Obstruction of Justice Charges - Federal or State?

Can someone read this definition of Federal Obstruction of Justice charges and

render an opinion as to whether or not either Federal or State Obstruction of

Justice charges could be brought today for Conspiracy to Commit Murder

either on a State level or Federal level without running afoul of any Statute of

Limitations rules? I would be curious to find out. Of course, there is no

Statute of Limitations for Murder but how about for Obstruction of Justice

Charges relating to a Conspiracy to Commit Murder in the JFK case for example?
