Filmmaker, Laura Poitras profiles William Binney, a 32-year veteran of the National Security Agency who helped design a top-secret program he says is broadly collecting Americans' personal data.

Binney says that the secret program has the ability to target a “community” and determine who its members are and build profiles on these members, so that ultimately the NSA knows everything there is to know about the community.
