CIA backed Eugene McCarthy in '68 v. RFK

McCarthy's showing in New Hampshire swelled the ranks of young students who thought they could affect the end of the Vietnam war through the democratic process, and learning othewise.

Just how naive so many students were - and, in the current moment in North Africa and elsewhere, remain - is clear:

One of those involved with founding the SDS, James Kunen, writes in his memoir The Strawberry Statement that Big Business sought to channel funds to the SDS as part of a dialectical process:
In the evening I went up to the University to check out a strategy meeting. A kid was giving a report on the SDS convention. He said that at the convention men from Business International Roundtables, the meetings sponsored by Business International for their client groups and heads of government —tried to buy up a few radicals. These men are the world’s leading industrialists and they convene to decide how our lives are going to go. These are the boys who wrote the Alliance for Progress. They’re the left wing of the ruling class.

They agree with us on black control and student control…

They want McCarthy in.[28] They see fascism as the threat, see it coming from Wallace.[29] The only way McCarthy could win is if the crazies and young radicals act up and make Gene look more reasonable. They offered to finance our demonstrations in Chicago.

We were also offered Esso (Rockefeller) money. They want us to make a lot of radical commotion so they can look more in the centre as they move to the left.[30]

This Big Business dialectic with the New Left is confirmed independently by Gerald Kirk, who as a student at the University of Chicago, and became active in the SDS, the DuBois Club,[31] the Black Panthers, and the Communist Party, as an informant for the FBI. Kirk broke from the Left in 1969. The following year, he testified before the House and Senate Internal Security panels:

Young people have no conception of the conspiracy’s strategy of pressure from above and pressure from below…. They have no idea that they are playing into the hands of the Establishment they claim to hate. The radicals think they’re fighting the forces of the super rich, like Rockefeller and Ford, and they don’t realise that it is precisely such forces which are behind their own revolution, financing it, and using it for their own purposes…[32]

Nat, no, absolutely not. As Richard Cummings’ aforementioned estimable biog, The Pied Piper: Allard Lowenstein and the Liberal Dream (NY: Grove Press Inc., 1985) - in particular, the opening chapter of the work’s final section, VII, “On His Own,” pages 454-469 - leaves no doubt. Lowenstein was a dutiful CIA footsoldier throughout the period in question. The Agency had other purposes in mind, none of them remotely edifying, when it had Lowenstein go public about his "doubts."

I agree that Sweeney gives every indication of being a "handled nut." The purpose of his assassination? Like John Lennon's, essentially symbolic, as Lowenstein was now considered expendable. The 60s terminated in hail of bullets. Here comes Ronnie!

Thank you, Ray, I thought I might be over reacting to the backgrounds/associations of the DOJ appointed appraisers, but you've confirmed my expectation of what the

attorney for LMH Co., aka the Zapruder heirs should have been doing in advance of the testimony given by those appraisers.

.....IMO, it comes down to whether or not one of the purposes of the DOJ commissioned appraisal was to authenticate the film, was the film possibly altered or a fraud related to how and why it was made on 22 Nov., 1963, and were the Zapruder heirs actually witting co-conspirators in a cover up in which one or more government entities was involved? IOW, were DOJ, its Z-film appraisers, and the Zapruder attorneys all on the same page, commonly interested in maintaining a cover up?

Santa Rosa resident Ernest Rose thinks $16 million is too much for the federal government to pay for the 26-second Kennedy assassination film. Rose, a 73-yearold internationally known documentary filmmaker, was one of two government consultants. who valued the snippet of historic celluloid at $1 million. ``I was somewhat disappointed,'' Rose said Tuesday, after learning of the $16 million the government decided to pay the family of Dallas dressmaker Abraham Zapruder, for his famous 8mm film. ``I thought our case was very strong and logical.'' Rose retired from New Mexico to east Santa Rosa with his wife, Bernice, six years ago, winding down an international, award-winning career as a documentary producer and academic. Because of his background, officials at the federal Department of Justice asked Rose to consider taking on the enormous challenge of deciding the value of one of the most famous pieces of film in the world. For 2-1/2 years, he and friend Cameron Macauley, a renowned appraiser of of audiovisual media from Berkeley, immersed themselves into the assassination of of President John F. Kennedy, looking for clues to help them decide on an appropriate price. It became a fascinating, full-time job, Rose said. As well as reading all the books and federal investigations into the JFK assassination, Rose made several trips to Washington, DC He also studied the original 485 frames making up the 26-second film, now kept in a 25-degree room at the National Archives in Maryland. The heirs of Zapruder, the man who filmed Kennedy's assassination Nov. 22, 1963, in Dallas, had asked for $30 million, which didn't include the copyrights.

Rose and Macauley recommended the government offer $750000, eventually upping it to $1 million. Unable to settle on a price in more than two years of talks between the Rose team and Zapruder's team of appraisers, the issue went to arbitration. Rose believes that the arbitrating judges basically split the cost down the middle, unable to choose between the two persuasive arguments. Although disappointed, Rose believes that through their efforts, they saved the taxpayers $14 million. ``We take some pride in that.'' Rose said he based his appraisal primarily on the change in the value of the dollar and cost-of-living increases since 1963, using as a starting price the $150000 paid to the Zapruder family by Time Inc. for a Life magazine story. Other methods of appraising value include knowing the replacement cost and the item's earning potential, which couldn't be easily assessed, Rose said. The Zapruder team argued, however, that the documentation of President Kennedy's murder was a piece of history, tantamount to a one-of-a-kind priceless artwork. But it's still a short piece of film less than 6 feet long, broken in two places, with sprockets torn out and burn marks. And it doesn't show who killed Kennedy. Government investigations determined that a lone killer, Lee Harvey Oswald, pulled the trigger. But many cling still to conspiracy theories. Rose said it's hard to see how one bullet could have killed the president and injured Texas Gov. John Connally, but he still believes Oswald acted alone.

The attorney for LMH Co., Robert S. Bennett, should have asked CCM Associates owner, C. Cameron Macauley whether he had ever been employed by or had an awareness that he was associated with any CIA covert or counter-intelligence employee(s). If Macauley answered the inquiry in the negative, would it have been appropriate to ask him about his brother, Robie Macauley? Or, ask Cameron Macauley if he was personally acquainted with James Angleton? Did anyone known to Cameron Macauley as being associated with CIA, have any role in Macauley's company receiving the Zapuder film appraisal assignment, or provide guidance or direction in any form related to the method of appraisal, or as to who would assist in the appraisal or the film, or in determining appraised value?

As one of the naive students who worked for McCarthy in Camden, Philadelphia, New York, Atlantic City and Chicago, I felt like we were doing something, or trying to do something positive at the time, and although I was clean for Gene, sports coat and tie, I followed McCarthy from the 18th floor of the Conrad Hilton Hotel out into the streets and into Grant Park in Chicago, where there were riots, and tear gass and cops with billy clubs and soldiers with bayonets, and street fighting was going on, at the very same time that the Soviet tanks rolled over the Chechs.

While that effort failed, at least at the time, Obama used the same Grant Park as his staging area for public support when he ran and won the presidency, and today, there is a very decisive youthful element in the Arab revolt that is sweeping North Africa and the Middle East, successfully ousting two dictators in Tunisia and Egypt and with other tyrants on the ropes in Bahrain, Yemen, Syria and possibly Iran. Women and young men in Saudi Arabia are now doing radical, revolutionary things - like women drivng cars and young men attempting to enter shopping malls that previously banned young people.

You may be able to say that McCarthy was supported by liberal CIA officers, and to some extent they helped affect his candidacy, you can't say the same about the Arab revolutions, which appear to lack any central leader and are being organized by young men and women who are taking revolution more seriously than we did back in 1968.

* An estimated 854,000 people, nearly 1.5 times as many people as live in Washington, D.C., hold top-secret security clearances.

* In Washington and the surrounding area, 33 building complexes for top-secret intelligence work are under construction or have been built since September 2001. Together they occupy the equivalent of almost three Pentagons or 22 U.S. Capitol buildings - about 17 million square feet of space.

* Many security and intelligence agencies do the same work, creating redundancy and waste. For example, 51 federal organizations and military commands, operating in 15 U.S. cities, track the flow of money to and from terrorist networks.

* Analysts who make sense of documents and conversations obtained by foreign and domestic spying share their judgment by publishing 50,000 intelligence reports each year - a volume so large that many are routinely ignored.

These are not academic issues; lack of focus, not lack of resources, was at the heart of the Fort Hood shooting that left 13 dead, as well as the Christmas Day bomb attempt thwarted not by the thousands of analysts employed to find lone terrorists but by an alert airline passenger who saw smoke coming from his seatmate.

They are also issues that greatly concern some of the people in charge of the nation's security.

"There has been so much growth since 9/11 that getting your arms around that - not just for the CIA, for the secretary of defense - is a challenge," Defense Secretary Robert M. Gates said in an interview with The Post last week.

In the Department of Defense, where more than two-thirds of the intelligence programs reside, only a handful of senior officials - called Super Users - have the ability to even know about all the department's activities. But as two of the Super Users indicated in interviews, there is simply no way they can keep up with the nation's most sensitive work.

"I'm not going to live long enough to be briefed on everything" was how one Super User put it. The other recounted that for his initial briefing, he was escorted into a tiny, dark room, seated at a small table and told he couldn't take notes. Program after program began flashing on a screen, he said, until he yelled ''Stop!" in frustration.

"I wasn't remembering any of it," he said.

Underscoring the seriousness of these issues are the conclusions of retired Army Lt. Gen. John R. Vines, who was asked last year to review the method for tracking the Defense Department's most sensitive programs. Vines, who once commanded 145,000 troops in Iraq and is familiar with complex problems, was stunned by what he discovered.

"I'm not aware of any agency with the authority, responsibility or a process in place to coordinate all these interagency and commercial activities," he said in an interview. "The complexity of this system defies description."

The result, he added, is that it's impossible to tell whether the country is safer because of all this spending and all these activities. "Because it lacks a synchronizing process, it inevitably results in message dissonance, reduced effectiveness and waste," Vines said. "We consequently can't effectively assess whether it is making us more safe."

The Post's investigation is based on government documents and contracts, job descriptions, property records, corporate and social networking Web sites, additional records, and hundreds of interviews with intelligence, military and corporate officials and former officials. Most requested anonymity either because they are prohibited from speaking publicly or because, they said, they feared retaliation at work for describing their concerns.

The Post's online database of government organizations and private companies was built entirely on public records. The investigation focused on top-secret work because the amount classified at the secret level is too large to accurately track.

Today's article describes the government's role in this expanding enterprise. Tuesday's article describes the government's dependence on private contractors. Wednesday's is a portrait of one Top Secret America community....

Hi Tom,

I don't think I'm misinterpreting the catalyst for anything - the Vietnam war was the catalyst for the McCarthy campaign, and the self immolation of Mohamid Bouazizi in Tunisia in December 2010 sparked the current democratic revolution in the Arab world.

I'm aware of that info and agree that the US defense dept. and homeland security is too rich and complex and incapable of starting a revolution anywhere, and after they were given all that money and created so many departments and agencies, they were profoundly unprepared to deal in any way with a popular democratic insurrection and revolution to sweep an entire region of the world.

'Panic button' to erase mobile details in offing

LONDON: A "panic button" that erases mobile phone address books and sends emergency alerts is being developed in the US, which would be of help to pro-democracy campaigners.

The special application can be activated if the smartphone is confiscated by security authorities.

The US State Department is targeting countries ranging from the Middle East to China with the technology, according to a Daily Mail report.

It wants to equip the activists with the tools to fight back against repressive governments, the report said.

Michael Posner, US assistant secretary of state for human rights and labour, was quoted as saying: "We've been trying to keep below the radar on this, because a lot of the people we are working with are operating in very sensitive environments."

Young people between the ages of eighteen and twenty-five are terribly

concerned with ideological matters. Worse, they are often in rebellion

against the old ways as they struggle to establish their independence and

self-identity. They are thus susceptible to people with persuasive arguments

who want to enlist them in political causes....

What did the CIA get for its money? First, a flourishing anti-communist

alternative with which other non-communist students could interact,

particularly within the International Student Conference. Second,

intelligence about the personalities and social backgrounds of foreign

student leaders, which sounds harmless enough if it is not realized that such

mundanities are the crucial stuff of espionage agencies. Third, some say-so

in selecting officers and in shaping international programs. I should say

"perhaps" on this third point because there are conflicting reports about it.

In any case, it is not too important for my purpose in this essay, which is

to show how the power elite encourage and use organizations and programs that

fit their purposes.

NSA was not the only student organization utilized by the power elite. They

also bought into the aforementioned International Student Conference,

sponsoring its many programs of technical assistance, education, and student

exchanges.[9] Then too, between 1961 and 1965 they spent $180,000 on the

Independent Research Service, which sent American delegations to actively

oppose the communists at communist-oriented youth festivals. Stern notes that

the NSA as an organization remained aloof from such aggressive activities but

that "important NSA officers and exofficers were very active in the

Independent Research Service activities in Vienna and Helsinki."[10] One

Independent Research Service director became an NSA president, and then

received a "scholarship" from a CIA "foundation." The CIA was not alone in

its manipulations. It was not so crude as to hand the money over directly.

Frederic Delano Houghteling, for example, had to apply to two wealthy

philanthropists, one in Chicago and one in Wilmington, for the $10-12,000 NSA

received in 1950.[11] For later operations "foundations" were used. There are

several, but only the two most important ones will be noted here. The first,

the Independence Foundation, is a front in Boston about which little is

known. Its address is the same as that of the large corporate law firm of

Hale and Doff. Moreover, one of that firm's partners, Paul F. Hellmuth, is an

Independence Foundation trustee as well as a director of Cabot, Cabot, and

Forbes, the Nickel Plate Railroad, the Urban League, and the University of

Notre Dame. Another known trustee of the foundation is investment banker

David B. Stone, a graduate of Milton Academy and Harvard. Between 1962 and

1963 this foundation gave $256,000 to the NSA. It also provided NSA with

rent-free headquarters during the sixties.

Even more important than the Independence Foundation is the Foundation for

Youth and Student Affairs, which is an above-board operation founded in 1952.

In addition to giving hundreds of thousands of dollars to the NSA, it is also

the primary support for the International Student Conference. Along with the

San Jacinto Foundation set up by Texas oilman John Mecom, it gave the ISC $

1. 8 million between 1962 and 1964.[12] Some of its money comes from private

sources, some from the CIA. Among its eminent trustees of recent years are

five that are especially worthy of note here. The first two are Arthur A.

Houghton and Amory Houghton, Jr., members, of a prominent family that is in

every way at the heart of the Eastern branch of the American upper class.

Arthur Houghton, for example, is a Rockefeller Foundation trustee and a

director of US Steel. Another interesting trustee is Frederick W. Hilles, a

graduate of Taft School and Yale, and the vice president of the Yale

University Press. Yet another is Robert E. Blum, a director of Federated

Department Stores, Equitable Life Assurance Society and the Better Business

Bureau, among others. Finally, there is Gilbert W. Chapman, a listee in the

New York Social Register who graduated from Yale and is president of Pinnacle

Press and a trustee of the New York Public Library. Then too, the executive

secretary of the foundation, Harry Lunn, is a former NSA president. There can

be no doubt about the respectability and importance of the Foundation for

Youth and Student Affairs.

This brief recounting does not even begin to tap the involvement of the CIA

and the power elite in student organizations all over the world. For example,

it says nothing about the Institute of International Education, which brings

many foreign students to this country, helps develop agricultural and

business schools in foreign countries, provides counsel for corporations, and

keeps track of US students and scholars all over the world.[13] Two of its

known sources of income are the gala Diamond Ball that kicks off the New York

social season and the J. M. Kaplan Fund, one of many CIA conduits.[14]

Detailed studies of the FYSA, IIE and their many sister organizations will

have to be left to scholars wishing to research what C. Wright Mills called

"the cultural apparatus" and what Marxists call "ideological hegemony." In

the meantime, we can rest assured that the power elite are not neglecting

young minds: "The American operatives were competing directly with Communist

agents for the sympathy, loyalty, and support of the influential classes of

the emerging nations."[15] ...

I certainly know that they're a tightly knit bunch, but its too late for them to coop the Arab revolution, or to take credit for starting it. They were the ones who made the deals with the dictators and tyrants in the first place.

The CIA can take responsiblity for instigating revolutions in Iran, thanks to Kim Roosevelt - how's he related again?, and again in Iran during the Islamic revolt and the Dallas company paid a private security team to go in and get some of their people out of a prison - so they went in, spread a lot of cash around on the street and paid thugs to raid the prison and free them all, and got their people out of the prison and out of the country and back to Dallas. So they have done it, but they didn't do it this time.

Plimpton and McCloy are dead.

Oh, and another thing. There are connections to Dealey Plaza in Libya, as Volkmar Schmidt missed meeting Oswald at a party because he was doing oil work in Libya, and one of the White Russians, I forget which one, but it might have been DeMenil or Raiorodsky - had been in on the first survey of the Libyan oil reserves in the 50s.

... today, there is a very decisive youthful element in the Arab revolt that is sweeping North Africa and the Middle East, successfully ousting two dictators in Tunisia and Egypt and with other tyrants on the ropes in Bahrain, Yemen, Syria and possibly Iran. Women and young men in Saudi Arabia are now doing radical, revolutionary things - like women driving cars and young men attempting to enter shopping malls that previously banned young people.

....The Case of the Two Priscillas

"Screwball," said a CIA employee who had known Priscilla Johnson at Harvard. "Goofy," and "mixed up," said an April 1958 CIA message characterizing Johnson at the time she had applied for CIA employment in 1952.1 These unkind, condescending words were accompanied, however, by "excellent scholastic rating" and "thought [to be] liberal, international-minded, and antiCommunist."

Priscilla Johnson came from a wealthy Long Island family and had a master's degree from Radcliffe College. Perhaps the general political inquisitiveness of this intelligent girl rendered her insufficiently malleable for work with the CIA, but it was her associations with left wing organizations like the United World Federalists (UFW) which, in the end, became the red flag that made her unattractive to the CIA.

"Security disapproved," wrote Sheffield Edwards, CIA security officer in 1953, at the end of an investigative process that lasted more than six months.' By this time-April 13-the point was moot because Priscilla had withdrawn her application. In fact, in April 1953 she was working for Senator John Kennedy.

While membership in organizations like the UFW were an obstacle to Priscilla Johnson's application for CIA employment, the same was not true for someone else she met in the UFW. He was Cord Meyer, a man whom Johnson says eventually went on to become "the brains behind the CIA program to fund left wing publications."' The umbrella organization for these publications, according to Johnson, was the Congress for Cultural Freedom, and the CIA was the "covert" source for its funds. Its publications were "respected Cold War liberal" journals, she recalls, like Encounter and Survey, which I did some writing for."

CIA interest in Priscilla Johnson was reopened in 1956. On August 8, Chief, CI/Operational Approval and Support Division (CU OA) submitted a new request to a Mr. Rice in the deputy director for security's office.' This was a standard CIA form asking for approval of operational use of Johnson, and it was accompanied by a CIA standard form 1050, Personal Record Questionnaire. The questionnaire listed Priscilla's previous work in 1955 and 1956 as a translator for the U.S. Embassy in Moscow, and also her "freelance" writing for several publications, including the New York Times and the North American Newspaper Alliance.

On August 23-and in spite of the 1953 security disapproval-a CIA Security Office and FBI records check was completed without adverse comment.' This information was passed in a Security Office memo from Robert Cunningham back to the requesting counterintelligence element, CI/OA. The Cunningham memo partially illuminates the original CI/OA request. For example, it said, "Pursuant to your request, no other action is being taken at this time." In other words, the chief of CI/OA had specifically requested that no further action, which presumably included further investigation, about Johnson be carried out. It also said this about Johnson: "who is of potential interest [approximately four to five words redacted]." The redacted words were probably a name or element in the CIA's Soviet Russia Division, most likely SR/10, the branch that handled "legal travelers" to the Soviet Union.

We may surmise that SR/10 was behind the request for operational approval because of a CIA document five months later. On January 25, 1957, SR/10 sent a standard form to Chief CI/OA asking for cancellation of the approval for Johnson's operation use.' In Form 937's box "Reason for Cancellation" was this typed note: "SR/10 has no further operational interest in subject [Johnson]. Please cancel."

To understand the significance of this form, we must return to the 1956 Cunningham memo of August 23. There is something terribly wrong about the contents of this CIA document. It said that Security Office files showed Priscilla's middle initial was "L for Livingston and is not R."8 That the Security Office had uncovered this kind of error is perhaps understandable, but the next sentence was extraordinary: "She was apparently born 23 September 1922 in Stockholm, Sweden, rather than 19 July 1928 at Glen Cove, New York." The Cunningham memo made no attempt to explain this transformation. Instead, the memo rather matter-of-factly proceeded to explain the new history of Priscilla this way:

She was utilized by OSO in 1943 and 1944. Clearance was based on Civil Service Commission rating of eligibility which in turn was based on a favorable investigation and record checks. An FBI record check completed 21 August 1956 was returned NIS [Naval Investigative Service].

The 1928 birth date carried in Priscilla Johnson's CIA records for the preceding four years could not be reconciled with this new data unless a fifteen-year-old girl, not yet out of high school, had been working for the Office of Special Operations during World War Two.

The Cunningham memo is all the more incredible because it makes no attempt whatsoever to reconcile the incongruity between these two seemingly different Priscilla Johnsons, one an OSO veteran at the time the other was a child. Moreover, this time there was no mention of adverse information about Priscilla's left wing activities. There appears to be too many egregious errors by the Office of Security, and therefore this story does not sound believable. The bizarre story of the CIA's 1956 renewed scrutiny of Priscilla Johnson does not end with the Cunningham memo. If we back up one step for a closer look at the August 8 request for operational approval, we notice something weird about the CIA standard form 1050, Personal Record Questionnaire, which accompanied it. The questionnaire's contents purport to be about the Priscilla born in New York on July 19, 1928. Yet it is strange that Priscilla's memberships in professional and social organizations, her political affili ations, contacts, acquaintances, brothers, sisters, and relatives, were all listed as unknown. The form did manage to correctly name her parents, Stuart and Eunice Johnson. Priscilla's alleged signature, however, is now too faint to read, as are the date and the city and state where she supposedly signed it. Moreover, it was witnessed by someone who lived in Somerville, Massachusetts. Priscilla was in New York during August 1956. Perhaps the Office of Security has an excuse for why it failed in 1956 to furnish CI/OA with the same "derogatory" information on Priscilla that it furnished in 1953. That excuse might be that the second, Swedish-born, Priscilla Johnson — whether she was a real person or a cover story — had a good security record. Historians now have the unenviable task of trying to figure out whether the CIA was inventing a false Priscilla Johnson or whether it was incapable of telling the difference between two people born five years and three thousand miles apart .....

Thomas F. McCoy CIA officer, political consultant

Thomas F. McCoy, 91, a retired CIA officer who later had a long career as a political consultant, died Nov. 25 of heart disease at his home in Chevy Chase.

Mr. McCoy joined the CIA in 1951 and served as a political officer in Rome for six years in the 1950s. He had additional overseas assignments in Spain and Southeast Asia before he retired from the agency in 1968.

As a friend of Sen. Eugene J. McCarthy's (D-Minn.), Mr. McCoy joined his campaign for the 1968 Democratic presidential nomination and became national campaign co-chairman. He was primarily responsible for fundraising and campaign finance.

In 1969, Mr. McCoy opened Washington Information Associates, a political consulting firm with a specialty in fundraising. He worked on many national and statewide campaigns before his retirement in 1993. He was considered an expert on campaign finance and often testified before the Federal Election Commission.

Thomas Frederick McCoy was born in New Haven, Conn., and attended George Washington University. He served in the Army during World War II and was selected for the Office of Strategic Services, the wartime forerunner to the CIA. While serving in London, he met his future wife, another OSS employee.

After the war, he ran a frozen-foods business in Connecticut before moving to Washington to join the CIA. A daughter, Sarah McCarthy, died in 2005.

A son, David McCoy, was shot and killed in an unsolved slaying in Prince George's County in 2002.Survivors include his wife of 64 years, Priscilla Johnson McCoy of Chevy Chase; four children, ....

For 16 years, the CIA and State Department have been aware of what John Newman published in his book, related to the details and connections displayed above, and not one official word has been released on the Kabuki dance that was the alteration of Priscilla Johnson McMillan's CIA file. Recently, I sent an email to Priscilla pointing out that in the fullness of time, information in emerging obituaries will have an important impact on her long record of deception. I received no reply. Priscilla can be observed on the internet, a protestor against the corruption and secretive government of the city manager in Cambridge, MA. Priscilla's hypocrisy knows no bounds, and neither does the hypocrisy of the CIA and other involved government agencies and political deception and infiltration agents.
