I'm wondering why:

1) Raymond Rocca wrote this to himself and not "for the file"; and,

2) He wrote this in March of 1965 - over a year after Henry Wade flew to Washington to brief the members of the WC in January, 1964 that he had received information that Oswald had been on the FBI's payroll. Surely this had been debunked by official Washington by 1965; and,

3) The title's restricted, and it was only released "with deletions."
