Problem of the Social movement "World Luganshchina" – to be closer to the people and to open doors of "imperious" offices where people can't reach, – the Head of LNR, the Chairman of ODES "World Luganshchina" Igor Plotnitsky during a ceremonial opening of the Regional public reception of ODES "World Luganshchina" declared today.

The reception began work in Lugansk to the address: Karl Marx St., 7. The first personal reception here was carried out today by Igor Plotnitsky, on reception 3 inhabitants of the Republic addressed: mother having many children, single mother and pensioner. Questions of receiving social payments on children, acquisitions for them of clothes and food, problems of receiving pensions, delivery of health care were brought up. The part of questions was solved during personal reception. Also addressed received explanations of profile ministers of LNR about an order of the appeal to medical institutions, the course of social payments. Igor Plotnitsky gave instructions to ministers to resolve the questions which are brought up during a reception of citizens and took their performance on personal control.

As it is planned, the reception of citizens in the Regional public reception of ODES "World Luganshchina" will be carried out by the top officials of the Republic, heads of the profile ministries, deputies of National Council of LNR.

In all cities and areas of the Republic it will be possible to study the schedule of work of the Regional public reception, and also public reception ODES "World Luganshchina" in printing mass media soon.

He said today’s shelling of the Pervomaiskaya mine demonstrated that the Kiev side had not pulled 120 mm mortars from the vicinity of the town of Zolotoye, "The firing distance of these weapons is five kilometres," Deinego added.

Delayed implementation of Donbas special status decree affects peace process — LPR, DPR

MOSCOW, March 10. /TASS/. Civil-military administrations that Kiev plans to create in the Donetsk and Luhansk regions will become zones of military tyranny, parliament speaker of the self-proclaimed Donetsk People’s Republic (DPR) Andrey Purgin said on Tuesday.

Preservation of civil institutions allows to receive around 20% of "objective information about the situation" on the territory, Purgin said.

"Setting up civil-military administrations in fact classifies it [the information]," the speaker was quoted by the Donetsk News Agency as saying. "In fact, it [will become] a military zone, a zone of military tyranny," he added.

Kiev’s first steps in this direction can already be seen, Purgin stressed. "Endless minefields which they [ukrainian forces] set up despite the fact that Ukraine signed an international protocol, according to which it has no right for mine-laying. One more example is a system of passes, when people sit and wait for three-four months to receive passes, but then realize they will not get them at all," Purgin said.

On February 26, Ukrainian President Petro Poroshenko signed a decree on creating civil-military administrations in Donbas regions controlled by Kiev, where local government bodies cannot exercise the authority assigned to them by Ukraine’s constitution and legislation.

According to the law, civil-military administrations of settlements will be formed from "servicemen from Ukraine’s military units, law enforcement representatives." These administrations will exercise their authority until the newly elected local government units are inaugurated into office.

The law stipulates that it will expire a year from the date of its publication, but its authority can be prolonged by the presidential decree.

According to him, Ukraine actually unilaterally left all conventions on human rights and the civil rights. "Introduction of military authorities — is the last blow to those people who can receive at least some information (about a situation in the region – primas. It is given)" — he emphasized.

MOSCOW, March 10. /TASS/. Ukrainian troops have violated the ceasefire regime more than 400 times after the signing of the peace agreements in Minsk, Eduard Basurin, a spokesman for the defence ministry of the self-proclaimed Donetsk People’s Republic (DPR) said on Tuesday.

"Since February 12, when the peace accords were signed in Minsk, the number of episodes of targeted shelling of our positions by Ukrainian troops has exceeded 400," he said, adding that Ukrainian troops had shelled DPR positions 20 times in past 24 hours.

According to Basurin, the most difficult situation remains in the vicinity of the Donetsk airport and south of Mariupol, where Kiev is pulling units of armored vehicles and servicemen.

"Here, random shelling of our positions from firearms and mortars continued all through yesterday. As many as 18 episodes of shelling were reported from the vicinity of the airport," he said, adding that one DPR serviceman had been wounded.

"Despite its loud accusations against us, the Ukrainian side is sparing no effort to hamber or block the activity of the monitoring mission of the Organization for Security and Cooperation in Europe (OSCE) in territories under its control, where it openly violates the Minsk agreements of February 12," Basurin underscored.

KIEV, 10 March. /TASS/. Ukrainian commanders of the security forces that are engaged in a military operations against people’s self-defense militias in the south-eastern Donbas region, have promised to pay cash rewards by March 20 to their personnel for disabled combat equipment of the militias, spokesman for the military operation staff Vladislav Seleznev said on Tuesday. He admitted, however, that not a single payment has been made so far.

GENEVA, March 10. /TASS/. Humanitarian conditions in war-torn east Ukraine regions controlled by Kiev government forces are of special concern, the United Nations High Commission for Refugees told reporters on Tuesday.

Conditions in the northern part of embattled Donetsk and Luhansk were "particularly appalling" due to electricity and water shortages caused by shelling, the agency's William Spindler said.

"Of special concern was the situation in regions controlled by the Ukrainian government," Spindler said. This was worsened by lack of access to allowances and services previously provided by the central government and notably by restrictions on the movement of people and goods, he added.

The world council of the world and the Brazilian center of solidarity with the people and fight for peace supported requirements of labor unions of Donbass about the termination of war against civilians and called for dissolution of NATO.

"The Brazilian center of solidarity with the people and fight for peace opposes the war imposed by the central power of Ukraine in the east in which civilians perish. "Labor unions urged mankind to stop massacre which proceeds, despite the recent Ceasefire Agreements signed in Minsk. While the USA and the EU leaders bring to this region of a consequence of their conflict to Russia, the civilians represented by the authorities and the international mass media as "terrorists" or "the pro-Russian separatists" become the victims, – is told in the document.

His authors call also for immediate dissolution of NATO.

"We categorically condemn the cruel and criminal aggression which is carried out by the Ukrainian army and fascist fighters who are supported by imperialists. They are accomplices of massacre of the Ukrainian people and revival of fascism on the European continent. All our efforts together with Ukrainians are directed on fight against fascism and imperialism! We – for the termination of murders of civilians and prosecution! For immediate dissolution of NATO!" – it is said in the statement of the World council of the world.

Residents of the settlement of Chernukhino Luganskoy of the National Republic are gradually restored to peace life after retreat of the Ukrainian national guard. First of all they should rebury bodies of relatives which during military operations they interred directly under windows of the houses.

During shellings of national guard in Chernukhino for some months tens civilians were lost. The Ukrainian soldiers didn't allow relatives to bury people on a cemetery: civil it was forbidden even to go outside.

People lived in dread since July, 2014 and only now had an opportunity properly to say goodbye to the family who became the victims of shellings of VSU.

On the suburb of the settlement of Chernukhino fighters of commandant's office help to rebury the killed civilians. Their stories repeat one another: the native daughter under attacks hastily wrapped a body of the 70-year-old mother in a blanket.

— Here killed the aunt Valya Dikova. Four days it dead lay about the cellar where simply I didn't manage to reach — the resident of the settlement Alexander tells. — Then, when rebels provided a corridor, her body put on a cover and powdered from above. Show terrible.

All fields in a radius of two kilometers from Chernukhino are pitted by blindages. The Ukrainian army left the positions in a hurry, threw a lot of provisions and personal belongings, many hurriedly lost the badges of the Ministry of Defence of Ukraine.

In the same place, in the field, hundreds of shells for armored machinery are thrown. The Ukrainian soldiers didn't take away with themselves an infantry fighting vehicle and self-propelled artillery installation. Now the semi-broken military equipment is useful to rebels.

Some more groups of the Ukrainian army were based near railway station. From a dispatching tower the sniper fired at rebels who tried to break to the settlement. When the national guard receded, for itself blew up buildings and mined the territory. LNR separatists daily comb the territory of the settlement to neutralize shells which still find in the different Areas of Donbass.

Nevertheless even on this background the local population gradually gets used to peace life. Chernukhintsa come back to the settlement and as can restore that escaped.


Slavyansk. The Ukrainian journalist on a question to whom locals trust, receives the unexpected answer.

In the published video it is visible that without exception the interrogated inhabitants trust everything to Putin and don't trust the president of Ukraine.

The Ukrainian mass media deceitfully commented on results of poll:

"But, to be fair, it should be noted that it is answers of pensioners with a sovok mentality for which Putin's idea about revival of the USSR — is a god-send".

"It is possible to assume whom these people navybirat in local authorities. Such excited grandmothers and grandfathers in large quantities took part in occupations of administrations, than helped fighters" — probably journalists hint at need of further toughening of totalitarian regime in occupied territories.

In reality the lie of the Ukrainian mass media is visible with the naked eye — on shots it is clearly visible that among the interrogated Poroshenko's opponents the considerable percent is made by young women.

Whether often we noticed such faces and views in crowd, on the screen? Alas, it isn't frequent – the western promotion focuses to try to discover another, to pay attention to other idols created for "plebs" – selling businessmen from policy (or politicians from business – without difference), is frequent - densely headless and callous bottoms - sex, sport – and the devil knows what else idols.

That that among our Russian world devotees, for whom "force in the truth, but not in money" remained is more valuable. They are now on an edge of the geopolitical fight untied by the West against Russia going so far in the territory of the former Ukraine. It is an outpost of the Russian civilization, the Russian world. If the West breaks it – war will come and to Russia.

Our heroes weren't mobilized, not paid their civil and a feat of arms. Simply they couldn't reconcile to illegal seizure of power, that putshists dispatched over the seized country retaliatory groups for suppression of all discordant, dissidents, didn't reconcile to murders of women, old men, children … Or all this isn't present in Ukraine? Or to forgive, forget about the atrocities recorded by thousands of certificates? To stay at home in an hour when the huge part of the Russian world located because of Bolshevist policy of the 20th years in the territory of the country by the name of "Ukraine" appeared after the western revolution in sionobanderovsky occupation when others boot tramples down the Russian land again, and fascists in large quantities kill Russians and Russian-speaking citizens of Ukraine. At borders of Russia the genocide of Russians proceeds: mass executions and terror against all dissidents didn't stop after the Minsk truce at all.

Every day – new certificates of crimes of fascists. That at Judaic shepherds as gun meat "ukropsky rams" – a role doesn't play. These iudushka sold both a Slavic brotherhood and orthodox belief long ago. And sold themselves and the country for a penny. Jews again dissolved them and part as suckers. Many of Bandar-logs still didn't understand that their country with all it, the riches which yet aren't stolen, to the people of Ukraine don't belong any more. Novorossiya in the 19th century - an example of the most successful capitalist development in the Russian Empire. Nationalist promotion of times of decline of the Union is remembered – in USSR is most of all developed in Europe of metal, the electric power, coal and so forth and so forth. And who for such country in the 91st year would vote? Or the main thing – "незалежнисть", and there no matter what happens? Well, for "elite" "незалежнисть" it is necessary for assignment of public property, "deriban" of the budget. Whether it was only necessary to the died-out and not been born generations? You won't ask any more...



First Russian-speaking citizens of Ukraine "with understanding" treated what lost opportunity to train children in the language – that bad if the child well knows the second language? Here still again governors schemers "nakhitrit" with concept of "native language". What it is language which you speak, or language of ancestors? Plus huge most of citizens – result of mixed marriages and the nationality between Russians and Ukrainians can't define (who more native and closer – mother or the father?) The result is deplorable – both languages don't know the majority of youth enough. And Shevchenko and Franco's fine language disappears. It is replaced violently with the ugly, artificially created "Newspeak". A main goal of creation of "Newspeak" - as it is possible further from Russian, that the Ukrainian of Russian and vice versa as earlier, didn't understand. And adherents of "Ukrainization" disdain correctness of a proverb "love can't be ordered". And after all Ukrainian now even more often causes disgust and rejection, being associated not with Khmelnytsky, Shevchenko, Franco (who, by the way, themselves never as Ukrainians was considered), and with Abver Banderoy's agent, the agent CC Shukhevich, etc. of an iudama.



To the real, but not "sharovarny" patriots of Ukraine to see and understand it it is sick. One of them told me: "Yes these bander offend my language, forcing it to learn! They would forbid not Russian, and wrote cool books in Ukrainian, shot movies interesting, telecasts. And Russian let will be the second state – to whom from it worse? Gradually impossibility of training, viewing of movies, performances in court, readings the same summaries to drugs and so forth and so forth in the native language caused discontent and bewilderment – why so? Why in the European Finland "the former invaders" Swedes make 4% of the population, but Swedish of the second state, and we, a half of the population, living besides on lands of the Wild field, won and occupied by our ancestors, have to bear inconveniences and humiliations? Of what we are guilty? We didn't win Ukrainians, ourselves in the majority identify ourselves as Ukrainians (thanks to the Soviet promotion). If we are descendants of invaders – let's return the earth of Turkey and to the Crimean khanate (and at the same time to Poland, Hungary, Romania). Or we will go further – we recognize as a mistake liberation of Ukraine during the Second World War and we will ask Germany to withdraw the territory of Ukraine? You look and the standard of living at last will come nearer to German! Besides Turks, Romanians, Germans … for certain will have more respect for our cultural rights than "svidomy" compatriots.



Here such deaf discontent of the Russian-speaking majority grew ripe in Ukraine. And here among "politicians" (is more true - businessmen from policy) who hurried most of those (generally – in words) to refuse language in which to them mothers lullabies sang (we will remember the classical – "give to the capitalist of 100% profit – it and mother will betray"). Here and all Russian-speaking shobla: Kolomoysky, Surkis, Firtash, Pinchuk, Bogolyubov, Khoroshkovsky, Novinsky, Zhevago, Taruta, Yaroslavl, Tymoshenko, Poroshenko … and iudushka from Slavs, such as the former Crimean prime minister Kunitsin or the boxer Klitschko (if it, of course, not Ettinzon). The last it is unexpected for many (who doesn't understand that it not an independent figure, but the conductor of the western strategy "divide and dominate") I became the zealous adherent of uniform state language (who learned much later German). The answer is obvious to the real European …

From where this "love" to foreign language and ignoring of the native? Everything is simple - "divide implementation of the western plan and dominate"!



If the first Maidan was almost bloodless, the second Ukrainian "color revolution" (red-black or brown?) initially I differed in extreme exasperation from the military wing of protesters prepared by the West – so-called. "The right sector" with frankly fascist slogans and symbolics. As at the head of the Ukrainian fascists Banderovites there were Zionists – a riddle, considering their mutual I am ferocious hatred. For a start to defile history of the people — why there was Leningrad to protect with such victims, why with such victims was to take Kiev, Berlin etc. Then questions follow — for what reason in general to help some Russian-speaking "Ukrainians" in Ukraine? In too time in close prospect without the aid of Russia Novorossiya's victory isn't possible because that we battle not simply to the Kiev junta, and to her owner - the West. What minuses of recognition of Novorossiya by Russia?

The remained Ukraine across the ocean won't depart, won't become 51 states of the USA. Life will force to learn to agree and live to neighbors in new realities sooner or later.



Pluses of recognition of Novorossiya by Russia.



If Novorossiya takes place only within the territories of Donbass freed from junta so far – bloodshed will be stopped, Russia will prove to the whole world that monopolarity is finished, the Russian Federation protects the people and the interests till the end and to anybody and anywhere won't allow to touch, the Donbass industry remains tied to Russia, Ukraine won't be able to become with permanent territorial dispute the full member of NATO, threat to the South of Russia, including to the Crimea from the territory of Donbass will disappear, new millions of Slavs will favorably affect a demographic situation in Russia.

Because it is finally clear that no dialogue with usurpers of the power in Kiev is possible. You represent "a round table" of prisoners of Auschwitz and Gestapo men? Though why Auschwitz? What to do for the Victory in the conditions of occupation? In conditions when our activists are kidnapped and kill? The modern Reich - America gives help in conditions when SBU all modern (including means of electronic espionage) means? The same that our grandfathers - great-grandfathers in the forties did of the last century. Everyone owing to the opportunities.



Those who can be a partisan, participate in diversionary groups liquidate representatives of occupational administration, – always there was a minority. In the same years of the Second World War only more or less considerable part of the occupied population was a partisan. The others can boycott and sabotage all actions of invaders, harm to them who as can, get the weapon for "hour X", learn to shoot, not to pay extortionate taxes and utility payments of this power – our money they will spend for fight against us, to look for adherents (without forgetting about conspiracy, "wiretap", traitors, cowards and provokers). Yes, the majority of them were deceived by the western propaganda machine. But it not their wine, but their trouble. In the 90th years and most of Russians nadurit fairy tales about capitalist "a paradise jackpot of equal opportunities". Now in Russia only the feeble-minded believe that any can become an oligarch or is honest earn not that billions, and millions. In Ukraine visionaries weren't translated yet. But it only while. I wrote also that anything offensive in the name "maloross" isn't present. Analog in Poland — Small Poland with the center in Krakow and Great with the center in Warsaw. However most of citizens of Ukraine identify themselves Ukrainians (including many millions Russian-speaking). Here "thanks" needs to be told also the Soviet promotion. The vast majority of "Ukrainians" don't even know that the Zaporozhye Cossacks considered themselves as Russians that Shevchenko considered himself "malorossy", and Franco took offense if him called the Ukrainian, but not the Russinian.

Perhaps, in the future there will be a change and Ukrainians will call themselves by "malorossa". But today the majority of them perceive this term as an insult. 4) further the nonsense reads off scale — the author advises when obtaining the agenda to frighten the military commissar by complaints in prosecutor's office, court and SBU (I represent a Homeric laughter of the military commissar) where this complainant will appear after such statements in the fascist country if not in the scorching heat of fights?

At the same time, as shows experiment, the easiest way of "a slope from a mogilization" in Ukraine: to neither the recruit, nor his relatives not to receive the agenda. Delivery of humanitarian aid to socially unprotected categories of citizens began in Lugansk. I reported department concerning work about it and social protection of the population of Lugansk city council.

According to him, start of own farmpredpriyatiya will allow to realize preparations at lower prices.

"Now we conduct negotiations on resumption of work of our plants. They will strongly influence price policy", – Solyanik noted.

He reported that in the nearest future in LNR will begin work "Himfarmzavod".

"They already renewed documents, underwent all testing, all sanstantion, received allowing documents. In the nearest future the plant is started, it will work at full capacity, the raw materials for its work are already ordered. Our plant made, generally preparations of cardiogroup. Namely these preparations are now especially necessary for people", – told the deputy minister.

Igor Solyanik emphasized that Ministry of Health will buy production from the enterprise.

"After start of plant on base of the Ministry purchase of the vital preparations will be carried out. I will emphasize – purchase, the plant won't be transferred to balance of the Ministry", – he told.

According to the deputy minister of health care, in the Republic the pharmaceutical factory already works.

"Besides, the factory which was on balance of "Pharmacy" already works for us. It already made a certain quantity of production. All this production is present in the territory of LNR in full, and considerably influences price policy", – Solyanik told.

Salaries in LNR will be charged in that currency in which taxes will be paid more. It at a briefing in Luganskinformtsentre was declared today by the Minister of Finance of LNR Evgeny Manuylov.

We will remind that according to the resolution of Council of ministers of LNR coming into force since March 15 in the territory of the Republic for payment of goods and services use of four currencies – the Ukrainian hryvnia, Russian ruble, US dollar and euro is officially allowed. Respectively, when opening of settlement accounts by the enterprises in any of four currencies for choice, the budgetary receipts will also be in various currencies.

According to Manuylov to speak about prevalence or popularity of money supply of this or that currency it will be possible only in the long term – by results of the analysis of commodity turnover in LNR.

"Depending on with whom commodity turnover will be higher, that currency money supply will be in the Republic more. Will be more in dollars, so there will be more inflow of dollar to the Lugansk National Republic. Will be more in ruble – means, ruble money supply will prevail", - he explained.

"Therefore, and salaries we will pay in that currency in which taxes will be paid more", - the minister noted.

He also reminded that the senior population of Luganshchina already passed similar practice of "multvalyutny" payment of a salary.

"It was in the 1990th years: our part of a salary was paid in the Soviet ruble, and part of a salary – in karbovanets of Ukraine. And only then over time karbovanets replaced with hryvnias", - Manuylov told.


The head of LNR Igor Plotnitsky the decrees appointed heads of three administrative units of the Republic.

In particular, Andrey Valeryevich Sukhachev, earlier the acting as the mayor is appointed the head of administration of the city of Sverdlovsk and Sverdlovsk area.

Yury Anatolyevich Kondratenko who was also earlier working in this position with a prefix of "deputy" is appointed the head of administration of the Red Beam.

"Kiev blocks delivery to LNR of humanitarian aid for the population. What actions are taken by mission of OSCE in order that the central authorities of Ukraine carried out point No. 7 of the Minsk agreements on Ukraine? The second question — restoration of full social and economic communications between the republics of Donbass and Ukraine, renewal of payment of pensions, grants for inhabitants of LNR and DNR. The third question — procedure of carrying out the local elections in Donbass provided by the Minsk agreements. According to statements of some People's Deputies of the Verkhovna Rada of Ukraine, any changes in the Constitution of Ukraine and, especially, adoption of the relevant law aren't even planned. To resolve this issue, the help of mission of OSCE too is necessary" — the chairman of Federation of labor unions of LNR noted.

"Members of labor union — it always a voice of any country of the world. We are very glad to work with you in the offered format — a format of the working group. That we could hear further opinion of inhabitants of Donbass and collect the most reliable information" — Patrick Davin emphasized.

The head of LNR Igor Plotnitsky signed the decree "About the Organization of Mobilization Preparation in the territory of the Lugansk National Republic".

It is specified in the document that in pursuance of requirements of the Law of the Lugansk National Republic "About mobilization preparation and mobilization" it is entrusted to Council of ministers in two-month time:

to organize development of mobilization plans for satisfaction of needs of the state, National militia of LNR, other military formations and bodies, special formations and needs of the population in a wartime;

to define an order of the conclusion of contracts (contracts) on performance by the enterprises, establishments and the organizations of mobilization tasks (orders) and providing the specified tasks (orders) with material resources;

to define an order of financing of actions for mobilization preparation and mobilization.

To executive bodies of the government, city and regional administrations, local governments, the enterprises, establishments and the organizations irrespective of forms of ownership it is entrusted "to accept in two-month time orders (orders) on the organization of mobilization preparation" in the divisions entrusted to them, to create mobilization bodies according to article 13 of the Law or to appoint the workers responsible for conducting mobilization work".

The decree it is also offered "to render executive bodies of the state and local government, the enterprises, institutions assistance to a military commissariat on mobilization work; to organize the account and booking for mobilization and on a wartime of the citizens staying in a stock and working in executive bodies of the government, local governments at the enterprises, in institutions and the organizations irrespective of forms of ownership".

The parties have to take away the arms on equal distances, thus Kiev — from the current line of contact, and DNR and LNR — from the line recorded by the Minsk memorandum of September 19.

"We took completely away all heavy artillery systems on the distances installed by these agreements, we are ready to carrying out verification of the areas adjoining the line of contact from monitoring mission of OSCE and the Joint center for control and coordination of a ceasefire regime" — Basurin emphasized.

The plan of measures on implementation of the Minsk arrangements coordinated on February 12 by Contact group assumes immediate and comprehensive ceasefire in Donbass since February 15, branch of heavy arms, creation of a safety zone, the beginning of payments of grants and pensions to inhabitants of DNR and LNR, and also the constitutional reform in Ukraine which result has to be a deep decentralization of public administration.

Dear madam Kantsler, dear sir President!

We are compelled to address to you as to guarantors of the Minsk arrangements, with a request to put pressure upon Ukraine, up to introduction of personal and economic sanctions, for coercion of its management to performance of the Package of measures approved by contact group on February 12 this year in Minsk with your active participation.

Ukraine frankly sabotages and doesn't fulfill the assumed liabilities. First, the Ukrainian security officers break the schedule of branch of heavy arms and don't provide information on new places of its dislocation to what observers of OSCE testify.

Secondly – and this main thing! – The Verkhovna Rada didn't even begin procedure of consideration of the resolution with the indication of the list of regions of Donetsk and Lugansk areas which are allocated with the special rights according to the law of Ukraine "About the special status of Donbass". Thus 30 days which are taken away for implementation of this decision according to that "road map" which is approved in the Package of measures on implementation of the Minsk agreements expire already tomorrow, on March 14.

In return we confirm commitment to the Minsk arrangements and readiness for full and exhaustive political settlement of the conflict.

Besides, we want to pay your attention that, contrary to the Minsk arrangements, proceeds and even economic blockade of our Republics from the Kiev mode amplifies.

Germany and France promised to render assistance in restoration of bank infrastructure in the region. But Kiev, on the one hand, rejects your help, and with another – does nothing in order that the banking system in our Republics earned.

As a result of military aggression of Ukraine the economy is in our Republics on the verge of collapse, pensions and other social benefits are still not paid. Deficiency of hryvnia reached such sharpness that citizens and small business already make calculations in any available currencies - euro, dollars, rubles.

Because Kiev isn't going to take any actions for correction of an economic situation, we address to you as to guarantors of observance of the Package of measures on implementation of the Minsk agreements, with a request:

1. To send to Donetsk and Lugansk experts from your countries for the methodical help in restoration of a banking system of Donbass. We in return guarantee safety, both for your experts, and for the persons accompanying them.

2. To forbid entrance on the European Union territory for crimes against humanity concerning our people, for mass human rights violations, destruction of civilians by means of military terror and economic blockade to the following citizens of Ukraine: Yatsenyuk, Poltorak, Turchynov, Avakov, Lozhkin, Kolomoysky.

The head of LNR Igor Plotnitsky signed the decree "About Features of Work of Outlets" which forbids work of "objects of trade of all forms of ownership" from 22.00 till 08.00.

"To forbid work of objects of trade of all forms of ownership, including realization of alcoholic beverages and tobacco products, from 22 to 08 o'clock 00 minutes", - it is told in the decree placed on the Republican information portal.

As it is noted in the document which already came into force, this decision was made "for the purpose of decrease in a criminogenic situation in the Lugansk National Republic".

The judicial system in the Lugansk National Republic won't be the copy of neither the Ukrainian nor Russian judicial systems. The chairman of committee of National Council of LNR concerning state security and defense, work of law enforcement agencies and judicial system, legality, protection of the rights and freedoms of the person and the citizen Konstantin Matsyuryak reported about it at a briefing in Luganskinformtsentre today.

"It, really, at us unique because it isn't similar neither on Ukrainian, nor to the Russian. We have no such judicial body as the constitutional court, there are no such bodies as economic and administrative court", - he reported.

The head of committee told that within the concept of construction of judicial system in the Republic the Supreme Court will execute function and the Appellate and Constitutional court. And the Arbitration court will assume functions of economic and administrative vessels. Won't be in LNR and world court which exists in the Russian judicial system.

"We proceed from the budget of our Republic. We not such rich to have a large number of judges", - Matsyuryak explained.

Donetsk, 14 Mar — is GIVEN. From next week the authorities of DNR enter a new bus route which will connect the capital with the Russian city of Sochi. Reported to Donetsk news agency about it in the ministry of transport of the republic.

"Since March 16 with assistance of the ministry of transport of DNR the new bus route of the international message Donetsk-Sochi opens. Permission to transportation was got by the Lyuks-Express enterprise. Weekly flights will be carried out from the Southern bus station of Donetsk by MAN 2000 buses with a capacity up to 50 people" — noted in transport department.

Also two additional flights by the message Donetsk-Moscow which will go from the Southern bus station of the capital, and as much routes from Donetsk and Snow in the Rostov direction are entered into the schedule.

The journey price in the Rostov direction varies from 190 to 300 hryvnias. The cost of the ticket depends on fullness of the bus, a departure place (Snow or Donetsk). Concerning purchase of travel cards from Donetsk to Sochi it is necessary to address to cash desks of bus station. It is noted also that flights where the price of the ticket doesn't correspond to the cost declared by department, are illegal and officially aren't registered in Ministry of Transport of the country.

In department of the DNR motor transport also declared plans to connect DNR with St. Petersburg, the Republic of Crimea and South Ossetia.
