Level 5 language). These courses lasted 12 weeks, were methodical, and were rigorous. They were quite good as far as they went, as I learned in Viet Nam. They taught words and phrases and basic comprehension but did not equip one for conversation. They were mostly useful to interrogators and some intel specialists.
