Tim Gratz
The Court of Appeals decision in the case of Morley v CIA refers to a "Memorandum of Understanding Regarding Continued Obligations of the CIA under the JFK Act", dated September 30, 1998 and executed by the ARRB, NARA and the CIA. Does anyone have a copy of this document? The Court of Appeals states that under its terms, NARA itself should be making claims for the Joannides documents. Tim Gratz
I noticed in the Recommendations of the ARRB it recomended just such a memorandum involving the NARA, the CIA and the FBI. In the Morley v CIA appellate opinion the court lists the parties executing the memoranum are identified as ARRB, NARA and the CIA. What happened to the FBI?
