Did this man plan the assassination?

Worked actively to obstruct the assassination investigation and to alter and cover up evidence and conclusions of the WC, yes, most likely he did.

Plan the assassination as more than a generic plan not actually assigned to the Assassination of JFK? IMO, the jury is still out on this question.

Dulles?

Yes. Did you know he worked with British Security Coordination (BSC) in order to bring the USA into the Second World War. It was during this operation he got to know Ernest Cuneo and Dick Ellis, who some believe was a member of Philby's Soviet network.

I do not think Allen Dulles had a great enough motive to kill JFK.

The risk-reward was not there. He did not gain much and the risk was very high.

I don't think he was involved in the original plot (although he probably knew it was going on). However, he clearly organised the cover-up.

If Allen Dulles had foreknowledge that military intelligence was going to murder John Kennedy, that is quite an indictment of the man. Ditto Lyndon Johnson and Hoover.
