The author obviously has not visited NARA in a long time, the cost per page used to be .10 cents in 1994, but not too long ago, the Archivist of the United States under George W Bush raised the price to .50 cents a page. It may be slightly lower now, but still obscene, considering that Office Depot can do it for .09 cents a page.

Declassified NSA Documents

It's a long list. These items are not online; they're at the National Archives and Records Administration in College Park, MD. You can either ask for copies by mail under FOIA (at a 75 cents per page) or come in in person. There, you can read and scan them for free, or photocopy them for about 20 cents a page.
