The so-called Package of measures also determines further ways of settlement by implementation of the Minsk Agreement, including, modification of the constitution of Ukraine and carrying out local elections.

"The operational situation in a zone of responsibility of the Case of National militia of LPR continued to remain difficult. AFU in defiance of the Minsk arrangements strengthened group of the troops in areas of settlements the Village Lugansk, Happiness, Trekhizbenka and Gold", - he told.

"Through differentiation they continued to hold events for military preparation with use of tanks, the IFV and the armored personnel carrier", - Kozlov explained.

"Such actions and now continue to be carried out near settlements of Trekhizbenk, Crimean and Nut and Donetsk", - marked out the Chief of Staff of National militia.

"To the line of differentiation of AFU divisions of engineering troops which are ready to guide pontoon crossings through the river the Seversky Donets in several places" were tightened, - it specified.

"This situation says that the opponent prepares for active phases of military operations", - Kozlov emphasized.

In DNR the Republican guard is created

Declared to the Donetsk People's Republic creation of Republican guard which part more than three thousand people are. Frame of guard is made by the skilled, trained fighters who have a vast experience of military operations.
In guard there are divisions of a special purpose. Now these divisions carry out active preparation, and also fulfill skills of maintaining internal and foreign intelligence.

Voluntary battalions of Ukraine last week received the order to leave till April 1 a zone of so-called "anti-terrorist" operation, however Kiev to them – not the decree, its teams are ignored.

It is about the battalions created by the Ukrainian oligarchs from radical nationalists. These formations aren't a part of armed forces and refuse to obey the orders of the military country leaders. "The disobedience position" lets know that "owners" of voluntary battalions, to put it mildly, don't hurry to carry out will of the president Poroshenko and his team.

Since that moment when in the southeast of the country war began, among large politicians and businessmen there was a fashion on own mini-armies. The foundation to this trend was laid by the oligarch Igor Kolomoysky, the governor of the Dnepropetrovsk area (now being). He organized the battalion "Dnieper", and it was followed by the others. In total such "pocket armies" is, at least two tens.

These battalions are nicknamed "retaliatory" for terrible cruelty. But now, when peace arrangements of "the Norman four" are realized and private armies were out of work, they started decaying. Today in the east of the country numerous gangs of the armed bandits ready for a moderate payment to kill anyone ransack.

Naturally, they submit only to the owners. In a zone of power operation these private battalions carry out function of blocking detachments, but thus don't shun robberies and murders. In this field members of the extremist organization "Right Sector" especially differ.

Military experts call voluntary battalions "irrational army". That is, the army which doesn't have other mission except how to kill. And all the same, whom will be these victims: military or civil, or others. They had to kill also the Ukrainian soldiers who refused to shoot at civilians, both children, and old men, and own guilty brother-soldiers.

Thus he noted that these offers "not quite coincide with our offers directed earlier". Participants of Contact group in Minsk signed on February 12 the document providing in number of priorities ceasefire on Donbass about February 15 and the subsequent branch of heavy weapons which is earlier coordinated with heads of member countries of "the Norman four" (Russia, France, Germany and Ukraine). The so-called Package of measures also determines further ways of settlement by implementation of the Minsk Agreement, including, modification of the constitution of Ukraine and carrying out local elections.
