Inquiry Into 1992 Bombing of Israeli Embassy

BUENOS AIRES, May 5— Argentina's Interior Minister ordered an investigation today into an audiotape that has raised suspicions that the local police were involved in the 1992 bombing of the Israeli Embassy that killed 29 people.

The Interior Minister, Carlos Corach, said he had asked the police to establish the authenticity of the police radio recording, which, officials said, includes an exchange between police officers and men in a patrol car carrying out a routine inspection at the embassy minutes before the explosion.

On the tape, the officials said, the officers order the patrol car to leave the area immediately.

Government officials ''have to establish'' the identity of the officers and whether ''they were in fact involved in this'' and whether the tape is authentic, Mr. Corach told reporters.

He said that the Government would ''make absolutely every effort to clear this up.''

A congressional committee investigating the bombing questioned the head of the Buenos Aires police, Pablo Baltasar Garcia, for three hours on Tuesday night after it had been given a copy of the audiotape by one of the officers who had been in the patrol car.

Mr. Garcia said on Tuesday that his force had nothing to do with the bombing.

However he conceded that the police failed to guard the embassy properly.

''There might have been some sort of administrative negligence, but it is totally out of order to think that the police were involved in this attack,'' he said.

It would be difficult to reconstruct exactly what happened on the day of the bombing, he added.

Two years after the 1992 attack, a Jewish community center here was bombed, killing 86 people, and Israel believes that Middle Eastern groups like Islamic Holy War and Hezbollah were behind both bombings.

The Israeli Ambassador, Yitzhak Aviran, said it was vital to track down Argentines who he is sure helped carry out the embassy attack.

''For years I have emphasized the importance of tracking down the local connection, which is much more important than the international connection because they just came here and got blown up,'' Mr. Aviran said.

''This has surprised me greatly, that the tape should turn up magically after seven years,'' he said. ''That doesn't even happen in Hans Christian Andersen stories.''

[but Rogelio Cichowolsky, the president of the Jewish Delegation of Argentina, an advocacy group, told The Associated Press, ''It's strange that a key element of the investigation would appear seven years later.'']

Mr. Aviran met Mr. Corach today to discuss the new evidence. The Argentine police regularly record their radio communications, but the tapes are usually erased after a few weeks.

No one is being held in connection with the embassy bombing. A petty criminal and several police officers have been arrested on suspicion of providing the stolen vehicle that was used in the bombing of the community center.

A lawyer for the relatives of the victims of that bombing said that he was preparing a formal complaint to the Inter-American Commission of Human Rights in Washington accusing Argentine authorities of willfully failing to investigate it.

Although nukes and Iraq have been the main focus of the Bush Administration's pressure campaign against Iran, US officials also seek to tar Iran as the world's leading sponsor of terrorism. And Team Bush's latest tactic is to play up a thirteen-year-old accusation that Iran was responsible for the notorious Buenos Aires bombing that destroyed the city's Jewish Community Center, known as AMIA, killing eighty-six and injuring 300, in 1994. Unnamed senior Administration officials told the Wall Street Journal January 15 that the bombing in Argentina "serves as a model for how Tehran has used its overseas embassies and relationship with foreign militant groups, in particular Hezbollah, to strike at its enemies."

This propaganda campaign depends heavily on a decision last November by the General Assembly of Interpol, which voted to put five former Iranian officials and a Hezbollah leader on the international police organization's "red list" for allegedly having planned the July 1994 bombing. But the Wall Street Journal reports that it was pressure from the Bush Administration, along with Israeli and Argentine diplomats, that secured the Interpol vote. In fact, the Bush Administration's manipulation of the Argentine bombing case is perfectly in line with its long practice of using distorting and manufactured evidence to build a case against its geopolitical enemies.

After spending several months interviewing officials at the US Embassy in Buenos Aires familiar with the Argentine investigation, the head of the FBI team that assisted it and the most knowledgeable independent Argentine investigator of the case, I found that no real evidence has ever been found to implicate Iran in the bombing. Based on these interviews and the documentary record of the investigation, it is impossible to avoid the conclusion that the case against Iran over the AMIA bombing has been driven from the beginning by US enmity toward Iran, not by a desire to find the real perpetrators.

A 'Wall of Assumptions'

US policy toward the bombing was skewed from the beginning by a Clinton Administration strategy of isolating Iran, adopted in 1993 as part of an understanding with Israel on peace negotiations with the Palestinians. On the very day of the crime, before anything could have been known about who was responsible, Secretary of State Warren Christopher blamed "those who want to stop the peace process in the Middle East"--an obvious reference to Iran.

William Brencick, then chief of the political section at the US Embassy in Buenos Aires and the primary Embassy contact for the investigation, recalled in an interview with me last June that a "wall of assumptions" guided the US approach to the case. The primary assumptions, Brencick said, were that the explosion was a suicide bombing and that use of a suicide bomb was prima facie evidence of involvement by Hezbollah--and therefore Iran.

But the suicide-bomber thesis quickly encountered serious problems. In the wake of the explosion, the Menem government asked the United States to send a team to assist in the investigation, and two days after the bombing, experts from the Bureau of Alcohol, Tobacco and Firearms arrived in Buenos Aires along with three FBI agents. According to an interview the head of the team, ATF explosives expert Charles Hunter, gave to a team of independent investigators headed by US journalist Joe Goldman and Argentine investigative journalist Jorge Lanata, as soon as the team arrived the federal police put forward a thesis that a white Renault Trafic van had carried the bomb that destroyed the AMIA.

Hunter quickly identified major discrepancies between the car-bomb thesis and the blast pattern recorded in photos. He wrote a report two weeks later noting that in the wake of the bombing, merchandise in a store immediately to the right of the AMIA was tightly packed against its front windows and merchandise in another shop had been blown out onto the street--suggesting that the blast came from inside rather than outside. Hunter also said he did not understand how the building across the street could still be standing if the bomb had exploded in front of the AMIA, as suggested by the car-bomb thesis.

The lack of eyewitness evidence supporting the thesis was just as striking. Of some 200 witnesses on the scene, only one claimed to have seen a white Renault Trafic. Several testified they were looking at the spot where the Trafic should have been when the explosion occurred and saw nothing. Nicolasa Romero, the wife of a Buenos Aires policeman, was that lone witness. She said she saw a white Renault Trafic approach the corner where she was standing with her sister and her 4-year-old son. But Romero's sister testified that the vehicle that passed them was not a white Trafic but rather a black-and-yellow taxi. Other witnesses reported seeing a black-and-yellow taxi seconds before the explosion.

Argentine prosecutors argued that pieces of a white Trafic imbedded in the flesh of many of the victims of the explosion proved their case for a suicide bomb. But that evidence was discredited by Gabriel Levinas, a researcher for AMIA's own legal team. Levinas is a member of a leading Jewish family in Buenos Aires who had published a human rights magazine during the dictatorship (his uncle's car was used to kidnap war criminal Adolf Eichmann and spirit him off to Israel for trial in 1961.)

He discovered that the manufacturer of the white Trafic had been sent fragments of the vehicle recovered by the police for analysis and had found that none of the pieces had ever been put under high temperature. That meant that these car fragments could not have come from the particular white Trafic that police had identified as the suicide bomb car--since that vehicle was known to have once caught fire before having been recycled and repaired.

Yet despite the lack of eyewitness testimony and the weakness of the forensic evidence, the State Department publicly embraced the suicide-bomb story in 1994 and 1995.

The Problem of Motive

Independent investigators have also long puzzled over why Iran would have carried out an action against Argentine Jews while its Hezbollah allies were embroiled in armed struggle with the Israeli military in Lebanon. In their 2006 indictment of several Iranian nationals in the bombing, Argentine prosecutors argued that Iran planned the AMIA attack because Carlos Menem's administration had abruptly canceled two contracts for the transfer of nuclear technology to Iran.

But the indictment actually provides excerpts from key documents that undermine that conclusion. According to a February 10, 1992, cable from Argentina's ambassador in Iran, the director of the American Department of Iran's foreign ministry had "emphasized the need to reach a solution to the problem [of nuclear technology transfer] that would avoid damage to other contracts." Iran thus clearly signaled its hope of finding a negotiated solution that could reactivate the suspended contracts and maintain other deals with Argentina as well.

On March 17, 1992, a bomb blast destroyed the Israeli Embassy in Buenos Aires--an incident for which the Argentine prosecutors also held Iran responsible. The indictment, however, quotes a top official of INVAP, an Argentine nuclear firm that dominated the National Commission on Atomic Energy, as saying that during 1992 there were "contacts" between INVAP and the Atomic Energy Organization of Iran "in the expectation that the decision of the national government would be revised, allowing the tasks in the contracts to be resumed." The same official confirmed that negotiations surrounding the two canceled projects continued from 1993 to 1995--before and after the AMIA explosion. Those revelations suggest that the Iranian attitude toward Argentina at the time of the bombing was exactly the opposite of the one claimed in the indictment.

The Hezbollah motive for involvement in the AMIA bombing, according to the indictment, was revenge against the Israeli bombing of a Hezbollah training camp in the Bekaa Valley in early 1994 and the Israeli kidnapping of Shiite leader Mustapha Dirani in May. That theory fails to explain, however, why Hezbollah would choose to retaliate against Jews in Argentina. It was already at war with the Israeli forces in Lebanon, where the group was employing suicide bomb attacks in an effort to pressure Israel to end its occupation. Hezbollah had a second easy retaliatory option available, which was to launch Katyusha rockets across the border into Israeli territory.

That is exactly what Hezbollah did to retaliate for the Israeli killing of some 100 Lebanese civilians in the town of Qana in 1996. That episode inspired greater anger toward Israel among Hezbollah militants than any other event in the 1990s, according to Boston University Hezbollah specialist Augustus Richard Norton. If Hezbollah responded to this Israeli provocation with Katyusha rockets on Israeli territory, it hardly makes sense that it would have responded to a lesser Israeli offense by designing an ambitious international attack on Argentine Jews with no connection to the Israeli occupation.

The Frame-up

The keystone of the Argentine case was Carlos Alberto Telleldin, a used-car salesman with a record of shady dealings with both criminals and the police--and a Shiite last name. On July 10, 1994, Telleldin sold the white Trafic the police claimed was the suicide car to a man he described as having a Central American accent. Nine days after the bombing Telleldin was arrested on suspicion of being an accomplice to the crime.

The police claimed they were led to Telleldin by the serial number on the van's engine block, which was found in the rubble. But it would have been a remarkable lapse for the organizers of what was otherwise a very professional bombing to have left intact such a visible identification mark, one that any car thief knows how to erase. That should have been a clue that the attack was likely not orchestrated by Hezbollah, whose bomb experts were well-known by US intelligence analysts to have been clever enough, in blowing up the American Embassy in Beirut in 1983, to avoid leaving behind any forensic evidence that would lead back to them. It should also have raised questions about whether that evidence was planted by the police themselves.

It is now clear that the Menem government's real purpose in arresting Telleldin was to get him to finger those they wanted to blame for the bombing. In January 1995, Telleldin was visited by retired army Capt. Hector Pedro Vergez, a part-time agent for SIDE, the Argentine intelligence agency, who offered him $1 million and his freedom if he would identify one of five Lebanese nationals detained in Paraguay in September 2004--men the CIA said might be Hezbollah militants--as the person to whom he had sold the van. After Telleldin refused to go along with the scheme, an Argentine judge found that there was no evidence on which to detain the alleged militants.

The Buenos Aires court, which threw out the case against Telleldin in 2004, determined that a federal judge, Luisa Riva Aramayo, met with Telleldin in 1995 to discuss another possibility--paying him to testify that he had sold the van to several high-ranking figures in the Buenos Aires provincial police who were allies of Menem's political rival, Eduardo Duhalde. In July 1996, Judge Juan Jose Galeano, who was overseeing the investigation, offered Telleldin $400,000 to implicate those police officers as accomplices in the bombing. (A videotape made secretly by SIDE agents and aired on television in April 1997 showed Galeano negotiating the bribe.) A month after making the offer to Telleldin, Galeano charged three senior Buenos Aires police officials with having involvement in the bombing, based on Telleldin's testimony.

"The Whole Iran Thing Seemed Kind of Flimsy"

In an interview last May James Cheek, Clinton's Ambassador to Argentina at the time of the bombing, told me, "To my knowledge, there was never any real evidence [of Iranian responsibility]. They never came up with anything." The hottest lead in the case, he recalled, was an Iranian defector named Manoucher Moatamer, who "supposedly had all this information." But Moatamer turned out to be only a dissatisfied low-ranking official without the knowledge of government decision-making that he had claimed. "We finally decided that he wasn't credible," Cheek recalled. Ron Goddard, then deputy chief of the US Mission in Buenos Aires, confirmed Cheek's account. He recalled that investigators found nothing linking Iran to the bombing. "The whole Iran thing seemed kind of flimsy," Goddard said.

James Bernazzani, then the head of the FBI's Hezbollah office, was directed in October 1997 to assemble a team of specialists to go to Buenos Aires and put the AMIA case to rest. Bernazzani, now head of the agency's New Orleans office, recalled in a November 2006 interview how he arrived to find that the Argentine investigation of the AMIA bombing had found no real evidence of Iranian or Hezbollah involvement. The only clues suggesting an Iranian link to the bombing at that time, according to Bernazzani, were a surveillance tape of Iranian cultural attache Mohsen Rabbani shopping for a white Trafic van and an analysis of telephone calls made in the weeks before the bombing.

Shortly after the bombing, the biggest Buenos Aires daily newspaper, Clarin, published a story, leaked to it by Judge Galeano, that Argentine intelligence had taped Rabbani shopping for a white Trafic "months" before the bombing. A summary of the warrants for the arrest of Rabbani and six other Iranians in 2006 continued to refer to "indisputable documents" proving that Rabbani had visited car dealers to look for a van like the one allegedly used in the bombing. In fact, the intelligence report on the surveillance of Rabbani submitted to Galeano ten days after the bombing shows that the day Rabbani looked at a car dealer's white Trafic was May 1, 1993--fifteen months before the bombing and long before Argentine prosecutors have claimed Iran decided to target AMIA.

In the absence of any concrete evidence, SIDE turned to "link analysis" of telephone records to make a circumstantial case for Iranian guilt. The SIDE analysts argued that a series of telephone calls made between July 1 and July 18, 1994, to a mobile phone in the Brazilian border city of Foz de Iguazu must have been made by the "operational group" for the bombing--and that a call allegedly made on a cellphone belonging to Rabbani could be connected to this same group. The FBI's Bernazzani told me he was appalled by SIDE's use of link analysis to establish responsibility. "It can be very dangerous," he told me. "Using that analysis, you could link my telephone to bin Laden's." Bernazzani said the conclusions reached by the Argentine investigators were merely "speculation" and said that neither he nor officials in Washington had taken it seriously as evidence pointing to Iran.

Then, in 2000, one more defector surfaced with a new tale of Iranian responsibility. Abdolghassem Mesbahi, who claimed he was once the third-ranking man in Iran's intelligence services, told Galeano the decision to bomb the AMIA had been made at a meeting of senior Iranian officials, including President Akbar Hashemi Rafsanjani, on August 14, 1993. But Mesbahi was soon discredited. Bernazzani told me American intelligence officials believed that by 2000, Mesbahi had long since lost his access to Iranian intelligence, that he was "poor, even broke" and ready to "provide testimony to any country on any case involving Iran."

A Questionable Informant

Bernazzani admitted to me that until 2003, the case against Iran was merely "circumstantial." But he claimed a breakthrough came that year, with the identification of the alleged suicide bomber as Ibrahim Hussein Berro, a Lebanese Hezbollah militant, who, according to a Lebanese radio broadcast, was killed in a military operation against Israeli forces in southern Lebanon in September 1984, two months after the AMIA bombing. "We are satisfied that we have identified the bomber based on the totality of the data streams," Bernazzani told me, citing "a combination of physical and witness evidence." But the Berro identification, too, was marked by evidence of fabrication and manipulation.

The official story is that Berro's name was passed on to SIDE and the CIA by a Lebanese informant in June 2001. The informant claimed he had befriended a former Hezbollah chauffeur and assistant to top Hezbollah leaders named Abu Mohamad Yassin, who told him that a Hezbollah militant named "Brru" was the suicide bomber. That story is suspicious on several counts, the most obvious being that intelligence agencies almost never reveal the name, or even the former position, of an actual informant.

The September 2003 court testimony of Patricio Pfinnen, the SIDE official in charge of the AMIA bombing investigation until he was fired in January 2002, casts serious doubt on the informant's credibility. Pfinnen testified that when he and his colleagues went back to the informant with more questions, "something went wrong with the information, or they were lying to us." Pfinnen said his team ultimately discarded the Berro theory because the sources in Lebanon had "failed and were not certain." He concluded, "I have my doubts about [berro] being the person who was immolated."

After Pfinnen was fired in a power struggle within the intelligence agency, SIDE named Berro as the suicide bomber in a secret report. In March 2003, just after that report was completed, Ha'aretz reported that the Mossad had not only identified the bomber as Berro but possessed a transcript of Berro's farewell telephone call to Lebanon before the bombing, during which he told his parents that he was going to "join" his brother, who had been killed in a suicide bombing in Lebanon. When the 2006 indictment was released, however, it became clear that no evidence of such a call existed.

In September 2004, a Buenos Aires court acquitted Telleldin and the police officials who had been jailed years earlier, and in August 2005 Judge Galeano was impeached and removed from office. But Galeano's successors, prosecutors Alberto Nisman and Marcelo Martinez Burgos, pressed on, hoping to convince the world that they could identify Berro as the bomber. They visited Detroit, Michigan, where they interviewed two brothers of Berro and obtained photos of Berro from them. They then turned to the only witness who claimed she had seen the white Trafic at the scene of the crime--Nicolasa Romero.

In November 2005, Nisman and Burgos announced that Romero had identified Berro from the Detroit photos as the same person she had seen just before the bombing. Romero, on the other hand, said she "could not be completely certain" that Berro was the man at the scene. In court testimony, in fact, she had said she had not recognized Berro from the first set of set of four photographs she had been shown or even from a second set. She finally saw some "similarity in the face" in one of the Berro photographs, but only after she was shown a police sketch based on her description after the bombing.

Bernazzani told me that the FBI team in Buenos Aires had discovered DNA evidence that was assumed to have come from the suicide bomber in an evidence locker, and Nisman took a DNA sample from one of Berro's brothers during his visit in September 2005. "I would assume, though I don't know, that once we got the brother's DNA, they compared them," he said. But Nisman claimed to a reporter in 2006 that samples had been contaminated. Significantly, the Argentine indictment of the Iranians makes no mention of the DNA evidence.

Despite a case against Iran that lacked credible forensic or eyewitness evidence and relied heavily on dubious intelligence and a discredited defector's testimony, Nisman and Burgos drafted their indictment against six former Iranian officials in 2006. However, the government of Néstor Kirchner displayed doubts about going forward with a legal case. According to the Forward newspaper, when American Jewish groups pressed Kirchner's wife, Christina, about the indictments at a UN General Assembly in New York in September 2006, she indicated that there was no firm date for any further judicial action against Iran. Yet the indictment was released the following month.

Both the main lawyer representing the AMIA, Miguel Bronfman, and Judge Rodolfo Canicoba Corral, who later issued the arrest warrants for the Iranians, told the BBC last May that pressure from Washington was instrumental in the sudden decision to issue the indictments the following month. Corral indicated that he had no doubt that the Argentine authorities had been urged to "join in international attempts to isolate the regime in Tehran."

A senior White House official just called the AMIA case a "very clear definition of what Iranian state sponsorship of terrorism means." In fact, the US insistence on pinning that crime on Iran in order to isolate the Tehran regime, even though it had no evidence to support that accusation, is a perfect definition of cynical creation of an accusation in the service of power interests.

Neoliberalism

See main article Neoliberalism (BELOW). Neoliberalism is an economic ideology rather than a broader political ideology. The swing away from government action in the 1970s led to the introduction of this term, which refers to a program of reducing trade barriers and internal market restrictions as a way towards a more free market capitalist system. It does accept a certain degree of government involvement in the economy, particularly the acceptance of the need for a central bank and a capable national defense, but it seeks to reduce government regulation (and particularly taxes) as much as possible. While neoliberalism is sometimes described as overlapping with Thatcherism, economists as diverse as Joseph Stiglitz and Milton Friedman have been described -- by others -- as "neoliberal". As said before, this economic agenda is not necessarily combined with a liberal agenda in politics: neoliberals often do not subscribe to individual liberty on ethical issues or in sexual mores. An extreme example was the Pinochet regime in Chile, but some will also classify Ronald Reagan, Margaret Thatcher, Tony Blair or Gerhard Schröder as being neo-liberal.

Neoliberalism - Definition

The term neoliberalism is used to describe a political-economic philosophy that had major implications for government policies beginning in the 1970s – and increasingly prominent since 1980 – that de-emphasizes or rejects positive government intervention in the economy, focusing instead on achieving progress and even social justice by encouraging free-market methods and less restricted operations of business and "development". Its supporters argue that the net gains for all under free trade and capitalism will outweigh the costs in all, or almost all, cases.

It can be contrasted with economic nationalism, fair trade and anti-capitalism, three different alternatives to neoliberalism.

The term "neoliberalism" has also been used in a theological sense as a drive to deliberately modify the beliefs and practices of the church (especially evangelical) to conform to cultural post-modernism. This entry concerns only political-economic neoliberalism.

Brief Discussion

The term neoliberalism is not the only one for this movement, many supporters argue that it is simply "liberalism", while critics often label it pejoratively as "Thatcherism". Because of close association between this philosophy and neoclassical economics, and confusion with the overloaded term "liberal", some advocate the term "neoclassical philosophy". It is criticized (in different ways) by socialist, liberal and conservative parties, intellectuals, and economists. Some portray neoliberalism as the imposition of "free markets from the top-down" since it has been promoted by international financial institutions such as the IMF and the World Bank and by centralized state organizations such as the European Union and the U.S. government. Others identify neoliberalism with neo-corporatism, and political-economic domination by multinational corporations.

Though many liberals adhere to neoliberalism, their ideology has a broader content, and other liberals oppose neoliberalism. Neoliberalism is not a version of the liberalism of John Dewey, Woodrow Wilson, John Maynard Keynes, Franklin Roosevelt, or the Liberal Party of Britain, which saw a positive role for government, as part of a capitalist economy, in serving the public interest. Rather, it focuses on the establishment of a stable medium of exchange, and the reduction of localized rules, regulations and barriers to commerce, and the privatization of state-run enterprises. Critics of neoliberalism associate it with globalization, and with the rise of multinational corporations, as well as monetary and fiscal austerity at the expense of social programs.

The term is often used as a pejorative; in this context it means not the economic theory, but the implementation of global capitalism and the power of multinational corporations, as well as the effects of free trade on wages and social structures.

Brief History

Just as classical liberal philosophy justified and encouraged the "first era of globalization" which came to an end with the shocks of the First World War, the collapse of the Gold Standard, and the Great Depression, neoliberalism is associated with the contemporary "second era of globalization," the seeds of which were planted after the Second World War. In between, during the period from 1915 until the 1960s or so, different versions of more statist liberalism and economic nationalism guided the economic and social policies of many nations.

Neoliberalism's economic roots begin with the re-establishment of international monetary stability with the Bretton Woods Agreement, which fixed currencies to the US Dollar and the US Dollar to gold. As an ideological movement, it became increasingly prevalent based on the work of Robert Mundell and Arthur Flemming. The Mont Pelerin Society, founded at about the same time by thinkers such as Friedrich Hayek, Milton Friedman, and Michael Polanyi spawned free-market think tanks and advocacy groups in the UK and the US during the 1960s and 1970s. They drew upon the theories of the Austrian School of economics and monetarism. Neoliberalism argued that protectionism and government programs produced economic inefficiencies, and that developing nations should open their markets to the outside, and focus on exporting. Also emphasized was the liquidation of state-owned corporations, and the reduction in rules designed to hinder business. Neoliberal ideas found expression in a series of trade talks to form the General Agreement on Tariffs and Trade as well as regional free trade agreements such as the European Union and the North American Free Trade Agreement. These agreements went beyond textbook "free trade" to encourage the free movement of capital funds and direct private investment and to limit national restriction of business privileges.

The slow and quantitative development of neoliberalism after World War II became more rapid in the 1970s, and not always by peaceful means. One of the often-touted neoliberal success stories is General Augusto Pinochet's Chile – which began with a CIA-backed coup, violently ousting the democratically-elected government of Salvador Allende in Chile. The Allende government had pursued radical social-democratic policies and has sometimes been labeled "Marxist." "Free market" policies, including privatization of state assets, were imposed by "los Chicago Boys," Chicago school economists inspired by Milton Friedman. These policies were later imitated by the Bretton Woods institutions operating in many other poor countries, particularly in Latin America.

The rise of this wave of neoliberalism culminated with the Reagan government in the United States and that of Margaret Thatcher in Britain – along with the fall of the Soviet Union and the fading of social democracy and new liberalism as counterbalances or alternatives to unbridled capitalism. The Reagan and Thatcher governments not only shifted their own countries' policies toward laissez-faire but used their control of the major Bretton Woods institutions to impose their policies on the rest of the world. For this reason, some regard neoliberalism as synonymous with the "Washington Consensus," the dominant policy view at the International Monetary Fund (IMF), the World Bank, and the U.S. Treasury at the end of the 20th century and the start of the 21st. A major axiom of the neoliberal school is that (to quote Thatcher) "There Is No Alternative" to globalized capitalism. This slogan is often abbreviated as "TINA".

In the late 1980s and early 1990s neoliberal policies had been embraced by the conventionally-defined center-left, as Bill Clinton of the United States backed the North American Free Trade Agreement. Free trade was seen as essential to his economic program, which promoted the creation of technology and intellectual property rights as the means by which America would be able to reduce or manage its persistent balance of trade deficit. Some center-left neoliberal economists argued that protectionism is not a left or right issue, but an issue of asymmetry, and therefore a general cause for concern.

Critics of neoliberalism in both theory and practice are numerous. This is particularly true in developing nations whose assets have been sold off to foreigners and whose domestic political and economic institutions had been undermined by the effects of being exposed to trade and rapid flows of capital. Even within the neoliberal movement there is intense criticism of how many developed nations have demanded that others liberalize their markets for manufactured goods, while protecting their own domestic agricultural markets.

Anti-globalization advocates are the most vociferous opponents of neoliberalism, particularly its implementation as "free capital flows" but not free labor flows. They argue that neoliberal policies encourage a "race to the bottom" as capital flows to the lowest environmental and labor standards, and is merely updated "beggar they neighbor" imperialism, dating back 200 years. In this they are in fundamental agreement with many of neoliberalism's supporters who argue that neoliberalism represents an updated version of classical liberalism.

Some economists argue that neoliberal policies can create "moral hazard": governments and international financial institutitions must bail out developing nations and their creditors because they are "too big to fail". This simply encourages further risk-taking and crises. They point to the string of currency melt-downs in the – Mexico, Russia, Eastern Europe, East Asia and Argentina – as proof that there is a danger to allowing risk-taking without sufficient penalty or regulation.

Theory

As described by UC Berkeley economic historian and defender of neoliberalism Professor Bradford DeLong (http://www.j-bradford-delong.net/), this "ism" has two main tenets:

"The first is that close economic contact between the industrial core [of the capitalist world economy] and the developing periphery is the best way to accelerate the transfer of technology which is the sine qua non for making poor economies rich (hence all barriers to international trade should be eliminated as fast as possible). The second is that governments in general lack the capacity to run large industrial and commercial enterprises. Hence, [except] for core missions of income distribution, public-good infrastructure, administration of justice, and a few others, governments should shrink and privatize."

To critics of neoliberalism, these two principles represent parts of the " trickle-down theory", i.e., that under free-market capitalism, economic growth and technological change benefit even the poorest countries and people, even if that process is dominated by multinational corporations, rich domestic elites, and organizations such as the IMF dominated by rich countries' financiers. To defenders, "Development is Freedom" (i.e., free-market capitalism). More economic growth, more specialization and more opportunity create chances for individuals to achieve than more rigid structures which provide only illusory protection.

The concept of neoliberalism became popular among economists not only as the balance of political power changed (as discussed above), but as many decided that post-World War II national development strategies for poor countries were not having the intended effects. In particular, funding for mega-projects left poor countries with high debts but little growth to show for it. It is also a reaction to the perceived failures of populist and modern liberal economic policies, such as import-substituting industrialization.

Failures of the East-Asian ( Taiwanese, South Korean) policies of state-guided export-led economic growth and of the centrally-planned or "communist" economies also were interpreted as requiring neoliberal medicine. The export-led economies were criticized as involving "crony capitalism," while most of the centrally-planned countries fell apart economically and politically in late 1980s and early 1990s.

As noted, the neoliberal doctrine is linked to the so-called "Washington consensus," a set of specific policy goals designed for Latin American countries. In addition to the tenets of neoliberalism noted by Professor deLong, the Washington consensus stipulated that a country should have stable exchange rates and a government budget in balance.

While some use the terms neoliberal and libertarian or classical liberalism interchangeably there is a difference between the two philosophies. While both share a belief in market economics and free trade, neoliberal economics theory shares with neoliberal international relations theory (and liberal internationalism) a belief in international regimes and a degree of global governance as a means of negotiating and administering international agreements. Neoliberals believe that greater economic and political interdependence will lead to progress and a reduction of international tensions or at least divert states from utilizing military means to resolve conflict. Libertarians reject the neoliberal belief that global governance bodies or state negotiated treaty regimes that bind the individual are desirable.

Much of neoliberalism accepts macro-economic theory that assumes full employment and rational expectations, that is, it is a modern neoclassical and free-market economic theory. Others rely on the benevolence and technical expertise of the IMF and other international financial institutions to solve the world's economic problems.

Practice

The practice of neoliberal ideas varies widely. Some proponents see transparency, development and uniformity of regulations as the most important goals, while many others see the dismantling of state regulations, as such, as the primary purpose. Many leading implementors of neoliberal policies criticize the manner in which those policies are implemented. Some blame the institutions such as the World Bank and IMF directly, while others argue that by the time the IMF and World Bank are involved, the problems have already become endemic – they blame the "shock therapy" approach which was taken in the 1980s for much of the economic damage, and argue that "big bang" marketization, such as was pursued in Russia, leads to centralized corrupt economic oligarchy, the very opposite of what neoliberalism proposes.

There were also catastrophic failures. In particular, Nobel prize winner and former World Bank chief economist Joseph Stiglitz argues that the IMF is guilty of forcing neoliberal and Washington consensus policy goals on countries at times when it was not appropriate (i.e., the Asian Economic Crisis), with devastating results. The "cookie cutter" approach of applying the same policy no matter what the specificities were can be seen in this crisis, as the I.M.F. pushed for government budget cuts even though government budget deficits had nothing to do with the crisis. Neoliberalism has also been criticised by populists, social democrats, and anti-capitalists, who argue that unbridled market forces inevitably increase inequality in wealth and hence power.

In a recent book, Professor Robert Pollin (http://www.bookfinder.us/review5/1859846734.html) summarizes the neoliberal record. Excluding the People's Republic of China, which did not follow the neoliberal lead, the era of the "developmental state" (1961-80) saw a per capita growth rate of real gross domestic product that averaged 3.2 percent per year. On the other hand, during the neoliberal era (1981-99) this growth rate fell to 0.7 percent per year, slowing both absolutely and relative to the wealthier countries of the OECD. China, which shifted from pure state planning to state-guided export promotion, saw its per capita growth rate rise from 2.5 to 8.4 percent between these periods. (See Robert Pollin, Contours of Descent, p. 131. ISBN 1-85984-673-4) Thus, according to the neoliberals' own standards, their policies can be seen as a failure. Pollin also shows the rapid increase in income inequality between these periods, especially when China is excluded from the sample. The increase in economic inequality is one major hallmark of neoliberalism.

It is an open question as to whether the western world continues to be dominated by neoliberal policies. Whilst the European Union and many individual countries have policies which support workers' rights, some scholars argue that these are adaptations of the core neoliberal economic model rather than a fundamental move away from it.

This short entry cannot end the debate. One question is whether it is better to define neoliberalism in terms of its self-image (as Professor deLong does) or in terms of its actual practice. Either way, these critiques do not automatically indicate that neoliberalism should be dumped. It is possible, as the more militant advocates of laissez-faire say, that neoliberal policies were not applied in a pure enough form. Alternatively, one might argue that if neoliberalism had not been pursued, economic events would have been even worse. Further, it is possible that neoliberalism could be reformed.

Who is a Neoliberal?

As with many poltical terms, since the word is used in different ways by different groups, different people can be classified in different ways based on it. The most restrictive definition of neoliberal is "laissez-faire, capital market driven, privatization and trade arrangements". Under this specific form, neoliberalism is a business-conservative policy aimed at enforcing stringent budget discipline on developed and developing nations by requiring, for all but the US, balanced budgets and trade flows. This is based on a specific interpretation of the Mundell-Fleming model and is most associated with the Washington Consensus. In these terms the prominent neoliberals are people such as Margaret Thatcher, Robert Barro, and Alan Greenspan.

In the broader sense, where a neoliberal is an individual who subscribes to Prof. DeLong's formulation of neoliberalism, any advocate of government restricted to supplying public goods, and globalized free trade is a neoliberal. By this broader definition Robert Rubin, Joseph Stiglitz and Amartya Sen are "neoliberals", even though all three have been highly critical of the neoliberalism of the more restrictive form, and the manner by which such institutions as the IMF and World Bank have been run in the post-Bretton Woods era.

The key argument between these two usages can be seen from Stiglitz' criticisms of the Washington Consensus: namely, by the measures that he follows, that while globalization and global trade are good, they have been conducted in a manner that seems almost designed to impoverish poorer nations. He specifically cites agricultural subsidies and barriers, for example for sugar, the average prices paid for imports and exports between developing and core nations, and the damaging effects of "hot money" as the vehicle for foreign investment. For a laissez-faire neoliberal, other than an admission that agricultural subsidies are bad, non of these constitute indictments of laissez-faire policies.

The US military is developing software that will let it secretly manipulate social media using fake online personas designed to influence internet conversations and spread pro-American propaganda.

A Californian corporation has been awarded a contract with the US Central Command (Centcom) to develop what is described as an "online persona management service" that will allow one serviceman or woman to control up to 10 separate identities at once.

The contract stipulates each persona must have a convincing background, history and supporting details, and that up to 50 controllers must be able to operate false identities from their workstations "without fear of being discovered by sophisticated adversaries".

The project has been likened by web experts to China's attempts to control and restrict free speech on the internet.

Of course it's not a surprise that passing a bill through Congress allowing states to create real healthcare solutions is an uphill climb. Congress does what the insurance companies like, and the insurance companies like continuing to exist. But way back yonder in July 2009, the House Committee on Education and Labor, voted 27 to 19 with 13 Republican Yes votes to pass Congressman Dennis Kucinich's amendment to the healthcare reform bill. This amendment would not have altered the federal legislation except to allow states to create single-payer healthcare systems if they chose to. That's the one and only thing this amendment did. First among the 19 members who voted No was Committee Chairman and Democrat George Miller. Congressional staffers who knew told me that President Obama had personally told Miller to block the amendment. When the legislation that came out of Miller's committee was merged with the versions from two other House committees, the Kucinich amendment, which did not conflict with anything in any version of the bill, disappeared. Again, the word on the Hill was that Obama had told House Speaker Nancy Pelosi to strip that amendment out. In fact, Pelosi said the President had asked her to do that.

Far from lacing up the comfortable shoes to walk in solidarity with American workers fighting to organize for fair treatment and collective bargaining, the Obama Administration has now smacked down the National Labor Relations Board as they fight to survive Republican budgets that would cripple the agency responsible for investigating alleged illegal practices by private sector employers and unions.

NLRB regulates a broad range of conduct, such as unlawful lockouts of workers, termination of union organizers, refusals to bargain with unions selected by workers, and unilateral changes to contract provisions covering such things as health insurance and pensions.

This March 9 HuffPo story details how the Obama Administration demanded the NLRB scrub a statement from their website defending the agency's 2011 budget -- the GOP proposal would be squeezed into the final 7 months of the fiscal year, the cuts would be felt even more deeply - representing the equivalent of one-third of remaining 2011 funding, essentially crippling the NLRB.

At a time when the Obama Administration is reportedly seeking ways to "re-connect with voters" they'd be well advised to revisit some of these policy decisions that have led to their fall from grace with the base. All it would take is showing that they're on our side...that they're willing to "be in our corner" when we really need them. Instead, we're getting a steady stream economic and political forfeitures at a time when we don't have any more yardage to concede.

NLRB: White House Muzzled Us In Budget Debate

WASHINGTON -- When House Republicans targeted the budget of the National Labor Relations Board last month, the agency shot back, warning that such cuts would force it to largely cease operations for an extended period of time, creating a backlog of thousands of cases. It was one of the few counterattacks from the Obama administration, which was otherwise busy proposing its own cuts and endorsing the Republican call for slashing spending -- and it didn't last long. The White House demanded that the NLRB scrub the statement defending the agency from its website, an NLRB spokesperson told The Huffington Post.

The White House pushback against the NLRB would sound familiar to Wisconsin demonstrators. The Democratic National Committee's Organizing for America, the group that is a remnant of Obama's '08 campaign operation, initially got strongly behind the pro-labor protests. But after the GOP criticized the White House for its involvement, an administration spokesman told The New York Times that "the White House had done nothing to encourage the demonstrations in Wisconsin," as paraphrased by reporter Jackie Calmes.

"This is a Wisconsin story, not a Washington one," Dan Pfeiffer, the White House communications director, told Calmes. "False claims of White House involvement are attempts to distract from the organic grassroots opposition that is happening in Wisconsin."

Top NLRB officials respond to House budget proposal

The House of Representatives is expected to vote today or tomorrow on a Continuing Resolution to fund the federal government for the remainder of FY 2011. National Labor Relations Board Chairman Wilma B. Liebman and Acting General Counsel Lafe Solomon issued the following statement on the impact of that proposal:

"The House of Representatives is expected to soon vote on a funding proposal that contains drastic cuts to several federal agencies, including the National Labor Relations Board. The proposal would eliminate $50 million from this small administrative agency, or 18% of its total annual budget. Because the reduction would be squeezed into the final 7 months of the fiscal year, the cuts would be felt even more deeply - representing the equivalent of one-third of remaining 2011 funding.

Nearly all of the agency's budget is spent on salaries and rents; there are no programs to eliminate or postpone. The only way to meet this extreme and immediate reduction would be to furlough all of the NLRB's 1,665 employees for 55 workdays, or nearly three months, between now and the end of September. The great majority of these employees work far from Washington D.C., in 51 local offices, where every NLRB case begins. The economic impact of this cut would be felt by families and communities in 33 states.

If enacted, the House proposal could force the NLRB to curtail all agency operations, including investigating alleged illegal practices by private sector employers and unions, conducting workplace elections, and helping to settle election-related disputes. Regulation of a broad range of conduct, such as unlawful lockouts of workers, termination of union organizers, refusals to bargain with unions selected by workers, unilateral changes to contract provisions covering such things as health insurance and pensions, unlawful strikes, picket line violence, and secondary boycotts, would be stalled if this proposal were adopted.

The delays would occur at a great cost to working people and responsible employers trying to survive in this difficult economic climate, and would have the potential to destabilize relations between labor and business. The severe cuts would also curtail the ability of the agency to restore jobs to people who were illegally fired. Charges of illegal discharges account for a significant portion of the Agency's caseload, and in just the last three years, the NLRB won 6,814 offers of reinstatement and obtained over $351 million in backpay for illegally discharged employees.

We are certainly aware of the tough economic times that all Americans are currently facing; they are reflected every day in our cases across the country. Our agency seeks to ensure that every tax dollar is well-spent, and has continually looked for efficiencies wherever possible in technology and staffing. These efforts are succeeding in achieving notable reductions in case backlogs and turnaround times while also improving case management and making more information available to the public. Rather than assist or accelerate those efforts, however, this proposal would be counterproductive, even reckless. At the end of the budget cycle, the backlog of cases would have grown, perhaps by 18,000, and turnaround times would have increased, without lasting efficiencies in return.

This proposal would have another effect: It would undercut the agency's momentum just as the Board returns to health after more than two years of vacancies, and as the Acting General Counsel spearheads a number of initiatives, including one that is bringing speedier resolution to charges of illegal discharges. The NLRB's reinvigoration was examined in a hearing called by the House majority last week, which featured critics and advocates, and underscored the long history of controversy involving this agency. Fortunately, an even more draconian House proposal that would have eliminated all NLRB funding for the remainder of the year was defeated during debate on amendments on Thursday, although it disturbingly garnered 176 votes. We hope that as the budget debate moves into the Senate, a serious discussion about these important issues will occur."

The National Labor Relations Board is an independent federal agency vested with the power to safeguard employees' rights to organize and to determine whether to have unions as their bargaining representative. The agency also acts to prevent and remedy unfair labor practices committed by private sector employers and unions.

Time magazine has characterized financier George Soros as a "modern-day Robin Hood," who robs from the rich to give to the poor countries of eastern Europe and Russia. It claimed that Soros makes huge financial gains by speculating against western central banks, in order to use his profits to help the emerging post-communist economies of eastern Europe and former Soviet Union, to assist them to create what he calls an "Open Society." The Time statement is entirely accurate in the first part, and entirely inaccurate in the second. He robs from rich western countries, and uses his profits to rob even more savagely from the East, under the cloak of "philanthropy." His goal is to loot wherever and however he can. Soros has been called the master manipulator of "hit-and-run capitalism."

As we shall see, what Soros means by "open," is a society that allows him and his financial predator friends to loot the resources and precious assets of former Warsaw Pact economies. By bringing people like Jeffrey Sachs or Sweden's Anders Aslund and their economic shock therapy into these economies, Soros lays the groundwork for buying up the assets of whole regions of the world at dirt-cheap prices.

An examination of Soros's secretive financial network is vital to understand the true dimension of the "Soros problem" in eastern Europe and other nations.

Following the crisis of the European Exchange Rate Mechanism of September 1992, when the Bank of England was forced to abandon efforts to stabilize the pound sterling, a little-known financial figure emerged from the shadows, to boast that he had personally made over $1 billion in speculation against the British pound. The speculator was the Hungarian-born George Soros, who spent the war in Hungary under false papers working for the Nazi government, identifying and expropriating the property of wealthy fellow Jews. Soros left Hungary after the war, and established American citizenship after some years in London. Today, Soros is based in New York, but that tells little, if anything, of who and what he is.

Following his impressive claims to possession of a "Midas touch," Soros has let his name be publicly used in a blatant attempt to influence world financial markets---an out-of-character act for most financial investors, who prefer to take advantage of situations not yet discovered by rivals, and keep them secret. Soros the financier is as much a political animal, as a financial speculator.

Soros proclaimed in March 1993, with great publicity, that the price of gold was about to rise sharply; he said that he had just gotten "inside information" that China was about to buy huge sums of gold for its booming economy. Soros was able to trigger a rush into buying gold, which caused prices to rise more than 20% over four months, to the highest level since 1991. Typically for Soros, once the fools rushed in to push prices higher, Soros and his friend Sir James Goldsmith secretly began selling their gold at a huge profit.

Then, in early June 1993, Soros proclaimed his intent to force a sell-off in German government bonds in favor of the French, in an open letter to London Times Financial Editor Anatole Kaletsky, in which Soros proclaimed, "Down with the D-Mark!" Soros has at various times attacked the currencies of Thailand, Malaysia, Indonesia, and Mexico, coming into newly opened financial markets which have little experience with foreign investors, let alone ones with large funds like Soros. Soros begins buying stocks or bonds in the local market, leading others to naively suppose that he knows something they do not. As with gold, when the smaller investors begin to follow Soros, driving prices of stocks or whatever higher, Soros begins to sell to the eager new buyers, cashing in his 40% or 100% profits, then exiting the market, and often, the entire country, to seek another target for his speculation. This technique gave rise to the term "hit and run." What Soros always leaves behind, is a collapsed local market and financial ruin of national investors.

The secret of the Quantum Fund NV

Soros is the visible side of a vast and nasty secret network of private financial interests, controlled by the leading aristocratic and royal families of Europe, centered in the British House of Windsor. This network, called by its members the Club of Isles, was built upon the wreckage of the British Empire after World War II.

Rather than use the powers of the state to achieve their geopolitical goals, a secret cross-linked holding of private financial interests, tied to the old aristocratic oligarchy of western Europe, was developed. It was in many ways modeled on the 17th-century British and Dutch East India Companies. The heart of this Club of the Isles is the financial center of the old British Empire, the City of London. Soros is one of what in medieval days were called Hofjuden, the "Court Jews," who were deployed by the aristocratic families.

The most important of such "Jews who are not Jews," are the Rothschilds, who launched Soros's career. They are members of the Club of the Isles and retainers of the British royal family. This has been true since Amschel Rothschild sold the British Hessian troops to fight against George Washington during the American Revolution.

Soros is American only in his passport. He is a global financial operator, who happens to be in New York, simply because "that's where the money is," as the bank robber Willy Sutton once quipped, when asked why he always robbed banks. Soros speculates in world financial markets through his offshore company, Quantum Fund NV, a private investment fund, or "hedge fund." His hedge fund reportedly manages some $11-14 billion of funds on behalf of its clients, or investors---one of the most prominent of whom is, according to Soros, Britain's Queen Elizabeth, the wealthiest person in Europe.

The Quantum Fund is registered in the tax haven of the Netherlands Antilles, in the Caribbean. This is to avoid paying taxes, as well as to hide the true nature of his investors and what he does with their money.

In order to avoid U.S. government supervision of his financial activities, something normal U.S.-based investment funds must by law agree to in order to operate, Soros moved his legal headquarters to the Caribbean tax haven of Curacao. The Netherlands Antilles has repeatedly been cited by the Task Force on Money Laundering of the Organization for Economic Cooperation and Development (OECD) as one of the world's most important centers for laundering illegal proceeds of the Latin American cocaine and other drug traffic. It is a possession of the Netherlands.

Soros has taken care that the none of the 99 individual investors who participate in his various funds is an American national. By U.S. securities law, a hedge fund is limited to no more than 99 highly wealthy individuals, so-called "sophisticated investors." By structuring his investment company as an offshore hedge fund, Soros avoids public scrutiny.

Soros himself is not even on the board of Quantum Fund. Instead, for legal reasons, he serves the Quantum Fund as official "investment adviser," through another company, Soros Fund Management, of New York City. If any demand were to be made of Soros to reveal the details of Quantum Fund's operations, he is able to claim he is "merely its investment adviser." Any competent police investigator looking at the complex legal structure of Soros's businesses would conclude that there is prima facie evidence of either vast money laundering of illicit funds, or massive illegal tax evasion. Both may be true.

To make it impossible for U.S. tax authorities or other officials to look into the financial dealings of his web of businesses, the board of directors of Quantum Fund NV also includes no American citizens. His directors are Swiss, Italian, and British financiers.

George Soros is part of a tightly knit financial mafia---"mafia," in the sense of a closed masonic-like fraternity of families pursuing common aims. Anyone who dares to criticize Soros or any of his associates, is immediately hit with the charge of being "anti-Semitic"----a criticism which often silences or intimidates genuine critics of Soros's unscrupulous operations. The Anti-Defamation League of B'nai B'rith considers it a top priority to "protect" Soros from the charges of "anti-Semites" in Hungary and elsewhere in Central Europe, according to ADL National Director Abraham Foxman. The ADL's record of service to the British oligarchy has been amply documented by EIR (e.g. The Ugly Truth About the Anti-Defamation League [Washington, D.C., Executive Intelligence Review: 1992]).

According to knowledgeable U.S. and European investigators, Soros's circle includes indicted metals and commodity speculator and fugitive Marc Rich of Zug, Switzerland and Tel Aviv; secretive Israeli arms and commodity dealer Shaul Eisenberg, and "Dirty Rafi" Eytan, both linked to the financial side of the Israeli Mossad; and, the family of Jacob Lord Rothschild.

Understandably, Soros and the Rothschild interests prefer to keep their connection hidden far from public view, so as to obscure the well-connected friends Soros enjoys in the City of London, the British Foreign Office, Israel, and the U.S. financial establishment. The myth, therefore, has been created, that Soros is a lone financial investment "genius" who, through his sheer personal brilliance in detecting shifts in markets, has become one of the world's most successful speculators. According to those who have done business with him, Soros never makes a major investment move without sensitive insider information.

On the board of directors of Soros's Quantum Fund N.V. is Richard Katz, a Rothschild man who is also on the board of the London N.M. Rothschild and Sons merchant bank, and the head of Rothschild Italia S.p.A. of Milan. Another Rothschild family link to Soros's Quantum Fund is Quantum board member Nils O. Taube, the partner of the London investment group St. James Place Capital, whose major partner is Lord Rothschild. London Times columnist Lord William Rees-Mogg is also on the board of Rothschild's St. James Place Capital.

A frequent business partner of Soros in various speculative deals, including in the 1993 gold manipulation, although not on the Quantum Fund directly, is the Anglo-French speculator Sir James Goldsmith, a cousin of the Rothschild family.

>From the very first days when Soros created his own investment fund in 1969, he owed his success to his relation to the Rothschild family banking network. Soros worked in New York in the 1960s for a small private bank close to the Rothschilds, Arnhold & S. Bleichroeder, Inc., a banking family which represented Rothschild interests in Germany during Bismarck's time. To this day, A. & S. Bleichroeder, Inc. remains the Principal Custodian, along with Citibank, of funds of Soros's Quantum Fund. George C. Karlweiss, of Edmond de Rothschild's Switzerland-based Banque Privee SA in Lugano, as well as of the scandal-tainted Rothschild Bank AG of Zurich, gave Soros financial backing. Karlweiss provided some of the vital initial capital and investors for Soros's Quantum Fund.

Union Banque Privee and the 'Swiss connection'

Another member of the board of Soros's Quantum Fund is the head of one of the most controversial Swiss private banks, Edgar de Picciotto, who has been called "one of the cleverest bankers in Geneva"---and is one of the most scandal-tainted. De Picciotto, from an old Portuguese Jewish trading family, who was born in Lebanon, is head of the Geneva private bank CBI-TDB Union Bancaire Privee, a major player in the gold and offshore hedge funds business. Hedge funds have been identified by international police agencies as the fastest-growing outlet for illegal money laundering today.

De Picciotto is a longtime friend and business associate of banker Edmond Safra, also born in Lebanon, whose family came from Aleppo, Syria, and who now controls the Republic Bank of New York. Republic Bank has been identified in U.S. investigations into Russian organized crime, as the bank involved in transferring billions of U.S. Federal Reserve notes from New York to organized crime-controlled Moscow banks, on behalf of Russian organized crime figures. Safra is under investigation by U.S. and Swiss authorities for laundering Turkish and Columbian drug money. In 1990, Safra's Trade Development Bank (TDB) of Geneva was merged with de Picciotto's CBI to create the CBI-TDB Union Banque Privee. The details of the merger are shrouded in secrecy to this day. As part of the deal, de Picciotto became a board member of American Express Bank (Switzerland) SA of Geneva, and two American Express Bank of New York executives sit on the board of de Picciotto's Union Banque Privee. Safra had sold his Trade Development Bank to American Express, Inc. in the 1980s. Henry Kissinger sits on the board of American Express, Inc., which has repeatedly been implicated in international money-laundering scandals.

De Picciotto's start as a Geneva banker came from Nicholas Baring of the London Barings Bank, who tapped de Picciotto to run the bank's secret Swiss bank business. Barings has for centuries been private banker to the British royal family, and since the bank's collapse in March 1995, has been overhauled by the Dutch ING Bank, which is reported to be a major money-laundering institution.

De Picciotto is also a longtime business partner of Venetian businessman Carlo De Benedetti, who recently was forced to resign as head of Olivetti Corp. Both persons sit on the board of the Societe Financiere de Geneve investment holding company in Geneva. De Benedetti is under investigation in Italy for suspicion of triggering the collapse of Italy's Banco Ambrosiano in the early 1980s.The head of that bank, Roberto Calvi, was later found hanging from the London Blackfriar's Bridge, in what police believe was a masonic ritual murder.

De Picciotto and his Union Banque Privee have been implicated in numerous drug and illegal money-laundering operations. In November 1994, U.S. federal agents arrested a senior official of de Picciotto's Geneva bank, Jean-Jacques Handali, along with two other UBP officials, on charges of leading a multimillion-dollar drug-money-laundering ring. According to the U.S. Attorney's Office in Miami, Handali and Union Banque Privee were the "Swiss connection" in an international drug-money-laundering ring tied to Colombian and Turkish cocaine and heroin organizations. A close business and political associate of de Picciotto is a mysterious arm dealer, Helmut Raiser, who is linked in business dealings with reputed Russian organized crime kingpin Grigori Luchansky, who controls the Russian and Swiss holding company Nordex Group.

Another director of Soros's Quantum Fund is Isodoro Albertini, owner of the Milan stock brokerage firm Albertini and Co. Beat Notz of the Geneva Banque Worms is another private banker on the board of Soros's Quantum Fund, as is Alberto Foglia, who is chief of the Lugano, Switzerland Banca del Ceresio. Lugano, just across the Swiss border from Milan, is notorious as the financial secret bank haven for Italian organized crime families, including the heroin mafia behind the 1980s "Pizza Connection" case. The Banca del Ceresio has been one of the secret Swiss banks identified in the recent Italian political corruption scandals as the repository of bribe funds of several Italian politicians now in prison.

The sponsorship of the Rothschilds

Soros's relation to the Rothschild finance circle represents no ordinary or casual banking connection. It goes a long way to explain the extraordinary success of a mere private speculator, and Soros's uncanny ability to "gamble right" so many times in such high-risk markets. Soros has access to the "insider track" in some of the most important government and private channels in the world.

Since World War II, the Rothschild family, at the heart of the financial apparatus of the Club of the Isles, has gone to great lengths to create a public myth about its own insignificance. The family has spent significant sums cultivating a public image as a family of wealthy, but quiet, "gentlemen," some of whom prefer to cultivate fine French wines, some of whom are devoted to charity.

Since British Foreign Secretary Arthur Balfour wrote his famous November 1917 letter to Lord Rothschild, expressing official British government backing for establishment of a Palestinian national home for the Jewish people, the Rothschilds were intimately involved in the creation of Israel. But behind their public facade of a family donating money for projects such as planting trees in the deserts of Israel, N.M. Rothschild of London is at the center of various intelligence operations, and more than once has been linked to the more unsavory elements of international organized crime. The family prefers to keep such links at arm's length, and away from its London headquarters, via its lesser-known outposts such as their Zurich Rothschild Bank AG and Rothschild Italia of Milan, the bank of Soros partner Richard Katz.

N.M. Rothschild is considered by City of London sources to be one of the most influential parts of the British intelligence establishment, tied to the Thatcher "free market" wing of the Tory Party. Rothschild and Sons made huge sums managing for Thatcher the privatization of billions of dollars of British state industry holdings during the 1980s, and today, for John Major's government. Rothschilds is also at the very heart of the world gold trade, being the bank at which twice daily the London Gold Fix is struck by a group of the five most influential gold trade banks. Gold constitutes a major part of the economy of drug dealings globally.

N.M. Rothschild and Sons is also implicated in some of the filthiest drugs-for-weapons secret intelligence operations. Because it is connected to the highest levels of the British intelligence establishment, Rothschilds managed to evade any prominent mention of its complicity in one of the more sordid black covert intelligence networks, that of the Bank of Credit and Commerce International (BCCI). Rothschilds was at the center of the international web of money-laundering banks used during the 1970s and 1980s by Britain's MI-6 and the networks of Col. Oliver North and George Bush, to finance such projects as the Nicaraguan Contras.

On June 8, 1993 the chairman of the U.S. House of Representatives' Committee on Banking, Rep. Henry Gonzalez (D-Tex.), made a speech charging that the U.S. government, under the previous Bush and Reagan administrations, had systematically refused to prosecute the BCCI, and that the Department of Justice had repeatedly refused to cooperate with Congressional investigations of both the BCCI scandal and what Gonzalez claims is the closely related scandal of the Atlanta, Georgia Banca Nationale del Lavoro, which was alleged to have secured billions in loans from the Bush administration to Saddam Hussein, just prior to the Gulf War of 1990-91.

Gonzalez charged that the Bush administration had "a Justice Department that I say, and I repeat, has been the most corrupt, most unbelievably corrupt justice system that I have seen in the 32 years I have been in the Congress."

The BCCI violated countless laws, including laundering drug money, financing illegal arms traffic, and falsifying bank records. In July 1991, New York District Attorney Robert Morgenthau announced a grand jury indictment against BCCI, charging it with having committed "the largest bank fraud in world financial history. BCCI operated as a corrupt criminal organization throughout its entire 19-year history."

The BCCI had links directly into the Bush White House. Saudi Sheik Kamal Adham, a BCCI director and former head of Saudi Arabian intelligence when George Bush was head of the CIA, was one of the BCCI shareholders indicted in the United States. Days after his indictment, former top Bush White House aide Edward Rogers went to Saudi Arabia as a private citizen to sign a contract to represent Sheikh Adham in the United States.

But, what has never been identified in a single major Western press investigation, was that the Rothschild group was at the heart of the vast illegal web of BCCI. The key figure was Dr. Alfred Hartmann, the managing director of the BCCI Swiss subsidiary, Banque de Commerce et de Placement SA; at the same time, he ran the Zurich Rothschild Bank AG, and sat in London as a member of the board of N.M. Rothschild and Sons, Hartmann was also a business partner of Helmut Raiser, friend of de Picciotto, and linked to Nordex.

Hartmann was also chairman of the Swiss affiliate of the Italian BNL bank, which was implicated in the Bush administration illegal transfers to Iraq prior to the 1990 Iraqi invasion of Kuwait. The Atlanta branch of BNL, with the knowledge of George Bush when he was vice president, conduited funds to Helmut Raiser's Zug, Switzerland company, Consen, for development of the CondorII missile program by Iraq, Egypt, and Argentina, during the Iran-Iraq War. Hartmann was vice-chairman of another secretive private Geneva bank, the Bank of NY-Inter-Maritime Bank, a bank whose chairman, Bruce Rappaport, was one of the illegal financial conduits for Col. Oliver North's Contra drugs-for-weapons network during the late 1980. North also used the BCCI as one of his preferred banks to hide his illegal funds.

Rich, Reichmann, and Soros's Israeli links

According to reports of former U.S. State Department intelligence officers familiar with the Soros case, Soros's Quantum Fund amassed a war chest of well over $10 billion, with the help of a powerful group of "silent" investors who let Soros deploy the capital to demolish European monetary stability in September 1992.

Among Soros's silent investors, these sources say, are the fugitive metals and oil trader Marc Rich, based in Zug, Switzerland; and Shaul Eisenberg, a decades-long member of Israeli Mossad intelligence, who functions as a major arms merchant throughout Asia and the Near East. Eisenberg was recently banned from doing business in Uzbekistan, where he had been accused by the government of massive fraud and corruption. A third Soros partner is Israel's "Dirty Rafi" Eytan, who served in London previously as Mossad liaison to British intelligence.

Rich was one of the most active western traders in oil, aluminum, and other commodities in the Soviet Union and Russia between 1989 and 1993. This, not coincidentally, is just the period when Grigori Luchansky's Nordex Group became a multibillion-dollar company selling Russian oil, aluminum, and other commodities.

Canadian real estate entrepreneur Paul Reichmann, formerly of Olympia and York notoriety, a Hungarian-born Jew like Soros, is a business partner in Soros's Quantum Realty, a $525-million real estate investment fund.

The Reichmann tie links Soros as well with Henry Kissinger and former Tory Foreign Minister Lord Carrington (who is also a member of Kissinger Associates, Inc. of New York). Reichmann sits with both Kissinger and Carrington on the board of the influential British-Canadian publishing group, Hollinger, Inc. Hollinger owns a large number of newspapers in Canada and the United States, the London Daily Telegraph, and the largest English-language daily in Israel, the Jerusalem Post. Hollinger has been attacking President Clinton and the Middle East peace process ever since Clinton's election in November 1992.

Soros and geopolitics

Soros is little more than one of several significant vehicles for economic and financial warfare by the Club of the Isles faction. Because his affiliations to these interests have not previously been spotlighted, he serves extremely useful functions for the oligarchy, as in 1992 and 1993, when he launched his attack on the European Rate Mechanism.

Although Soros's speculation played a role in finally taking the British pound out of the ERM currency group entirely, it would be a mistake to view that action as "anti-British." Soros went for the first time to London, where he studied under Karl Popper and Friedrich von Hayek at the London School of Economics.

Soros's business ties to Sir James Goldsmith and Lord Rothschild place him in the inner circles of the Thatcher wing of the British establishment. By helping the "anti-Europe" Thatcherites pull Britain out of the ERM in September 1992 (and making more than $1 billion in the process at British taxpayer expense), Soros helped the long-term goal of the Thatcherites in weakening continental Europe's economic stability. Since 1904 , it has been British geopolitical strategy to prevent by all means any successful economic linkage between western continental European economies, especially that of Germany, with Russia and the countries of eastern Europe.

Soros's personal outlook is consonant with that of the Thatcher wing of the Tory Party, those who three years ago launched the "Germany, the Fourth Reich" hate campaign against unified Germany, comparing Chancellor Helmut Kohl with Adolf Hitler. Soros is personally extremely anti-German. In his 191 autobiography, Underwriting Democracy, Soros warned that a reunited Germany would "upset the balance of Europe .... It is easy to see how the interwar scenario could be replayed. A united Germany becomes the strongest economic power and develops Eastern Europe as its Lebensraum ... a potent witches' brew." Soros's recent public attacks on the German economy and the deutsche mark are fundamentally motivated by this geopolitical view.

Soros is quite close to the circles of George Bush in the U.S. intelligence community and finance. His principal bank custodian, and reputed major lender in the 1992 assault on Europe's ERM, is Citicorp NA, the nation's largest bank. Citicorp is more than a lending institution; it is a core part of the American liberal establishment. In 1989, as it became clear that German unification was a real possibility, a senior official at Citicorp, a former adviser to Michael Dukakis's Presidential campaign, told a European business associate that "German unity will be a disaster for our interests; we must take measures to ensure a sharp D-Mark collapse on the order of 30%, so that she will not have the capability to reconstruct East Germany into the economic engine of a new Europe."

While Soros was calling on world investors to pull down the deutsche mark in 1993, he had been making a strong play in the French media, since late 1992, to portray himself as a "friend of French interests." Soros is reported to be close to senior figures of the French establishment, the Treasury, and in particular, Bank of France head Jean-Claude Trichet. In effect, Soros is echoing the old Entente Cordiale alliance against Germany, which helped precipitate World War 1.

Soros admits that he survived in Nazi Hungary during the war, as a Jew, by adopting what he calls a double personality. "I have lived with a double personality practically all my life," Soros recently stated. "It started at age fourteen in Hungary, when I assumed a false identity in order to escape persecution as a Jew." Soros admitted in a radio interview that his father gave him Nazi credentials in Hungary during the war, and he looted wealthy Jewish estates. Further research showed that this operation was probably run by the SS.

Soros did not leave the country until two years after the war. Though he and his friends in the media are quick to attack any policy opponent of Soros, especially in eastern Europe, as being "anti-Semitic," Soros's Jewish identity apparently has only utilitarian value for him, rather than providing moral foundations. In short, the young Soros was a cynical, ambitious person, the ideal recruit for the British postwar intelligence network.

Soros savages eastern Europe

Soros has established no fewer than 19 "charitable" foundations across eastern Europe and the former Soviet Union. He has sponsored "peace" concerts in former Yugoslavia with such performers as Joan Baez. He is helping send young east Europeans to Oxford University. A model citizen, is the image he broadcasts.

The reality is something else. Soros has been personally responsible for introducing shock therapy into the emerging economies of eastern Europe since 1989. He has deliberately fostered on fragile new governments in the east the most draconian economic madness, policies which have allowed Soros and his financial predator friends, such as Marc Rich and Shaul Eisenberg, to loot the resources of large parts of eastern Europe at dirt-cheap prices. Here are illustrative case histories of Soros's eastern "charity":

Poland: In late 1989, Soros organized a secret meeting between the "reform" communist government of Prime Minister Mieczyslaw Rakowski and the leaders of the then-illegal Solidarnosc trade union organization. According to well-informed Polish sources, at that 1989 meeting, Soros unveiled his "plan" for Poland: The communists must let Solidarnosc take over the government, so as to gain the confidence of the population. Then, said Soros, the state must act to bankrupt its own industrial and agricultural enterprises, using astronomical interest rates, withholding state credits, and burdening firms with unpayable debt. Once thie were done, Soros promised that he would encourage his wealthy international business friends to come into Poland, as prospective buyers of the privatized state enterprises. A recent example of this privatization plan is the case of the large steel facility Huta Warsawa. According to steel experts, this modern complex would cost $3-4 billion for a western company to build new. Several months ago, the Polish government agreed to assume the debts of Huta Warsawa, and to sell the debt-free enterprise to a Milan company, Lucchini, for $30 million!.

Soros recruited his friend, Harvard University economist Jeffery Sachs, who had previously advised the Bolivian government in economic policy, leading to the takeover of that nation's economy by the cocaine trade. To further his plan in Poland, Soros set up one of his numerous foundations, the Stefan Batory Foundation, the official sponsor of Sach's work in Poland in 1989-90.

Soros boasts, "I established close personal contact with Walesa's chief adviser, Bronislaw Geremek. I was also received by [President Gen Wojciech] Jaruzelski, the head of State, to obtain his blessing for my foundation." He worked closely with the eminence gris of Polish shock therapy, Witold Trzeciakowski, a shadow adviser to Finance Minister Leszek Balcerowicz. Soros also cultivated relations with Balcerowicz, the man who would first impose Sach's shock therapy on Poland. Soros says when Walesa was elected President, that "largely because of western pressure, Walesa retained Balcerowicz as minister." Balcerowicz imposed a freeze on wages while industry was to be bankrupted by a cutoff of state credits. Industrial output fell by more than 30% over two years.

Soros admits he knew in advance that his shock therapy would cause huge unemployment, closing of factories, and social unrest. For this reason, he insisted that Solidarnosc be brought into the government, to help deal with the unrest. Through the Batory Foundation, Soros coopted key media opinion makers such as Adam Michnik, and through cooperation with the U.S. Embassy in Warsaw, imposed a media censorship favorable to Soros's shock therapy, and hostile to all critics.

Russia and the Community of Independent States (CIS): Soros headed a delegation to Russia, where he had worked together with Raisa Gorbachova since the late 1980s, to establish the Cultural Initiative Foundation. As with his other "charitable foundations," this was a tax-free vehicle for Soros and his influential Western friends to enter the top policymaking levels of the country, and for tiny sums of scarce hard currency, but up important political and intellectual figures. After a false start under Mikhail Gorbachov in 1988-91, Soros shifted to the new Yeltsin circle. It was Soros who introduced Jeffery Sachs and shock therapy into Russia, in late 1991. Soros describes his effort: "I started mobilizing a group of economists to take to the Soviet Union (July 1990). Professor Jeffery Sachs, with whom I had worked in Poland, was ready and eager to participate. He suggested a number of other participants: Romano Prodi from Italy; David Finch, a retired official from the IMF [international Monetary Fund]. I wanted to include Stanley Fischer and Jacob Frenkel, heads of research of the World Bank and IMF, respectively; Larry Summers from Harvard and Michael Bruno of the Central Bank of Israel."

Since Jan. 2, 1992, shock therapy has introduced chaos and hyperinflation into Russia. Irreplaceable groups from advanced scientific research institutes have fled in pursuit of jobs in the West. Yegor Gaidar and the Yeltsin government imposed draconian cuts in state spending to industry and agriculture, even though the entire economy was state-owned. A goal of a zero deficit budget within three months was announced. Credit to industry was ended, and enterprises piled up astronomical debts, as inflation of the ruble went out of control.

The friends of Soros lost no time in capitalizing on this situation. Marc Rich began buying Russian aluminum at absurdly cheap prices, with his hard currency. Rich then dumped the aluminum onto western industrial markets last year, causing a 30% collapse in the price of the metal, as western industry had no way to compete. There was such an outflow of aluminum last year from Russia, that there were shortages of aluminum for Russian fish canneries. At the same time, Rich reportedly moved in to secure export control over the supply of most West Siberian crude oil to western markets. Rich's companies have been under investigation for fraud in Russia, according to a report in the Wall Street Journal of May 13, 1993.

Another Soros silent partner who has moved in to exploit the chaos in the former Soviet Union, is Shaul Eisenberg. Eisenberg, reportedly with a letter of introduction from then-European Bank chief Jacques Attali, managed to secure an exclusive concession for textiles and other trade in Uzbekistan. When Uzbek officials confirmed defrauding of the government by Eisenberg, his concessions were summarily abrogated. The incident has reportedly caused a major loss for Israeli Mossad strategic interests throughout the Central Asian republics.

Soros has extensive influence in Hungary. When nationalist opposition parliamentarian Istvan Csurka tried to protest what was being done to ruin the Hungarian economy, under the policies of Soros and friends, Csurka was labeled an "anti-Semite," and in June 1993, he was forced out of the governing Democratic Forum, as a result of pressure from Soros-linked circles in Hungary and abroad, including Soros's close friend, U.S. Rep. Tom Lantos.

Lighting the Balkan Fuse

In early 1990, in what was then still Yugoslavia, Soros's intervention with shock therapy, in cooperation with the IMF, helped light the economic fuse that led to the outbreak of war in June 1991. Soros boasted at that time, "Yugoslavia is a particularly interesting case. Even as national rivalries have brought the country to the verge of a breakup, a radical monetary stabilization program, which was introduced on the same date as in Poland---January 1, 1990-----has begun to change the political landscape. The program is very much along the Polish lines, and it had greater initial success. By the middle of the year, people were beginning to think Yugoslav again."

Soros is friends with former Deputy Secretary of State Lawrence Eagleburger, the former U.S. ambassador to Belgrade and the patron of Serbian Communist leader Slobodan Milosevic. Eagleburger is a past president of Kissinger Associates, on whose board sits Lord Carrington, whose Balkan mediations supported Serbian aggression into Croatia and Bosnia.

Today, Soros has established his Foundation centers in Bosnia, Croatia, Slovenia, and a Soros Yugoslavia Foundation in Belgrade, Serbia. In Croatia, he has tried to use his foundation monies to woo influential journalists or to slander opponents of his shock therapy, by labeling them variously "anti-Semitic" or "neo-Nazi." The head of Soros's Open Society Fund---Croatia, Prof. Zarko Puhovski, is a man who has reportedly made a recent dramatic conversion from orthodox Marxism to Soros's radical free market. Only seven years ago, according to one of his former students, as professor of philosophy at the University of Zagreb, Puhovski attacked students trying to articulate a critique of communism, by insisting, "It is unprincipled to criticize Marxism from a liberal standpoint." His work for the Soros Foundation in Zagreb has promoted an anti-nationalist "global culture," hiring a network of anti-Croatian journalists to propagandize, in effect, for the Serbian cause.

These examples can be elaborated for each of the other 19 locations across eastern Europe where George Soros operates. The political agenda of Soros and this group of financial "globalists" will create the conditions for a new outbreak of war, even world war, if it continues to be tolerated.
