So who talked to McGeorge Bundy before he named Oswald as the lone nut killer?

To me its unlikely that the Bundy brothers would be active plotters, but very likely to be viewed by the plotters as company men who could be trusted to close ranks in the aftermath. Dulles, or Billings, or his own brother William, could have relayed that message. CIA controlled the initial information on Oswald. I don't imagine there are logs from the situation room in the white house on Nov 22, 1963.
