Now that the DfES targets have almost been reached, it occured to me that now may be a good time to reflect on the effectiveness of setting targets in this way. On the one hand, it probably did quite a lot to make sure schools acquired equipment. On the other hand, I wonder if all the decisions made were the right ones? In my view the "best" computer:pupil ratio depends on the circumstances prevailing at the time, but should always be determined by the number at which the costs associated with the last computer bought/installed are exactly ofset by its benefits.
I've set out the arguments for this approach in an article called Optimising the computer:pupil ratio, which I've posted on my website (see below). I'd be interested in people's views of this approach.
