In your research on Carl Jenkins, have any connections to James Atlee Phillips been made?

I don't know about James Atlee Phillips but he is closely connected to David Atlee Phillips. The two men worked together on several occasions. They were both in Guatemala in 1954 during the overthrow of Jacob Arbenz.

After spending time as Training & Operations Officer for maritime infiltration of small teams in Indonesia, Singapore, Malaysia and the Philippines he joined JMWAVE in Miami. In 1960 he was appointed as Chief of Base for Cuban Project. He was responsible for selection and training of cadre, assignment of officers for invasion brigade, maritime infiltration and operational management of small teams and individual agents.

In the summer of 1963 he worked closely with David Morales in providing paramilitary training for Manuel Artime and Rafael 'Chi Chi' Quintero and other members of the Movement for the Recovery of the Revolution (MRR). I assume Phillips was also connected with the MRR during this period.

The two men were also in the Dominican Republic together in the late 1960s. Jenkins was Senior Advisor to the Dominican Republic National Police for Counter-Insurgency Program Design & Training whereas Phillips served as CIA Station Chief in the Dominican Republic .
