DONETSK, June 11. /ITAR-TASS/. Vital facilities in the cities and regions of eastern Ukraine “are on the brink of humanitarian disaster,” Donetsk Mayor Alexander Lukyanenko said in an appeal posted on his website on Wednesday.

“The imposition of martial law will not improve the situation, but will just worsen it, I believe,” the mayor said. “It is not clear what kind of forces will be ensuring this regime in all cities of the two regions (Donetsk and Luhansk). Martial law will lead to the destruction of city infrastructure and will trigger and uncontrolled flow of refugees,” he said.

The mayor said “as much as 15% of the country’s population” are affected by armed clashes, while “almost seven million residents hear accusations of separatism and collusion”.

The mayor said he intended to appeal to President Petro Poroshenko, the government and the parliament, to demand “urgent full-scale negotiations at the highest level right on the territory of our two regions on the settlement of the conflict, engaging Russia and international organisations as mediators”.

“It is necessary to stop a fratricidal war, to prevent the death of civilians, children and old people,” he said, adding “As long as there is at least one chance to stop the war, it must be availed”.

The outskirts of Slavyansk were fired at with incendiary bombs, local self-defense forces told RIA Novosti. Eyewitnesses said the bombs exploded in the air, not far from the ground, then broke off into smaller pieces and caused several fires.

The self-proclaimed People’s Republic of Lugansk sent a letter to 15 countries, as well as Russian constituencies, asking to be recognized* as an independent state, RIA Novosti quoted the republic’s spokesperson as saying. Some of the recipients included Russia, Abkhazia, Belorussia, South Ossetia, Russia's Republic of Chechnya, Armenia, Syria, Serbia, Cuba, and China, the spokesperson added.

A Crimean inter-agency task force on refugees has called on the Crimean government to impose a state of emergency in several districts hit by an influx of refugees from Ukraine, Interfax reports.

According to the task force’s head, Irina Kluyeva, such a move would allow the republic's reserves to be spent on aid and assistance to refugees.

Some 100 Ukrainian refugees are crossing into Crimea daily. About 1,300 refugees, mostly women and children, are already registered in the centralized aid program. Some 5,000 to 7,000 refugees have entered the Russian republic to stay with relatives and friends.

The Ukrainian government must stop its military operation and agree to a ceasefire with eastern Ukrainians fighting against Kiev forces, Russian Foreign Minister Sergey Lavrov told US Secretary of State John Kerry over the phone.

According to a statement issued by the Russian Foreign Ministry, Lavrov stressed the importance of direct talks between Kiev and the self-proclaimed authorities of eastern Ukrainian regions, and called for a “real national dialogue on Ukraine’s future structure.”

The minister said that Kiev should also be looking for a solution to pressing humanitarian issues in eastern Ukraine.

Both Kerry and Lavrov spoke in support of the efforts by the Organization for Security and Co-operation in Europe on the de-escalation of the Ukrainian crisis.

The situation in Donetsk Region’s cities is “on the brink of a humanitarian catastrophe” and imposing martial law “would only make the situation worse,” said the mayor of the city of Donetsk, Aleksandr Lukyanchenko, as quoted by UNIAN news agency.

According to the news agency, some 40 percent of Slavyansk residents have already left the city, which has been turned into a battleground in clashes between Ukrainian forces and self-defense fighters. Half of the buildings in Slavyansk have reportedly been destroyed or damaged in the relentless army shelling.

Some 15,000 people have also left the city of Donetsk during Kiev’s military operation. However, it has been deemed impossible to evacuate the entire city, which has a population of almost one million.

The Ukrainian army should close off the country’s border with Russia and “fire from tanks and APCs at anyone attempting to cross the border,” the Ukrainian interior minister’s advisor, Anton Gerashchenko, told local Channel 5. A state of martial law should also be imposed in eastern Ukrainian regions, the official believes.

According to Gerashchenko, this would “physically prevent” male adults from Russia – who are said to be volunteering to fight against the Kiev forces – from crossing the border and joining with Donetsk and Lugansk self-defense troops.

15:39 GMT:

Russian journalists reporting for Channel 1 came under fire from tanks in the village of Semyonovka near Slavyansk, eastern Ukraine, said a statement on the channel’s website.

"Today, a Channel 1crew currently working in the village Semyonovka came under fire in the Donetsk Region. This, as they say, is the vanguard edge of Slavyansk defense."

The statement reads that the buildings in Semyonovka were shelled from armored vehicles. The journalists were taking an interview with the self-defense troops “from the front lines” when the “new shelling” began. The number of injured is unclear.

LUHANSK, June 11. /ITAR-TASS/. The self-proclaimed Luhansk People’s Republic (LPR) has addressed Russia and another 14 states asking to recognize its independence. The address has been published by the LPR’s republic on Wednesday.

“The LPR Supreme Council, municipal, regional congresses of people’s deputies, public unions are addressing the Russian Federation and asking it to make a decision on recognizing the independence of LPR as a sovereign independent state,” says the statement signed by LPR Supreme Council Chair Alexei Karyakin.

“The document was adopted on the eve at a session of the LPR Supreme Council,” the spokesperson for the self-proclaimed republic told ITAR-TASS. Similar addresses were also sent to Armenia, Belarus, Kazakhstan, China, Serbia, Venezuela, Cuba and Nicaragua.

May 22, the Supreme Council of the self-proclaimed Donetsk People’s Republic also decided to address Russia with a plea to recognize its independence. May 12, the Donetsk People’s Republic asked the Russian Federation for accession.

Referenda in Ukraine’s south-east

May 11, referenda on the regions’ statuses were held in the Luhansk and Donetsk regions of Ukraine. Upon the poll results, 96.2% of voters supported the region’s state independence and the creation of the Luhansk People’s Republic. 89.7% voted for the independence of Donetsk People’s Republic.

The Polish Foreign Ministry has temporarily closed its consulate in Donetsk, a spokesman for Foreign Minister Marcin Wojciechowski said, as quoted by RIA Novosti. The reason behind the closure was the unpredictable situation that is unraveling throughout the region.

Almost 8,000 Ukrainian refugees have arrived in Russia’s Rostov region in the past 24 hours, Russia’s ombudsman for children’s rights Pavel Astakhov said on his Twitter account.

Kiev’s coordination unit has developed a plan to temporarily relocate residents from the east of the country while the military operations continue, RIA Novosti cited Ukraine’s Interior Ministry as saying. The police will be providing security for residents during the relocation, deputy Interior Minister Sergey Chebotar said.

Russia introduced a draft resolution to the UN Security Council that condemns attacks on residential quarters and civilian facilities in southeastern Ukraine, said Vitaly Churkin, Russian envoy to the UN.

The draft also calls for an immediate end to all violence and for a lasting ceasefire. It voices concern over the use of prohibited ammunition, including incendiary bombs, during the military crackdown.

The draft urges all sides to cooperate and to implement the OSCE proposed roadmap for the resolution of the crisis in Ukraine.

"The draft resolution will aim to stop the violence and support the political efforts the OSCE has been undertaking in vain so far. We urge the UN Secretary-General to support them," Churkin said, adding that its adoption would demonstrate the UNSC’s support for the crisis settlement efforts.

“This is very important for us because the situation in deteriorating," he stressed.

Russian President Vladimir Putin and his Ukrainian counterpart, Petro Poroshenko, discussed the normalization of the situation in southeastern Ukraine and the development of relations between the two countries during a phone conversation on Thursday, according to Kremlin press secretary Dmitry Peskov.

At least three people were injured as unidentified men shelled two buses carrying women and children away from Slavyansk, the city’s deputy self-defense commander told RIA Novosti.

Two vehicles taking children out of Slavyansk were shelled near the village of Rairogodok (three kilometers east of the city). The vehicles were white flagged,” Fyodor Berezin said, adding that the children were returned to the city after the incident.

Russia has created “good conditions” at the refugee camp in the Rostov Region for Ukrainians fleeing the crisis in the neighboring country, said OSCE Secretary General Lamberto Zannier while visiting the camp on Thursday.

The deputy governor of the region said the refugee problem is “becoming more complicated,” adding that the camps have already given shelter to almost 4,000 refugees, including 1,800 children.

“People no longer come in groups, because buses are bombed, people come by themselves, we group them and partly leave here, partly send to other regions, " he said as quoted by RIA Novosti.

The two self-proclaimed eastern People’s Republics of Donetsk and Lugansk will soon create a joint constitution, government and parliament, said Oleg Tsarev, leader of the ‘South-East’ movement supporting a Novorossiya union, at a press briefing in Donetsk, RIA Novosti reported.

He added that it is unclear if the union will have a capital.

13:26 GMT:

The National Guard refuted reports that phosphorous ammunition was used against civilians in the south-east of the country, its press service said. Overnight Thursday the self-defense forces said that the village of Semyonovka had been shelled with fire-bombs. Reports in the local media asserted that the bombs might be phosphorous. Much of the village was set ablaze.

This war is advantageous to the ruling class at it diverts the attention from the social and economic problems faced by Ukraine, coordinator and founder of the left-wing movement Borotba (Struggle), Andrei Manchuk, told Prensa Latina..

The social activist said many oligarchs, business people and even military officers benefit and get profits from the conflict.

If President Piotr Poroshenko was interested in peace, as he wants to make people believe, it would only take one day to decree a ceasefire and the end of the operations against rebel regions, said Manchuk, who is also a journalist.

Manchuik insisted on the particular interest of the United States in this war and the chaos in general in Ukraine.

He said the weak local oligarchgy and political elite manipulated and controlled by Washington.

The CIA gives orders to Kiev, whose rulers are in permanent consultations with high ranking US officers, including the Pentagon.

Regarding the US complicity, Manchuk said that the government of President Barack Obama has failed to condemn the use of weapons of mass destruction in Ukraine because the US Army used them with no scruples in Iraq.

Meanwhile, Russia inroduced today in the UN Security Council a new draft resolution to achieve the end of violence in southeastern Ukraine, where repression against pro-Russian sectors continue.

"We presented an initiative more or less similar to that of June 2, reflecting the current situation, Russian Ambassador to Ukraine, Vitaly Churkin, told journalists at the end of the meeting of the 15-member UN body.

According to the diplomat, the text urges the parties to end hostilities and actions endangering the civilian population and infrastructure, as well as humanitarian access to people affected by the crisis.

Besides, it warns of the use of incendiary ammunition, white phosphorous in military attacks against pro-Russians, who reject the coup d' Etat staged in February that toppled President Viktor Yanukovich and led to the coming to office of authorities of a marked pro-Western, anti-Russian leaning.

Russia's draft resolution also urges to implement the road map presented by the president of the Organization for Security and Cooperation in Europe, Lamberto Zannier, based on the declaration of Geneva of April17 to try to put an end to the conflict.

"We agreed to hold a meeting of exsperts tomorrow to discuss the proposal thoroughly, announced Churkin.

He said the proposal of June 2 remains in force, but the one introduced today was upgraded, taking into account the political situation in Ukraine, including the swearing-in five days ago by President Piotr Poroshenko, who vowed to put an end to violence.

In Churkin's opinion, inclusive dialogue and international support are needed to stop clashes and repression in southeastern Ukraine.

DONETSK, June 12, /ITAR-TASS/. The self-proclaimed Donetsk People’s Republic (DNR) intends to join the Customs Union of Belarus, Kazakhstan and Russia by the end of 2015 and create a union state with Russia by the end of 2017, sharing political, economic, cultural, and security systems with it, according to the programme of priority actions announced by DNR Deputy Prime Minister Andrei Purgin on Thursday, June 12.

The programme is divided into three stages: June-August 2014; end of 2015; and the end of 2016.

The first stage calls for “strengthening ties with Russia and securing the status of most favourable treatment for the republic’s industrial and agricultural products in Russia.

At the second stage the DNR will join the Customs Union and the Eurasian Economic Community (EurAsEC).

One of the goals pursued by the DNR government is to “create a union state with Russia, which will mean shared political, economic, cultural and security systems”.

The DNR is also planning to nationalise Ukrainian property by the end of 2015 and establish a free trade regime with Russia.

It also intends to move on to “the joint circulation of the Ukrainian hryvnia and the Russian rouble” and prohibit the production of shale gas.

The third stage, ending in 2016, will focus on “developing the economy; raising social standards; creating a modern and fair pension and social welfare systems; modernising industry and agriculture; developing infrastructure, transport and communications to bring them level with Russia and the European Union; forming a union with Russia; and concluding agreements with Ukraine and other states”.

SLAVYANSK, June 13, /ITAR-TASS/. A new people’s mayor has been appointed in the city of Slavyansk in eastern Ukraine’s embattled Donetsk Region, the Novorossiya news agency reported Friday.

“A new people’s mayor, Slavyansk labor and social protection department head Vladimir Pavlenko, has been appointed by an order of Igor Strelkov, commander of the city’s militiamen,” it said.

“Former city head Vyacheslav Ponomaryov was dismissed and detained in the city’s department of the Ukrainian Security Service controlled by militiamen. He is suspected of embezzling funds transferred to the city,” the agency said.

The new people’s mayor has reportedly already held a meeting with representatives of the mission of the Organization for Security and Cooperation in Europe (OSCE) in Ukraine and confirmed “readiness for talks on the necessity to stop the armed standoff in the region”.

Clashes have been underway between the Ukrainian military and militias in Ukraine’s southeastern Donetsk and Lugansk regions, which refused to recognize the authorities who had been propelled to power amid riots during a coup in Ukraine in February 2014.

A Kiev-led punitive operation against federalization supporters in Ukraine's Southeast that involves armored vehicles, heavy artillery and attack aviation has already claimed hundreds of lives, including civilian, and left some buildings destroyed and damaged.

Billionaire businessman and politician Pyotr Poroshenko, who had funded anti-government protests that led to February’s coup, won the May 25 early presidential election in Ukraine set by the provisional Kiev authorities. He was sworn in on June 7. Despite hopes that the punitive operation will stop under Poroshenko, it still continues.

“Ukrainian government soldiers have shelled the headquarters of the People’s Republic of Donetsk. The building is on fire. Self-defense fighters are holding their positions."

UNITED NATIONS, June 13. /ITAR-TASS/. Russia hopes that the United Nations’ report on the situation with human rights in Ukraine will provide a detailed description of the incident when the Lugansk Region state administration was shelled, Russia’s ambassador to the UN Vitaly Churkin said Thursday.

Churkin said the Russian side “keeps insisting that the UN should give a clear signal” regarding the incident. “We hope the report [by UN Assistant Secretary-General for Human Rights Ivan] Simonovic will contain a clear picture of what happened rather than just evasive statements that they are collecting information,” he said.

“There is enough information on that topic,” the diplomat said, adding that Moscow “is attentively watching” how the incident is being investigated.

According to conclusions of a special observer mission of the Organization for Security and Cooperation in Europe (OSCE), the Lugansk administration building was hit by “non-guided rockets shot from an aircraft”.

According to self-proclaimed Lugansk People’s Republic (LPR), eight people died as a result of the attack. Last week, the UN said it took notice of the OSCE experts’ conclusion but was awaiting a report of its own observers on the incident.

The UN said Thursday that a regular, third report on the situation with human rights in Ukraine is due to be presented June 18. The report will cover the period from May 7 to June 7.

Churkin told an Itar-Tass correspondent Russia received assurances from the UN that the report will contain the results of a probe into deadly riots in the southern Ukrainian city of Odessa on May 2.

“We were promised that it will cover Odessa. Let’s see how they keep their promise,” the diplomat said.

KIEV, June 13. /ITAR-TASS/. The fighting is underway between Ukraine's military and self-defense forces of the self-proclaimed Donetsk People's Republic in the center of Mariupol in the Donetsk Region, parliament-appointed Interior Minister Arsen Avakov said on Friday.

"The operation started at 04.50 am local time. It is proceeding according to plan. The operation is successful," Avakov said.

He added that Ukraine's military managed "to take under control major strongholds" of the self-defense forces. Avakov also said one armored reconaiisance and patrol vehicle of the self-defense forces was destroyed, and several sniper locations were neutralized.

He noted that the Ukrainian military did not bear any casualties, and four people were injured. Avakov said that the operation is carried out by National Guard units and special units Azov and Dnieper 1.

The city council building in Mariupol has been captured by Ukraine’s National Guard’s ‘Azov’ battalion. Interior Minister Arsen Avakov claims on Facebook that four servicemen have been injured in the firefight. Reportedly five members of local self-defense units have been killed and 11 detained. The minister reported of two defused handmade explosive devices and a vehicle full of weapons intercepted on the road connecting Mariupol and Donetsk. The federalist forces have reportedly eliminated one APC belonging to the National Guards.

The storming of the Donetsk People’s Republic’s HQ in Mariupol has ended, RIA Novosti reported, quoting the self-defense forces.

“We’ve lost between six and 12 people. We don’t have the precise information, as we don’t know how many are wounded and captured,” a representative at the headquarters told the agency.

It has also been confirmed that the National Guard managed to seize the building of Priazovsky University, which served as barracks for self-defense fighters.

There is, however, a “political bloc that is located in other buildings.”

There is no information yet on the number of dead among the National Guard.

“Witnesses report there have been many dead, but there is no precise data,” the spokesperson said.

Currently, there is no heavy gunfire in the city, only separate gunshots are heard from time to time.

Self-defense forces in Lugansk shot down “with small arms” a Ukrainian military transport aircraft near the eastern village of Lutugino, said the head of the self-proclaimed republic’s press service, Vladimir Inogorodskikh, as quoted by RIA Novosti. Following this, smoke was seen coming from the aircraft as it headed to Lugansk Airport, he said.

Currently, thick smoke can be seen coming from the airport, he claimed.

Apparently the aircraft managed to land and is burning.”

Shooting has resumed in Slavyansk and Kramatorsk as part of the Ukrainian military's crackdown on the self-defense forces in eastern Ukraine, RIA Novosti quoted a self-defense representative as saying.

Ukrainian military helicopters have fired at a village in Lugansk region, RIA Novosti quoted an eyewitness as saying. “Just now the helicopters fired at the village of Schastye,” he said. He added that there are damages, but said it is unknown whether there are any casualties.

Russian President Vladimir Putin agreed to take part in political consultations focused on Ukraine’s association agreement with the EU, according to the Kremlin’s website. The participation was agreed upon during a telephone conversation with the president of the European Commission, Jose Manuel Barroso.

Thick smoke is coming from Lugansk Airport, as well as non-stop shooting, Ukrainian UNN agency reports, citing witnesses.

“Smoke is coming from the airport building. Shooting has started, and it has been unceasing for more than 10 minutes,” a witness was quoted as saying.

Earlier, the self-defense forces claimed to have shot down a Ukrainian military transport aircraft in Lugansk Region, which they said apparently managed to land at Lugansk Airport, but started burning.

One person has died and one was injured as at about 7:30am local time (04:30 GMT) several shells were fired from ‘Grad’ multiple rocket launchers at the city of Dobropillya in Donetsk Region , said the head of the Dobropolsky district, Oleg Kravchuk, in a video address on Friday. The video address was published in a community page of the city in the VKontakte (In Contact) social network.

The shelling hit a vegetable warehouse, which is still on fire, he added.

“This happened as a group of people, terrorists, hijacked Grad multiple launchers and in the region of Mertsalovo Station fired at our city” Kravchuk said. “Then something went wrong, they failed to do everything they wanted, they left the installations, mined them and fled.”

Ukrainian oligarch Igor Kolomoysky, who has been picked by Kiev as Dnepropetrovsk Region governor, suggested erecting a 2,000km-long electrified fence with barbed wire, minefields and ditches along the border with Russia, Ukrainian media reports.

A letter with a plan of the fence has been sent to Ukrainian President Petro Poroshenko, the deputy head of the Dnepropetrovsk regional administration, Gennady Korban, confirmed to vesti.ua. An estimated cost of construction works is 80 million euro (US$108 million), Korban said, adding that “this is not such a big money.”

Kolomoysky’s deputy, Svyatoslav Oleynik, meanwhile said the fence would cost 100 million euro ($135 million) and that local businessmen “are already calling with initiatives to fund at least a small bit of the wall.” According to Oleynik, the fence would take only five to six months to complete.
