Interesting little memo, demonstrating Kennedy's ongoing attempts to " normalise" relations with the Soviet Union, without weakening his bargaining hand in the prosess. Of course, with the Soviets playing the "chief evil dooers" role at the time, any attempt at finding common ground would not have gone down very well with the JCS, and their civilian suppliers.
