TOM DOWLING

Dowling was a latter-day David Ferrie. A failed seminarian turned "priest" in the Celtic Catholic Church (one of the myriad offshoots of the Old Catholic Church), Dowling joined FDN supporter groups in San Francisco during Jan 1985 and was immediately dispatched to Honduras as an "observer". Upon his returned in April, he gave evidence during the hearings of the House Foreign Affairs Subcommittee on Western Hemisphere Affairs to the effect that all human rights abuses came from the Sandinistas. Dressed as a Catholic priest and paraded before the committee as an aid worker, his testimony was unchallenged. It was only discovered later by the committee that he was not a Catholic Priest, and that he in fact was working for Oliver North.

An FBI informant described Dowling 38 or 39 years old, that his church was a tax dodge and that Dowling racked up around six grand a month on credit cards.

PHIL MAYBREY (also spelt as "Maybre" and "Maybry")

Maybrey was from Fort Worth, was in his 50s and worked as a security guard. He had close contacts in the DIA.

During July, 1985, Maybrey told a FDN member in Houston that the FDN was "going crazy" since Dowling joined. At some point, Maybrey introduced a friend (whose name is blacked out in FBI docs) into the FDN. By March 1986, this friend had become so disturbed by what he'd seen and heard, he got Maybrey to come with him to Washington to meet with Senator Kerry aid, Dick McCall and David McCurdy from the House Intelligence Committee, among others. North, on hearing about Maybrey's meetings hit the roof, and a phone call between the two about the matter left Maybrey shaken. Though North knew Maybrey had been accompanied by someone, he did not know the persons identity.

The two also met with a former Navy Seal friend of Maybrey's by the name of Tom Davey III. Another who intended to do some talking, Davey had allegedly helped mine Nicaraguan harbors. Not long after this meeting however, Davey was in Senator Kerry's office when he decided to ring his home to check for messages. He had one. It said bluntly"Tom don't walk, run from Phil and his friends. Guys who drive slow in the fast lane don't live long." Davey recognised the voice and later was to comment that "These guys play for keeps. They'll kill you." Davey heeded the warning and zipped it. Meanwhile, Maybrey, still shaken by his discussion with North, tried to dissuade his other friend from meeting with the Special Prosecutor.

If Dowling was a latter day Ferrie, then Maybrey was making a pretty good Jack Martin.

Unlike Ferrie, Dowling is still in the business of saving souls. He now runs a Celtic Healing service and a monthy Celtic Mass in San Fran.
