There seem to be several threads running here at once, but I'll add one more note to your question about Helliwell. When he was 21, he was scheduled to be on an airplane flight with a man named Edward Mandell--a fact I found extremely intriguing because of my interest in Col. E.M. House. That was in 1934, five years before the O.S.S. was created; Mandell was then age 50. As it turns out, Edward Mandell was the son of a lawyer named Thomas Mandell who was handling the trust funds set up by the father of first woman stock market tycoon, Hetty Green.

Col. House was still alive in 1934, acting as secret adviser to FDR, who actually chose Wild Bill Donovan for his intelligence agency when he did set it up.

It is an inescapable fact that from the beginning of the US occupation of Japan, General MacArthur, President Truman, John Foster Dulles, and others, knew all about the stolen treasure in Japan and the continuing extraordinary wealth of the Japanese elite, despite losing the war.

In an official report on the occupation prepared by MacArthur’s headquarters and published in 1950, there is a startling admission: “One of the spectacular tasks of the occupation dealt with collecting and putting under guard the great hoards of gold, silver, precious stones, foreign postage stamps, engraving plates, and all currency not legal in Japan.

Another great fortune discovered by U.S. intelligence services in 1946 was $13-billion in war loot amassed by underworld godfather Kodama Yoshio who, as a ‘rear admiral’ in the Imperial Navy working with Golden Lily in China and Southeast Asia, was

in charge of plundering the Asian underworld and racketeers. He was also in charge of Japan’s wartime drug trade throughout Asia. Kodama specialized in looting platinum for his own hoard. As this was too heavy to airlift to Japan, Kodama also helped himself to the finest gems looted by his men, taking large bags of gems to Japan each time he flew back during the war.

After the war, to get out of Sugamo Prison and avoid prosecution for war crimes, Kodama gave over $100-million in US currency to the CIA. He was also, amazingly, put on General Willoughby’s payroll, and remained on the CIA payroll for the rest of his life, among other favors brokering the Lockheed aircraft deal that became a major scandal for Japan’s Liberal Demopcratic Party. Kodama personally financed the creation of the postwar political parties that merged into the Liberal Democratic Party (LDP), strongly backed to this day by Washington.

Both Kodama and his underworld associate Sasakawa Ryiochi, were then involved with the CIA in joint recoveries of Japanese war-loot from the Philippines.

On September 2, 1945, after receiving official notice of Japan’s surrender, General Yamaxxxxa and his staff emerged from their mountain stronghold in the Kiangan Pocket on Luzon, and presented their swords to a group of U.S. Army officers led by Military Police Major A.S. ‘Jack’ Kenworthy, who took them to Bilibad Prison outside Manila. Because of gruesome atrocities committed earlier by Admiral Iwabuchi Kanji’s sailors and marines in the city of Manila (after Yamaxxxxa had ordered them to leave the city unharmed), the general was charged with war crimes. During his trial there was no mention

of war loot. But there was a hidden agenda.

Because it was not possible to torture General Yamaxxxxa physically without this becoming evident to his defense attorneys, members of his staff were tortured instead. His driver, Major Kojima Kashii, was given special attention. Since Yamaxxxxa had arrived from Manchuria in October 1944 to take over the defense of the Philippines, Kojima had driven him everywhere.

In charge of Kojima’s torture was a Filipino-American intelligence officer named Severino Garcia Diaz Santa Romana, a man of many names and personalities, whose friends called him ‘Santy’. He wanted Major Kojima to reveal each place to which he had taken Yamaxxxxa, where bullion and other treasure were hidden.

Supervising Santy was Captain Edward G. Lansdale, later one of America’s best-known Cold Warriors. In September 1945, Lansdale was 37 years old and utterly insignificant, only an advertising agency copywriter who had spent the war in San Francisco writing propaganda for the 0SS. In September 1945, chance entered Lansdale’s life in a big way when President

Truman ordered the OSS to close down. To preserve America’s intelligence assets, and his own personal network, OSS chief Donovan moved personnel to other government or military posts. Captain Lansdale was one of fifty office staff given a chance to transfer to U.S. Army G-2 in the Philippines.

There, Lansdale heard about Santy torturing General Yamaxxxxa’s driver, and joined the torture sessions as an observer and participant.

Early that October, Major Kojima broke down and led Lansdale and Santy to more than a dozen Golden Lily treasure vaults in the mountains north of Manila.

This ‘black gold’ gave the Truman Administration access to virtually limitless unvouchered funds for covert operations. It also provided an asset base that was used by Washington to

reinforce the treasuries of its allies, to bribe political leaders, and to manipulate elections in foreign countries.

It was not Truman’s decision alone. The idea for a global political action fund based on war loot actually originated during the Roosevelt administration, with Secretary of War Henry L. Stimson. During the war, Stimson had a braintrust thinking hard about Axis plunder and how it should be handled when peace came. As the tide turned against the Axis, it was

only a matter of time before treasure began to be recovered. Much of this war prize was in the form of gold looted by the Nazis from conquered countries and civilian victims. To eliminate any trace of original ownership, the Nazis had melted it down, and recast it as ingots hallmarked with the swastika and black eagle of the Reichsbank. There were other reasons why the gold was difficult to trace. Many of the original owners had died, and pre-war governments had ceased to exist. Eastern Europe was falling under the control of the Soviet Union, so returning gold looted there was out of the question.

Stimson’s special assistants on this topic were his deputies John J. McCloy and Robert Lovett, and consultant Robert B. Anderson, all clever men with outstanding careers in public service and banking. McCloy later became head of the World Bank, Lovett secretary of Defense, Anderson secretary of the Treasury. Their solution was to set up what is informally

called the Black Eagle Trust. The idea was first discussed with America’s allies in secret during July 1944, when forty-four nations met at Bretton Woods, New Hampshire, to plan the postwar world economy. (This was confirmed, in documents we obtained, by a number of high-level sources,including a CIA officer based in Manila, and former CIA Deputy Director Ray Cline, who knew of Santy’s recoveries in 1945. As recently as the 1990s, Cline continued to be involved in attempts to control Japanese war-gold still in the vaults of Citibank.)

Over five decades, Japan had looted billions of dollars’ worth of gold, platinum, diamonds, and other treasure, from all over East and Southeast Asia. Much of this had reached Japan by sea, or overland from China through Korea. What was seen by Anderson and MacArthur was only some of the gold that had not reached Japan after 1943, when the US submarine blockade of the Home Islands became effective. From this it is obvious that what was looted by Japan on the Asian mainland from 1895-1943 had reached Japan and been tucked away there in what the US Army statement called “undeclared caches of these treasures ... known to exist” .

Far from being bankrupted by the war, Japan had been greatly enriched, and -- thanks to Washington’s intervention -- used this treasure to rise like a phoenix from the ashes, while its victims struggled on for decades.

The gold recovered in the Philippines was not put in Fort Knox to benefit American citizens. There has been no audit of Ft. Knox since 1950.

According to Ray Cline and others, between 1945 and 1947 the gold bullion recovered by Santy and Lansdale was discreetly moved by ship to 176 accounts at banks in 42 countries. The gold was trucked to warehouses at the U.S. Navy base in Subic Bay, or the U.S. Air Force base at Clark Field.

Preference went to the U.S. Navy because of the weight of the bullion. Secrecy was vital. If the recovery of a huge mass of stolen gold became known, the market price of gold would plummet, and thousands of people would come forward to claim it, and Washington would be bogged down resolving ownership.

The secrecy surrounding these recoveries was total. Robert Anderson and CIA agent Paul Helliwell traveled all over the planet, setting up these black gold accounts, providing money for political action funds throughout the noncommunist world. In 1953, to reward him, President Eisenhower nominated Anderson to a Cabinet post as secretary of the Navy. The following year he rose to deputy secretary of Defense. During the second Eisenhower Administration, he became secretary of the Treasury, serving from 1957 to 1961. After that, Anderson resumed private life, but remained intimately involved with the CIA’s worldwide network of “black banks”, set up by Paul Helliwell. Eventually, this led to Anderson being involved in the scandal of BCCI, the Bank of Credit and Commerce International, a Pakistani bank with CIA ties.

In the late 1950s, he was in and out of Tokyo on secret missions with a hand-picked team of Filipino assassins, assassinating leftists, liberals and progressives.

Lansdale was also close to Richard Nixon, and headed efforts to assassinate Cuba’s Fidel Castro. Without exception, Lansdale’s Asian adventures were costly failures. But Washington’s effort to boost the LDP in Japan was a big success.

Long time Tokyo correspondent Robert Whiting described “a secret billion-dollar slush fund … equivalent to nearly 10 percent of Japan’s 1950 GNP. ... exception of being requested to seek out specific persons and information.

Was the unknown Holt seeking me out, did he know me. There were

numberless nameless people I could have met in those trenches. Holt I

do not specifically recall from among them.

Bill Kelly mentioned a few years back, that a person {Holt} had written

a book? that included naming me as a continuing spy in CIA activities {as

outlined in this Forum thread}. I did then attempt to contact his daughter,

to discover what was stated. But without success gave up the effort.

There is an outside chance that Helliwell may have been deposed by the Church Committee, headed by Senator Frank Church [D-ID] although this is entirely speculative. Even if he wasn't, his name has to be in some documents, at least via testimony of others.

Then back to Paul Helliwell, if he was CSI for China OSS, then that would put him in charge of the mission that brought OSS officers G. Walton Moore and C. D. Ford together at the end of WWII in China, right?

That Moore, a career officer in CIA Domestic Contacts Division, and Ford, a career officer in the CIA Office of Training (except for a brief stint in 1963 with JM/WAVE/RFK),

would be associated, besides their Dealey Plaza connection, in other special ops together under Helliwell in OSS, well that must say something, doesn't it?

Bill, I think you connected all the salient points, furthermore it is a fact that at least a "great majority" of all the JFK Assassinations figures in government and intelligence and some Dallas Police Department figures, were either in OSS, U.S.Navy/Naval Intelligence or the FBI in the World War II era.

Interesting email I have just received about my page on Paul Helliwell:

"The key figure in the operation was Paul Helliwell. He was transferredto Miami in 1960 to provide business cover for the CIA’s Cubanoperations. This is where he meets Ted Shackley and Tom Clines. Helliwell began his operations in late 1959. My uncle, Rocky Huffman,had a conversation with my father. Rocky was Chief of Station,responsible for operations of the CIA facility at John Deere Tractors in Iowa prior to that date. My uncle talked about changing his base ofoperations from Miami, which were to be controlled by Shackley toLouisiana or Alabama.

My uncle Rocky (Roscoe J) Huffman was sent to the Soviet Union to look for a manufacturing site for smallpox. He returned late one night andtold us to go to the local CIA doctor in the morning to be immunized. Then he was off again and we never saw him again. Shackley used a bunch of assassins based in Mexico City. They had alldyed their hair black so as to appear Mexican. Daniel Hopsicker has a photo of them, obtained from the widow of Barry Seal, on his website.

There is an additional issue. Though Shackley managed to die before facing justice. His team killed a number of people in Miami at an oldwarehouse site adjoining Homestead Air Force Base. There was a recent coverup of an old crime regarding that in 2008, but no one was fooled. Iwas long ago told this was not where Rocky was killed. I have no idea if that is true or not and I have no DNA from Rocky amongst any of my keepsakes. My father was sent, in April of 1960 to Mexico City to deliver a message in person to the Black 40 in Mexico City. One amongst them was a prominant banker (I don't know his name) and Spanish was his native language.

My father met with them at Four Seasons Restaurant in Mexico City and the banker refused to take the meeting with my father. My father returned to the table with my brother and me confused, then made one more attempt to deliver the message. He was told to meet someone in the plaza in Mexico City the next day at noon under the clock.

When my father, my brother and I went to the meeting, my father suggested I wait on the periphery of the crowd and he and my brother proceeded to the clock. I lost sight of them. Moments later a squad of about twenty caribinieri-dressed men advanced on the crowd from the rear with bayonets fixed on their M1s and opened fire on the crowd. The attack began less than a minute from the time I saw the first soldier. I was shot, but was able to roll to my right into a little cantina. As I did, I dragged a young man with me who was hit in the shoulder.

Helliwell started his black ops at once, even before he arrived in Miami to head up JM Wave. While Rocky and others were debating who was going to lead the operation, Rocky often told my dad that Shackley was the devil himself, meant to kill everyone within the old guard that agreed with limiting CIA dirty tricks operation and bringing the CIA under oversight.

The first two founders of Nugen Hand bank were killed. The third was hired by Leonard Abbess as a director for First National Bank of Miami. Abbess was the second banker for the dirty tricks squad. They developed a banking system which eventually involved Swiss banks and the banks in Lichtenstein. Al qaeda also used this banking system, because Shackley's group brought them onboard. I encountered them at USF Tampa in 1972. Bobby Baer also was shilling for the group, by the way. His goodness doesn't extend backwards forever. Mine does.

Al qaeda/CIA in South Florida had and has free access to chemical andbioweapons and has used them. My family and I, friends, my youngest son's teacher and my college mentor were all attacked between 1984 and 2004. There are all sorts of connections, blurred lines and interconnections at work here. I am quite certain that the wrong person was implicated in Amerithrax because of the sequence of events we experienced in South Florida. The US has unwaveringly maintained that al qaeda attacked symbols of power. Sometimes they attacked individuals like me, and when they did, it would have been important to discern the reasons for these attacks. Our government was not willing to formally or openly investigate and a terrible attack was barely averted by chance as a result when Richard Reid failed to clear customs in Paris.

AQ Khan was operating his nuclear enterprises within the Miami community through an associate. The first attack on my family (my son) in 1989 was with a bone marrow aspiration punch purchased from him at the advice of Yehuda Abraham, an al qaeda Hasid who dealt in diamonds and death. Ibelieve the anthrax used in that attack was carried to the US from Europe by Jack Abramoff and he obtained it from Marina Nevskaya, one ofthe two director-founders of the FSB. The teacher who carried out that attack has never even been questioned. But within the week that my son recovered, she and her husband were poisoned with anthrax also. Her husband Russell has been falling down for the CIA for years as an attorney. Ruth Whitman Gordon is still a teacher in public school in Miami.

the bank and discovered that two of its directors listed in Nassau were fictional, according to Pennsylvania State University criminal law professor Alan A. Block, who wrote a book about the case. An

informant at Castle confirmed to the IRS that the bank really operated from the U.S. and that its customers kept Chicago accounts set up in Castle's name, withdrawing cash while avoiding income taxes.

The Pritzkers were among many Kanter clients whose names turned up on Castle's private list of depositors and clients. (The list fell into the hands of the IRS when an attractive former policewoman lured a top Castle officer to dinner, giving agents time to rifle through a briefcase he'd left at her apartment.) Among the names: alleged Cleveland racketeer Moe Dalitz, Robert Guccione's Penthouse Corp., Hugh Hefner, Chicago TV pitchman James (the Courtesy Man) Moran and an up-and-coming real-estate

investor named Samuel Zell. The IRS began building a case that Castle and its executives had "conceal[ed] assets and evade[d] the taxes of U.S. taxpayers."

After cutting immunity deals with some Castle clients, including Zell and Moran, the Justice Department charged Kanter and others with using Castle to help clients avoid taxes on profits from the sale of a

Reno, Nev. hotel and apartment complex. Kanter's law partner, Roger Baskes, was convicted. Yet, despite Zell's testimony against him, Kanter was acquitted in 1977. While the feds had accused him of helping

clients dodge taxes, the Pritzkers were never charged with any wrongdoing. The family's caseload shifted to Kanter's protégé, Marshall Eisenberg, a defendant in Liesel's and Matthew's suits.

More recently the Pritzkers have been involved in a 13-year-old battle in U.S. Tax Court. There has always been a close relationship and complete unanimity of interest between the foundation and the universty. The university made the foundation an initial gift of $10,000 at the time of its

organization.

Father Malone became associated with the university prior to 1935, after havng taught for several years at St. Ignatius High School in San Francisco. His whole remaining life, until his death in 1956, was

devoted to Loyola University and the education of young men. He was untiring in his efforts to raise funds for the financial needs and growth of the university. He served as its treasurer and director of

development. He organized a number of university-supporting various fund-raising guilds and he was constantly soliciting and obtaining private donations for the university. Father Malone had been a

banker before he entered the Catholic priesthood. The financial survival of Loyola University and the success of the foundation in its fund-raising operation was due largely to his extraordinary business

acumen and capacity for work and his personal charm and persuasiveness. In his later years, he came to be known as the symbol, or patron saint, of Loyola University. He never received any compensation for his services to Loyola University or to the foundation. As a Jesuit priest, he was subject to the vows common to Catholic orders, of chastity, poverty, and obedience.

About 1942 Father Malone, with the help of Mildred Spencer, prepared a mailing list of about 5000 names of Southern California businessmen from

whom they began soliciting donations to the university. Mildred was a recent Catholic convert whose husband had died in 1941. After becoming acquainted with Father Malone, she volunteered to help him with his work on behalf of the university and remained associated with him until his death. She was a woman of independent means and never received any compensation of her services from Father Malone, the university, or the foundation. The idea of forming a nonprofit corporation to raise money for Loyola University was first suggested to Father Malone by Joseph W. Drown, a successful California businessman with whom Father Malone had become acquainted in 1942. Through Father Malone, Drown became interested

in the university and made substantial contributions to it and to the foundation. He told Father Malone that he owned a valuable income-producing hotel property which he would be willing to sell to such a

corporation under a plan which he thought would be helpful in raising money for the university. After further conferences, in which Father Malone and Drown and others connected with or interested in Loyola

University participated, the foundation was formed and soon thereafter purchased the hotel.

Korshak was first linked to the mob during a 1943 federal extortion trial in Los Angeles. Willie Bioff, a corrupt leader of the Hollywood stagehands union, told a federal jury that he was introduced to

Korshak at a Chicago hotel in 1939 by mobster Charles "Cherry Nose" Gioe.

Bioff testified that Gioe pointed to Korshak and declared: "[He] is our man, and I want you to do what he tells you. He is not just another lawyer but knows our gang and figures our best interest. Pay attention to him, and remember, any message he may deliver to you is a message from us."

Korshak denied that the meeting ever took place and complained for years that the story plagued him wherever he went. Korshak was the subject of many news stories, foremost among them a four-part series in the New York Times in 1976. But he had not granted a detailed interview for more than 40 years.

Indeed, one of his last interviews was to deny a 1978 report by then-California Atty. Gen. Evelle J. Younger that described Korshak as "a senior advisor to organized crime groups in California, Chicago,

Las Vegas and New York."

Korshak noted that he had contributed $3,000 to Younger's two campaigns for attorney general and had been asked to serve on Younger's advisory committee for his 1978 gubernatorial bid. "The damage this has caused me is irreparable because what can I do to combat it?"

In 1978, Korshak attended a fund-raiser for Gov. Edmund G. "Jerry" Brown Jr.'s reelection at Wasserman's home. Reporters asked Brown whether he was bothered by the presence of Korshak, who had contributed $1,000 to his 1974 election campaign. Brown said no.

Speaking of "business cover", Paul Helliwell was also hired by Walt Disney in the mid-1960s to set up dummy real estate companies for purchase of the land that would become Walt Disney World. Disney wanted to avoid paying a Disney premium for land parcels needed for the huge project, so Helliwell and his associates started buying up the parcels without reference to Disney. There is a chapter in the book Married to the Mouse devoted to this.

How the CIA Helped Disney Conquer Florida

With advice from former CIA operatives and lawyers, Disney bought up the land for Florida’s Disney World and orchestrated a unique legal situation—and set up an unconstitutional form of government. An excerpt from TD Allman’s Finding Florida (528 pages. Atlantic Monthly Press. $27.50.)

Starting in the mid-1960s when Disney set out to establish the Disney World Theme Park, they were determined to get land at below market prices and Disney operatives engaged in a far-ranging conspiracy to make sure sellers had no idea who was buying their Central Florida property. By resorting to such tactics Disney acquired more than 40 square miles of land for less than $200 an acre, but how to maintain control once Disney's empire had been acquired? The solution turned out to be cartoon-simple, thanks to the CIA.

Disney's key contact was the consummate cloak-and-dagger operator, William "Wild Bill" Donovan. Sometimes called the "Father of the C.I.A," he was also the founding partner of Donovan, Leisure, Newton & Irvine, a New York law firm whose attorneys included future C.I.A. director William Casey. Donovan’s attorneys provided fake identities for Disney agents; they also set up a secret communications center, and orchestrated a disinformation campaign. In order to maintain "control over the overall development," Disney and his advisers realized, “the company would have to find a way to limit the voting power of the private residents" even though, they acknowledged, their efforts "violated the Equal Protection Clause" of the U.S. Constitution. Here again the CIA was there to help. Disney's principal legal strategist for Florida was a senior clandestine operative named Paul Helliwell. Having helped launch the C.I.A. secret war in Indochina, Helliwell relocated to Miami in 1960 in order to coordinate dirty tricks against Castro. At a secret "seminar" Disney convened in May 1965 Helliwell came up with the approach that to this day allows the Disney organization to avoid taxation and environmental regulation as well as maintain immunity from the U.S. Constitution. It was the same strategy the C.I.A. pursued in the foreign countries. Set up a puppet government; then use that regime to do your bidding.

Though no one lived there, Helliwell advised Disney to establish at least two phantom "cities,” then use these fake governments to control land use and make sure the public monies the theme park generated stayed in Disney's private hands. On paper Disney World's "cities" would be regular American home towns—except their only official residents would be the handful of hand-picked Disney loyalists who periodically "elected" the officials who, in turn, ceded complete control to Disney executives.

In early 1967, the Florida legislature created Hallowell’s two "cities,” both named for the artificial reservoirs Disney engineers created by obstructing the area's natural water flow. When you visit Disney's Magic Kingdom, you are visiting the City of Bay Lake, Florida. The other was the City of Lake Buena Vista. In both “cities,” in violation of both the U.S. and Florida Constitutions the Disney-engineered legislation established a property qualification for holding elective office, requiring that each candidate for office there "must be the owner, either directly or as a trustee, of real property situated in the City" in order "to be eligible to hold the office of councilman."

Though enacted by the legislature, this and other crucial pieces of Disney-enabling legislation, which would reshape central Florida and affect the lives of tens of millions of people, was written by teams of Disney lawyers working in New York at the Donovan firm, and in Miami at Helliwell's offices. Disney lawyers in California signed off on the text before it was flown to Tallahassee where, without changing a word, Florida’s compliant legislators enacted it into law. “No one thought of reading it,” one ex-lawmaker later remarked. Later, after the houses there were sold, compliant legislatures excluded all the residents of Celebration from Disney’s domain, to prevent them from voting.

Those who were there never forgot the day Disney inaugurated what truly would be a magic kingdom in Florida – magically above the law. The Governor and his Cabinet came down from Tallahassee. TV crews were in attendance, along with Florida's most eminent civic leaders. Right on schedule, the curtains parted. On the screen, Walt Disney gave his much beloved, self-deprecating smile, then announced that in Florida he was going to create a new kind of America, not just a theme park.

There would "be no landowners, and therefore no voter control," Disney responded, when asked how he planned to maintain control.

If Florida, among all the many melodramas of the last 500 years, could be said to have had only one defining moment, this was it because in this place, at this particular time, the distinction between reality and fantasy—nature and names—vanished entirely. Walt Disney was dead when he made this presentation. A chronic smoker, he had died of lung cancer seven weeks earlier. As the lips of the dead Disney moved, people in the audience murmured their agreement. As his hands gestured, they nodded their approval. The posthumous Walt Disney, like the mechanical Andrew Jackson in the Hall of the Presidents, had joined Mickey, Donald, and the Sorcerer's Apprentice in that special world where it doesn't matter whether you're real or not.
