Was operation mongoose really an executive action only?

Questions:

1)   Were any congressional leaders aware of Mongoose and if so who and when?   We’re any aware of the Special Group (augmented) and if so who and when?

2) Why was Mongoose really put into effect initially - this was prior to JFKs presidency obviously.   

3) Why was Langsdale such a utilized planner by the Kennedy White House but then so abruptly cancelled?   Did LBJ try to stop this?

4) Were JFK and RFK’s views on banking and finance at odds?
