Looks like QJWIN was more FBN than CIA.

I think this FBN agent is Siragusa.

QJWIN mentioned again on P.6, amidst some interesting entries.....

"... legal, operational and ethical moral problems.

1. Maximum ( garbled annotation) securty + within Kubark (CIA) only (e.g. , (garbled)..

does Siragusa (garbled garbled)? Limitations a number (garbled) clerks for enciphering and deciphering. Guise of LAURICLE object.

2. One focal point for search, Control, tracing, case-officer +PA  selection. Complete DDP authority in this focal point mandatory  (mandate?).

(Garbled) One man control here with own (non-station) (garbeled).

3. Every operation to be rigidly case officered; no silk-(garble) PA's.

7. Avoid discussion with foreign officials until all possibility of search through private citizens (e.g. QJWIN ) has been examined.

8. Planning should include a provision for blaming Soviets or Czechs in case of blow. 4 above essential.

Paul, you might be right. If my memory isn't quite full just yet, I think it was Arnold Silver that dealt with QJ/WIN.

Edit - just found this.

HARVEY uses agent QJWIN (recruited earlier by ARNOLD SILVER for use in an assassination operation against LUMUMBA) as the principle asset for ZRRIFLE.

Thanks for jogging my memory too - about Arnold Silver. 

I’ve read many CIA documents denying their involvement in Lumuba’s assassination. I’ve also read many reports claiming that Harvey’s ZRRIFLE operation was solely for recruitment of safe crackers and the like. I think these are cya documents.
