John Newman has had a running FB post discounting Vecian's claims regarding Dave Phillips.

Posted April 8th

"In November 2017 at the Lancer conference in Dallas, and again in March 2018 at the conference in San Francisco, I gave a presentation on Antonio Veciana and his claim that Bishop/Phillips recruited and trained him in Havana beginning in mid-1960. In Volume III, ("Into the Storm") coming at the end of 2018, there are a least two major chapters on the Veciana story about his relationship with David Phillips. The attached chart is worth studying; it speaks volumes about Veciana's story and how poorly our research community handled the alleged recruitment in Cuba over several decades (the person who noticed was Cuban intelligence chief, Fabian Escalante, in 1995). I am releasing this chart now because it takes a few months just to begin understanding its ramifications. I hope you enjoy working through them."

  • 10 months later...

I noticed he never claimed he worked for the CIA. He called it US Intelligence. Alpha 66 wasn’t CIA, it was Military. But Bishop, if Veciana is truthful when he claimed that was his CIA handlers name, fits David Phillips closely. John Newman has dissected Veciana’s past statements and testimonies and concluded that he has lied often. I don’t think Veciana ever saw Oswald. But what was Veciana’s relationship to Phillips, if any? Might Bishop be someone in Military Intelligence? Colonel Bishop perhaps?

Paul,

I wonder if this should be an entry in the Colonels thread?

Veciana was working for the ACSI - Asst Chief of Staff Intelligence for the US Army. Specifically Detachment A. The Miami Station was run by a Major Junius "Duke" Watlington. Veciana's contact in Puerto Rico was an Owen Darnell. Darnell was a spotter for Detachment A. The Second Front (SFNE) was run by ACSI.

The CIA and ACSI often had to share assets and disagreed on how to go about it. Here's doc with Watlington, Lt Col. Causes and Reuteman (Shackley) discussing logistics..

David,

The file you referenced mentions Opa Locka a lot.

From page 6 of the file:

Cryptonym: JMFIG

JMFIG is defined as the "Opa-locka Naval Base. Opa-locka CAC (note: Caribbean Admissions Center)

https://www.maryferrell.org/php/cryptdb.php?id=JMFIG

Background on the use of the Opa-locka facility. "The Caribbean Admission Center was established in March 1962 as a joint DOD/CIA operation under CIA operational control and Immigration and Naturalization Service (INS) cover..." See https://www.maryferrell.org/showDoc.html?docId=19773#relPageId=10&tab=page - it shows that "CIA's Domestic Contact Division (DCD) had primary responsibility for obtaining positive intelligence interest from refugees." DCD officers conducted interviews with refugees at the CAC.

124-90019-10155: No Title

Deputy Chief of the CAC is Colonel Sam Kail.

198-10004-10153: TRIP REPORT

Colonel Sam Kail and Lt. Col. Trudencio Ulibarri are described as "the two top men" at CAC.

See this document for further details on Kail and Ulibarri and the relationship between CIA and DOD.

198-10004-10153: TRIP REPORT

More Colonels Steve. 🙂

Didn't Veciana mention that he visited Sam Kail at the American Embassy in Havana? Veciana was interviewed by JMAVE PM guy Cal Hicks, aka Carl Hitch, Calvin Carl. Hicks was under domestic cover as a member of the US Army.

Owen Darnell, mentioned above, was a former captain for Lykes Steamship Co and was still employed by them in Puerto Rico. In that small world of LHO, this was the ship line that he used to go to Europe. He was also scheduled to use this company to go back to Russia Oct-Dec 1963.

https://kennedysandking.com/john-f-kennedy-articles/mexico-city-part-2-the-trip-down-part-1 By our own David Joseph.

His June 1963 passport application was approved and his passport issued. On this June 1963 application Oswald stated he would be leaving between Oct & Dec 1963 from NOLA on a ship (he took the SS Marion Lykes of the Lykes Brothers Steamship line from NOLA to Europe on his "trip" to the USSR in 1959) and he'd be gone 3 months to a year. Lykes Questionaire CE1948. The Lykes Brothers line is the same one taken by George DeMorenschildt on his trip back from Haiti thru NOLA to Dallas. (WC testimony of Mr. DeM GDeM testimony).

David,

First: Where is Owen Darnell mentioned? I'd like to add that to my Lykes Steamship file.

Second: Veciana:

"In 1960, he was stationed in Havana and according to Antonio Veciana, Maurice Bishop sent Veciana to meet with Kail regarding official support. Kail said they would speak in more detail in Dallas later. I'm not sure if that meeting ever took place but Veciana felt that Kail and Bishop were well acquainted."

Third: Oswald's passport. On September 4, 1959, Oswald applied for a passport to attend the Albert Schweitzer College. He said that he would be leaving on the Grace Lines. A week later, he booked passage on the Lykes Lines. Why?

Fourth: Lykes Steamship:

Orest Pena WC testimony:

http://mcadams.posc.mu.edu/russ/testimony/pena_o.htm

Mr. LIEBELER - When did you leave Cuba?
Mr. PENA - I left Cuba in September 1946.
Mr. LIEBELER - Have you been back to Cuba since that time?
Mr. PENA - Yes.
Mr. LIEBELER - Would you tell us when?
Mr. PENA - Oh, many times I went to Cuba. My last time I went to Cuba was about 8 months, I believe, after Castro took over, but before, I used to go very often because all my family is in Cuba, my mother, my father-- before my father died, I used to go to Cuba many times. I was a seaman, too. I used to ship out with the United Fruit Co. and the Lykes Brothers Co. That's before Castro took over.

Mr. LIEBELER - You stopped working as a seaman in 1957?
Mr. PENA – Yes.

And you mentioned George DeMohrenschildt.

OBITUARY of Frances Whitmeyer:

Whitmeyer, Frances Raby was born February 21, 1922 and passed away April 4, 2009. Frances was born in Athens, Alabama to S.W. and Donna Raby. She graduated from Alabama Women's College in Athens. She moved to New Orleans and worked for the Lykes Steamship Co. and also for the City of New Orleans helping to translate French law into English. She later married George Whitmeyer and they moved to Germany where he was stationed after the war. They moved to Fort Worth in 1961 and then to Dallas in 1963.

Interesting confluence of people.
