They know SATs are a problem and they need to get rid of them or at least ameliorate the "test everything which moves" mentality. OTOH They won't admit that is what they are doing so they have to introduce another testing regime. I think Government "consultations" are a sham but if the NUT does not put its point of view the government will claim there is no opposition to its proposals.
