Blond could be interpreted as "all but not black hair" as a general indication And indeed, why would they add "him" on the knoll (if it is about the Grassy knoll, I dont want to say it out loud 😃 )? Unless they wanted another bit to drag the Cubans into it (they would use whatever they had to make a case if needed). But, the timing of the report doesn't really support those ideas So, indeed interesting and strange... Thank you for posting that document!
