Why do they have to torture? Becasue Bush and Cheney are into SM and like to torture. What does the question have to do with Robert Kennedy? Why do they have to torture? I don't know for sure either. I'd guess that the used torture methods have shown to have the desired effect and are likely also more cost effective. Perhaps medical staff would be required to administer sodium penthanol, whereas torture does not necessarily call for medical training - or very much training at all.
