John Bucknell's father, Howard Bucknell Jr., in 1937 had been named U.S. consul in Bern, Switzerland. He would undoubtedly have know Allen Dulles, who was there during that time. John Bucknell was then 9 years old. He later married the sister of Thomas J. Devine.

China Note Submitted to League

GENEVA, Sept. 1, 1937—(UP)—China paved the way Monday for a formal appeal to the League of Nations against Japan's invasion when her Geneva delegate submitted a note charging the Japanese with violating the league covenant, the Kellogg anti-war pact and the nine power treaty. The note asked no immediate action from the league and pointed merely to Japan's "deliberate aggression."

Observers said China apparently was maneuvering into position for an outright demand for intervention at next month's meeting

of the assembly. The communications, delivered by Dr. Victor Hoo, asked the league secretariat to transmit to all league members and the advisory committee for Sine-Japanese disputes, of which the United States is a member. The secretariat forwarded immediately a copy of the Chinese note to the U. S. legation at Berne and the American consulate at Geneva. The new U. S. consul, Howard Bucknell, arrived here Monday, succeeding Prentiss Bailey Gilbert.

Washington. Sept. 11, 1937--(UP)- Secretary of State Cordell Hull has instructed Leland Harrison, American minister to Switzerland, to bring to the attention of the League of Nations Hull's statement of July 16 on American foreign policy and the replies of more than 50 world governments, it was revealed today. Hull's action was considered significant in view of China's pending protest to the current session of the league council over Japan's new invasion of China, the situation in the Spanish civil war in which a number of European nations, particularly Italy and Germany, are involved and the explosive European situation generally growing out of submarine "piracy" in the Mediterranean.

Hull's July 16 statement declared it was the studied policy of the United States to refrain from interference in the internal affairs

of other nations, and to abide strictly by treaty obligations. In response to his inquiries through diplomatic channels more than 50 foreign governments officially placed themselves on record as being in fundamental agreement with Hull's policies. Many of these governments are members of the League of Nations.

and Hull's action is calculated to call to the attention of the league council the pledges which these, of peace and in opposition to aggression and to the employment of force to intervene in the affairs of other nations, and Hull's action is expected to mark the limit of United States participation in the league meeting. Harrison was instructed to file Hull's July 16 statement and the replies thereto with the league secretariat. No plans have been made, it was said, for active United States representation at the council meetings, either in official or in unofficial capacity. It was anticipated however, that Howard Bucknell, American consul at Geneva, might occupy a place in the visitors' gallery, along with officials of other governments and unofficial witnesses during the council's sessions.

Phyllis Bernau's father was Arthur Bernau, and her mother was Miriam Cohen Bernau. All four of Phyllis' grandparents were Jewish and born in either Poland or Germany, though her parents were born in Massachusetts. In 1930 Arthur was employed in insurance work. Phyllis's parents lived for many years in Milton, MA, just a few blocks from where Prescott and Dotty Bush were living when their son George was born.

It now seems that Devine was probably brought into "the fold" via his acquaintance with Alexander Aldrich, when they were classmates at M.I.T.

Page 4 of 1946 newspaper from Tom Devine's fraternity at M.I.T. Home address displayed matches 3550 Elmwood Ave. Rochester, NY address in image displayed in earlier post of Devine's father's obituary on this thread. Same lists also contains names, addresses, and military branch and rank of Devine's fraternity brothers.

Left column on page 1, also at the link above, lists the name Thomas Devine and the names of the other fraternity

initiates Devine pledged with.

I have seen no other record related to Devine's university attendance. I find no information as to whether he graduated from M.I.T., or that he made later donations as an alumni. It seems as if he does not want his activities

of the late 1940's or of his education to be public knowledge.

All of Beverly Pullman's and Albert Carter's ushers named below, except Thomas Devine, but including Alexander Aldrich, who had transferred from M.I.T., were members of the Harvard class of 1950, and most were members of the Crew team. Devine partner John Train was also Harvard, '50, as was the Rockefeller financed, former intelligence officer, Henry Kissinger, who studied under Arthur Norman Holcombe, who JFK also studied under. Arthur Holcombe and the CIA's Paul Linebarger were advisers to Chiang Kai-shek.

The obituaries of both Albert B. Carter, Jr. and of Andre Rheault state that they were CIA, and we know Thomas Devine was. Edwin Curtis "Buff" Bohlen was accused of being CIA and later worked for John Train's cousin, Russell. Another usher named below, Charles Hubbard, is Charles J. Hubbard, step-son of John McCloy's best man in 1930, Henry Brunie, Jack Crichton's boss at the Empire Trust. Newspaper misprint- Should be Beverly Pullman, not "Barbara":

The Rockefellers founded and funded Colonial Williamsburg and later recruited Gen. John C. Marshall's former secretary, Carlisle Humelsine to oversee Williamsburg development and administration. Humelsine and sons of John D. Rockefeller seemed quite involved with Richmond, VA's Samuel M. Bemiss. Bemiss and his wife were seasonal Kennebunkport, ME neighbors and close friends of the Prescott and the George HW Bushes. Bemiss came to my attention because his daughter, Cynthia, married William Alexander Stuart, Jr., best man in the 1950 wedding of John Whitney Shepardson, son of Mr. and Mrs. Whitney H. Shepardson.

Another Virginia associate of Samuel Bemiss was WWII intelligence agent, Lewis F. Powell, Jr. who was also a trustee and the general counsel of Colonial Williamsburg, before he was appointed to the Supreme Court by Richard Nixon.

It seems beyond coincidence that members of Nancy Bush's wedding party in 1946, and THEIR relatives, just happen to have such intricate realtionships with Rockefeller connected persons of interest.:

Biography: Eli Whitney Debevoise (1899-1990) co-founded the New York law firm of Debevoise & Plimpton in 1931. He was the son of Thomas M. Debevoise (1874-1958), longtime senior counsel to John D. Rockefeller, Jr.

John J. McCloy was groomed to take the place of Thomas M. Debevoise. The Rockefellers had a history of using front men to operate their businesses, as in the examples of Samuel Bush and Samuel F. Pryor, front men for Rockefeller owned industrial enterprises.

During sensitive operations, such as the dramatic, early release of the imprisoned Nazi industrialists, both John McCloy and Thomas Debevoise's son, Eli Whitney, were dispatched to Germany in tandem to spin the justification for the release and restoration of the wealth of the powerful Nazi business leaders, and to contain any anticipated repercussions.

In truly delicate, high stakes situations like the Warren Commission "investigation" and the unelected presidency of Gerald Ford, a former Warren Commissioner, McCloy himself was inserted in the first instance, and Nelson Rockefeller in the second.

The men in the Nancy Bush wedding party were best man, Wm. B. Macomber, Jr., ushers, the twins, David and John Lindsay, George HW Bush, and by his own admission, the groom, Alexander Irwin, Jr.'s Yale roommate, John Chafee. Chafee also claimed he roomed at Yale with CIA's Sheldon Whitehouse, a man whose mother's sister was the wife of Wintrhop Aldrich and mother of Alexander Aldrich.

George, a brother of David and John Lindsay, was hired the year after the Nancy Bush wedding, and succeeded Eli Whitney Debevoise as principal partner of his and George Plimpton's father, Francis's lawfirm, Debevoise, Plimpton.

Brothers Francis and Dr. Calvin H. Plimpton, as was John McCloy, were graduates of Amherst College. In 1960, Amherst head Trustee, John McCloy, appointed Dr. Calvin H. Plimpton as president of Amherst.

Nancy Bush best man, William Macomber, Jr., was credited by John Chafee for his appointment by Melvin Laird as Nixon's Secretary of the Navy. Macomber attended, as an invited guest of Prescott Bush, the swearing in ceremony in 1956, of newly elected US Senator JFK. Macomber and David Lindsay, both Yale '44, lettered in football (pg. 119) as teammates in 1942.

Wiliam Macomber, Jr. was a USMC Captain in WWII, an OSS operative in France and in Burma, was officially in the CIA for two years, and was State Dept. liason to CIA and assistant to Sec. of State John Foster Dulles. He married Dulles's personal secretary, Phyllis Bernau.

The Bush wedding party members and their friends linked to George DeMohrenschildt were GHW Bush, acquainted with DeMohrenchildt through his school and college roommate, Edward G. Hooker who was the step-nephew and later DeMohrenschildt oil exploration partner, and Bush business partner, Thomas J. Devine, a CIA operative who met, as Wubriny-1, with Demohrenschildt and Haiti's Clemard Charles in May, 1963. CFR member and Manufacturers Hanover VP, James R. Greene, associated with Francis Plimpton and later with Brent Scowcroft, was associated with DeMohrenschildt and Clemard Charles after a referal by CIA's Anthony Czaikowski. In 2007, Ashton Gray in a post on this forum, offered his opinion that the "Mr. Green" Clemard Charles was told he would meet later in the day, was actually "Nelson Rockefeller crony", J.C. King, head of the CIA's Western Hemisphere Division.

In 1960, William Macomber, Jr. requested a list of U.S. defectors to the Soviet Bloc and requested that Otto Otepke turn the short list wich included Lee Harvey Oswald's name, over to the FBI for further investigation. In 1973, Thomas Devine invited the then Ambassador to Turkey, William Macomber, Jr., to be the best man in his Jupiter Island marriage ceremony to the daughter of Yale bonesman, Samuel Wynne Mills.

Also in 1973, Macomber's brother, John, left his position as a McKinsey & Co. partner, to take the job as President of Celanese Corp. He then hired Thomas Devine, a Train, Cabot partner, as V.P. and controller at Celanese.

In 1972, GHW Bush escorted Susan Butler Hooker, daughter of his late roommate, Edward G. Hooker, down the church aisle to marry Ames Braga, son of Rionda Braga. Rionda Braga "shared" his sugar refining company and brokerage executive, the CIA asset, Michael JP "Jack" Malone, with Richard Kleberg. Kleberg's sister was CEO of their Texas, King Ranch, and her late husband had been a founder of Celanese.

Before leaving McKinsey & Co., John Macomber had mentored a young Harvard MBA graduate, Michael Ainslie, the son of George, a former NCR executive.

In addition to being mentored at McKinsey by John Macomber, Michael Ainslie's brief experience working six weeks for NYC mayor and Bush wedding usher, John Lindsay, is offered as the explanation for Ainslie's selection by Carlisle Humelsine to be at age 36, president of the National Trust for Historic Preservation.

April 26 (Bloomberg) -- A Lehman Brothers Holdings Inc. director said he didn’t remember any discussion that Barclays Plc might profit from its purchase of Lehman’s brokerage after the securities firm collapsed in 2008.

Michael Ainslie, the former chairman of Sotheby’s and a Lehman director since 1996, was the first witness in a trial that began today over whether Barclays should pay as much as $11 billion to Lehman for the “windfall” the bank received when it bought the brokerage.

John Macomber has been a backbone of and currently Treasurer of the right wing Atlantic Council. He and Thomas Devine are also longtime members of CFR.

Mrs. Tartiere was the former wife of the mob affiliated Ernest L Byfield, Sr., the step-mother of the British and French army intelligence operative Jacques Tartiere and his French resistance operative wife, Drue Tartiere, and Mrs. Tartiere was the wife of OSS associated French English banker Raymond Tartiere, and the mother of OSS officer, Byfield, Jr. She was also close to partisan JFK enemy, NY US Senator Kenneth B Keating.

Third in the series. This chapter focuses on how Lee Harvey Oswald threatened to reveal military secrets to the Soviets about the U-2, and how US counterintelligence used his file as a "marked card" to capture supposed Communist spies who were trying to infiltrate the CIA....

...The CIA's position was that "Since Oswald was a former Marine and a U.S. citizen, his defection was of primary interest to the State Department, the FBI, and the Navy Department. CIA does not investigate U.S. citizens abroad unless we are specifically requested to do so by some other Government security agency. No such request was made in this case."

One CIA officer, however, shows extraordinary interest in Oswald.

This CIA officer is Ann Egerter, an analyst at the small, super-secret Counterintelligence Special Investigations Group (CI/SIG). Egerter called CI/SIG "the office that spied on spies". Her boss, legend maker #1 CI chief James Angleton, admitted that one of CI/SIG's purposes was to monitor defectors.

An FBI officer is also playing close attention - Marvin Gheesling, a supervisor at FBI Headquarters.

Oswald and the Moles

The October 31 and November 2 memos prepared by Snyder and his colleague Ed Freers about Oswald's defection are used by Ann Egerter, legend maker #5, to fill Oswald's file with items of false information known as "marked cards". "Marked cards" are designed to capture a mole who spreads the information to unauthorized individuals.

The "marked card" technique has been around for a long time. Peter Wright in Spycatcher refers to this method as a "barium meal". Tom Clancy in Patriot Games calls this trick a "canary trap". Author Peter Dale Scott mentions that the "marked card" was one of the methods used to try to catch the infamous CIA mole Aldrich Ames during the 1990s. The marked card didn't work because Ames himself was the chief of the CIA's Soviet Russia counterintelligence staff.

Freers and Snyder mentioned in their initial October 31 note about Oswald's visit that Oswald's mother's last address was at 4936 "Collinwood St.". Not only had Mrs. Oswald not lived on Collingwood since May 1957, but her address on September 4, 1959 was 3124 West Fifth Street, the very address Oswald had used on his passport application.

Keep in mind that when Snyder prepared his reports, he was a trained observer and reporter of minutiae that the average person would not notice. This "Collinwood St." entry was just one of several misspellings and errors that were purposeful and not accidental. This deliberate error was a "marked card" to see if a mole leaked this information elsewhere.

Two days later, the November 2 dispatch prepared by Freers and Snyder adds three more marked cards to the deck. One was that Oswald was "discharged" from the service. Another was that Oswald's highest grade was corporal. The third was that Oswald applied for his passport in San Francisco.

Peter Dale Scott, the author of the highly revealing essay "Oswald and the Search for Popov's Mole", carefully examined each of these marked cards. Oswald was not discharged, but received a dependency release and placed in the reserves with duties to perform until 1962. Oswald's highest grade was not corporal, but private first class. Finally, Oswald's passport states that it was issued in Los Angeles, not in San Francisco, as can be seen here:

Scott focuses on the importance of these anomalies that fill Oswald's CIA file, stating that they are evidence of "a significant, sophisticated multi-agency counterintelligence operation." Scott advances the thesis that "Oswald himself was a low-level part of a CI search for a leak or mole", and that Oswald's unexplained talk of espionage right in front of the KGB microphones (the KGB had the US embassy thoroughly bugged) is a very poor way to convince the KGB of his bona fides but "makes perfect sense as a test for leaks in response to Popov's arrest fifteen days earlier".

The American and Soviet embassies have long and famous histories for placing bugs in each other's embassies, tapping each other's phones, and reading each other's mail. The KGB confirmed in 1959 that Freers was not CIA, and that the KGB maintained a microphone in Freers' office.

In "Popov's Mole", Scott points out that the errors detailed above, and others that we will soon discuss, was repeatedly circulated in the documentary history of Oswald's files by Jim Angleton's colleague Ann Egerter and other CI/SIG officials. By embedding these false statements within Oswald's file, and tracking who had access to the file information, Egerter could determine if this information had surfaced elsewhere, and that would be evidence of unauthorized access....

Besides Edward Freers and CIA's Andre Rheault and Charles Whitehouse, another usher in the Sylvia Whitehouse-Robert O. Gates wedding is J. Woodward Redmond, son-in-law of Winthrop Aldrich and brother-in-law of his son, Alexander Aldrich.

John McCloy was the Rockefeller family lawyer and he had taken the position at Chase bank formerly held by Winthrop Aldrich.

Just a month befor the 1956 Gates-Whitehouse wedding, Edward Freers was also an usher in the wedding of Stuart Wesson Rockwell, the U.S. Ambassador in Tehran in 1953, during the Mossadegh coup. Other ushers in Rockwell's wedding were Marshall Green, U.S. Ambassador in Indonesia, who reportedly took an active role in the "emergence" of General Suharto, and D. So what seems to have existed was a small, close group of extended Rockefeller family members, covert CIA members, and "diplomats" Stuart W Rockwell, Marshall Green, Charles Whitehouse, and William B. Macomber, Jr. Edward Freers and Macomber had early knowledge of Oswald, Thomas Devine was connected with Andre Rheault and Macomber, Devine and Macomber were connected with members of the Bush family, Devine and GHW Bush were connected with DeMohrenschildt, and John McCloy was connected with Eli Whitney Debevoise and the Aldrich-Rockefellers. Nancy Bush's husband, Alexander Ellis, was connected to his, and later Devine's best man Macomber, and to David and John Lindsay, the twin brothers of George, law partner of Debevoise and Francis Plimpton. Alexander Ellis was also the roommate of John Chafee, who was close to Charles Whitehouse and to Macomber. Nancy and her new husband Alexander Ellis were sent off to live in Montreal where Ellis managed the Montreal office of his father's Fairfield & Ellis insurance brokerage.

Debevoise's partner Francis Plimpton's son, George was a witting CIA asset in Paris and the partner of John Train, later partner of "former" CIA and former Bush oil partner, Thomas Devine.

By mid-1964, John McCloy, who had chosen Francis Plimpton's brother as president of Amherst College in 1961, knew almost all of the information above, since it was either public knowledge or had emerged in the WC "investigation", except possibly the relationship of Devine and Macomber.

Left column on page 1, also at the link above, lists the name Thomas Devine and the names of the other fraternity

initiates Devine pledged with.

I have seen no other record related to Devine's university attendance. I find no information as to whether he graduated from M.I.T., or that he made later donations as an alumni. It seems as if he does not want his activities

of the late 1940's or of his education to be public knowledge.

Page 4 of the M.I.T. newspaper, "The Tech", dated 29 September, 1944, lists the names of 18 Sigma Chi fraternity pledges for that school year, one of the names is Thomas J. Devine. (William J. Casey is also on the list, but the group of pledges were born about 1926, thirteen years after the birth of the late DCI of the same name.)

Did Killian, Bissell, or Leghorn, mentor young Tom Devine? It is obvious Bissell could have been one of Devine's economic instructors, and Killian and Leghorn met through the relatively small, M.I.T. chapter of Sigma Chi, despite the fact that Killian was born in 1904 and Leghorn in 1919. Killian and Leghorn were involved in U-2, and Tom Devine and his close buddy, GHW Bush, were involved with George DeMohrenschildt, a man described as the closest associate of a young former US Marine, also associated with U-2 operations, Lee Harvey Oswald.

I think it was about three months after I joined the agency that Klagsbrun himself resigned and John Snyder then asked me to take over his position. My recollection is that Klagsbrun left in January, and I was in effect the deputy until the following summer, when I left to rejoin the faculty at MIT....

COLONEL RICHARD SULLY LEGHORN

Colonel Richard S. Leghorn was born on 7 February 1919 in Brookline, Massachusetts. He graduated from the Massachusetts Institute of Technology (MIT) in 1939 with a Bachelor of Science degree in physics and a reserve commission as an Army second lieutenant. He began working for Eastman Kodak Company in Rochester, New York, but soon accepted an active-duty assignment at Wright Field's Aeronautical Photographic Laboratory. Arriving there in March 1941, he worked with such topnotch experts as James Baker, Amrom Katz, Richard Philbrick, and Duncan MacDonald. He commanded the 30th Photographic Reconnaissance Squadron during 1943-45 and shot film over Normandy in preparation for the D-Day invasion.

As he prepared to rejoin Eastman Kodak at war's end, then reserve Lieutenant Colonel Leghorn was persuaded to return temporarily to active duty as deputy commander of Task Unit 1.52, with the assignment of photographing the July 1946 Project Crossroads atomic tests on Bikini Atoll. While en route to the Pacific, he read a summary of the United States Strategic Bombing Survey (Europe). Based on that report, consideration of atomic weapons' destructive power, and his personal experience with collection of "pre-D-Day photography," Leghorn became acutely aware of the need for a new reconnaissance philosophy--one focused on warning indicators, force levels, and an enemy's capability to launch an attack rather than on traditional targeting and damage assessment. Speaking at the dedication of the Boston University Optical Research Laboratory (BUORL) in December 1946, he enunciated the need for an extremely high-altitude strategic reconnaissance capability.

Recalled to active duty once again during the Korean War, he headed the Reconnaissance Systems Branch at Wright Air Development Center before being assigned in early 1952 to the development-planning staff of Colonel Bernard A. Schriever in the Pentagon. In the latter position, Colonel Leghorn contributed extensively to MIT's Air Force-funded Project Lincoln, which issued the June 1952 Beacon Hill Report that identified extremely high-altitude vehicles--balloons, sounding rockets, air-breathing missiles, and aircraft--that could carry improved sensors near or over Soviet territory. Although Leghorn and other members of the Beacon Hill Group considered the possibility of observation satellites, it took the launch of Sputnik to garner their active support for immediate development of such platforms.

During the 1950s and 1960s, Leghorn became deeply involved with public policy related to national security, arms control, and disarmament. He said in the 5 August 1955 issue of U.S. News & World Report, "And we might announce a start on construction of a reconnaissance earth satellite, the transmitted results from which we would be willing to turn over to a U.N. inspection agency." As a consultant to President Eisenhower's Assistant for Disarmament Affairs during 1955-56, Leghorn was instrumental in formulating the "Open Skies" doctrine.

Leghorn established strong credentials in industry as a manager of innovative technology. He founded Itek, a high-tech "document retrieval" company that legally incorporated in Lexington, Massachusetts, on 10 October 1957. Itek Corporation developed the high-resolution photographic system for Corona reconnaissance satellites during 1960-72. In 1963, he became president of Dasa Corporation, a manufacturer of communications equipment. During 1966-85, he owned and operated nine cable television systems in five states. He created Cable Television Laboratories (CableLabs) in 1988 to apply systems engineering to manage technological change in the cable industry. Also, during 1987-88, he founded Eidak Corporation to provide copy protection for video and television programming; with Jerome Wiesner, co-founded Magnascreen Corporation to develop large, flat-panel television displays; and, from the latter company, spun off Mirror Systems, Inc., to develop liquid-crystal mirrors for trucks and automobiles. In 1994, Leghorn formed OKTV, Inc., to create an alternative parental control system for managing television's impact on children.

In addition his previously mentioned intellectual and government advisory contributions, Leghorn participated in early Pugwash Conferences on Science and World Affairs and, in 1959-60, served as technology deputy on the President's Joint Disarmament Study Commission in preparation for the ten-nation Geneva Conference. He became a fellow of the American Academy of Arts and Sciences and a long-term member of the Council on Foreign Relations. In 1989, MIT honored him by establishing the Richard S. Leghorn Professorship in Management of Technological Innovation.

It now seems that Devine was probably brought into "the fold" via his acquaintance with Alexander Aldrich, when they were classmates at M.I.T.

Same lists also contains names, addresses, and military branch and rank of Devine's fraternity brothers.

Left column on page 1, also at the link above, lists the name Thomas Devine and the names of the other fraternity

initiates Devine pledged with.

I have seen no other record related to Devine's university attendance. I find no information as to whether he graduated from M.I.T., or that he made later donations as an alumni. It seems as if he does not want his activities

of the late 1940's or of his education to be public knowledge.

Page 4 of the M.I.T. newspaper, "The Tech", dated 29 September, 1944, lists the names of 18 Sigma Chi fraternity pledges for that school year, one of the names is Thomas J. Devine. (William J. Casey is also on the list, but the group of pledges were born about 1926, thirteen years after the birth of the late DCI of the same name.)

Did Killian, Bissell, or Leghorn, mentor young Tom Devine? It is obvious Bissell could have been one of Devine's economic instructors, and Killian and Leghorn met through the relatively small, M.I.T. chapter of Sigma Chi, despite the fact that Killian was born in 1904 and Leghorn in 1919. Killian and Leghorn were involved in U-2, and Tom Devine and his close buddy, GHW Bush, were involved with George DeMohrenschildt, a man described as the closest associate of a young former US Marine, also associated with U-2 operations, Lee Harvey Oswald.

BISSELL: I had been working in Washington during the war in the War Shipping Administration and in the fall of 1945 a neighbor of mine in Washington by the name of Hans Klagsbrun, a lawyer, was the deputy director of the Office of War Mobilization

My predecessor was Robert Nathan who was a very well-known economist. I had known him personally -- not terribly well, but moderately well. And he had decided to leave. His position, I think, was really senior economist on the staff. Klagsbrun knew of my background in economics and in effect I became Bob Nathan's successor. I think it was about three months after I joined the agency that Klagsbrun himself resigned and John Snyder then asked me to take over his position. I joined the office in the autumn, possibly in September. My recollection is that Klagsbrun left in January, and I was in effect the deputy until the following summer, when I left to rejoin the faculty at MIT....

Colonel Richard S. Leghorn was born on 7 February 1919 in Brookline, Massachusetts. He graduated from the Massachusetts Institute of Technology (MIT) in 1939 with a Bachelor of Science degree in physics and a reserve commission as an Army second lieutenant. He began working for Eastman Kodak Company in Rochester, New York, but soon accepted an active-duty assignment at Wright Field's Aeronautical Photographic Laboratory. Arriving there in March 1941, he worked with such topnotch experts as James Baker, Amrom Katz, Richard Philbrick, and Duncan MacDonald. He commanded the 30th Photographic Reconnaissance Squadron during 1943-45 and shot film over Normandy in preparation for the D-Day invasion.

As he prepared to rejoin Eastman Kodak at war's end, then reserve Lieutenant Colonel Leghorn was persuaded to return temporarily to active duty as deputy commander of Task Unit 1.52, with the assignment of photographing the July 1946 Project Crossroads atomic tests on Bikini Atoll. While en route to the Pacific, he read a summary of the United States Strategic Bombing Survey (Europe). Based on that report, consideration of atomic weapons' destructive power, and his personal experience with collection of "pre-D-Day photography," Leghorn became acutely aware of the need for a new reconnaissance philosophy--one focused on warning indicators, force levels, and an enemy's capability to launch an attack rather than on traditional targeting and damage assessment. Speaking at the dedication of the Boston University Optical Research Laboratory (BUORL) in December 1946, he enunciated the need for an extremely high-altitude strategic reconnaissance capability.

Recalled to active duty once again during the Korean War, he headed the Reconnaissance Systems Branch at Wright Air Development Center before being assigned in early 1952 to the development-planning staff of Colonel Bernard A. Schriever in the Pentagon. In the latter position, Colonel Leghorn contributed extensively to MIT's Air Force-funded Project Lincoln, which issued the June 1952 Beacon Hill Report that identified extremely high-altitude vehicles--balloons, sounding rockets, air-breathing missiles, and aircraft--that could carry improved sensors near or over Soviet territory. This laid the groundwork for the U-2. My curiousity about this lawfirm was escalated when I read the following obituary. In 1946, Nancy Bush married Alexander Ellis, Jr. Their best man was William B. I met a State Dept. man once regarding Turkey's Lydian treasure. And he told me that Ashton Hawkins - the consigliere of the Metropolitan Museum of Art - went to him in the State Dept. to officially ask on the part of the board of trustees, the mayor of New York City and the rich and powerful - to "get those Turks off the Met's back". I asked him what he'd done.

He said he told him he wouldn't do it. I'm talking about a man from the State Dept. Now you go back to 1973 around the time of the Euphronios purchase and my firing, you have the mayor of New York City John Lindsay - who was a personal friend of Hoving's for years. Who also worked together with Dillon and the Rockefellers. You get the controller of the City of New York, the president of the city council. Over decades people who held these elected public offices have participated in and accepted every theft and crime committed by the trustees and their employees, the directors and curators.

So in 1973 we have Arthur Sulzberger, the Haughton family, C. Douglas Dillon, Francis Plimpton (Debevoise & Plimpton). . .

...Paul F. Hellmuth, a well-known Boston attorney and a member of Hale and Dorr, and David B. Stone, a Boston businessman and philanthropist, are the trustees of the Independence Foundation. Hellmuth alone is the trustee of the J. Frederick Brown Foundation.

Of the two, J. Frederick Brown is less important as a source of NSA funds. It made only $3300 in contributions to NSA, in 1963. It also made contributions to the American Friends of the Middle East, among other organizations with overseas interests. In an article in the May 9, 1966 issue of The Nation, Robert G. Sherrill implied that the American Friends had CIA ties. No official of the organization denied the allegations.

As far as NSA is concerned, the Independence Foundation is the more important of Mr. Hellmuth's two interests. Independence got its tax-exempt status in 1960. Since then, most of its funds have come from other trusts and foundations. In 1962, for example, the Independence Foundation received a total of $247,000, of which only $18,500 came from individuals or corporations; all the rest came from other foundations. Of the total, the four Funds cited in the Patman investigation gave $100,000.

Between 1962 and 1965, NSA received $256,483.33 in grants for its international programs from Independence. Much of that sum went to pay for NSA's International Student Relations Seminars, yearly extravaganzas which served as effective training grounds for future NSA international leaders.

NSA is still coasting on Independence's largesse. The building which houses NSA's present headquarters is occupied under a 15-year rent-free agreement with the Independence Foundation. Originally, NSA purchased the building with a down payment and a yearly mortgage payment to be secured from Independence. But Independence suddenly changed its mind and bought the property back from NSA. Deeds on file with the clerk of the District of Columbia reveal that NSA sold the property on October 20th, 1965, to the First National Bank, but that the bank was acting as a "trustee under an undisclosed trust." The undisclosed party is Paul Hellmuth, who secured the property, and leased it to the Independence Foundation which turned it over to NSA for the 15-year free rent agreement.

Shortly after NSA moved into its new plush Washington offices in the fall of 1965, a reporter from the Washington Post, who was doing a feature article on NSA, asked NSA President Phil Sherburne who was paying the rent on the building. Sherburne refused to divulge this information. This secrecy in protecting the names of NSA's benefactors was not unusual. In fact, NSA has never made a full financial accounting to its own Congresses.

The Independence Foundation has served NSA's overseas operations in other indirect ways. It has provided a number of scholarships for former NSA officers, usually in the neighborhood of $3000 per year. The purpose of these scholarships was to enable former NSA officers to function as overseas representatives where they were free to make contacts with foreign student unions and roam as free operatives for NSA, sending back periodic reports. Ostensibly, the overseas representatives were supposed to be in overseas universities, but this was entirely pro forma.

Independence has not restricted its largesse exclusively to NSA. In the period between 1961 and 1965 it spent $180,000 in financing an interesting operation known as the Independent Research Service (IRS). This was the organization that made life so miserable for the organizers of the communist-leaning world youth festivals in Vienna in 1959, and in Helsinki in 1962. The Independent Research Service actively recruited a delegation of hundreds of young Americans to attend the festivals in order to actively oppose the communists. The travel expenses of all the delegates were fully paid for and the bill was footed as well for a jazz group, an exhibition of famous American painters and a daily newspaper printed in five languages, all of which accompanied the delegates.

Although the official position of the NSA Congress was not to participate in the youth festivals, important NSA officers and ex-officers were very active in the Independent Research Service activities in Vienna and Helsinki. The director of the IRS during the Helsinki Youth Festival was Dennis Shaul, who was elected NSA president shortly thereafter. Shaul has also been the recipient of one of the Independence Foundation's "scholarships" in 1964.

When questioned by a Ramparts reporter about some of the activities and sources of funds for his Independence Foundation, Mr. Hellmuth, a normally outgoing man, became guarded and curt. He refused to divulge the addresses or any other information about the money which had been donated to both of his foundations. However, he was quite voluble about his close friendship with the officers of NSA. ..."
