New legislation about the JFKA records

Last week on his podcast on JFK Facts, Jeff Morley discussed the work he and others have been doing with Rep Stephen Cohen, a Democrat from Memphis, to try to finish the job of making public all JFK records.  Including that crucial information not currently being hidden by the CIA and other federal govt agencies.
 
The Morley group suggested that Cohen simply create a second Assassination Records Review Board to finish the job left undone when the original board closed 26 years ago.
 
But that ran into an ever present roadblock in Washington.  Conservatives of both parties recoil at expanding govt, at creating new, seemingly permanent, agencies with a budget. It was for that reason the original Board was limited to a few years, when the politicians creating it had to know the job wouldn't be finished by their deadline.
 
Cohen came back to the group with a different idea:  simply create a new section within NARA responsible for finishing the job.  NARA's budget may not even have to be increased.
 
This approach would overcome Judge Seeborg's finding in the MFF lawsuit that, when it passed the Act, Congress never intended for NARA, or any govt agency, to finish the job after the ARRB closed.  A truly ridiculous claim that Bill and Larry are challenging on appeal.
 
The Cohen bill would work a parallel path in case the courts don't overturn Seeborg, and one can envision them feeding off of each other.
 
According to Morley, Cohen had been working toward introducing his bill this month, before Congress adjourns to go campaigning.
 
But then Trump, with Bobby Jr at his side, said he was going to release the records.  That changed the timing for Cohen.  An unwritten rule for Democrats before the election is don't do anything that makes Trump look good, that shows you agree with him on something, before the election.
 
The introduction of Cohen's bill has been put off until after the election and is now targeted for sometime around the 61st anniversary in Nov.    
 
This is an important development in the never ending battle for information.  It bears watching.
