In the long interview from 1992 posted by Bill Kelly I finally just finished Plumlee  blames rouges, maybe mid level, but not upper level CIA.  Cubans, Mafia.  Mentions Military Intelligence a couple of times as the controlling influence.   Then he say's "we all work for a particular company".

Note that, at the beginning of this interview, Tosh seems to suggest that the origin of his "abort team" mission was Eugene Dinkin's discovery of an "OAS"-assisted operation launched against JFK.  So the assertion that Tosh never quoted published research or was fed (dis)info is somewhat suspect now:

Boy, he says a mouth full in the first minute.  Like he's on speed.  Pentagon, CIA, Dinkin.  From Texas, hiring Corsican's, WWII OSS, info to Pentagon.
