The National Archives belong to us. A nominal fee I can see. Did a corporate entity buy out part of the Archives? Any way notice the caption. Outside the Carousel. Yes and no. The Enrique was two doors down from the Carousel, which if I understand right was upstairs. Above the entrance and sign for the Colony club shown in the right side of the picture. Notice also the advertisements on the left on the front of the Enrique for the Carousel. Izzy and Dave Miller owned the Enrique. It's where Jack sent some customers to place bets, and did so himself for those more concerned with discretion or less trustworthy. In 1963.
