His evolving foreign policy along these lines posed such a serious threat to the power of the conspirators that he had to be eliminated by means most foul. Simply establishing a rendezvous mission in space was hard enough; it took several years of negotiation. The result was the ASTP (Apollo - Soyuz Test Program).
