The photograph below shows Richard B. Ogilvie and Barry Goldwater during the 1964 presidential campaign. Can anyone recognize his bodyguard who is standing just behind him. Apparently, he was so impressed with him he told him that when he was elected president of the United States he wanted him to "come to Washington and be his guy at the Secret Service."

Yes, it is Richard Cain. He had been introduced to Goldwater by the other man in the picture, Richard B. Ogilvie. In 1962 Ogilvie, was elected as sheriff of Cook County. Robert Cooley, a mobster lawyer, claimed in his book, When Corruption Was King (2004), that the Mafia approved Ogilvie's election.

Ogilvie appointed Cain as head of the Special Investigations Unit (SIU). According to Michael J. Cain, he was paid $5,000 a month, several times his SIU salary, by Sam Giancana, the boss of organized crime in Chicago. Anthony Accardo also made a regular contribution and this insured that the Mafia was left alone by the SIU.

The photograph was taken during the summer of 1964. This is surprising as by this time Cain was suspended from duty as head of the SIU. This is what happened. In December 1963 thieves stole $250,000 worth of prescription drugs from Zahn Drug Company in Melrose Park, Illinois. The following month Richard Cain led a raid on the Caravelle Motel in Melrose Park where they recovered $42,000 worth of the missing drugs. The press were invited to attend the raid. One of the journalists made further investigations and discovered that the room had been rented by Sergeant John Chaconas of the SIU, who reported directly to Cain.

Daniel Ward, the Cook County state's attorney, discovered that just before the raid, Cain had contacted Zahn's insurance company and offered to sell them the drugs found at the Caravelle Motel. Ward opened an investigation and subpoenaed grand jury testimony from all members of the SIU who participated in the raid.

While he was suspended from duty, Ogilvie arranged for Cain to work for Barry Goldwater as his bodyguard. He was also involved in dirty tricks. At the Democratic Convention held in San Francisco in July 1964, Cain arranged for two members of his team to cut the telephone lines that serviced the Democratic offices in the city.

The grand jury was unable to determine who actually stole the drugs, but they were convinced, that Richard Cain, John Chaconas, Bill Witsman and James Donnelly, were lying and had them indicted for perjury. In December, 1964, the four men were convicted of this charge and were all dismissed from the SIU.

This case did not hurt the career of Richard Ogilvie who was governor of Illinois from 1969 to 1973.

And if Cain were indeed involved in Barry Goldwater's security, he had to meet Hugh McDonald, whose series of paperback books on the assassination of President Kennedy in the 1970s explained it all.

Also, making note of the other guy, Richard B. Ogliville, Sheriff of Cook County, Illinois, who has been identified as one of the mob's guys inside law enforcement, it should also be noted that the National Association of County Sheriffs met annual in Atlantic City.

According to Sly Hersh, in the Dark Side of Camelot, the leaders of this association frequented Skinny D'Amato's 500 Club when in Atlantic City, and it was through this organization that the West Virginia Sheriffs distributed cash and gifts to support JFK over Hubert Humphrey in the critical West Virginia primary.

As detailed in the Stumpy Orman document among the Mike McLaney file released under the JFK Act, an FBI informant had infilitrated Orman's operations shortly before the Democratic National Convention was held there - July 1964. Orman had local police and state police records fixed and personally appointed the Atlantic City chief of police, as a matter of routine.

While that's the way things are done here in Joisey, I'm pretty sure they operated the same way in Illinois, especially Chicago.
