Plan the assassination as more than a generic plan not actually assigned to the Assassination of JFK? IMO, the jury is still out on this question. If Allen Dulles had foreknowledge that military intelligence was going to murder John Kennedy, that is quite an indictment of the man. Ditto Lyndon Johnson and Hoover.
