DONETSK, July 20 /ITAR-TASS/. The government of the self-proclaimed Donetsk People’s Republic will guarantee security to international experts who will work at the Boeing 777 crash site.

The Kiev authorities are stubborn in their desire to shift the blame for the Malaysian Boeing’s crash to the self-defense forces without having any proof except for cheap fakes, Andrei Purgin, the vice-premier of the Donetsk People’s Republic, wrote on the official website of the Donetsk People’s Republic.

“It has already become absolutely clear that the tragedy that claimed the lives of 300 people is the result of an inhumane plot, which could have been masterminded by various authors: the official authorities in Kiev; Ukraine’s hawkish generals or the leaders of the National Guard or the Right Sector movement which are acting at their own discretion. All of them have stained their hands with blood up to their elbows - the blood of civilians from Mariupol, Slavyansk, Kramatorsk, Snezhnyi and Donetsk,” Andrei Purgin stressed.

“The purpose of their plane plot is to convince the global community that the people of Donbas are criminals who do not deserve any indulgences; to get a carte blanche to free use of the ‘scorched earth’ tactics in the Donbas region; make international public turn a blind eye on mass extermination of people who are fighting for their freedom against forces that are personifying Nazism of the 21st century,” the vice-premier of the Donetsk People’s Republic said.

“There can be no other explanation for Kiev’s unwillingness to conclude at least temporary ceasefire to ensure full-fledged investigation into the air crash in which the citizens of third countries died,” Purgin went on to say.

He emphasized that the plane tragedy was the cause for disruption of a regular round of ceasefire consultations in which OSCE representatives were supposed to take part.

Purgin said that the fear of being exposed could be the only explanation for Kiev’s increasing military operation and unwillingness to send international experts to the crash site. The Kiev regime is referring to the danger of military hostilities which it itself is building up.

“The government of the Donetsk People’s Republic has always been ready to conclude ceasefire agreements, which the Ukrainian army has never observed in full measure. Every minute lived without fire preserves civilian lives,” Purgin emphasized.

The government of the Donetsk People’s Republic is stating that it guarantees security to international experts who will work at the crash site and is calling on Kiev to conclude a ceasefire with the Donetsk People’s Republic and create conditions for experts to work at a place where the plane had crashed.

Boeing 777 of Malaysia Airlines, which was making flight MH17 from Amsterdam to Kuala Lumpur, crashed in Ukraine’s Donetsk region in the evening of July 17. All the 298 people onboard died. They include the citizens of 10 countries. Most of them are Dutch subjects (192). There were ten British passengers onboard.

Malaysian airline crash: U.S./EU to blame

The world is shocked and dismayed that in the midst of a civil war in Ukraine, provoked by United States and European Union imperialism, 298 people have died in the crash of a Malaysian airliner on July 18 in the war area.

We at WW have no special information at this time — July 19 — about why the plane crashed. We know that Russia has no motive, and it has control of its military. We know that the Ukrainian military is poorly organized and subject to pressure from the murderous fascist forces that have been integrated into the state directed from Kiev; we know that neoconservative elements from the U.S. have strong influence in Washington’s policy in Ukraine and its aggressive hostility toward Russia.

We also believe that the popular resistance forces in southeast Ukraine do not control weapons capable of shooting down a plane flying at that altitude, nor do they have any interest in shooting down a civilian airliner from Malaysia. Only U.S. and EU imperialism can gain and are trying to gain by exploiting the incident and using it against Russia.

President Barack Obama has already blamed Russia, saying that the cause of the shootdown was the war situation in Ukraine and claiming Russia caused that war.

We disagree completely with Obama’s statement that Russian foreign policy is responsible for the war in Ukraine.

On the contrary, it is the aggressive policy of U.S. and EU imperialism that has created a war situation in Ukraine. The U.S. and the EU supported a coup in February that brought to power in Kiev a regime dedicated to bringing Ukraine under the influence of the International Monetary Fund and subjecting the Ukrainian workers to austerity — as has already been done in Greece, Spain and Portugal — and attaching Ukraine to NATO.

To carry out this coup the pro-West Ukrainian oligarchy has leaned on the support of openly pro-fascist forces, such as the Right Sector, who don’t even shy away from identifying with the Nazi occupiers of Ukraine during World War II.

For the people of Ukraine, and especially the workers of the southeast, such a coup in Kiev could only raise resistance — a righteous and heroic, anti-fascist resistance based on the history of resistance to the Nazi occupation. The aggression from Kiev — which now includes the bombing of cities in the southeast, killing civilians and forcing tens of thousands to flee to Russia — makes such a civil war inevitable.

If the plane crash was actually a byproduct of the civil war, it was not Russian foreign policy, but U.S./NATO imperialism — that set up a regime in Kiev filled with fascist sympathizers and forced the people of the southeast Ukraine to resist — that is responsible.

TOREZ (Ukraine), July 20 (RIA Novosti) – A refrigerated five-wagon train carrying bodies of the crashed Malaysian airliner passengers has left the east Ukrainian town of Torez and is heading for the Donetsk city, a RIA Novosti correspondent reports.

According to our correspondent, the train’s first destination is the town of Illovaisk, in the Donetsk region, from whence it will go to the region’s capital Donetsk.

There are a total of 198 bodies on the train, according to monitors from the Organization for Security and Cooperation (OSCE) in Europe who inspected the train ahead of the departure. Militia forces were guarding the train.

The head of the self-proclaimed Donetsk People’s Republic committee on refugees told RIA Novosti earlier that DPR authorities had offered to hand the remains of the crash victims over to Ukraine, but added Kiev has not given its answer yet.

The Malaysia Airlines plane with 298 people on board, including 85 children and 15 crew members, came down Thursday near the town of Torez in Ukraine’s Donetsk region.

Ukrainian government and militia have been trading blame for the alleged downing of the airliner since reports suggested foul play, with independence supporters claiming they have no missiles capable of shooting down a high-flying plane.

Items presumed to be the data recorders from the crashed Malaysian plane have been found and delivered to Donetsk, eastern Ukraine, according to the leader of the self-proclaimed People’s Republic of Donetsk.

“Aircraft parts looking like black boxes were found at the site of the plane crash. They are currently in Donetsk, in the People’s Republic’s (DPR) government headquarters, under my personal control,” Aleksandr Boroday, the republic’s prime minister, told reporters.

The self-defense forces are ready to hand the data recorders over to international monitors “in case they arrive,” he said.

Boroday said that the found items “cannot be given” to Kiev representatives since in that case they could possibly damage them to “falsify the results [of the recordings].”

A group of international experts has yet to arrive at the site of the tragedy. They are expected to be in the region on Sunday evening, according to DPR’s Deputy Prime Minister Andrey Purgin.

“A huge crowd of experts are sitting in Kiev for some reason and. They will probably come here only on Sunday,” Purgin told Russian News Service on Saturday.

Earlier, the DPR said it would guarantee the safety of specialists investigating the plane crash in the area if Kiev agrees to a ceasefire.

MOSCOW, July 20 (RIA Novosti) - Luhansk has been under fire since Sunday morning, the city is cut off from electricity and there are interruptions in cell phone coverage, the self-proclaimed Luhansk People’s Republic’s Defense Ministry spokesman Alexei Toporov said.

“From early morning the city has been cut off from electricity, there have been interruptions in cell phone coverage. The whole city is being shelled from early morning, it doesn’t stop and it’s mostly city center that’s being hit. Heavy fighting is underway in the village of Heorhiivka," Toporov stated.

According to Toporov, residential buildings in the city have been damaged as a result of the fighting.

“There have been casualties, but I don’t have concrete data since we have problems with communication,” Toporov added.

In mid-April, Kiev authorities started a special military operation in the east of Ukraine to suppress pro-independence protests, with most clashes taking place in the Donetsk and Luhansk regions.

The fighting intensified dramatically in early July, when Ukraine’s President Petro Poroshenko announced his decision not to extend a 10-day ceasefire.

Moscow has repeatedly called on Kiev to stop the bloodshed and seek peaceful resolution through nationwide dialogue.

MOSCOW, July 21 /ITAR-TASS/. Rescue teams have found the bodies of 247 out of 298 victims of the Malaysian Boeing-777 crash in eastern Ukraine, Sergei Kavtaradze, an official representative of the prime minister of the self-proclaimed Donetsk People’s Republic (DPR) and member of the DPR Security Council, said on Sunday.

“All the bodies are now kept in refrigerators at a railway station in the town of Torez and will stay there until the emergencies ministry and international experts decide where they would be taken to. So far, it is supposed they the bodies will be taken to Mariupol,” he told the Russian News Service.

He reassured that the authorities of the Donetsk Republic were taking measures to ensure security of observers from the Organization for Security and Cooperation in Europe (OSCE) and four Ukrainian experts working at the crash site and were ready to offer all-round assistance to international aviation experts. As of yet, international experts have not reached the site.

“We will welcome experts and will ensure their security and maximum access to the entire crash area,” Kavtaradze pledged.

He also said that flight recorders from the Malaysian Boeing had presumably been found on Sunday. “The final conclusion is up to experts from the International Civil Aviation Organization (ICAO) who, I hope, will soon arrive here. We have been waiting from experts from the Netherlands, Germany, the United States, Great Britain and Malaysia for the fourth day,” he said.

Ukraine’s southeastern city of Lugansk are fully controlled by self-defence forces, leader of the self-proclaimed Lugansk People’s Republic, Valery Bolotov, said on Sunday, adding that the use of any transport vehicles other than public transport and utilities services vehicles would be banned in the city from Monday to prevent possible subversive activities.

“We fully control Lugansk,” Bolotov said. In his words, Ukraine’s National Guard forces had approached the settlement of Tarasovka and were shelling Lugansk from Grad missile systems. Fighting was underway near the airport and the settlement of Metallist. “The situation is stably grave,” he noted.

He also said that Lugansk’s self-defence forces were exposing subversive groups shelling the city’s residential quarters. “Just one hour ago, we detained another group of diversionists. Now they are being interrogated,” Bolotov said.

Such groups, according to intelligence, use motor cars to move about the city, he noted. That is why in order to ensure security of the city residents, the administration of the Lugansk People’s Republic has banned the use of any motor cars from Monday, except vehicles of public utilities services and public transport.

On Saturday, the government of the Lugansk People’s Republic promised a reward of 176 hryvnias (15,000 U.S. dollars) to those who help catch and liquidate diversionists firing at Lugansk from mortar guns.

KIEV, July 20, /ITAR-TASS/. Kiev’s authorities cannot guarantee security to foreign experts who will work at the a Malaysian Boeing-777 crash site in eastern Ukraine, parliament-appointed Deputy Prime Minister Vladimir Groaisman told a briefing on Sunday.

“We cannot offer official security guarantees on the territory controlled by rebels,” he said, adding that the Ukrainian authorities were ready to help experts reach the crash site.

Thus, Ukrainian President Pyotr Poroshenko promised to offer a plane which would take the experts to the nearest safe place in the country’s eastern regions but they will have to reach the crash site on their own, he stressed.

Residents of a village in the Lvov Region in western Ukraine have blocked a busy highway in the region that leads to the Ukrainian-Hungarian border.

The protesters, mainly women, were demanding that their relatives who were injured in Ukraine's military operation against the self-defense forces in eastern Ukraine be removed from the combat zone.

Thirteen people have been injured over the weekend in the shelling of Lugansk Region, the press service of the Lugansk City Council reported. According to the statement, 18 residential houses - one high-rise building among them - were damaged on July 19.

On July 20, the old down town was hit by artillery fire, which damaged more residential buildings, as well as a school and university dormitory buildings.

The report added that over a dozen pieces of unexploded ammunition were found in the city.
