Also in dispatches relating to QJWIN and Jose Mankel, copies were routed to a project called ZRACORN. Does anyone know what this project was? Also, does anyone know what the CIA was doing in Dakar in 1960? QJWIN was brieffed on a mission to Dakar in November of 1960. Senegal won its independence from France in April of 1960.
