Bill,

Now if Robert Steel, the brother of Margaret Hover, who first thought her allegations serious enough

to report to the local State Police, is the same Robert Steel USNR, San Diego, who had access to

LHO's ONI file, then the whole incident can be looked at in a different light.

JULIO FERNANDEZ

On the night of President Kennedy’s assassination, Clare Booth Luce, the wife of Time-Life publisher Henry Luce, received a telephone call from Julio Fernandez, a crew member of an anti-Castro Cuban attack boat that she financially co-sponsored with William Pawley.

Pawley, a Miami multi-millionaire, staunch right-wing conservative and former owner of the Havana bus system and airlines before Castro, had helped General Claire Channault form the original Flying Tigers during World War II. He also served as U.S. Ambassador to Brazil and Peru, and persuaded Clare Booth Luce to help finance a fleet of motorboats that attacked Cuba like the Flying Tigers fought the Japanese.

According to a Congressional Report, “Pawley envisioned them as Cuban ‘Flying Tigers’ flying in and out of Cuba on intelligence gathering missions.” Luce agreed to sponsor one boat and its three-man crew, one of whom was Julio Fernandez. She met with her Cuban commandos in New York on three occasions and published a story about them in Life Magazine.

She referred to them as “my boys,” but until the night of the assassination, hadn’t seen or heard from them since the October, 1962 Cuban Missile Crisis, when the raids were said to have been discontinued.

On the night of the assassination however, Julio Fernandez called Luce on the telephone and told her he had some information on Lee Harvey Oswald, the President’s alleged assassin. Luce claimed Fernandez told her that Oswald had approached the anti-Cuban group that Fernandez belonged to and offered his services as a potential assassin.

“The Cubans however, didn’t trust Oswald,” the report continues, “and suspected him of being a communist, and decided to keep tabs on him. They eventually penetrated Oswald’s ‘cell’ and tape recorded his talks, including his bragging that he could shoot anyone, even the Secretary of the Navy.”

Fernandez told Luce that Oswald came into some money, went to Mexico City and then Dallas. Fernandez said that he still had tape recordings of Oswald as well as photographs of Oswald and samples of the handbills he had distributed on the streets of New Orleans.

Luce later said that she advised Fernandez to contact the FBI immediately, and didn’t think about the incident again until the Garrison investigation in 1967. She then recontacted Fernandez, and he told her that one of the members of his group has since been suddenly deported and that another had been murdered. He himself, wanted nothing more to do with the Kennedy assassination.

When Congressional investigator Gaeton Fonzi tried to track down Fernandez, Luce said that “Julio Fernandez” may have been the Cuban’s “war name,” like those used by Sylvia Odio’s visitors, “Angelo” and “Leopoldo,” and the Congressional report concludes, “no such individual was every found.”

But there is a Julio Fernandez, a suspicious suspect investigated by the Pennsylvania State Police and the FBI and whose records are published among the exhibits of the Warren Commission. This Julio Fernandez was a Cuban professional who may have known about an association between Jack Ruby and Lee Oswald before the assassination.

On November 27, 1963, Corporal Theodore Lezar was stationed at the Hollidaysburg, Pa. State Police barracks when Robert Steele, of Altoona, Pa., stopped in and advised that he had some information that might have a bearing on the assassination of President Kennedy.

Steele, the brother of Mrs. Margaret Hover, of Martinsburg, Pa., told Lezar that sometime in the third week of October, 1963, his sister found some items in the dry leaves immediately below her porch. The items included an envelope, a used train ticket and a throwaway trailer advertisement, which had hand, scrawled notes on the back that might have a relation to the assassination.

The envelope was from the Seaboard Airline Railroad Company of Miami, Florida. The used ticket indicated the holder had a coach reservation on the railroad for seat #48, Car #3E, on a train leaving Miami at 12:40 pm on September 29, 1963, arriving in Washington D.C. the following day.

The back of the trailer advertisement contained the names “Ruby” “Lee Oswald” and the “Silver Slipper,” as well as some drawings of a window, some other names and a six-digit number.

When the State Police interviewed Mrs. Margaret Hover at her home she confirmed what her brother had told them, saying that at first she thought the items belonged to her estranged husband, who was in the trailer business and she showed them to her daughter, remarking that “Ruby” and “Lee” were probably women her recently divorced husband was seeing.

She then realized however, that the items came from her neighbor’s yard, where similar items were being burned in a trashcan.

The FBI then got involved and interviewed Mrs. Hover’s daughter, who also confirmed the fact that her mother found the items and showed them to her, and indeed the names “Ruby” and “Lee Oswald” were written on the back of the advertisement.

Of course, this is the FBI at work, so instead of going over to the neighbor’s house right away, they talk to the daughter’s husband, who told them his wife tends to exaggerate, was on tranquilizers and believed everything her mother told her, effectively discrediting her.

Mrs. Hover then produced the envelope and train ticket, but could not locate the trailer advertisement with the names on the back. Interviewed again, the daughter continued to maintain the names were there and wouldn’t back down under FBI pressure.

So, Special Agents of the FBI J. Edward Kern and Richard Randleman of the Pittsburgh, Pa. Field Office reluctantly went to the door of the neighbor who burned his trash in his backyard. Their report became Warren Commission Exhibit #3076.

Mrs. Hover’s neighbor, Dr. Julio Fernandez, explained to the FBI that he was a Cuban refugee and former editor and publisher of La Nacion newspaper in Cuba. As Minister of Information in the regime of Carlos Prio Soccaras, he at first welcomed the Castro revolution, but then turned against it when Castro became a communist.

Fernandez said that his brother-in-law, Antonio Larraz, had been a Captain of Police under Batista, but the Batista government was oppressive. Fernandez emphasized to the FBI that he was not a communist and was not on welfare, but working as a Spanish language teacher at the local high school and was trying to build a better life for himself in the United States.

In addition, Fernandez told the FBI that his sister-in-law, Aurora Fernandez was the mayor of a small rural town in Cuba and his wife, a Spanish attorney, worked for a Cuban refuge relief organization in Miami, and with the Catholic Welfare Society.

Although Fernandez didn’t know anything about the trailer advertisement with the names on the back, nor did he know Lee Oswald or Jack Ruby, he did acknowledge that his son Julio Fernandez, Jr., had used the train ticket to travel from Miami to Washington.

The official investigation ended there, but I called Mrs. Hover on the telephone in the early 1970s after reading the reports published in the Warren Commission, when she still lived at 105 South Walnut St., Martinsburg, Pa., and she reiterated the facts as they occurred and added some new information. Mrs. Hover said that Fernandez often worked late into the night typing a manuscript, and that his son Julio Fernandez, Jr. was an artist and often away at School, Penn State. She also noted that Fernandez had signed a three year teaching contract with the high school and recently purchased a home in Martinsburg which he began to renovate when suddenly he sold the home and left town, possibly relocating to Rye, New York.

In addition, Mrs. Hover said that years after the FBI interviewed here two men in suits came around asking more questions about the incident, indicating that there was still some investigation of Fernandez years after the FBI lost interest, yet before Fonzi began looking for him.

[According to Royce Bierma, Dr. Julio Fernandez, who was born on January 3, 1909, died on August 2, 1992 in Miami, Florida. [Can someone provide an obituary on Fernandez?]

Miami Herald, The (FL) - August 4, 1992

JULIO CESAR FERNANDEZ JOURNALIST, TEACHER

Julio Cesar Fernandez, journalist and teacher of literature, died Sunday at his Miami home, said his widow, Emma Larraz. He was 83. She said he had Parkinson's disease.

During the 1930s, Fernandez founded and directed the student publication, Alma Mater, at the University of Havana. The periodical later became the official publication of the administration of Ramon Grau San Martin.

Fernandez moved from his native Cuba to the United States in 1961 with his family. For 26 years he lived in New York City, where he taught Spanish literature at Marymount College. He moved to Miami in 1989.

Besides his widow, Fernandez is survived by three children: Walkiria, Julio and Alexis; and four grandchildren.

Funeral Mass will be held at Saint Raymond Catholic Church..

A funeral procession will leave at 1 p.m. today from Caballero Woodlawn Funeral Home, 1661 SW 37th Ave. Burial will be at Caballero-Woodlawn Coral Gables Funeral Home 3260 SW Eighth St.

The maddening aspect of all of this is that there are connections that give you a basic idea of how Lee Oswald was potentially going to be linked to other Cuban's if the need arose. Dr. Julio Fernandez, seems to have been a candidate, although if you have studied the assassination long enough you realize no-one other than Oswald and Ruby

were to be sacrificed. Case, in point Thomas Eli Davis, III, who was arrested in Morocco, carrying documents which referenced Oswald and Ruby.

Although he was arrested by the Moroccan's over an attempted arms purchase, the Moroccan government stated that the main reason he was arrested was

his documents.

After he was released, the State Department went out of their way, to keep the whole affair private....

Would a government interested in getting to the truth about the assassination have done that?

INVESTIGATION OF ALLEGATIONS THAT OSWALD WAS IN TANGIER, MOROCCO

http://www.maryferre...489&relPageId=5

The maddening aspect, I referenced is that Robert Steele's brother was Margaret Kathryn Hoover, who made the allegations about Fernandez, in the first place.

This is a critical area, because Robert Steele was one half of another Steele, who is also important.

There is also another Hoover, named Lillie Mae Hoover who factors somewhat into the checkstub allegedly found in Oswald's possession, that belonged to James Jackson.

See below

HOOVER, LILLIE MAE (MRS.) Sources: CD 206, p. 119 Mary's Comments: Owned 214 W. Neely and sold it to M. W. George on 11/14/62.

On December 30, 1963 M.W. George, Tucker-Manning Insurance, 5651 North Central Expressway, advised that he is currently the owner of the property located at 214 W. Neeley St., Dallas, having acquired this property on November 14, 1962. This property was previously owned by Lillie Mae Hoover, 212 West Neeley, who left for Florida after selling the property

which is a duplex building with the address of both 212 and 214 West Neeley, to Mr. George.

Mr George advised that Mrs. Hoover does not have any known relatives in Dallas, Texas, and has no idea of what her present address is.

Mr George advised that his rental records do not show that a Mr. James A. Jackson resided at 214 W. Neeley, Dallas, Texas since he acquired the property on November 14, 1962.

Mr George believes this would indicate that Mr Jackson lived at 214 W. Neeley St., when the property was owned by Mrs. Hoover.

Robert: The Mr. Jackson in question, Mr. James A Jackson is noteworthy for his usage of Social Security Number 465-50-6916, which was not his Social Security Number. In Warren Commission document 206:118, he states his Social Security Number is 465-54-6916. He was advised that he should not use 465-50-6916, as it was assigned to another person. Jackson's explanation of the Social Security Number issue, was that, "This mixup occurred while he was in the Armed Forces or shortly after he got out, when he first went to work for American Bakery Co." He was an employee of American Bakery Company, 2301 South Ervay Street, and had lived at 214 West Neely Street, where he had lived for about nine months

and thereafter moved to 701 North Boulevard Terrace until July 1963, when he and his wife separated. Jackson said he had no idea how Lee Harvey Oswald came into possession

of a paycheck stub, which apparently belonged to him, but that it was possible, but that he might have accidentaly dropped this checkstub on the street, and someone could have picked it up, but he did not recall ever losing one. On December 30, 1963, Mr. M. W. George, Tucker-Manning Insurance Co., 5651 North Central Expressway advised that he is currently the owner of the property located at 214 West Neely, having acquired this property on November 14, 1962. This property was previously owned by Mrs. Lillie Mae Hoover, 212 West Neely, who left for Florida immediately after selling the property which is a duplex building with the address of both 212 and 214 West Neely, to Mr. George. Mr. George advised that Mrs. Hoover does not have any known relatives in Dallas, Texas and has no idea what her present address is.

The point of my post is to point out a possible connection between Lillie Mae Hoover of Florida, formerly of Dallas, Texas who moved to Florida after she sold the Neely St. property, could be related to Margaret Kathryn Hoover of 105 South Walnut St., Martinsburg, Pennsylvania, whose brother was Robert Steele

An overwhelming impression I get is that the whole things again and again centers on Cuba. But what was/is Cuba really.

I think the answer must take into account its role as an example (and just like Assange, must be stamped out to prevent any spread). Again it's the idea that is dynamite. And the Dogma is to cut it off at the root.

Therefore looking at it with a wider lens, imo one must consider the Monroe Doctrine and at least give a glance at the dream of a great southern empire by the confederacy.

After slumbering for 100 years Kennedy was about to findamentally change a basic tenet whether he meant to or not, I think he was duty bound., not least there taking on Cuba with the Alliance for Progress.

I don't think the background of some of these people can be glossed over..

Therefore in this greater context what is actually being protected is a latin/south america status quo. (it, as these things do, the thesis laying the seed of the antithesis) and Kennedy realised that if he was to succeed on this level he must demonstrate a committment that necessarily means walking the talk. This upheavals reaction provided all the cover for the assassins. Oswald wasn't the only patsy. This will continue to impede progress until they are recognised as such.

The Hidell portions of this post are mentioned merely to illustrate that David Kerr is an important name to remember; I cannot state conclusively that the obit posted of David Kerr, is one and the same as the Kerr cited in the WC Document, but I strongly suspect that it is.

At 1:30 a.m. on 11/24/63 Mr David Kerr Office of Naval Intelligence, contacted SAIC Rice by telephone, advising that a thorough search had been made of the Marine Corps records with the following results:

There are four persons on active duty by the name of J. Evans, and twelve on inactive duty . . . . He said that there

was only one officer, Lieutenant John Stewart Evans . . . who might be associated with Oswald's reference.

He further advised that there is no record of a "Hidell" either on active duty or inactive; and that the only similar name

is John R. Heindel, age thirty-eight, born in Louisiana, who is not active, his record being available at the Federal Records Center, St. Louis. CE 3119, p. 12

....There is also another Hoover, named Lillie Mae Hoover who factors somewhat into the checkstub allegedly found in Oswald's possession, that belonged to James Jackson.

Louis. CE 3119, p. 12

That's interesting Tom.

Oswald had used A. Hidel and J. Evans as references, and in the same paragraph of the Warren Report they deny that either person exists, yet they acknowledge that Julian? is the husband of the women who knew Oswald's family for many years and helped Oswald find the Magazine St. apt.

The Hidell in Little Neck is probably a recent immigrant.

The John R. Heindell is probably the guy Oswald served in the Marines with who lived in NO in 1963.

I don't think David Kerr had anything to do with anything other than reviewing the files for Rice.

I'm curious about the Hidel who was the bartender at the gay bar in Baton Roughe where the McCurley Bros used to hang out.

I'd like to get a make on him, and the McCurleys.

History of ONI

http://www.forum.mil...al-intelligence

The Defense Intelligence Agency (DIA) was created in October 1961 to improve the effectiveness and responsiveness of Department of Defense intelligence products and activities. The joint Army/Navy/Air Force effort in air intelligence (inexistence since World War II) was transferred almost completely to DIA.

Until 1963, it had been Navy policy to fill the DNI billet with an unrestricted line officer. Rear Admiral Rufus Taylor was the first Intelligence Specialist to hold the position of DNI. And NPIC was redesignated as the Naval Reconnaissance and Technical Support Center (NRTSC).

Ian Griggs: "I have just established contact with former DPD Detective (polygrah examiner) Paul Bentley. He is possibly best recalled as the man with the big cigar in the picures asOswald is placed into the police car outside the theatre. Progress is fairlyslow as Bentley is not on the net so we are corresponding by snail mail. He is getting on in years but is lucid, helpful and blessed with a good memory. It is also an advantage that he and I share a past in LE." - IAN

Steele: Did clandestine, covert action and technical collection work for counterintelligence programs. Once named on the list of the top 100 "unsung heroes who helped create the future." Multilingual. Perhaps it was with tongue firmly in cheek that in1992, he formed a company called OSS?

Robert Steel was possibly the same Robert Steel who was the brother of Margaret Hoover. In the third week of October, Mrs. Hoover found an envelope in her front yard. Inside the envelope was an advertisement. On the back of theadvertisement were the words Lee Oswald, Rubenstein, Jack Ruby, and Dallas, Texas.

COMMENT Brother of Mrs. Margaret Kathryn Hoover.

LAST STEEL

CD 53 is the FBI Report I cited above.

Well, there's "ONI" on that report.

The most recent history ofONI is by Jeffrey Dorwart, History Prof. at Rutgers U.

Garrison mentions in a footnote to On The Trail of the Assassins (p. 41), that the Louisiana State Police found a book in Guy Bannister's office, Naval Intelligence, by Admiral Ellis Zacharias.

One of Zacharias' literary collaborators was a man named Ladislas Farago. In early 1963, Farago wrote a series of articles concerning the woeful state of U.S. anti-submarine warfare preparation. He said theywere lacking Congressional backing which hampered weapon research and the improving of technology; that the cautious spending would also result in mechanical deficiencies. About two months after Farago's material was published, the Thresher went down.

Oswald had used A. Hidel and J. Evans as references, and in the same page of the Warren Report they deny that either person exists, yet they acknowledge that Oswald served with a Heindell in the USMC who lived in New Orleansat the time and there was a Hidel bartender in Baton Rouge who knew the McCurley brothers, two of the guys who helped Oswald hand out FPCC literature. Julian - J. Evans is the husband of the women who knew Oswald's family for many years and helped Oswald find the Magazine St. apartment.

At 1:30 a.m. on 11/24/63 Mr David Kerr Office of Naval Intelligence, contacted SAIC Rice (New Orleans) by telephone, advising that a thorough search had been made of the Marine Corps records with the following results:

There are four persons on active duty by the name of J. Evans, and twelve on inactive duty . . . He said that there was only one officer, Lieutenant John Stewart Evans . . . who might be associated with Oswald's reference. He further advised that there is no record of a "Hidell" either on active duty or in active; and that the only similar name is John R.Heindel, age thirty-eight, born in Louisiana, who is not active, his record being available at the Federal Records Center, St. Louis. CE 3119, p. 12
