Oswalds mother could have sued the State Department to let Lee back into the U.S.

With regard to the situation with Oswald trying to leave Russia and get back into the U.S., the State Department had no choice but to let Oswald back in as he was an American citizen and the State Dept. could have faced a lawsuit from Oswalds mother if it tried to deny him access back into the country.
