Vital facilities in the cities and regions of eastern Ukraine “are on the brink of humanitarian disaster,” Donetsk Mayor Alexander Lukyanenko said in an appeal posted on his website on Wednesday. “The imposition of martial law will not improve the situation, but will just worsen it, I believe,” the mayor said. “It is not clear what kind of forces will be ensuring this regime in all cities of the two regions (Donetsk and Luhansk). Martial law will lead to the destruction of city infrastructure and will trigger and uncontrolled flow of refugees,” he said. The mayor said “as much as 15% of the country’s population” are affected by armed clashes, while “almost seven million residents hear accusations of separatism and collusion”. The mayor said he intended to appeal to President Petro Poroshenko, the government and the parliament, to demand “urgent full-scale negotiations at the highest level right on the territory of our two regions on the settlement of the conflict, engaging Russia and international organisations as mediators”. “It is necessary to stop a fratricidal war, to prevent the death of civilians, children and old people,” he said, adding “As long as there is at least one chance to stop the war, it must be availed”. Eyewitnesses said the bombs exploded in the air, not far from the ground, then broke off into smaller pieces and caused several fires. 21:36 GMT: The self-proclaimed People’s Republic of Lugansk sent a letter to 15 countries, as well as Russian constituencies, asking to be recognized* as an independent state, RIA Novosti quoted the republic’s spokesperson as saying. Some of the recipients included Russia, Abkhazia, Belorussia, South Ossetia, Russia's Republic of Chechnya, Armenia, Syria, Serbia, Cuba, and China, the spokesperson added. 21:12 GMT: A Crimean inter-agency task force on refugees has called on the Crimean government to impose a state of emergency in several districts hit by an influx of refugees from Ukraine, Interfax reports. According to the task force’s head, Irina Kluyeva, such a move would allow the republic's reserves to be spent on aid and assistance to refugees. Some 100 Ukrainian refugees are crossing into Crimea daily. About 1,300 refugees, mostly women and children, are already registered in the centralized aid program. Some 5,000 to 7,000 refugees have entered the Russian republic to stay with relatives and friends. 20:00 GMT: The Ukrainian government must stop its military operation and agree to a ceasefire with eastern Ukrainians fighting against Kiev forces, Russian Foreign Minister Sergey Lavrov told US Secretary of State John Kerry over the phone. According to a statement issued by the Russian Foreign Ministry, Lavrov stressed the importance of direct talks between Kiev and the self-proclaimed authorities of eastern Ukrainian regions, and called for a “real national dialogue on Ukraine’s future structure.” The minister said that Kiev should also be looking for a solution to pressing humanitarian issues in eastern Ukraine. "Today, a Channel 1crew currently working in the village Semyonovka came under fire in the Donetsk Region. This, as they say, is the vanguard edge of Slavyansk defense." The statement reads that the buildings in Semyonovka were shelled from armored vehicles. The address has been published by the LPR’s republic on Wednesday. “The LPR Supreme Council, municipal, regional congresses of people’s deputies, public unions are addressing the Russian Federation and asking it to make a decision on recognizing the independence of LPR as a sovereign independent state,” says the statement signed by LPR Supreme Council Chair Alexei Karyakin. Russia's draft resolution also urges to implement the road map presented by the president of the Organization for Security and Cooperation in Europe, Lamberto Zannier, based on the declaration of Geneva of April17 to try to put an end to the conflict. The self-proclaimed Donetsk People’s Republic (DNR) intends to join the Customs Union of Belarus, Kazakhstan and Russia by the end of 2015 and create a union state with Russia by the end of 2017, sharing political, economic, cultural, and security systems with it, according to the programme of priority actions announced by DNR Deputy Prime Minister Andrei Purgin on Thursday, June 12. The programme is divided into three stages: June-August 2014; end of 2015; and the end of 2016. The first stage calls for “strengthening ties with Russia and securing the status of most favourable treatment for the republic’s industrial and agricultural products in Russia. At the second stage the DNR will join the Customs Union and the Eurasian Economic Community (EurAsEC). One of the goals pursued by the DNR government is to “create a union state with Russia, which will mean shared political, economic, cultural and security systems”. The DNR is also planning to nationalise Ukrainian property by the end of 2015 and establish a free trade regime with Russia. It also intends to move on to “the joint circulation of the Ukrainian hryvnia and the Russian rouble” and prohibit the production of shale gas. The third stage, ending in 2016, will focus on “developing the economy; raising social standards; creating a modern and fair pension and social welfare systems; modernising industry and agriculture; developing infrastructure, transport and communications to bring them level with Russia and the European Union; forming a union with Russia; and concluding agreements with Ukraine and other states”. A new people’s mayor has been appointed in the city of Slavyansk in eastern Ukraine’s embattled Donetsk Region, the Novorossiya news agency reported Friday. “A new people’s mayor, Slavyansk labor and social protection department head Vladimir Pavlenko, has been appointed by an order of Igor Strelkov, commander of the city’s militiamen,” it said. “Former city head Vyacheslav Ponomaryov was dismissed and detained in the city’s department of the Ukrainian Security Service controlled by militiamen. He is suspected of embezzling funds transferred to the city,” the agency said. The new people’s mayor has reportedly already held a meeting with representatives of the mission of the Organization for Security and Cooperation in Europe (OSCE) in Ukraine and confirmed “readiness for talks on the necessity to stop the armed standoff in the region”. Clashes have been underway between the Ukrainian military and militias in Ukraine’s southeastern Donetsk and Lugansk regions, which refused to recognize the authorities who had been propelled to power amid riots during a coup in Ukraine in February 2014. A Kiev-led punitive operation against federalization supporters in Ukraine's Southeast that involves armored vehicles, heavy artillery and attack aviation has already claimed hundreds of lives, including civilian, and left some buildings destroyed and damaged. Billionaire businessman and politician Pyotr Poroshenko, who had funded anti-government protests that led to February’s coup, won the May 25 early presidential election in Ukraine set by the provisional Kiev authorities. Russia hopes that the United Nations’ report on the situation with human rights in Ukraine will provide a detailed description of the incident when the Lugansk Region state administration was shelled, Russia’s ambassador to the UN Vitaly Churkin said Thursday. Churkin said the Russian side “keeps insisting that the UN should give a clear signal” regarding the incident. “We hope the report [by UN Assistant Secretary-General for Human Rights Ivan] Simonovic will contain a clear picture of what happened rather than just evasive statements that they are collecting information,” he said. “There is enough information on that topic,” the diplomat said, adding that Moscow “is attentively watching” how the incident is being investigated. According to conclusions of a special observer mission of the Organization for Security and Cooperation in Europe (OSCE), the Lugansk administration building was hit by “non-guided rockets shot from an aircraft”. According to self-proclaimed Lugansk People’s Republic (LPR), eight people died as a result of the attack. Last week, the UN said it took notice of the OSCE experts’ conclusion but was awaiting a report of its own observers on the incident. The UN said Thursday that a regular, third report on the situation with human rights in Ukraine is due to be presented June 18. The report will cover the period from May 7 to June 7. Churkin told an Itar-Tass correspondent Russia received assurances from the UN that the report will contain the results of a probe into deadly riots in the southern Ukrainian city of Odessa on May 2. “We were promised that it will cover Odessa. The fighting is underway between Ukraine's military and self-defense forces of the self-proclaimed Donetsk People's Republic in the center of Mariupol in the Donetsk Region, parliament-appointed Interior Minister Arsen Avakov said on Friday. "The operation started at 04.50 am local time. It is proceeding according to plan. The operation is successful," Avakov said. He added that Ukraine's military managed "to take under control major strongholds" of the self-defense forces. Avakov also said one armored reconaiisance and patrol vehicle of the self-defense forces was destroyed, and several sniper locations were neutralized. He noted that the Ukrainian military did not bear any casualties, and four people were injured. Avakov said that the operation is carried out by National Guard units and special units Azov and Dnieper 1. RT : 09:59 GMT: The city council building in Mariupol has been captured by Ukraine’s National Guard’s ‘Azov’ battalion. Interior Minister Arsen Avakov claims on Facebook that four servicemen have been injured in the firefight. Reportedly five members of local self-defense units have been killed and 11 detained. The minister reported of two defused handmade explosive devices and a vehicle full of weapons intercepted on the road connecting Mariupol and Donetsk. We don’t have the precise information, as we don’t know how many are wounded and captured,” a representative at the headquarters told the agency. It has also been confirmed that the National Guard managed to seize the building of Priazovsky University, which served as barracks for self-defense fighters. There is, however, a “political bloc that is located in other buildings.” There is no information yet on the number of dead among the National Guard. “Witnesses report there have been many dead, but there is no precise data,” the spokesperson said.
