The US Congress, in establishing the HSCA and ARRB, said they were trying to restore the public's trust in government by investigating the assassination (HSCA) and releasing the records (ARRB), and cited the public's opinion on confidence in government and not belief in conspiracy, though the percentages are similar.

As Jim D said, according to the PEW poll that dates to 1958 (third graph), the American public's confidence in their government was at its highest - near 70% shortly before the assassination and release of the Warren Report, when it began its decline and never to recover.
