To that end, the German foreign minister promised, in his speech in Tutzing, that there would not be "an expansion of NATO territory to the east, in other words, closer to the borders of the Soviet Union." East Germany was not to be brought into the military structures of NATO, and the door into the alliance was to remain closed to the countries of Eastern Europe. Genscher remembered what had happened during the 1956 Hungarian revolution. Some of the insurgents had announced their intention to join the Western alliance, giving Moscow the excuse to intervene militarily. In 1990, Genscher was trying to send a signal to Gorbachev that he need not fear such a development in the Soviet bloc. The West, Genscher indicated, intended to cooperate with the Soviet Union in bringing about change, not act as its adversary. The plan that was proclaimed in Tutzing had not been coordinated with the chancellor or West German allies, and Genscher spent the next few days vying for their support. As Genscher's chief of staff Frank Elbe later wrote, the German foreign minister had "moved with the caution of a giant insect that uses its many feelers to investigate its surroundings, prepared to recoil when it encounters resistance." US Secretary of State James Baker, a pragmatic Texan, apparently "warmed to the proposal immediately," says Elbe today. On Feb. 2, the two diplomats sat down in front of the fireplace in Baker's study in Washington, took off their jackets, put their feet up and discussed world events. They quickly agreed that there was to be no NATO expansion to the East. "It was completely clear," Elbe comments. In July, Ukraine’s culture ministry labeled 567 actors, musicians and other artists “persona non grata,” banned from performing publicly for allegedly threatening national security. Included is famous French actor Gerard Depardieu, singer and composer Goran Bregovic and US actor Steven Seagal. Culture minister Vyacheslav Kirilenko said individuals listed are being investigated by Ukraine’s security service and defense council to determine what threats they may pose to the nation’s “territorial integrity.” Included are “117 Russian entertainers who are threatening Ukraine’s national security,” he said. After Bregovic visited Sevastopol in March, his scheduled Ukraine concerts were cancelled. Kiev authorities claimed he entered Crimea illegally - through checkpoints the regime doesn’t control. Last year, Seagal visited Crimea. He called US policy on Ukraine “idiotic.” He respects Vladimir Putin “as a brother.” He supports his Crimean policy. In mid-July, Ukraine’s interior and culture ministries as well as its security service banned award-winning Serbian film director/musician Emir Kusturica from performing in the country. A culture ministry statement said it’s “(t)o avert the risks of mass violations of public order, protest actions and disruption of events to commemorate the 1,000 anniversary of the death of Great Prince Vladimir of Kiev on July 28.” “It would be expedient for Emir Kusturica to refrain from giving a concert in Kiev on that day.” He’s persona non grata for supporting Russia’s Ukraine policy. Following up on the Public Law 86-90 story at www.globalresearch.ca entitled “US Congress and President Obama Officially Recognize Donbas’ Freedom! “Sputnik International interviewed Frank Costigliola, University of Connecticut Professor of History and editor of the Kennan Diaries. The point of the interview was to ascertain the validity of the US recognizing Donbass on the basis of “Cossackia” according to the Captive Nations Proclamation of 1959. During the interview professor Costigliola stated The 1959 US Captive Nations Resolution was meant to antagonize the Soviet Union and has no bearing on United States policy, editor of the diaries of the leading Cold War US diplomat George Kennan, Frank Costigliola, told Sputnik…He noted that the resolution does not reach the significance of a formal recognition of the listed countries by the State Department. A decision to recognize the People’s Republics of Donetsk and Lughansk “is a huge, huge step beyond the passage of this Captive Nations Resolution,” Costigliola argued. Moreover, the State Department could not have acted on the Captive Nations Resolution,.. Professor Costigliola has gone even further in a NY Times editorial giving president Obama sound foreign policy advice from the perspective of George Kennan. It’s worth the read. But is he correct to say that the Captive Nations Act has no impact on foreign policy? If Public Law 86-90 has never had an effect on foreign policy, I am in respectful agreement with the professor. If Public Law 86-90 has been acted on, I am in respectful agreement with the professor that it should never have been able to happen. The law as Stepan Bandera had it written should not have been enacted. But if it did happen, the genie is out of the bottle and I’m sure any court will agree once the precedent has been set, the law is applicable on all counts. The problem with the Sputnik interview is it started with the presumption that the law was never acted on and Donbass would be setting a precedent. I respectfully request that professor Costigliola review the abridged history found in this article that he could not have known and comment based on what would have been the correct question. If precedent had been set as early as the Vietnam War and can be shown in State Department policy affirmations, wouldn’t the same law apply to Donbass? From his New York Times editorial, Costigliola notes “In 1946-47, Mr. Kennan laid out his containment policy, intending to limit its application to the major power centers of the world, particularly Western Europe and Japan. He grew horrified as containment exploded into a global venture miring the United States in areas of marginal strategic importance, such as Vietnam.” Vietnam the pre-History of the war In this short case study of the Vietnam War, the professor’s assumptions are proven wrong. Dead wrong, to the tune of 58,220 American soldiers dead wrong. Proven, it shows Law 86-90 has unquestionable authority or at least enough for Americans to die for. In the professor’s defense, he wasn’t being disingenuous in the least. He was asked a question from the perspective of being a George Kennan scholar. Kennan stood against this happening. His “Containment” policies started being replaced by the policy of “Annihilation” as early as 1949. The story of how America got involved in Vietnam starts in 1951 when Stepan Bandera took leadership over the world’s nationalist governments in exile. He had already consolidated Eastern Europe to the point that even Wikipedia makes the links betweenall the Eastern European and Baltic States to their SS Nazi origins in the Captive Nations article. By making it a world encompassing effort Bandera knew even his OUN would eventually gain support. In 1951, Bandera set the agenda for what would eventually be “The Captive Nations.” This was reported in the January 1952 Ukrainian Weekly. By this time in WDC, the émigrés had become the darlings of the cold war. They stood behind Joe McCarthy and the China Lobby. In America by the mid-1950s, if you didn’t agree with the China Lobby foreign policy, you were unelectable. Among the leadership of the China Lobby were Marv Liebman and Yaroslav Stetsko. Causal Factors: Vietnam – Public Law 86-90 and the Foundation for War In 1954 Ngo Dim Diem became South Vietnam’s 1st President. He, along with Chiang Kai Shek (Taiwan), and Syngman Rhee (South Korea) was among Stepan Bandera and Stetsko’s closest friends and supporters. Ngo Dim Diem, true nationalist that he was,killed over 12,000 people he found disagreeable in one year. By 1958 Stetsko (Bandera’s émigré foreign minister) who had sworn allegiance to Hitler forever promised to deliver Nationalist (Nazi) states all over the world to guarantee the destruction of the Soviet Union for the United States. He was even able to make petulant threats to CIA director Dulles based on his relationship to Joseph McCarthy. Dulles didn’t want to meet with the nazi. In a letter petitioning Dulles for a meeting Stetsko closed with- “I am on and off in Washington, testifying before the House of Un-American Activities Committee and the House Committee for Foreign Affairs, and I feel assured that you, sir, will find the time to give me an audience.” The combined émigré community proved to be the ultimate political foot soldiers for McCarthyism. They wrote the questions and provided the testimony for Senator Joe McCarthy’s Un-American Committee crusade. They were literally SS Nazis deciding who was a good American. I wonder how much satisfaction the Ukrainian nationalists got out of labeling Jewish professionals “damn commies” and ruining countless lives just after World War II. Only a few short years before this they were murdering, raping, and throwing people into gas chambers at concentration camps. I guess they cooled their jets a bit to become more palatable in American society. These were the people America trusted to provide most of the intel (which was disastrous) for the Cold War. In 1959 the Captive Nations Resolution described by Bandera in 1951 was passed by a unanimous vote in Congress. Stepan Bandera lived to see this, his crowning achievement before he was assassinated. In July 1960, the nationalist émigré groups gained their first major victory in the fight to establish nationalism in America. New York City hosted the Stars and Stripes Gala Affair that punctuated the Captive Nations Week celebration. At the parade on the podium were every prominent Jewish leader, 87+ US Senators and US Congressman, New York’s mayor, the Governor, and the captive nations leaders, which included at least seven former Third Reich SS officers. The nationalist Ukrainians marching in the parade were from Banderas army in WW2. By this time the China Lobby Congress was primed for war. The McCarthy years and the threat of an accusation for being a communist sympathizer had done its job. The threat of a threat across the world in addition to all the provocative and embellished intelligence Congress was supplied took America to the brink of an ultra-nationalism it had not known since the “Business Plot” of the 1930′s. By 1960 this ultra-nationalism was so rampant in American politics that Nationalism (Nazism) was once again discussed as a virtue openly. It became the litmus test for electability. And we have also been brainwashed with another Communist basic tenet. They insist that love of country, the pride of a people in their history, their ideals and their accomplishments is wicked nationalism. Ever since the war, the Communist fronts, and the beatniks and the eggheads, have conducted a national chorus of denunciation of this wicked nationalism. Manifestly our religious organizations and our agencies for character-building in our youth are giving devoted service to halt this slump in morals. These agencies have need of every assistance. But there is a latent force in American life which could be of vital help. The nation needs a rebirth of a great spiritual force, which has been impaired by cynicism and weakened by foreign infection. You can call it nationalism if you will. - Former president Herbert Hoover 1960 Republican Convention The Vietnam War Public Law 86-90 Its Use and Ramifications In June 1954 Stetsko, Bandera’s second in command along with Marv Liebman founded the Asian People’s Anti-Communist League (APACL) in Taiwan. Its leadership was gleaned from Bandera supporters Chaing Kai Shek, Sygman Rhee, and Ngo Dim Diem among others. Liebman and Stetsko set the ideology and agenda for the group. This is important because they are the direct connection between Public Law 86-90 and the Vietnam War! In May 1964 the Asian Peoples Anti-Communist League (APACL) demanded help from the world to fight for Vietnam, for US help to bring the war to the communists: “He said this stand of the APACL represents the “unanimous wish of the Asian people… Every free nation should support the Republic of Vietnam, which is waging the war for the “freedom of the whole free world.” Its not surprising Ukraine is echoing these same words today. -Taiwan Today -May 17, 1964 article “APACL Leader Backing Up Vietnam’s Appeal For Help” Three months later the United States of America went to war against North Vietnam on August 2nd 1964. From this point onward North Vietnam existed according to its recognition as a state pursuant to Public Law 86-90. By 1968 Stetsko had increased the scope of setting up nationalist states worldwide under the umbrella of the World Anti-Communist League. The APACL was his crowning glory at this point in history. WACL’s second conference was held in Saigon, Vietnam in 1968. Public Law 86-90 Unleashed! Nestled inside the Captive Nations Proclamation is the only reference up to that point in history for the country of North Vietnam. It didn’t exist but was constantly referred to throughout the war and even today, 50 years later. This document is the only one of its kind. It recognizes a North Vietnam and a North Vietnamese people before the Vietnam War. Who were the American military fighting in Vietnam? America fought the North Vietnamese as per Public Law 86-90 showing it in play for the duration of the war through our current days. The United States Government Archives also refer to North Vietnam as a country where US soldiers died. The US Gov Archives confirm the validity of Public Law 86-90. 58,220 American soldiers fought and died fighting in a war against a country that first existed in the mind of Stepan Bandera and Yaroslav Stetsko. Why did America Fight the Vietnam War? The Real Reason Confirmed According to president Johnson who made these decisions: “I knew Harry Truman and Dean Acheson had lost their effectiveness from the day the Communists took over in China. I believed that the loss of China had played a large role in the rise of Joe McCarthy. And I knew that all these problems, taken together, were chickenxxxx compared with what might happen if we lost Vietnam.” Van Demark, Brian (1995). Into the Quagmire: Lyndon Johnson and the Escalation of the Vietnam War. Oxford University Press, p. 25 Against the backdrop of history, president Johnson’s reason for sending our troops to Vietnam was to protect Democracy. It wasn’t Vietnamese democracy, which didn’t exist in a fascist nationalist state. Our troops died in Vietnam to protect American democracy in the USA. President Johnson’s gambit was to put off the takeover or complete makeover of the United States of America and give our country a chance to step back, reflect, and hopefully choose Democracy. President Richard M. Nixon President Nixon deserves a write up of his own. Nixon at the very beginning was one of the early supporters of the China Lobby and the émigré populations. He was a friend to Chiang Kai Shek and Yaroslav Stetsko. He personally made sure the social fabric of our nation would start to embrace nationalism. With over 20 years of glad-handing and friendships with nationalist’s world-wide, once he got into office Nixon backed America away from the nationalists and ended the Vietnam war in spite of his long history with the émigrés. Nixon’s China policy infuriated them to the point he feared retribution from them. This is a sitting president of the United States fearing retribution from “anti-communist groups?!!” That alone should give you an idea of how large they have become. Over 100 countries were represented by this group led by Bandera’s Stetsko. Nixon was afraid at the next election cycle they would destroy him by supporting his opponent. The president of the United States walked on eggshells around them after supporting them for over 20 years. Cossackia Its true! Cossackia and North Vietnam only exist in Public Law 86-90. Trouble in both countries threatened the peace and stability of the entire world. Our war dead from the Vietnam War are heroes. Soldiers always are. Neither Cossackia nor North Vietnam should have been enshrined in our law for the past 56 years, but both are. Trouble in both countries was brought to our doorstep thanks to homegrown nationalists in the House and Senate listening to the émigré community. Neither country ever existed, but the people do. Because of the law both countries are recognized. If America presses on with the Ukrainian lies we will be at war with a country that didn’t want war with us. The Ukrainian émigrés will get what they always wanted which is an American body count in a war with Russia. They openly state these things, its time you believed it. The precedent has been shown in this one war. Does it need to be shown again in the one that preceded it? How about the ones that followed? It’s there. Research “the Middle East Solidarity Council.” As sure as the legal precedent has been shown in Vietnam, Donbass has been recognized by the United States of America just like North Vietnam was. Should we dishonor 58,200 families in America by telling them their loved one died fighting in a fictitious country against a people that didn’t exist? The most persuasive argument coming from the nationalists is that some people are critical of the law. The reason for this is the glass house argument. Ukraine is a country that didn’t exist before Stalin. They reject Stalin. Shown in the Global Research article, all the countries that make up Ukraine want their freedom as the payment they were promised by Bandera. The final implosion of the Ukrainian nationalists is not worth American time, lives, or tax dollars. Taking part in their war crimes by supporting them will clearly be a very costly economic mistake for those personally involved. Those that hope to duck underlengthy International Criminal Court proceedings need to take notice.The Glove Didn’t FitI don’t even need to say a word directly about what that sub-title references. You know already. When the glove didn’t fit the civil suits certainly did. But this time even the glove is a perfect match. The ICC has no business inside American law proceedings, which is much faster and has a history of dealing with large-scale class action suits. This will undoubtedly be the proper venue given the list of Federal law that has been broken. Since members of both Houses of Congress are also citizens, they may figure out the legal and political fallout fairly quickly. President Obama, it is the honor of your presidency at your own word to recognize the Cossack republics of DNR and LNR. It is as simple as honoring our war dead from Vietnam. US Public law intrinsically ties them both together. I know you didn’t have this information before this but now it’s in your hands. It’s time to stop the crimes of the Poroshenko regime and be the Americans we tell ourselves we are, once again. He has been daring, however, not to follow the political narrative of the government and Ukrainian nationalism at large. Therefore the authorities have been prosecuting him, and seem to take the final step in silencing one of the few remaining dissenting voices. Since May of 2014, the Ukrainian authorities, as well as extremist right-wing organizations, have repeatedly undertaken all manner of actions against the Vesti holding and its head Igor Igor Guzhva (the holding includes the newspaper, Internet site and radio station of the same name, the magazine Reporter and the television channel UBR). On May 22, 2014, the activities of the editorial team of the Vesti newspaper, which is the largest daily newspaper in the country, were entirely locked down by personnel of the tax police on the pretext that they were carrying out a search. It should be noted that this happened two days before the presidential elections in Ukraine, despite the moratorium declared by the authorities on checks on the mass media. It was at this point that it became known that there was an investigation into non-payment of taxes by Vesti. Toward the end of the summer of 2014, the investigation of this case stalled as a result of the clear absence of any crime, and the authorities decided to use different mechanisms to battle against the Vesti holding. Thus, representatives of the right-wing extremist groups, headed by the notorious Kiev neo-Nazi Oles Vakhny, who had previously been convicted for pogroms, smashed up the editorial offices in the summer of 2014. In September of 2014, the newspaper’s work was again brought to a halt under the pretext of a search, but this time it was not carried out by the tax police — it was carried out by the SBU, the Security Service of Ukraine — on the grounds of another fabricated investigation, this one into alleged offenses against the territorial integrity of Ukraine. This resulted from articles in Reporter magazine, where quotations of the opinions of separatists in the Donbass were given alongside the opinions of those supporting a united Ukraine. In addition, in the spring of 2015, distributors of the newspaper were subject to frequent attacks by representatives of extreme right-wing organizations. According to the investigation carried out by Vesti, the actions of the right-wing extremists against the newspaper were guided by the SBU. However, despite all these actions, the Vesti holding company continued to function. Thus, at the end of May of 2015, the authorities decided to return to the already forgotten “tax” case. By then, the State Fiscal Service of Ukraine, through a direct forgery of the evidentiary base, made a complaint against the founder of Vesti newspaper, the limited liability company Vesti Mass-Media (its director was Igor Guzhva) for the non-payment of 17 million griven (about $770,000) in taxes. The case was clearly fabricated. This is the background to the case: In 2013, when Vesti needed money to launch the project, it took repayable financial assistance from the firm Ledis. Many enterprises that are experiencing cash deficiencies/gaps operate in this way. According to the agreement, Vesti was to return the resources at the end of 2013, but this time period was later extended to the end of 2014. The tax authorities established the fact of the presence of the agreement on repayable financial assistance as well as that the banking payments were carried out under this agreement. In 2014, organs of the State Fiscal Service blocked the work of the firm Ledis and arrested its accounts. Because of the block, Vesti could not return the financial assistance to the firm. What did the tax authorities do? Without any grounds to do so, they requalified the repayable financial assistance as non-repayable and insisted that it be included in the gross income of Vesti Mass-Media LLC for 2014 and that income tax be paid on it accordingly. Changing the character of financial aid from repayable to non-repayable is a clear case of deliberate forgery and falsification. The authorities did this despite the fact that all the documentation, where it can clearly be seen that financial assistance was repayable, had been provided by the company to the fiscal authorities. It is clear that the tax authorities substituted the concepts and falsified the evidentiary base with one clear goal — to fabricate corpus delecti (the crime of non-payment of tax on profits). Vesti did not include the repayable financial assistance in its gross income because — according to article 135 of the tax code — this only has to be done where the debt is written off. That will only happen when the limitation period runs out, as it will after three years, in 2017. Such a norm is entirely logical, as Vesti was not in possession of any information as to whether the firm Ledis had passed on the right to retrieve the debt to third parties. Thus, if Vesti were to include repayable financial assistance into its gross income now and to pay taxes on it, then no one could guarantee that at any moment over the course of the next three years a third party would not make a claim for the retrieval from Vesti of the amount of the financial assistance. Similarly, the amounts paid as taxes, of course, would never be returned. Vesti is currently involved in legal proceedings with the tax authorities with regard to this matter. The chances that Vesti will win this case are very good. However, the criminal case, which is constructed on an obviously falsified base, is continuing to run its course, allowing the state authorities to carry out various repressive actions against Vesti. These actions include the freezing of accounts, the carrying out of “masked shows” (where masked officials carry out searches) and the arousing of suspicions. It was not long before the tax authorities acted. At the beginning of June, all 200-plus personnel of Vesti Mass-Media LLC, including freelance writers and employees who had already resigned, received summonses for interrogations. In mid-June, the editorial offices of Vesti were for a third time cordoned off — they were searched by the tax police. And, finally, in July of 2015, the editor-in-chief of Vesti newspaper, director of Vesti Mass-Media LLC and head of the Vesti holding, Igor Guzhva, was accused of non-payment of taxes. On July 29, it was announced that Igor Guzhva had sold his share in the capital of Vesti holding and left all of his posts there. Igor Guzhva himself has not commented on the current situation, but according to mass media sources, this decision could only have been taken under pressure that the authorities put on the investors in the project. According to a series of Ukrainian media exports, in order to improve relations with the authorities, the investors forced Igor Guzhva to leave the project. This, however, didn’t bring an end to the pressure being put on Igor Guzhva. On July 31, he announced that he was returning from his holiday to Ukraine, and on the same day the Ukrainian mass media carried reports that he was on police wanted lists and that he would be arrested on his return to the country. Guzhva deemed these reports to be an act of intimidation aimed at preventing his return to the country. Despite the risk of arrest, he returned to Ukraine as he had planned to do on Aug. 1. He wasn’t arrested at the airport, although representatives of the tax service presented him with a notification that he was being investigated. Then, in accord with the requirements of Ukrainian legislation, a court hearing was held at which restraints were to be set for Igor Guzhva pending the investigation. It should be noted that the article under which Igor Guzhva is being accused (non-payment of taxes) according to the Ukrainian Criminal Code does not provide for any custodial sentences; the maximum penalty is a fine of 400,000 griven ($18,333). Accordingly, there could be only one restraint imposed by the court — the posting of a bond/bail. If such a bond could not be posted by the suspect, then the court could impose another form of restraint and even arrest him. In view of this, the prosecutor’s office asked that the court set a record amount for Ukraine as the bond/bail — 17 million griven (which is 42 times more than the maximum amount of the fine that the article in question provides for). For comparison, those accused of murdering Buzina were released on bail of 5 milllion griven (about $225,000). One of the leaders of the Party of the Regions, Alexander Yefremov, had to post bail of 3.6 million griven (about $150,000) for his release. Obviously, Igor Guzhva would have difficulty posting a bail of 17 million griven, which would mean that the term of restraint that could be imposed on him would be arrest. At the same time, the unprecedentedly high amount of the bond/bail attracted a great deal of mass media attention to the case and a great deal of disapproval among the general public. In these circumstances, the court decided to compromise with the clearly repressive requests of the prosecutor’s office and reduced the amount of the bond/bail from 17 million to 1 million griven (about $45,000). At the same time, the court limited Igor Guzhva’s freedom of movement, forbidding him from going abroad or leaving the city of Kiev. The case is now being readied for court. However, Igor Guzhva believes that the authorities could attempt to bring new cases against him, which would allow stricter limitations to be imposed on him, even arrest. Igor Guzhva has also announced that unidentified individuals are following him. According to his statement, the secretary of the SNBO (National Security and Defense Council of Ukraine), Alexander Turchinov, is coordinating the actions of the authorities against Vesti and Guzhva. Answering a question as to why the authorities are continuing to put pressure on him despite the fact that he has left the Vesti holding, Igor Guzhva has said that this may be the result either of vengeance for his work as head of the holding and editor-in-chief of the newspaper, or a wish to prevent him taking part in new media projects. “The Vesti holding and I, as its head, over the course of the last year have provided an example of how a repressive state system can be resisted. That is what annoyed the authorities. I don’t count out the possibility that it is precisely for this reason that they are continuing to put this unprecedented pressure on me through clearly fabricated criminal cases. They’re putting pressure on me so that others won’t risk providing any resistance to the system,” said Igor Guzhva in one of his recent interviews. It should be noted that the authorities have accused Vesti of “anti-Ukrainian activities.” At the same time, the editorial team has denied these accusations and said that it is a blatant lie aimed at putting pressure on the holding. Igor Guzhva himself has always stressed that the editorial team has taken a pro-Ukrainian stance; but unlike many other Ukrainian mass media, it does not believe that a war is grounds to put a ban on any criticism of the authorities. The newspaper regularly published materials that raised acute issues in Ukraine — corruption, the impoverishment of the population, issues involved in mobilization and the leadership of military actions in the East; it has published the opinions of experts who have criticized the course taken by the authorities. In addition, Vesti was one of only a few Ukrainian publications that attempted to provide coverage of the war in the East from different points of view, giving an objective view of events and the opinions of people on both sides of the front line. Igor Guzhva, in one of his interviews in June of 2015, also stated that representatives of the authorities had approached him as co-owner of the holding with a proposal that he give (not sell, but give) a share in the corporate rights to representatives of the authorities in exchange for pressure being taken off him. Several years later, when it’s all over and nothing is left of their individuality, their chests swell with pride, and they frequently cry when they receive that stamped piece of paper, which in fact means only one thing: “Passed, accepted and certified – ready to serve and to be used by the Empire and its fascist regime”. Millions of foreigners are lining up for this lobotomy too. Those coming from the colonized and destroyed countries are often the most eager. Children of the elites are excited to receive the stamp of approval from the Empire, to be molded, to blend with the masses in Europe or North America. After “graduating” and after returning “home”, they hang their diplomas on the walls, add titles all over their name cards, increase their fees, and demand respect for their Western ways and their intellectual collaboration with the Empire. Then many of them get busy robbing and further indoctrinating their fellow-citizens on behalf of the West. In many countries there is no reason to even leave home. Western brainwashing is readily available through countless private Christian and “international” schools, through churches, “cultural institutions”, and of course, through the “entertainment”. Even such countries like China that can count on much greater and older cultures than that of the West, are now being dreadfully influenced by its own sons and daughters who have been programmed to believe in the greatness of the Western civilization. They were either indoctrinated at the Western “educational” facilities abroad, or by the armies of Western “educators”, “scholars” and preachers who are increasingly busy travelling and spreading their toxic gospel all over the World. Instead of being given multifaceted and multicultural knowledge, pupils and students have been receiving precisely calculated indoctrination doses, well tested during the centuries of imperialism and colonialism. By now, the Empire knows extremely well how to manipulate human minds. Those who are raped are forced into believing that they are being made love to. Those indiscriminately robbed are taught to praise the colonial powers for building their administrative buildings and railroads and people “at home” are instructed to feel no shame for their past and present. Instead of being encouraged to think independently, instead of being asked to revolutionize their thinking itself, the people are being tied, restrained by austere intellectual straightjackets. Courage and independent-mindedness are systematically vilified and belittled. Rebellious souls are marked as “unemployable”, almost as antisocial. Cowardice, submissiveness and mediocrity are promoted and marketed by the extremely complex and multi-faceted system of propaganda, advertising, “cultural and entertainment events” and media. In a fully uniform world where even “culture” and media are serving the Empire and its neoliberal business interests, the New Men and the New Women are being shaped from intellectual clay, then put on massive pedestals: all of them tall and slim, all articulately and loudly regurgitating clichés, carefully avoiding real issues, intensively communicating with each other about nothing, while remaining shockingly ignorant about the world. The New Humans – they are all smiling, all very cool looking. They drive the latest cars and hold modern gadgets in their hands. They are self-confident and endlessly selfish. Their buttocks are increasingly and stereotypically “perfect”. Many of them are on sedatives, on anti-depressants or on drugs, most of them are miserable, unsure of themselves, unhappy with their jobs, miserable with their families, unable to find or keep their second halves. All this, of course, does not show! On the surface, countless Western men and women look ravishing! The Italian and German fascists tried, desperately to create this sort of confident looking but obedient breed of super-humans. They failed. But this Empire is succeeding! For the first time in human history there is a chance that the Robots will actually replace human beings. Not Robots manufactured from plastic and metals, but humans re-conditioned, recycled into Robots. Italian Fascism, German Nazism, the corporatism of the United States, imperialism, racism, colonialism, exceptionalism, propaganda, advertising, “education” – they have all been expertly intertwined. Congratulations, Empire! You are the first one who managed to standardize human beings and their thinking!*****It is not easy to fight such an Empire, intellectually. It is not just logic or philosophy that have to be confronted, to be challenged. There are also thousands of perceptions, dogmas, codes, all of them serving the same purpose – to keep people away from reality, and from independent thinking and analyses. Most citizens of the Western Empire are actually much more indoctrinated than the members of such groups as the Taliban or ISIL because the Empire works very hard and employs millions of professionals who create extremely effective concepts designed to control human minds: from ideologues to psychologists, propagandists, educators, artists, journalists and other highly specialized beings. From social media to soap operas, Hollywood films, pop music and television networks, almost everything leads to the same direction – dragging people away from the basic principles of humanism. Forcing them not to think as a group of rational, caring, compassionate beings. Reality is either trivialized, or brought to some phantasmagorical levels from where no logic can be effectively applied. The most important course of human thought – the thinking of, the dreaming of and the designing of new, and much better and more gentle forms of human society – is totally missing from the narrative with which the men, women and children of the Empire and its colonies, are confronted on a daily basis. The citizens of the Empire are being prevented from thinking and acting in a natural way. As a result, they are frustrated, depressed, and confused. But instead of rebelling (most of them are not capable of it, anymore), they become increasingly aggressive. While the victims of the Empire, all over the world, are being murdered, exploited and humiliated, the arrangement of the world brings actually very little joy (although many material benefits) to the citizens of the Empire – the Europeans and North Americans. At the other “extreme”: billions of people in former colonies and in neo-colonies are also bombarded, constantly, by the same twisted, recycled and modified messages. They face a perpetual avalanche of propaganda (slightly modified for each particular region), streaming day and night from the Empire’s indoctrination outlets: be the soap operas, the lowest grade of movies and video games (the same thing, really), pop music with repetitive brain-dead lyrics, toothless decorative “art”, or the “news” broadcasts and reports carried by the mainstream press agencies. These messages are disseminated via local mass media outlets that are in turn mainly controlled by the business interests, which are determinedly collaborative with the global, Western regime. The Empire and its arrangement of the world are outrageously racist and brutal, but most of its citizens, even its subjects in looted lands, are forced to believe that it is actually the most “tolerant” and “progressive” system on Earth.*****Is there any hope that humanity will survive this mass-produced idiocy? Yes, of course there is! The fight is on. It is not only Russian, Chinese and Iranian NAVY maneuvers that are now challenging Western imperialism. It is not only the Latin Americans and South Africans who have made determined efforts to rewrite history and to arm people with knowledge, instead of diplomas. Perhaps the greatest living European filmmaker, Emir Kusturica, recently wrote, sarcastically, that: “World War III will start with Pentagon bombing of RT”, referring to the powerful television network Russia Today. RT commented: RT is a real threat to US state propaganda as it reaches Americans “in their own homes, in perfect English, better than they use on CNN.” And that is why, according to the director, Washington could get fed up and seek to silence RT by force – much like NATO did to Serbian state TV in April 1999. In turn, Kusturica predicts, Moscow would destroy CNN, which he considers the flag-bearer of pro-American propaganda: “CNN in direct transmissions assures that since the 1990s America has been leading humanitarian actions, and not wars, and that its military planes rain angels, not bombs!”” Although some of the greatest thinkers confronting the Empire — Saramago, Galeano, and Pinter — have recently passed away, there are still many of those who are managing to escape indoctrination. Some are regrouping around new non-Western television networks like TeleSUR, RT and PressTV. It is like Ray Bradbury’s Fahrenheit 451, all over again. Some people, stubbornly, refuse to burn their books. Even in the West, some powerful media outlets – Dissident Voice, CounterPunch, ICH, VNN, Global Research, and others – are holding the line. They are not yet winning, far from it, but they are not dying, either! As long as the independent thought is alive, not everything is lost. “I rebel; therefore we exist”, wrote French philosopher Albert Camus. He also added: “The feeling of rebellion is born in oppression”. The Empire denies that it oppresses the world. It indoctrinates both oppressors and the oppressed, re-defining, in fact “re-branding” oppression as freedom. Those of us, who are managing to escape its indoctrination, are now rebelling. Therefore – humanity still exists. The battlefield is becoming very well defined: it is now mainly about information, and about knowledge. The deeds, the tricks, performed by the Empire are dirty, horrendous, but very transparent. They can be accepted or tolerated by billions only because of the constant repetition of the lies, and because of the twisted concepts hammered into the people’s brains through the “mainstream education”. The war for survival of humanity is already being fought. It is “The Great Humanistic War” – the war over people’s brains and hearts, not over the territory. It can be also called the “information war”, a “detox” war, or a war to bring human beings back to life from their intellectual intoxication, from their slumber and servility, a war for much better world, a war that would put knowledge above diplomas and stamps, human warmth and kindness above violence and aggression, and human beings above profits and money.
