Military Industrial Congressional Intelligence Complex

Dear Mr. Simkin,

This is all very interesting but what does it have to do specifically with the assassination of an American President by the name of John Fitzgerald Kennedy? We already know that the George Walker Bush administration is full of incompetent (and downright evil) people, and that there are a lot of corrupt Iraqis as well, and that a certain "Mr. George Bush of the CIA" was mentioned in a famous FBI memo right after the assassination, etc etc etc, but could you please try to "connect the dots" a bit more so that we can finally figure out, with appropriate documentation, who the (M*#@^%#*^@G B$&^@&*S) were who murdered JFK? Specifically?

You don't mean the link to another thread, do you?

To me, your use of the word "connection" (singular) in this context implies the action or actions of an individual person or some sort group or organization whose members, as we've learned, are unfortunately very difficult to positively identify (with documentation of some sort, lol) as being actively involved in organizing and/or carrying out the assassination).

Well, I'm willing to accept the possibility that John Edna Hoover or Lyndon Baines Johnson or James Jesus Angleton or Carlos Marcello and/or Santo Trafficante or Interpen or "The Cuban Exiles," or Castro or whomever organized and/or pulled off the assassination. (The disgraceful cover up is another sort of animal altogether, and is in some ways much more enigmatic than the hit itself seems to be after some 44 years of research and "research.") But attempting to implicate practically the entire U.S. "Military- Industrial-Congressional-(and let us not forget) Intelligence 'Complex'" in the assassination is a bit "over the top" (as you say in England), as far as I'm concerned. Yeah, I know, they all benefited from the Vietnam War, the invasion and occupation of Iraq, the Drug Trade, etc etc but that doesn't necessarily mean that they were all active members of the (probably relatively-small) cabal that offed JFK.

I guess it ultimately depends on how narrowly or how broadly one wants to define the word "complex" in this context doesn't it?

While it is interesting, consuming and of importance to know the details of who did what in the Assassination and other covert operations, more important is that it was condoned, allowed, approved, covered-up, glossed-over, buried and new such episodes allowed to continue by the society as a whole...due to as I think John is trying to state the Complex as is exists that serves no interest of democracy, governance, justice, right, law...only of the power [and very corrupt and personal power] of a few. It has not been held to account, it is not under control, it is [in fact] worse now then in 1963. Dallas has been repeated endlessly in varying forms and will lurk and strike until dismantled. That will take an awareness not present for a host of reasons. Let us begin to see and acknowlege and then act. It will take mass-education of a brainwashed and lied to public fed on lies, controlled media and information and other magic tricks. Not an easy task. Perhaps not possible. Nothing less than the planet and survival of the species is at stake...not to mention noble ideals such as liberty, justice, democracy, autonomy, freedom, et al.

Believe it or not, I agree with a lot of what you seem to enjoy saying about twice a month and occasionally even in the rather bitter-sounding, strident, radical way you tend to say it.

I guess what I'm grousing about here is that-- in my humble opinion-- this thread, and some others like it, should be moved to a different section in the "Controversial Issues" part of the "Education Forum," even if it means that a new "topic" would have to be set up -- ("Conspiracies of the U.S. Military-Industrial-Congressional-Intelligence Complex" or "Dem Dirty Rotten American Bastards... (I hope it's OK to say "bastards," after all, Tosh Plumlee did call Myra a (&*$%#) and GPH said (@%^$*#^) and (#%&^#%$@*) and... ) ...Done Did It Again" come to mind.

I don't see how this thread and the ones like it are helping us to figure out who (specifically) organized and "done the deed." But then again, it is called the "JFK Assassination Debate," isn't it...?

Oh well, carry on ladies and gentlemen...

During the Eisenhower administration, John Williams, the Republican senator from Delaware, began revealing details of what became known as the "Stockpile Scandal". Williams was the same person who was later to expose the "Bobby Baker Scandal".

Williams claimed that George M. Humphrey, Eisenhower's Secretary of the Treasury, was behind this corrupt operation. In the early stages of the Korean War, Harry Truman had established the Office of Defense Mobilization (ODM). This authorized the creation of stockpiles of raw materials that were important in the fight against international communism. The General Services Administration (GSA) was the operating agency for the program. As this scheme involved national defence, it was decided that this policy would be kept secret from the American public.

Humphrey knew about this secret policy because he was chairman of M. A. Hanna Company. Humphrey's company owned the mineral rights on Nickel Mountain in Oregon. The Hanna Mining Company provided large amounts of nickel ore for the ODM stockpile. Soon after becoming Secretary of the Treasury in January, 1953, he contacted ODM and suggested that it should sign two contracts with the Hanna Company. The first one involved buying nickel ore for $6 a ton (this was much higher than the market rate). The second one was that the ODM was to sell back the nickel ore to Hanna at the same price for it to be smelted. This would cost a further $6 a ton for processing. Hanna did not have a smelting plant so it asked for the ODM to spend $22 million on building them one. This was agreed and by 1961 over $100 million had been spent by the government on these Hanna contracts.

The same thing went on in the purchasing of unneeded lead, zinc, copper, chromite, molybdenum, cryolite, tungsten, manganese and aluminium. The companies concerned who provided these raw materials charged a much higher rate than the market price. In effect, they were getting a government subsidy for producing these materials.

One of the most amazing aspect of this scheme was that when prices were high, the ODM allowed the companies to buy the raw materials back at the original prices to sell on the open market at a higher price. For example, the Calumet & Helca Company, was able to buy back copper in 1958 for $26,093,314 (the price it sold it for in 1955) to sell at $29,086,616 on the open market.

John Williams passed all his information to President Kennedy and on 31st January, 1962, he ordered federal investigators to looking into the stockpiling of these raw materials. He said: "It was apparent to me that this excessive storage of costly materials was a questionable burden on public funds and in addition a potential source of excessive and unconscionable profits."

Kennedy told the nation that the raw material stockpiles were worth $7.7 billion. It was calculated that this exceeded the stockpile needs by nearly $3.4 billion. The value of the aluminium in the stockpile exceeds the amounts we would need for three years in the event of a war by $347 million. The excess supply of nickel is $103 million."

A Senate Committee led by Stuart Symington later reported that: "The evil of the price support program was that it loaded the stockpile with greater quantities of unneeded materials at a time when the Defense Department was seeking funds for more urgent defense needs. This was done without public knowledge under a cloak of secrecy imposed because of the supposed demands of national security. Perhaps the primary lesson to be learned from this unfortunate stockpiling episode is that stockpile operations should be conducted with the full knowledge of the American taxpayer."

Only three senators, Stuart Symington, Claire Engle and Howard W. Cannon (all Democrats) signed this highly critical report. Clifford Case and J. Glen Beall, the two Republicans refused to sign. So also did the Democrat, Strom Thurmond. As a result, the case got very little publicity and Kennedy privately condemned the way the media protected the Eisenhower administration. Interestingly, none of Humphrey's web biographies mention this scandal.

I wonder if there is any connection with this scandal with the appointment of Douglas Dillon as Secretary of the Treasury. Dillon had worked under George M. Humphrey during the Eisenhower administration. His choice of a Republican as Secretary of the Treasury caused a great deal of concern at the time. We now know he got the post as a result of lobbying by Lyndon Johnson and Philip Graham. We also know that Strom Thurmond was under the control of LBJ.

Sen. Stuart Symington's wife's aunt was Jock Whitney's mother.....

Eisenhower made his last speech as president on the subject of the Military Industrial Congress Complex in 17th January, 1961. Probably the most controversial speech of his career he gave the American people a serious warning about the situation that faced them: The speech was written by two of Eisenhower’s advisers, Malcolm Moos and Ralph E. Williams. However, this was not the speech they had written. Eisenhower had made some important changes to the original draft. For example, Eisenhower’s speech is a warning about the future. He does not explain how he dealt with this problem during his presidency. After all, Eisenhower gave important posts to John McCone and Robert Anderson, two key figures in the “Military-Industrial Complex”. He was also the president who succumbed to the pressures of Tommy Corcoran to order the CIA to work with United Fruit in the overthrow of democratically elected government of President Jacobo Arbenz in Guatemala in 1954. Eisenhower also encouraged and benefited from the activities of Joseph McCarthy in the 1950s. It was this fanatical anti-communism that fueled Cold War tensions and stimulated the arms race that was such an important ingredient in the development of the “Military-Industrial Complex”.

Another important aspect of the speech is that Eisenhower does not mention the role of politicians in this problem. This is strange as it was only through politicians that the military and the business community got what they wanted. This was one aspect of the speech that Eisenhower changed. In the original draft, Moos and Williams had used the phrase, the “Military-Industrial Congressional Complex”. This is of course a more accurate description of this relationship. However, to use the term “Congressional” would have highlighted the corruption that was taking place in the United States and illustrated the role played by Eisenhower in this scandal.

In 1961 Drew Pearson and Jack Anderson began reporting on Eisenhower taking money from the oil industry. Eisenhower did not take legal action against the journalists and the story did not receive very much publicity. In 1968 Pearson and Anderson returned to the topic in their book, The Case Against Congress (1968). "On January 19, 1961, one day before he left the White House, Eisenhower signed a procedural instruction on the importation of residual oil that required all importers to move over and sacrifice 15 percent of their quotas to newcomers who wanted a share of the action. One of the major beneficiaries of this last-minute executive order happened to be Cities Service, which had had no residual quota till that time but which under Ike's new order was allotted about 3,000 barrels a day. The chief executive of Cities Service was W. Alton Jones, one of the three faithful contributors to the upkeep of the Eisenhower farm."

The authors went on to claim that hree months later, W. Alton Jones was flying to Palm Springs to visit Eisenhower when his plane crashed: "Jones was killed. In his briefcase was found $61,000 in cash and travelers' checks. No explanation was ever offered - in fact none was ever asked for by the complacent American press - as to why the head of one of the leading oil companies of America was flying to see the ex-President of the United States with $61,000 in his briefcase."
