Was the CIAs false defector program false?

In a recent program of "Out of the Blank" Robbie Robertson stated that there is a suggestion that Operation Northwoods and the CIAs false defector program were false. You can see why the CIA might want to pretend they were sending over false defectors to the USSR as this would make the USSR paranoid when a real defector, which apparently they were all real defectors if the false defector program was false, arrived into the USSR.
