He's the KGB guy who was working as a diplomat or some such thing at the United Nations back in the early 1960s, and who, according to FBI's fake double-agent FEDORA (Aleksey Kulak) was "Department 13" and a "wet affairs" contact of both Valeriy Kostikov and TUMBLEWEED (aka AEBURBLE; German national Guenter Schulz). I did a little research on his name a few months ago, and found out that he was later posted to Indonesia, and had the reputation of being a pretty tough guy.
