Holland was anti-labor, anti-communist, pro states rights, and according to some fellow senators, a more sincere racist than either Eastland or Thurmond. He is best known for getting through a constitutional amendment banning the use of Poll Taxes in Federal Elections. This tax was largely seen as disenfranchising black voters. However, that was not Holland's concern. His problem with it was that it allowed politicians to buy votes by paying the poll tax for those who couldn't. His other major contribution was in assisting Big Oil with the Tidelands Act. Holland was the quiet, studious type - the type every mother will tell you are the ones to look out for.
