The disputed business model is defined as follows: ChoicePoint gathers free information in order to sell that very information in return for money. The data that is sold by the company to third parties such as insurances, marketing companies and governmental institutions, includes dossiers about individuals. These dossiers have already been created for more than 200 million US-American citizens and can be up to 20 pages thick. They include information such as credit data, vehicle registrations, criminal records, buying activities and results of drug tests. Yet, it is not only the data of US-American citizens that is being collected. Europe and Latin America have been on ChoicePoint’s radar for quite some time. ChoicePoint’s databases grew to such an extent over the last few years, they ended up being larger and more accurate than the official databases of the US authorities. Ever since 9/11 and the adoption of the controversial Patriot Act, government authorities such as the immigration authority, the NSA or the FBI are allowed to access the personal data stored at ChoicePoint without a warrant. Data protection activist Robert O’Harrow shed some light on the wheelings and dealings of ChoicePoint in his book ‘No Place to Hide’. He documents how the company, founded in 1997, initially rated the risks for insurance companies to insure specific clients. The company slowly transformed into a privately operated secret service through the acquisition of approximately 50 companies in subsequent years. The next step was to agree on contracts with the US ministry of Justice and CIA. In this manner, ChoicePoint turned into on of the most powerful companies in the USA. By now, the company can influence who boards an airplane, gets a position in a company or who is granted a credit. The paper trail appears sound enough, yet crucially no source notes are listed in this history of '100 years of MI5 and MI6'. In fairness to Thomas, he makes the following disclaimer explaining how human contact should take precedence over following papers: "The recall of those well-placed sources was often more revealing than reading stacks of documents, sometimes marked with SECRET or TOP SECRET." Unfortunately for those with historical or academic leanings, any book proclaiming itself a 'history' must have verified sources. This is admittedly near impossible when writing about spies; interviews with former spooks and trusted sources can never bear fruit because they invariably ignore any further questioning. 'Neither confirm nor deny' is the slogan, as spies continue today to avoid tacitly promoting the existence of stories or claims. Domestic sources aside, the book is exciting for its direct quotations from a rich bed of foreign sources. Bearing in mind that Thomas has used them extensively in previous intelligence bestseller Gideon's Spies, we still enjoy the thoughts of a number of former CIA and Mossad directors who underpin a pulsating narrative. The standout contributor is Marcus Wolff, the infamous chief of the former East German Stasi. And closer to home we even receive the insights of a former consulting psychiatrist to MI5 and MI6. Broad in scope, Inside British Intelligence cleverly combines a lightness of touch (the Nigella revelations) with anecdotes that illustrate Thomas' unrivalled understanding of the worldwide intelligence network. According to newspapers, in October MI5 will publish a carefully vetted official history by Cambridge historian Christopher Andrew. The offical MI6 book by history professor Keith Jeffrey is not due until next year, and will inexplicably end in 1949. As with celebrity biographies, it is often the unofficial ones which contain the best revelations and the most accurate all-round narrative. So I wrote to the Coroner's office seeking clarification: "In a recent interview Maxim Litvinenko, brother of Alexander Litvinenko, suggests that polonium detected in Alexander's urine was a result of deliberate contamination of the urine bag below his bed. Does the Coroner's office have any information that would conflict with that allegation? I'd be grateful for your clarification. Thanks." The reply? "We do not have a comment on this. We are awaiting an inquest date." Oh, another inquest? I followed up: "Thank you. When do you expect the inquest to take place? Who will be convening it?" The answer? "The coroner has appointed a legal team of solicitors and counsel. Further hearing dates will follow and properly interested persons and media will be notified in due course." So Reid has been off the case since February 9, and they're still thinking about what to do next in this November 2006 case! Does this sound as fishy to you as it does to me? JUN 26/2012 Another Look at the 7/7 Tube Terror Attack written by Gordon Pollard 7/7 After Seven: Bombs and Lies in London (First of Three Parts) by Gordon Pollard --------------------------------------------------- Were the bombings on the London underground on July 7th, 2005, really carried out by four young Muslim “suicide terrorists” or were they actually orchestrated by former Prime Minister Tony Blair and carried out by black ops commandos of the British army’s Force Reconnaissance Regiment to stoke public fear and keep the “war on terrorism” rolling along? That is the fascinating question explored by British researcher Dr. Nick Kollerstrom in his brilliant new expose, Terror on the Tube, in which he peers “behind the veil of 7/7” to try to discover the truth about who was responsible for the shocking events that day. For the past seven years we have been told repeatedly by the British authorities that four “homemade bombs” were exploded in London on 7/7 (three in underground trains and one in a double-decker bus) by four British-born Muslims (Mohammed Sidique Khan, Shehzad Tanweer, Germaine Lindsay and Hasib Hussein) who brought the explosives with them in rucksacks on the train from Luton. But recently, thanks to the work of Kollerstrom and other researchers, serious doubts have been cast on that official story, and many people in Britain and around the world have begun wondering whether something very different happened in London that morning. [Originally published in the Victoria Street Newz July 2012 issue.] Indeed, in his well-documented 328-page presentation, Kollerstrom makes a compelling case that the four young Muslims were innocent patsies who had been lured into participating in “anti-terrorism drills” – which, by a remarkable “coincidence,” were being staged in London on the morning of 7/7 – and were set up so they could be blamed for the bombs which were actually planted and detonated by commandos of the Force Reconnaissance Regiment. Kollerstrom notes that by the summer of 2005 much of the fear and hysteria that had been whipped up by the phony 9/11 “terrorist attacks” in the United States had dissipated in Britain and Tony Blair and his super-hawk cronies were becoming alarmed that the “war on terrorism” was losing momentum and peace seemed to be breaking out, so to speak. It became clear to Blair and his gungho-for-war inner circle, Kollerstrom believes, that something had to be done to scare the public into continuing to support the phony war on terrorism in general and the bogus wars in Afghanistan and Iraq in particular – and it was decided that what had to be done was to stage false-flag “bomb attacks” in London and blame them on “Muslim terrorists.” Kollerstrom puts together a complex “jigsaw puzzle” consisting of hundreds of pieces of evidence, and one has to carefully examine each of these pieces before one can see clearly the picture that emerges from this “puzzle.” Unfortunately, it isn’t possible, of course, for us to look at all of the “pieces of the puzzle” in this article, but we will look at twenty of the most important points Kollerstrom makes: seven in this issue, seven in the August edition and six more in the September edition. Contrary to the official story that just four bombs were exploded in London on July 7th, 2005, there is overwhelming evidence that at least twelve bombs were detonated – and possibly as many as seventeen. There were many more bomb blasts than could possibly have been produced by the four alleged suicide bombers. By far the most authoritative independent expert on the forensic evidence related to the events of 7/7 is David Minahan, a veteran forensic analyst who worked for many years as a claims investigator for a London-based insurance company. After carefully examining hundreds of pieces of evidence for more than a year, Minahan produced a meticulously documented dossier entitled A Forensic Analysis of the 7/7 London Bombings. In that document he concludes there is indisputable evidence that, in addition to the bomb that blew up a bus in Tavistock Square, at least eleven bombs were exploded in the underground, including multiple blasts near the Aldgate, Edgware Road and Russell Square stations. There is also some evidence, he says, that as many as five more bombs were exploded on 7/7, though that evidence is not as clear-cut as the evidence for the other twelve. “It is obvious to anyone who studies the evidence,” Minahan says, “that the authorities have carried out a massive cover-up and campaign of disinformation about what happened in London on July 7th, 2005. Not surprisingly, Minahan’s study has been totally blacked out of the mainstream media, which dutifully parrot the government’s four-bomb story. But the report is an invaluable historical document and, as Kollerstrom notes, if any honest public inquiry is ever held into 7/7, the Minahan dossier would be the obvious place to begin. The enormous explosive force produced and devastating damage caused by the bombs in London on 7/7 clearly resulted from the use of high-powered military-grade explosives such as C4. The explosions were many times more powerful than could have been caused by the “homemade TATP explosives” allegedly used by the four “suicide bombers” – and, indeed, the authorities publicly acknowledged C4 had been used for five days following 7/7 until they abruptly changed their story and began claiming the blasts had been caused by four Muslim kids with backpack bombs. In the days following 7/7, all of the police officials and forensic experts agreed the bomb blasts had involved the use of the high-powered military plastic explosive C4 and that the explosions had been detonated by remote-control. Indeed, the media reported traces of C4 had been found at all of the blast sites and that some fragments of remote-control timing and detonating equipment had also been found in the rubble. French anti-terrorism chief Christophe Chaboud, who came to London to assist with the investigation, said the evidence showed there was massive damage in the underground caused by “high-powered military-grade plastic explosives” and the main concern should be to find out how “terrorists” had been able to acquire such explosives as C4, which are very tightly controlled and usually available only to elite military units. Similar comments were made by Vincent Cannistro, former head of the CIA’s counter-terrorism centre, who said it was “highly disturbing” that pieces of “sophisticated remote-control detonation equipment” had been found in the debris at some of the blast sites along with traces of military-grade explosives. He and other officials called for “a Europe-wide investigation” to get to the bottom of the matter. Scotland Yard Deputy Assistant Commissioner Brian Paddick said: “It is clear that high explosives were used in the attacks and they were not home-made.” Suddenly, however, on July 12th it was announced out of the blue that “exceptional investigative work” by the London Metropolitan Police had uncovered “evidence” that the bombings had actually been carried out by four young Muslim “suicide bombers” using the explosive TATP, which they had brewed themselves in a bathtub in Leeds and brought into London in rucksacks on the morning of 7/7. “As I floated through the air,” he recalls, “I was wondering if I’d be alive when I came down.” At that point all of the initial reports about C4 and remote-control detonators were, to use Kollerstrom’s words, “airbrushed out of history,” never to be mentioned again by the authorities. Everyone was now told to believe instead the Muslim-kids-with-TATP story – though, as we will see later, the TATP story would also change many times over the past seven years and, indeed, to this day the authorities still can’t, or won’t, provide a clear honest answer to the simple question of what explosives were used in the 7/7 bombings. At least some of the bomb blasts in the underground, and possibly all of them, were clearly caused by explosives planted under the train carriages – not by explosives carried into the carriages in rucksacks, as officially claimed. Among the dozens of survivors who said there were explosions underneath the trains on which they were travelling was Ray Whitehurst, the driver of a Circle Line train bombed near Edgware Road Station. The front part of the train was thrust upward so violently, Whitehurst recalls, that “it was lifted right up off the rails.” A passenger on the Edgware train, David Gardiner, gave a dramatic account of being blown upwards and hitting his head on the roof of the coach. “As I floated through the air,” he recalls, “I was wondering if I’d be alive when I came down.” At the Aldgate station, survivor Mustafa Kurtuldu said the train he was on was also “lifted up off the rails,” and another passenger Bruce Lait said a huge hole was blown in the floor of the carriage. “The metal,” Lait said, “was pushed upwards as if the bomb was underneath the train. While the authorities say the bomb was left in a bag, I don’t remember anybody being where the bomb was or any bag.” Lait’s account is corroborated by other passengers such as Emma Brown and Terence Hiscock and by a police officer, Lizzie Kenworthy, who was one of the first rescue workers to enter the coach and found “a big hole in the centre of the floor with the metal twisted upward.” At the blast site near Russell Square of the 112 passengers who survived, not one remembered seeing alleged bomber Germaine Lindsay or any rucksack – but several reported their coach being lifted off the rails. Survivors Joe Orr and Gracia Homiguez gave especially vivid accounts of a huge blast from below ripping apart the floor of the carriage and blowing off the feet and legs of a number of passengers. Journalist Mark Honigsbaum of The Guardian stood outside the Edgware Road station all morning on 7/7 speaking to survivors as they were evacuated – and he was told repeatedly the bombs had exploded underneath the trains. For example, one survivor recalled that “the tiles and covers on the floor of the train suddenly flew up.” Sadly, Honigsbaum later performed some Houdini-like contortions to try to reconcile his on-the-spot reporting on 7/7 with the official bombs-inside-the-carriages story that the authorities started telling on July 12th – but by that time the truth-bearing genie was already out of the lamp! As for who likely planted the bombs under the trains, Kollerstrom and a number of other 7/7 critics believe the evidence clearly points to the Force Reconnaissance Regiment, the super-secret black ops unit which had been created on April 6th, 2005 – just three months before 7/7. “The FRR,” Kollerstrom notes, “was completely above the law and had a license to kill – and all its members were trained in sophisticated bomb-making technology.” Two other leading 7/7 critics, retired Australian police officer Andrew MacGregor and French researcher Thierry Meyssan, also believe the explosives were almost certainly planted under the trains by FRR commandos. “Realistically,” Meyssan says, “no one else could possibly have acquired explosives such as C4 and then carried out such an operation without being detected.” The official story that the only trains bombed in the London underground on 7/7 were the three on which alleged bombers Mohammed Sidique Khan, Shehzad Tanweer and Germaine Lindsay were travelling away from King’s Cross station was flatly contradicted by credible testimony from a number of passengers aboard trains going toward King’s Cross station who said their trains were also bombed. One of the most important witnesses in the 7/7 story was an Indian passenger named Kurush Anklesaria who thought he would be taking a routine trip on the London underground that morning. As it turned out, however, Anklesaria’s recollections about what happened that day would flatly contradict the government’s official version on no fewer than three counts. First, the Circle Line train on which Anklesaria was travelling and which he said was bombed was not one of the three trains that the authorities claim were the only ones bombed on 7/7. Secondly, Anklesaria says the train he was aboard was travelling toward King’s Cross station, not away from it. And thirdly, Anklesaria says the floor of the train he was on was ripped open by a powerful blast that clearly seemed to be caused by explosives underneath the train, not inside the carriage. So, if Anklesaria’s testimony is honest and accurate (and there is every reason to believe it is), on that basis alone the government’s official story about 7/7 is down the tube, if you will pardon the expression! It should also be noted Anklesaria’s testimony was corroborated by a number of other credible witnesses, including Eamon Spellman, Zeyned Basci, Mandy Yu, Aaron Roche and Grassiere Homiguez. Moreover, two American girls who were sight-seeing that morning, Katie and Emily Benton, said they were travelling eastwards out of Paddington and toward King’s Cross station when the train they were on was rocked by a huge explosion. And perhaps the most poignant evidence contradicting the official story came from a young man named James White, who wasn’t on the London underground that morning but who testified he received a phone call from his girlfriend Jenny Nicholson just minutes before the train on which she was travelling toward King’s Cross station was bombed and she was killed. on -- not, as one might have expected, to reassure the British people that a full-scale independent inquiry would be held to determine who had committed these atrocities – but instead to declare, without offering a shred of evidence, that he already knew Islamic extremists were responsible and there was no need for any independent investigation. Blair’s statement, made less than eight hours after the bombings, was especially astounding in view of the fact that the London Metropolitan Police publicly acknowledged the following morning that it was still unclear who had carried out the bombings and the investigation remained wide open. As the weeks and months went by, Blair continued to stonewall, steadfastly refusing to hold an independent public inquiry even when a large group of exasperated 7/7 survivors and relatives of those who had been killed sent an impassioned letter to the Home Office on May 1st, 2007, calling for “an independent and impartial public inquiry” into 7/7. Blair also brusquely rejected a motion passed on May 28th, 2007, by the Greater London Council calling for an independent inquiry. The official reason Blair gave was that an independent inquiry would be “a ludicrous waste of resources” but, as Kollerstrom clearly demonstrates in his book, the real reason was that the story Blair was telling the British people about 7/7 was a pack of lies from beginning to end and he knew it would collapse within a matter of minutes if subjected to critical scrutiny at an honest inquiry. By quickly declaring on the evening of 7/7 that the bombings had been carried out by “Islamic extremists,” Blair established the “official story” of what had happened and, unfortunately, from that point on hardly anyone was brave enough to publicly question that official version. Almost all of the public, the police, politicians, news media, academics and judiciary blindly accepted Blair’s story like docile, unquestioning little lambs – and everywhere that Tony went the lambs were sure to go! Another huge red flag was unfurled at seven o’clock on the evening of 7/7 when Peter Power, president of Visor Consulting and a former top official of Scotland Yard, went on the BBC and claimed that one of history’s greatest “coincidences” had supposedly taken place that day: his company just happened to be carrying out anti-terrorism exercises in the London underground at the same time and in the same locations where the real “terrorist attacks” occurred. A visibly shaken Power said “the hairs on the back of (his) neck had stood up” when he learned that “by an amazing coincidence” there had been real “terror attacks” that morning at the same Aldgate, Edgware Road and Russell Square stations where his company had been carrying out simulated anti-terrorism exercises. Actually, of course, as Kollerstrom notes, the odds against such a “coincidence” happening would be more than a billion to one, and it is much more likely these “anti-terror drills” were really being used as a cover to help the authorities carry out the 7/7 fraud. Moreover, as those familiar with the 9/11 evidence will recall, by another remarkable “coincidence,” Vice-President Dick Cheney just happened to have arranged for “war games” involving planes flying into skyscrapers in New York City to be held on the morning of September 11th, 2001. The odds against such “anti-terror exercises” being scheduled by pure coincidence for both 9/11 and 7/7 would be more than a trillion to one! As 7/7 critic Andrew MacGregor notes, these anti-terror drills appear to have played a key role in facilitating the 7/7 fraud. “The evidence indicates,” MacGregor says, “that Mohammed Sidique Khan and his ‘co-conspirators’ were among dozens of people who had been hired by Visor Consultants to take part in these drills – but the four young men had no idea they were being set up to be ‘suicide bombers.’” Another 7/7 expert Anthony John Hill agrees “the four men were clearly lured into these exercises so they could be used as patsies in a classic ‘false-flag’ operation.” When Peter Power was asked who had ordered the counter-terrorism drills, he stonewalled for months before finally revealing his main client was a relatively obscure company called Reed Elsevier. Many are skeptical about that claim, however, and it remains unclear to this day who was really behind these anti-terrorism exercises. Nor is it clear why Power chose to make his startling public disclosure on the evening of 7/7 – but Kollerstrom and some others believe it was likely a case of self-preservation. It seems clear Power had not been told by the inner circle of 7/7 planners exactly what was going to occur that day, so when he saw what happened to the four young Muslim patsies, Power probably felt his best defense against possibly suffering a similar fate was to go public about the anti-terror exercises. The so-called “evidence” which the authorities produced to demonstrate the guilt of the four young Muslims accused of the bombings was flimsy at best and much of it was downright ridiculous. The alleged ring-leader of the “7/7 terrorists,” Mohammed Sidique Khan, must surely have been the most unusual “suicide bomber” in history since he apparently managed to blow himself up in no fewer than four different locations! In different parts of the government’s Official Narrative of Events, published ten months after 7/7, we are told identifiable fragments of Khan’s body and pieces of his clothing and personal belongings were found splattered about at Aldgate Station, Edgware Road Station and Tavistock Square. And five years later, in evidence presented at Justice Heather Hallett’s official inquest, we learned this astonishingly ubiquitous “suicide bomber” must also have been present at Russell Square since his cellphone was reportedly found in the rubble at that blast site. Eventually the authorities officially placed the elusive Khan in a coach near Edgware Road Station where he supposedly blew himself to smithereens with a rucksack full of TATP explosives, though conveniently leaving behind a number of paper and plastic identification documents which survived the blast in remarkably good condition. Initially the police couldn’t find a single witness who had remembered seeing anyone resembling Khan or any rucksack in the coach – but, more than two months later, a passenger name Dan Biddle, who had been severely injured in the explosion and who was relentlessly questioned by police and repeatedly shown pictures of Khan while he recovered in hospital, said he “remembered” seeing Khan. This pathetic “witness” is the only person who claims to have seen Khan in the train, or anywhere else in London for that matter, on 7/7. Meanwhile, at the blast site at Russell Square, the official story was equally absurd. As we noted earlier, not a single one of the 112 survivors of that explosion remembered seeing alleged bomber Germaine Lindsay or the large rucksack he had supposedly been carrying. Indeed, a passenger named Jude Obi, who we are told was sitting right next to Lindsay when he allegedly blew himself up, astonishingly wasn’t injured at all and walked away from the scene. Obi not only didn’t notice Lindsay or any rucksack but says he didn’t even realize that a bomb had been exploded. “I thought at first”, Obi says, “that the train had been derailed.” The official account was similarly ridiculous in the case of the train bombed at Aldgate Station where passengers William Walsh and Greg Shannon, who were supposedly sitting right next to Shehzad Tanweer when he allegedly blew himself into 52 tiny pieces, sustained only minor injuries in the blast and neither remembered seeing Tanweer or any rucksack. Fortunately for the authorities, however, this remarkably considerate “jihadist” had brought along on his “suicide mission” a number of identification documents, which all miraculously survived the explosion in quite good condition. But of all the nonsense concerning magically surviving identification documents, the funniest – and most embarrassing to the authorities – occurred at the site of the bus bombing at Tavistock Square when police proudly trumpeted they had found in the rubble the driver’s license of alleged bomber Hasib Hussein. That “discovery” soon had to be “airbrushed out of history,” however, when it turned out Hussein didn’t have a driver’s license. While it still isn’t clear who planted the phony “driver’s license,” it obviously wasn’t Secret Agent 007. This was much more likely the work of Secret Agent 000! By this time it shouldn’t be surprising to learn that neither Mia Scott nor Sapna Khimani, the passengers in the seats next to the one in which Hasib Hussein was supposedly sitting, had noticed the huge teenager or the large rucksack he was allegedly carrying. Indeed, not a single passenger on the bus remembered seeing Hussein – at least not until five years after 7/7! In 2010 one of the bus passengers, Lisa French, who had been severely traumatized by the explosion and who had received years of psychiatric treatment, told police she finally “remembered” seeing Hussein on the bus. Pathetically, the police quickly jumped on her “recollection” claiming they now had a witness who placed Hussein at the crime scene. Actually the question of whether or not Hussein had been aboard the bus could have been answered definitively by viewing the videotapes from the four surveillance cameras on the bus – but the police said, unfortunately, those cameras had not been turned on that day. That claim was flatly contradicted by officials of Stagecoach Transport, which owned the bus. They said the cameras had been working and the tapes had been turned over to the Metropolitan Police. Nonetheless, the authorities continue to stonewall to this day, insisting no surveillance pictures were taken on the bus. We should also look at one more of the most notably ridiculous parts of the 7/7 farce: the story of how the four “suicide bombers” travelled from Luton to London that morning. In the government’s Official Narrative of Events, published on June 5th, 2006, we are told there is incontrovertible evidence they took the 7:40 a.m. Thameslink train from Luton to King’s Cross Station. Since then I have made several attempts to add my own comments to numerous sites that seem to get increasingly excited about their own conspiracy theories and in the process exclude any rational debate. It seems those who occupy the world of finding conspiracy theories to replace just about any coincidence, do not want to have any dialogue with those offering a different view, but I have not yet given up hope. I am therefore hoping, perhaps naively, that someone might like to read an honest and factual account about a particular exercise my company ran in London three years ago. Unfortunately, the BBC have just postponed a programme in their ‘conspiracy files’ series that would have done this. Our client three years ago agreed to be named in the BBC programme since the attitude of the producer and his team was very balanced (several conspiracy theorists were also invited to take part). We even allowed our complete exercise material to be made available to the BBC. Regrettably broadcasting it now might jeopardise an ongoing court case, so they had little choice about postponing it to next year. Early in 2005 Reed Elsevier, an organisation specialising in information and publishing that employs 1,000 people in and around London, asked us to help them prepare an effective crisis management plan and rehearse it before sign-off. Several draft scenarios were drawn up and the crisis team themselves set the exercise date and time: 9.00am on 7 July. The test was planned as a table-top walk through for about six people (the CM team) in a lecture room with all injects simulated. Everything was on MS PowerPoint. The location of their Central London office near to Chancery Lane was chosen as one test site. With many staff travelling to work via the London underground system, the chosen exercise simulated incendiary devices on three trains, very similar to a real IRA attack in 1992, as well as other events. As there had been eighteen terrorist bomb attacks on tube trains prior to 2005, choosing the London Underground was logical rather than just prescient. With this in mind it was hardly surprising that Deutsche Bank had run a similar exercise a few days before and, prior to that, a multi-agency (and much publicised) exercise code-named Osiris II had simulated a terrorist attack at Bank tube station. Moreover, I had also taken part in a BBC Panorama programme in 2004 as a panellist alongside Michael Portillo MP et al, in an unscripted debate (we had no idea at all what the scenario was to be?) on how London might once again, deal with terrorist attacks, only this time it was fictional (created entirely by the BBC). In short, some of the research for our exercise had already been done. The scenario developed for our client even started by using fictitious news items from the Panorama programme then, as with any walk through exercise, events unfolded solely on a screen as dictated by the facilitator without any external injects or actions beyond the exercise room. Also factored into the scenario was to be an above ground fictitious bomb exploding not far from the head office of the protected Jewish Chronicle magazine where for exercise purposes, our imagined terrorists would have been aware that commuters would now be walking to work (past a building already considered a target) as some tube stations would have been closed. Of just eight nearby tube stations that fell within possible exercise's scope, three were chosen that, by coincidence, were involved in the awful drama that actually took place on 7 July 2005. A level of scenario validation that on this occasion, we could have done without. An exercise that turns into the real thing is not that unusual.*For example, in January 2003, thirty people were injured when a tube train derailed and hit a wall at speed. At the same time, the City of London Police were running an exercise for their central casualty bureau where the team quickly abandoned their plans and swung into action to cope with the real thing. For a surprising number of people such coincidents cannot be accepted as such. There just has to be a conspiracy behind them, despite the obvious point that painstaking research will always identify probable above possible scenarios. By the way, the only reason I was asked to speak on TV news that day, when there was still much confusion about the real tragedies, was to encourage more organisations to thoroughly plan their own exercises knowing the threat of terrorism is and remains, very real. A car bomb, rather than mortar attacks by Syrian forces, had killed up to eighty five mourners or members of the public: “The car bomb went off as the procession passed a mosque. Hazy video clouded by dust in the first moments after the explosion showed dozens of mangled bodies lying on the road and the stretcher carrying Halabi’s body on the ground nearby. ‘ "I can’t describe my feelings, because I am still numb right now given what I saw today," said Abu Omar, whose cousin was killed and father and uncle injured. "No one can withstand what we saw …” ‘ Whilst, clearly in shock, not citing facts, the witness quoted by the Los Angeles Times also blamed the government. However, at least he had a name, there was a first hand description of events and the graphic picture showed this was no random shooting. The BBC seems to rely almost entirely, as illustrated by the above report, on un-named "activists say" sources - or the "Syrian Observatory for Human Rights", allegedly a one man satellite dish fitter from Coventry, in England’s West Midlands. The shocking recent picture of victims of a "massacre in Syria”, shown by the BBC as proof that the government was responsible (iii) turned out to be "photographic evidence" (taken from the BBC's photo archives) of a 2003 massacre in Iraq, which was the result of the illegal US-UK led invasion and occupation. Needless to say, the BBC's "score card" for accurate reporting currently reads: "Must do better." These are two incidents, among many others, which leave an impression of biased coverage and media maniupulation. With regard to Syria, the BBC is serving as a cheer leader for a new invasion rather than that of an impartial news gathering organisation. Many scholarly articles have been written comparing the complexities in Syria with the Balkans conflict of the 1990s (eg: iv) including foreign interference and funding - and media bias. After the NATO assault on the Balkans, the BBC’s Defense Correspondent of eleven years, Mark Laity who had covered the conflict, joined NATO at their Brussels headquarters as deputy to their chief spokesman, Jamie Shea. (v) Laity rose to become Chief of Strategic Communications at SHAPE (Supreme Headquarters Allied Powers in Europe) which commands all NATO military operations. The BBC receives a large amount of funding from the British Foreign and Commonwealth Office, supposedly the diplomatic arms of the government whose Foreign Secretaries, of which ever political persuasion, have long favoured “war, war”, over “jaw, jaw” to misquote another war monger. UK Foreign Secretary William Hague has missed no opportunity to join US Secretary of State Hillary Clinton in declaring that the sovereign government of President Assad of Syria: “ … must go”, and indeed advocating Britain’s funding of the insurgents. Whilst the Foreign Office funds go to the BBC World Service, an arm of the organization which plays a vital role: “Constitutionally, BBC World Service forms an integral part of the BBC Global News Division which also contains BBC World and the BBC's international-facing online news services.”(vii) Interesting to note is that the BBC also applied for funding from the US State Department, in a deal to combat censorship: “The funding is also expected to be used to educate people in countries with state censorship in how to circumnavigate the blocking of internet and TV services.” "Governments who have an interest in denying people information particularly at times of tension and upheaval are keen to do this and it is a particular problem now”, said BBC Controller of Business and Strategy, Jim Egan.(viii) The deal, was expected to be formally announced on International Press Freedom Day, on 3rd May. Seemingly though, funding the British state broadcaster met with some hostility in the US and the arrangement seems, currently, to have foundered. It has certainly gone very quiet. This is not journalism because non of these clips are confirmable, but still broad-casted in all major news organizations as truth. In a statement to the Greek newspaper Rizospastis, he said that the videos broadcast by al-Jazeera allegedly from Syria are actually taken from events in other countries. Damascus’ residents realize that such a rally could not take place in the city unnoticed. How many policemen would it take to disperse it? And how come nobody saw it except Reuters? Five hundred people in the streets of Damascus are a large crowd. Reuters broadcast their material around the world, including Russia. One source lies, and then this lie is like a snowball rolling downhill creating a fake reality, and picking up rumor and speculation. People in Syria watch the footage. What do they see? A picture allegedly from Yemen. A picture allegedly from Egypt. A picture allegedly from Syria. But the pictures all show people dressed in the same fashion. People in Syria can tell their fellow countrymen from their neighbors – both by their faces and their clothes. There are videos on the internet showing how amateur footage of the so-called riots is made. There's a parked car and nothing’s going on around. And there's a man standing next to it throwing rocks. And people around are taking pictures. There are a lot of staged videos. A Lebanese can tell the difference between footage taken in Lebanon and that taken in Damascus at a glance. And they show footage from Tripoli, or footage taken several years ago in Iraq, and say it is unrest in Syria. There are many online forums for women in Arab countries. Women share information following TV reports on ‘mass unrests’. Women write – what’s happening outside your window? And they reply: we looked down from the balcony, and didn’t see anything that the TV was talking about. Presently, a lot of young unarmed policemen get killed. The media propaganda immediately labels them as victims of the regime. I repeat, policemen are unarmed. The Syrian police are not too good with guns, because nothing like this has happened here for a long time. But the killed rookies are reported as either victims among the protestors, or as policemen who refused to shoot at their fellow countrymen, depending on the editors’ preference. Goebbels’ words seem to be true: the bigger the lie, the more easily they believe it."

The report, aired by Zweites Deutsches Fernsehen (ZDF television), is of the greatest relevance to events of the past three weeks, in which attacks on US embassies in Kenya and Tanzania have become the justification for US missile strikes against Afghanistan and Sudan, and a shift in American foreign policy to an even more unbridled use of military force internationally. With Washington declaring "war against terrorism" and arrogating to itself the right to use its military might unilaterally against any target anywhere in the world, the German TV report raises the most serious and disturbing questions. All the more so, since the US media and leading Republican politicians, within hours of the American embassy bombings, began citing Reagan's 1986 air attack on Libya as an exemplary response to terrorist attacks, and pressed Clinton to carry out similar military action. The air strike on Libya On April 15, 1986 US war planes bombed the Libyan cities of Tripoli and Benghazi. They destroyed the home of Libyan leader Muammar Gaddafi and killed at least 30 civilians, including many children. Gaddafi himself, the main target of the air strike, was not hurt. Two hours later President Ronald Reagan justified the unprecedented attack on a sovereign country and its head of state in a national television address. The US, Reagan claimed, had "direct, precise and irrefutable" proof that Libya was responsible for a bomb blast in a West Berlin discotheque. The explosion 10 days earlier at the disco La Belle, a favorite nightspot for US soldiers, had killed three people and injured 200. Since November of 1997 five defendants have been on trial in a Berlin court for their alleged involvement in the La Belle attack. But in the course of more than half a year the case has proceeded very slowly. ZDF television, which carried out its own investigation into the case, explained why in the August 25 documentary produced by its political magazine Frontal. What the German documentary reveals The Frontal report arrives at the following conclusions: 1) The lead defendant presently on trial, Yasser Chraidi, is very possibly innocent, and is being used as a scapegoat by German and American intelligence services. 2) At least one of the defendants, Musbah Eter, has been working for the CIA over many years. 3) Some of the key suspects have not appeared in court, because they are being protected by Western intelligence services. 4) At least one of those, Mohammed Amairi, is an agent of Mossad, the Israeli secret service. The man charged with being the mastermind of the La Belle attack, 38-year-old Yasser Chraidi, was a driver at the Libyan embassy in East Berlin in 1986. He later moved to Lebanon, from whence he was extradited to Germany in May 1996. Frontal interviewed the two Lebanese responsible for the extradition of Chraidi: the former public prosecutor Mounif Oueidat and his deputy Mrad Azoury. Both confirm that the German authorities used deceit to have Chraidi extradited. According to Azoury, he received no evidence that Chraidi was actually involved in the attack; there were only "hints." Oueidat states that the Germans showed tremendous interest in getting Chraidi. "The Americans were behind this demand," he says. "This was obvious. They spurred on the Germans to speed up the extradition." Eventually Chraidi, declared to be a "top terrorist," was flown to Germany in a spectacular security operation. But a Berlin judge found the evidence presented by the prosecution so weak, he threatened to release Chraidi within three weeks unless more proof was presented. At this point another man was brought into the case, who, according to Frontal, "was obviously supposed to be spared by the prosecution until then." On September 9, 1996, the very day the Berlin judge threatened to release Chraidi, Berlin public prosecutor Detlev Mehlis, Berlin police inspector Uwe Wilhelms and a Mr. Winterstein of the German Federal Intelligence Service (BND) met Musbah Eter in the Mediterranean island state of Malta. CIA involvement The meeting had been prepared by the BND, which maintains close connections to its American counterpart, the CIA. Musbah Eter was running an international business in Malta, which, according to Frontal, served as a cover for extensive intelligence operations on behalf of the CIA. The German authorities wanted him on a murder charge. But during the Malta meeting a deal was struck: "Immunity for Eter, if he incriminates Chraidi for La Belle." The next day Eter went to the German embassy and testified. As a result, the warrant against him was scrapped and he was allowed to travel to Germany. In the words of Frontal, Eter is "the key figure in the La Belle trial." At the time of the disco bomb attack he worked for the Libyan embassy in East Berlin. But he paid regular visits to the US embassy. According to Christian Ströbele, the lawyer for Chraidi, this highly unusual fact is proven by extensive notes of the East German secret police, who watched Eter very closely at the time. There are many indications that Eter was actively involved in the La Belle bombing. According to interrogation transcripts studied by Frontal, he had the detailed knowledge of a participant. He even admitted that he brought the operating instructions for the bomb to the flat of a codefendant. Frontal asserts that besides the defendants in the present trial, another group was involved in the La Belle bombing--a group of professional terrorists, working for anybody who paid them, led by a certain "Mahmoud" Abu Jaber. Members of this group, according to Frontal, "have barely been bothered by the prosecution and live securely in other countries." In the months preceding the La Belle attack they lived in East Berlin and met, almost on a daily basis, with the present defendants. Hours before the attack they moved to West Berlin, where the bomb exploded. Their movements were monitored by the East German and Russian secret services, who concluded that they were working for Western intelligence. The Russian KGB, in a document cited by Frontal, gave the opinion that American counterintelligence planned to use "Mahmoud" to concoct a case for the involvement of Libyan terrorists in the attack. According to the same KGB document, "Mahmoud" had warned West Berlin intelligence two days before the explosion. Frontal followed the traces of Mohammed Amairi, the right-hand man of "Mahmoud" Abu Jaber, who, according to the documents it has studied, "was particularly involved in the preparation of the La Belle attack." An agent of Mossad Amairi left Germany for Norway in 1990, when a warrant was issued for his arrest. He now lives in the Norwegian town of Bergen, where Frontal found and interviewed him. He stopped the interview when he was asked what secret service he had been working for. His lawyer, Odd Drevland, finally told the story. When Amairi moved to Norway he was arrested and branded "a danger to the country" on the front page of tabloids. But then the Israeli secret service Mossad took charge of him and "everything changed." "Was Amairi a Mossad agent?" asked Frontal. "He was a Mossad man," answered Drevland. In the meantime, Norway has granted asylum to Amairi and he will soon receive Norwegian citizenship. The Berlin prosecutor has lifted the warrant against him. "These secret service intrigues present a task for the Berlin court that is almost insoluble," concludes the Frontal report. "But one thing is certain, the American legend of Libyan state terrorism can no longer be maintained." There are striking parallels between the 1986 bombing of Libya and last week's missile strikes against targets in Sudan and Afghanistan. Once again Washington claims to have "proof" to justify its use of deadly force. But as the Frontal report shows, such claims cannot be trusted. Twelve years after the bombing of Libya, Reagan's proof turns out to be anything but irrefutable. Instead there is powerful evidence that the La Belle attack was a carefully prepared provocation. It may come as a shock to many Americans, all the more so given the utterly venal and lying role of the US media, but US intelligence services are well versed in the most unscrupulous and bloody methods, not excluding those that result in injury or death to Americans. No serious consideration of the August 7 East African bombings can rule out the possibility of a provocation, organized either directly or indirectly by US agencies. Certainly the US embassy bombings, with their terrible human toll--for the most part, African--provided a welcome pretext for forcing through a desired shift in policy and obtaining public support for unilateral military action. Indeed, within hours of the US embassy bombings, the International Herald Tribune had published a column declaring the attacks were "acts of war and the United States could take reprisals against the bombers under international law without the approval of the United Nations." We wait with interest to see whether any of the American television networks--CBS, NBC, ABC, CNN--or any of the establishment newspapers will even take note of the German exposé of the events surrounding the bombing of Libya. On 10 August, 1964, the Southeast Asia (Gulf of Tonkin) Resolution was approved by the House of Representatives by 416 votes to nil after 40 minutes of debate, and the Senate by a vote of 88 to 2 after nine hours of debate. The resolution granted President Lyndon Baines Johnson the right to use military force without a declaration of war. Senators Morse and Gruening argued that the resolution was unconstitutional because the Founding Fathers allowed only Congress to initiate war. Early in 1965, the United States deployed significant ground, air, and naval forces to South Vietnam, and the United States became embroiled in the only war it ever lost. U.S. military advisers had been present in Vietnam since the late 1950s. When Johnson took office, there were only 16,000 U.S. troops in South Vietnam, but the Gulf of Tonkin resolution allowed this number to eventually increase to 550,000, who engaged in combat. The case for the Resolution was fraudulent. In early 1964, Johnson and his Secretary of Defense, Robert S. McNamara, had grown concerned that the Republic of (i.e. South) Vietnam was losing its fight with the Viet Cong (in full, Viet Nam Cong San, or Communist Party of Viet Nam). The American leaders decided to place military pressure on the North Vietnamese government of Ho Chi Minh which directed and supported the Viet Cong. Naval forces were to be used to compel Ho Chi Ming to cease supporting the Viet Cong. The navy of the Republic of Vietnam was covertly presented with several Norwegian-built fast patrol boats of the Tjeld-class. Crews were trained. Under the covert Operations Plan (OPLAN) 34-Alpha, these boats bombarded radar stations on North Vietnam’s coast and landed commandos to destroy military targets. Many missions failed due to lack of good intelligence. Hanoi complained of the raids to the International Control Commission, which had sought since 1954 to enforce the Geneva Agreements to achieve peace in Southeast Asia and where Vietnam had been divided. The United States denied involvement. Four year later, McNamara told Congress that U.S. vessels had indeed been connected to the incursions by South Vietnamese military elements. Washington instructed the Navy to concentrate more on the coast of North Vietnam with its long-standing Desoto patrols. These patrols used destroyers to collect signals intelligence (SIGINT) from North Vietnam, North Korea, China, and the Soviet Union from a position in international waters. In August 1964, the Sumner class destroyer USS Maddox (DD 731) of the Seventh Fleet, commanded by Captain John J. Herrick, traveled along the coast of North Vietnam to the Gulf of Tonkin, taking a particular interest in radar installations. Aboard were extra electronic equipment, and specialists from the Naval Security Group and National Security Agency. Shortly before, South Vietnamese patrol boats had bombarded targets south of Maddox’s patrol area. On August 1, a team of long-term agents was dispatched to North Vietnam, and promptly captured, which fate is thought to have befallen almost all agents. By August 1968, it was estimated that 500 of these men had been lost. That evening, as with the previous one, two groupings of CIA-inspired fighter-bombers flown by Thai soldiers-for-hire assaulted North Vietnamese border outposts. South Vietnamese patrol boats carried out clandestine raids on the islands of Hon Nieu and Hon Me, and it is probable that the North Vietnamese believed Maddox to be involved. The North Vietnamese navy was unable to intercept the fast patrol boats. A destroyer, however, is rather slower. The next day, local authorities acting independently of Hanoi ordered the deployment of three Soviet-built P-4 motor torpedo boats against the Maddox, which was then within international waters but had earlier been in an area to which North Vietnam claimed ownership. The boats ignored the three warning shows that Herrick ordered to be fired, and launched torpedoes which missed their targets. Only one bullet hit, a 14.5 millimeter machine gun round from a North Vietnamese deck gun, which lodged in the ship’s superstructure. More than 280 3” and 5” shells were fired from the Maddox, and some hit the attackers. Four F-8 Crusader jets from the USS Ticonderoga strafed the three boats, leaving one dead in the water and afire. Four North Vietnamese sailors were killed and six injured. One U.S. airplane was damaged. Maddox steamed toward the mouth of the Gulf, where friendly forces awaited. The President and his national security advisers were taken aback that Ho Chi Minh had reacted boldly instead of buckling to U.S. pressure. Admiral Thomas H. Moorer, commander of the U.S. Pacific Fleet and Admiral Ulysses S. G. Sharp, commander of America’s forces in the Pacific, reinforced the Maddox with the destroyer USS Turner Joy (DD 951) and instructed that intelligence-gathering missions continue. The National Security Agency had warned that August 4 would see an attack. That afternoon, the warships reported visual and electronic indications of an attack by three or four fast craft far from shore. Torpedoes were heard but not seen. Aircraft were dispatched from the Ticonderoga to assist the two destroyers. Visibility was very poor due to low cloud and thunderstorms. One of the pilots was Squadron Commander, later Vice Admiral, James Stockdale, who later found fame as a prisoner of war and then as Ross Perot’s vice-presidential pick. His book, In Love and War, was released in 1984, where he recounted that from “the best seat in the house” he could see that the U.S. ships were engaging “phantom targets.” He said no patrol boats were present, just ”black water and American fire power.” While imprisoned, Stockdale worried that his interrogators would oblige him to divulge his knowledge of the second attack’s non-existence. In a second radio communication timed at 1:27A.M. in Washington, Captain Herrick said that after the action had been reviewed, many of the reported contacts appeared “doubtful.” Herrick put it down to “freak weather” affecting radar plus “overeager sonarmen.” He stated that there had been no visual sightings. The last line of his message suggested “complete evaluation” prior to further action. McNamara failed to inform Johnson of Herrick’s change of mind. In 1981, together with reporter Robert Scheer, Herrick re-examined the ship’s log, which led them to conclude that the initial torpedo report was unfounded. In 1999, retired CIA engineering specialist S. Eugene Poteat wrote that he was instructed in 1964 to determine whether this report showed a genuine torpedo attack. He asked for additional details of timings and weather, but received none. He eventually concluded that no attack had occurred. No physical evidence of an engagement was found. Nevertheless, U.S. officers and leaders allowed themselves to be convinced by incomplete intelligence that North Vietnamese boats had attacked the two ships. Johnson addressed the nation at 11:34 P.M. on the day of the “attack”, saying that “repeated acts of violence” against U.S. forces had to be met “not only with alert defense, but… a positive reply. That reply is being given as I speak tonight.” Days later, Johnson told an aide: “Hell, those dumb stupid sailors were just shooting at flying fish.” In 1965, he said, “For all I know, our Navy was shooting at whales out there.” Johnson’s speech was much admired by editorial writers. According to the NYT, Johnson had presented Americans with “somber facts.” At the same time, the Los Angeles Times implored its readers to appreciate that the North Vietnamese had escalated hostilities by attacking American ships in international waters. In retaliation, the President commanded that an attack be launched on August 5. Under Operation Pierce Arrow, aircraft from the USS Constellation and Ticonderoga destroyed an oil repository at Vinh and sank or damaged approximately 30 North Vietnamese naval vessels, in and out of port. The headline of the New York Times thundered that US planes had attacked North Vietnamese bases as “limited retaliation” for renewed raids by torpedo boats. The headline concluded: “Reds driven off.” The Washington Post rewarded Johnson with the headline: “American Planes Hit North Vietnam After Second Attack on Our Destroyers; Move Taken to Halt New Aggression.” Pilot Everett Alvarez was shot down during one of these air raids to become the first American POW of the war. He remained a guest of Hanoi for eight years. Johnson was able to appear firm yet not a warmonger, and his approval rating shot up from 42 percent to 72 percent. Less than three months later, he won his campaign for the presidency. Different news sources such as Newsweek, Time and Life ran articles about the Gulf of Tonkin incident. Time reported breathlessly: “Through the darkness, from the West and south… intruders boldly sped…” It said there had been a minimum of six attackers, which had fired on the U.S. destroyers. Robert McNamara said the Tonkin Incident offered “unequivocal proof” of an “unprovoked attack,” the bloody xxxx. McNamara told Congress there was “unequivocal proof” of a second “unprovoked attack” – less than 17 hours after 34-Alpha attacks on Cua Ron and Cap Vinh Son which benefited from the SIGINT the U.S. ships collected and were approved by Admiral Grant Sharp, Jr., CinCPAC in Honolulu, who was in direct contact with the White House. In 1972, Louis Tordella, then the NSA’s deputy director, revealed that decrypted North Vietnamese damage assessments which had been regarded as “unequivocal proof,” referred to the first, actual attack, and not the second, phantom one. In 2001, the NSA found that officers had deliberately distorted key intelligence to conceal their own mistakes: translation errors went uncorrected, intercept times were altered, and intelligence was selectively cited. 40 years to the day after the supposed second attack, more documents were declassified showing that another part of McNamara’s “unequivocal proof” was an error: an NSA report described the August 2 attack as occurring on August 4. At the time, Daniel Ellsberg of Pentagon Papers fame was special assistant to John McNaughton, an Assistant Secretary of Defense. He said that his boss knew McNamara had lied. Congress was being lied to in order to allow war to be waged. He added: “I don’t look back on that situation with pride.” McNamara’s account was challenged when the Resolution was debated by the Senate. Senator Wayne Morse (D-Oregon) had already christened the conflict in Vietnam “Mr. Johnson’s war.” He said the Resolution was an aggressive move, and that to suggest the United States was not implicated in South Vietnamese bombardment of two islands was “kidding the world.” McNamara denied U.S. involvement in South Vietnamese operations, and said the DeSoto patrols did not support the 34-Alpha attacks. McNamara claimed the crew of Maddox were unaware of OPLAN 34-Alpha, but now acknowledges this to be false. In his book, Vietnam at War, retired Lt. General Phillip Davidson, once the U.S. Army’s intelligence chief in South Vietnam, said that Captain Herrick had commented that Maddox crew-members were highly concerned that 34-Alpha activities were endangering their ship. Davidson agreed with Herrick that this could have made the crew excessively nervous. While Herrick was a combat veteran, the rest of his crew had never seen combat. Congress overwhelmingly passed the Gulf of Tonkin Resolution, which allowed for the use of armed force to assist South Vietnam. Strangely, a very similar resolution was drafted three months earlier, when Johnson ran for president on a peace ticket: “We are not about to send American boys 9 or 10,000 miles away from home to do what Asian boys ought to be doing for themselves.” His opponent, Senator Barry Goldwater, favored an even stronger approach to Southeast Asia. It was suggested that Goldwater could lead the United States into nuclear war. Few who voted for the resolution knew the second attack was doubtful, that Maddox was engaged in an intelligence mission, or that Maddox’s operations and the 34-Alpha attacks were connected. In 1977, former Under-Secretary of State George Ball said in an interview with the British Broadcasting Corporation that: “Many of the people associated with the war…were looking for any excuse to initiate bombing.” He said the primary purpose of the Desoto Patrols was to provoke North Vietnam, whose response would in turn allow the United States to take stronger action. In 1995, McNamara visited Vo Nguyen Giap, the North Vietnamese military commander of the time. Giap acknowledged the August 2 attack on the Maddox, but said “absolutely nothing” occurred on August 4. McNamara agreed. Giap suggested the Desoto patrols were intended to provoke his country and provide an excuse to escalate the war. He is far from alone in this supposition. In a book released in 1995, it was admitted by McNamara that perhaps the United States had provoked a response from the North Vietnamese in the Gulf of Tonkin but that this was done innocently and that Johnson’s administration did not deliberately deceive Congress. In 1971, Senator Morse said that if the information then available had been around when the Resolution was debated, “the Tonkin Gulf Resolution would never have gotten out of Committee. And, if it had, it would never have passed…” In one of their more recent official histories, the North Vietnamese take responsibility for the first attack on Maddox, but not a second, calling it a fabrication to justify airstrikes. An older history claims responsibility for the second attack, but also claims that the North Vietnamese navy sank 353 U.S. naval vessels. This navy possessed around 60 torpedoes. The objective of the NATO bombings from the outset was to destroy the country's standard of living, its health infrastructure, its schools and hospitals, its water distribution system. And then "rebuild" with the help of donors and creditors under the helm of the IMF and the World Bank. According to Italian Journalist Yvonne de Vito, "Differently from other countries that went through a revolution – Libya is considered to be the Switzerland of the African continent and is very rich and schools are free for the people. Hospitals are free for the people. And the conditions for women are much better than in other Arab countries." (Russia Today, August 25, 2011) These developments are in sharp contrast to what most Third World countries were able to "achieve" under Western style "democracy" and "governance" in the context of a standard IMF-World Bank Structural Adjustment program (SAP). Public Health Care Public Health Care in Libya prior to NATO's "Humanitarian Intervention" was the best in Africa. "Health care is [was] available to all citizens free of charge by the public sector. In recent years, essential food and fuel prices have spiralled as a result of speculative trade on the major commodity exchanges. Libya was one of the few countries in the developing World which maintained a system of price controls over essential food staples. World Bank President Robert Zoellick acknowledged in an April 2011 statement that the price of essential food staples had increased by 36 percent in the course of the last year. While rising food prices in neighbouring Tunisia and Egypt spearheaded social unrest and political dissent, the system of food subsidies in Libya was maintained. These are the facts confirmed by several UN specialised agencies. "Missile Diplomacy" and "The Free Market" War and Globalization are intiricately related. The IMF and NATO work in tandem, in liason with the Washington think tanks. The NATO operation purports to enforce the neoliberal economic agenda. Countries which are reluctant to accept the sugar coated bullets of IMF "economic medicine" will eventually be the object of a R2P NATO humanitarian operation. Déjà Vu? Under the British Empire, "gun boat diplomacy" was a means to imposing "free trade". On October 5, 1850, England's Envoy to the Kingdom of Siam, Sir James Brooke recommended to Her Majesty's government that: "should these just demands [to impose free trade] be refused, a force should be present, immediately to enforce them by the rapid destruction of the defenses of the [Chaopaya] river... Siam may be taught the lesson which it has long been tempting-- its Government may be remodelled, A better disposed king placed on the throne and an influence acquired in the country which will make it of immense commercial importance to England" (The Mission of Sir James Brooke, quoted in M.L. Manich Jumsai, King Mongkut and Sir John Bowring, Chalermit, Bangkok, 1970, p. 23) Today we call it "Regime Change" and "Missile Diplomacy" which invariably takes the shape of a UN sponsored "No Fly Zone". Confiscating Libyan Financial Assets Libya`s frozen overseas financial assets are estimated to be of the order of $150 billion, with NATO countries holding more than $100 billion. Prior to the war, Libya had no debts. In fact quite the opposite. It was a creditor nation investing in neighboring African countries. The R2P military intervention is intended to spearhead the Libyan Arab Jamahiriya into the straightjacket of an indebted developing country, under the surveillance of the Washington based Bretton Woods institutions. In a bitter irony, after having stolen Libya's oil wealth and confiscated its overseas financial assets, the "donor community" has pledged to lend the (stolen) money back to finance Libya's post-war "reconstruction". Libya is slated to join the ranks of indebted African countries which have driven into poverty by IMF and the World Bank since the onsalught of the debt crisis in the early 1980s: The IMF promised a further $35-billion in funding [loans] to countries affected by Arab Spring uprisings and formally recognized Libya’s ruling interim council as a legitimate power, opening up access to a myriad of international lenders as the country [Libya] looks to rebuild after a six-month war. ... Getting IMF recognition is significant for Libya’s interim leaders as it means international development banks and donors such as the World Bank can now offer financing. The Marseille talks came a few days after world leaders agreed in Paris to free up billions of dollars in frozen assets [stolen money] to help [through loans] Libya’s interim rulers restore vital services and rebuild after a conflict that ended a 42-year dictatorship. The financing deal by the Group of Seven major economies plus Russia is aimed at supporting reform efforts [iMF sponsored structural adjustment] in the wake of uprisings in North Africa and the Middle East. Three days later they disappeared when went to work. They have just been found dead. The media is considering this case without importance and we will need more national and international pressure in order to protect other people and to investigate who have killed them.” . On 24 and 25 June 2012 the bodies of human rights defenders Mr Almir Nogueira de Amorim and Mr João Luiz Telles Penetra were found following their disappearance on 23 June 2012. Almir Nogueira de Amorim and João Luiz Telles Penetra, or “Pituca” as he was known, were both leaders of the Associação Homens do Mar – AHOMAR (Association of Sea Men) which was set up in 2009 to defend the rights of the fisher-folk working in Rio de Janeiro, and particularly those affected by the construction of a gas pipeline for Petrobras. Since the founding of the organisation its members have reported being subjected to death threats, physical attacks and killings. According to AHOMAR’s members, the attacks are perpetrated by people linked to death squads, security guards hired by the companies in charge of building pipelines and militias operating in the region. On the afternoon of 25 June 2012, João Luiz Telles Penetra’s body was found on the banks of Guanabara Bay by employees of a shipyard. The fisherman’s corpse was bound at his hands and feet by rope. The previous day, at around midday, the body of Almir Nogueira de Amorim was found tied to his boat. He had bruises on his neck and the boat had several holes in the hull. On 22 June 2012, at approximately 4:00pm, Almir Nogueira de Amorim went to João Luiz Telles Penetra’s home in Ilha de Paquetá, a neighbourhood in Rio de Janeiro, to collect him to go fishing. It is common practice for fishermen in the region to go at that time and return late at night or early the following day. When they had not returned by the following day, local fishermen and fire fighters began a search of the Guanabara Bay. Almir Nogueira de Amorim was a founding member and vocal activist of AHOMAR. João Luiz Telles Penetra was the leader of the association in Ilha de Paquetá and had been a key figure in a new campaign launched by the organisation. He led the struggle against Petrobras’ construction plans in Guaxindiba river, located within the Área de Proteção Ambiental Guapimirim (Environmental Protected Area of Guapimirim). The oil company wants to deepen the river to create a waterway, which would eliminate any possibility of fishing in these waters. Almir Nogueira de Amorim and João Luiz Telles Penetra are not the first members of AHOMAR to be murdered. On 19 January 2010, fisherman and human rights defender Marcio Amaro was assassinated one day after a demonstration organised by AHOMAR took place in front of the Petrobras headquarters in downtown Rio de Janeiro. Prior to his killing Marcio Amaro had filed a formal complaint concerning the presence of unlawfully armed men in Petrobras construction sites in Guanabara Bay. On 22 May 2009 Paulo César dos Santos Souza, former treasurer of the association, was killed in front of his wife and children after being shot in the head five times. The crime occurred six hours after a government inspection decided to stop the pipeline construction due to irregularities. To date no one has been brought to justice for these killings. The president of AHOMAR Mr Alexandre Anderson de Souza, has been under the National Protection Programme for Human Rights Defenders for the past three years. However he, and his family, still face many risks. Reportedly at least three other leaders of AHOMAR received death threats in recent months. Even with the high rate of violence in the region of Mauá and all the threats faced by human rights defenders, the only police station covering the region was shut down on 13 February 2012. "Starting afresh" in the wake of destruction? Fear and Social Despair, Countless Deaths and Atrocities, amply documented by the independent media. No euphoria.... A historical reversal in the country's economic and social development has occurred. The achievements have been erased. The NATO invasion and occupation marks the ruinous "rebirth" of Libya's standard of living That is the forbidden and unspoken truth: an entire Nation has been destabilized and destroyed, its people driven into abysmal poverty. The objective of the NATO bombings from the outset was to destroy the country's standard of living, its health infrastructure, its schools and hospitals, its water distribution system. And then "rebuild" with the help of donors and creditors under the helm of the IMF and the World Bank. The diktats of the "free market" are a precondition for the instatement of a Western style "democratic dictatorship ". About nine thousand strike sorties, tens of thousands of strikes on civilian targets including residential areas, government buildings, water supply and electricity generation facilities. (See NATO Communique, September 5, 2011. 8140 strike sorties from March 31 to September 5, 2011) An entire nation has been bombed with the most advanced ordnance, including uranium coated ammunition. Already in August, UNICEF warned that extensive NATO bombing of Libya's water infrastructure "could turn into an unprecedented health epidemic “ (Christian Balslev-Olesen of UNICEF's Libya Office, August 2011). Meanwhile investors and donors have positioned themselves. "War is Good for Business'. NATO, the Pentagon and the Washington based international financial institutions (IFIs) operate in close coordination. What has been destroyed by NATO will be rebuilt, financed by Libya's external creditors under the helm of the "Washington Consensus": "Specifically, the [World] Bank has been asked to examine the need for repair and restoration of services in the water, energy and transport sectors [bombed by NATO] and, in cooperation with the International Monetary Fund, to support budget preparation [austerity measures] and help the banking sector back on to its feet [The Libyan Central bank was one of the first government buildings to be bombed]. Employment generation for young Libyans has been added as an urgent need facing the country." (World Bank to Help Libya Rebuild and Deliver Essential Services to Citizens emphasis added) Libya's Development Achievements Whatever one's views regarding Moamar Gadaffi, the post-colonial Libyan government played a key role in eliminating poverty and developing the country's health and educational infrastructure. According to Italian Journalist Yvonne de Vito, "Differently from other countries that went through a revolution – Libya is considered to be the Switzerland of the African continent and is very rich and schools are free for the people. Hospitals are free for the people. And the conditions for women are much better than in other Arab countries." (Russia Today, August 25, 2011) These developments are in sharp contrast to what most Third World countries were able to "achieve" under Western style "democracy" and "governance" in the context of a standard IMF-World Bank Structural Adjustment program (SAP). Public Health Care Public Health Care in Libya prior to NATO's "Humanitarian Intervention" was the best in Africa. "Health care is [was] available to all citizens free of charge by the public sector. The country boasts the highest literacy and educational enrolment rates in North Africa. The Government is [was] substantially increasing the development budget for health services.... (WHO Libya Country Brief ) Confirmed by the Food and Agriculture Organization (FAO), undernourishment was less than 5 %, with a daily per capita calorie intake of 3144 calories. (FAO caloric intake figures indicate availability rather than consumption). The Libyan Arab Jamahiriya provided to its citizens what is denied to many Americans: Free public health care, free education, as confirmed by WHO and UNESCO data. According to the World Health Organization (WHO): Life expectancy at birth was 72.3 years (2009), among the highest in the developing World. "In a relative short period of time, Libya achieved universal access for primary education, with 98% gross enrollment for secondary, and 46% for tertiary education. In the past decade, girls’ enrollment increased by 12% in all levels of education. In secondary and tertiary education, girls outnumbered boys by 10%." (World Bank Libya Country Brief, emphasis added) Price Controls over Essential Food Staples In most developing countries, essential food prices have skyrocketed, as a result of market deregulation, the lifting of price controls and the eliminaiton of subsidies, under "free market" advice from the World Bank and the IMF. In recent years, essential food and fuel prices have spiralled as a result of speculative trade on the major commodity exchanges. Libya was one of the few countries in the developing World which maintained a system of price controls over essential food staples. World Bank President Robert Zoellick acknowledged in an April 2011 statement that the price of essential food staples had increased by 36 percent in the course of the last year. See Robert Zoellick, World Bank The Libyan Arab Jamahiriya had established a system of price controls over essential food staples, which was maintained until the onset of the NATO led war. While rising food prices in neighbouring Tunisia and Egypt spearheaded social unrest and political dissent, the system of food subsidies in Libya was maintained. These are the facts confirmed by several UN specialised agencies. "Missile Diplomacy" and "The Free Market" War and Globalization are intiricately related. The IMF and NATO work in tandem, in liason with the Washington think tanks. The NATO operation purports to enforce the neoliberal economic agenda. Countries which are reluctant to accept the sugar coated bullets of IMF "economic medicine" will eventually be the object of a R2P NATO humanitarian operation. Déjà Vu? Under the British Empire, "gun boat diplomacy" was a means to imposing "free trade". On October 5, 1850, England's Envoy to the Kingdom of Siam, Sir James Brooke recommended to Her Majesty's government that: "should these just demands [to impose free trade] be refused, a force should be present, immediately to enforce them by the rapid destruction of the defenses of the [Chaopaya] river... Siam may be taught the lesson which it has long been tempting-- its Government may be remodelled, A better disposed king placed on the throne and an influence acquired in the country which will make it of immense commercial importance to England" (The Mission of Sir James Brooke, quoted in M.L. Manich Jumsai, King Mongkut and Sir John Bowring, Chalermit, Bangkok, 1970, p. 23) Today we call it "Regime Change" and "Missile Diplomacy" which invariably takes the shape of a UN sponsored "No Fly Zone". Its objective is to impose the IMF's deadly "economic medicine" of austerity measures and privatization. The World Bank financed "reconstruction" programs of war torn countries are coordinated with US-NATO military planning. They are invariably formulated prior to onslaught of the military campaign... Confiscating Libyan Financial Assets Libya`s frozen overseas financial assets are estimated to be of the order of $150 billion, with NATO countries holding more than $100 billion. Prior to the war, Libya had no debts. In fact quite the opposite. It was a creditor nation investing in neighboring African countries. The R2P military intervention is intended to spearhead the Libyan Arab Jamahiriya into the straightjacket of an indebted developing country, under the surveillance of the Washington based Bretton Woods institutions. In a bitter irony, after having stolen Libya's oil wealth and confiscated its overseas financial assets, the "donor community" has pledged to lend the (stolen) money back to finance Libya's post-war "reconstruction". Libya is slated to join the ranks of indebted African countries which have driven into poverty by IMF and the World Bank since the onsalught of the debt crisis in the early 1980s: The IMF promised a further $35-billion in funding [loans] to countries affected by Arab Spring uprisings and formally recognized Libya’s ruling interim council as a legitimate power, opening up access to a myriad of international lenders as the country [Libya] looks to rebuild after a six-month war. ... Getting IMF recognition is significant for Libya’s interim leaders as it means international development banks and donors such as the World Bank can now offer financing. The Marseille talks came a few days after world leaders agreed in Paris to free up billions of dollars in frozen assets [stolen money] to help [through loans] Libya’s interim rulers restore vital services and rebuild after a conflict that ended a 42-year dictatorship. The financing deal by the Group of Seven major economies plus Russia is aimed at supporting reform efforts [iMF sponsored structural adjustment] in the wake of uprisings in North Africa and the Middle East. The financing is mostly in the form of loans, rather than outright grants, and is provided half by G8 and Arab countries and half by various lenders and development banks. (Washington Post, April 16, 2011) ● The U.S. reopened its embassy in Damascus in January 2011 after six years. This was no thaw in relations. The new ambassador, Robert S. Ford, who served until October 2011, is a protégé of John Negroponte, who organized death squads in El Salvador in the 1970s and in Iraq while ambassador there in 2004-05. There terror squads killed tens of thousands. Ford served directly under Negroponte at the U.S. Embassy in Baghdad. ● Ford “played a central role in laying the groundwork within Syria as well as establishing contacts with opposition groups.” Two months after he arrived in Damascus, the armed insurgency began. (Global Research, May 28) ● Armed opposition to Bashar al-Assad began in March 2011 in Daraa, a small town on the Jordanian border. Mass protest movements usually start in large population centers. Later, Saudi Arabia admitted sending weapons to the opposition via Jordan. (RT, March 13) ● The U. S. and its NATO allies used grassroots protests in Egypt, Syria and elsewhere as a cover to build support for right-wing insurgencies whose goal was not to help the Syrian people but to bring Syria into the pro-imperialist camp. Any excesses or mistakes by the Assad government were not the real issue. ● The Arab League, European Union and U.S. begin imposing economic sanctions, a form of warfare, against Syria in November 2011 on the pretext of stopping state-sanctioned violence against protesters. Stepped-up sanctions and freezing of Syrian assets caused the value of the Syrian pound to drop by 50 percent against the dollar, with the cost of necessities often tripling. ● Exiles who received U.S. funding became part of the Syrian National Council. SNC’s Burhan Ghalioun said he would open up Syria to the West, end Syria’s strategic relationship with Iran (and with the Lebanese and Palestinian resistance), and realign Syria with the reactionary Arab regimes in the Gulf. (Wall Street Journal, Dec. 2, 2011) U.S. &NATO escalate involvement ● Ex-CIA agent Philip Giraldi admitted that the U.S. was involved in Syria and laid out the U.S. plan: “NATO is already clandestinely engaged in the Syrian conflict, with Turkey taking the lead as U.S. proxy. Ankara’s foreign minister, Ahmet Davitoglu, has openly admitted that his country is prepared to invade as soon as there is agreement among the Western allies to do so. The intervention would be based on humanitarian principles, to defend the civilian population based on the ‘responsibility to protect’ doctrine that was invoked to justify Libya.” (theamericanconservative.com, Dec. 19, 2011) ● Giraldi continued: “Unmarked NATO warplanes are arriving at Turkish military bases close to … the Syrian border, delivering weapons from the late Muammar Gaddafi’s arsenals as well as volunteers from the Libyan Transitional National Council who are experienced in pitting local volunteers against trained soldiers. … French and British special forces trainers are on the ground, assisting the Syrian rebels while the CIA and U.S. Spec Ops are providing communications equipment and intelligence. … ● “The frequently cited United Nations report that more than 3,500 civilians have been killed by Assad’s soldiers is based largely on rebel sources and is uncorroborated. Likewise, accounts of mass defections from the Syrian Army and pitched battles between deserters and loyal soldiers appear to be a fabrication, with few defections being confirmed independently. Syrian government claims that it is being assaulted by rebels who are armed, trained, and financed by foreign governments are more true than false.” ● The “Free Syrian Army” has rear bases in Turkey, is funded by Saudi Arabia and Qatar, and is made up of defecting Syrian soldiers. Spiegel Online sites a source in Beirut who reports seeing “‘hundreds of foreign fighters’ who have attached themselves to the FSA.” (Feb. 15) ● The U.N.-mandated commission of inquiry, in its February 2012 report, documented torture, taking of hostages, and executions by armed opposition members. ● The first heavy fighting in Syria’s capital, Damascus, started in March. Pipelines were blown up, and huge explosions ripped through intelligence and security buildings in Christian areas on March 16, killing at least 27 people. The Syrian government charged then that terrorist attacks supported from abroad have been responsible for eight car bomb attacks since December, killing 328 and wounding 657. This got little Western media attention. ● Human Rights Watch on March 20 accused armed Syrian opposition members of “Kidnappings, the use of torture and executions … of security force members, individuals identified as members of government-supported militias, and individuals identified as government allies and supporters.” ● In the Baba Amr neighborhood of Homs, the armed opposition has formed its own laws, courts and death squads, according to Spiegel Online. Abu Rami, an opposition commander in Baba Amir, interviewed by Spiegel, said in the city of Homs his group has executed between 200 and 250 people. (March 29) U.N. steps in ● Former U.N. Secretary General Kofi Annan went to Syria in March at the behest of the U.N. and Arab League to put together a peace proposal. But Annan and the U.N. are not impartial. Annan is an architect of the “responsibility to protect” doctrine, cited by former CIA agent Giraldi as the planned pretext for intervention in Syria. The U.N. endorsed this doctrine under Annan’s tenure. ● In 2004, Annan gave U.N. approval to the U.S., French and Canadian intervention that deposed Haiti’s President Jean-Bertrand Aristide. Annan’s stated reasons were the same then as now in Syria: an alleged impending “humanitarian catastrophe.” Annan provided a similar U.N. cover for France to tighten its colonial grasp on the Ivory Coast in 2006. In Syria, Annan’s calls for a Syrian government ceasefire and for outside “humanitarian” aid are really calls for foreign intervention. ● Syria agreed to an Annan-brokered ceasefire March 27. The opposition refused. While the Western heads of state and the corporate media heaped blame on Assad for “not honoring” the ceasefire, the West kept arming the opposition. ● What the U.S. government really thought of the ceasefire was revealed by Robert Grenier, former director of the CIA’s Counter-Terrorism Center, who called upon those who would “help” Syria “to climb metaphorically into the ring and dirty themselves,” adding, “what the situation needs is not high-minded sentiments, but effective, lethal aid.” (Al Jazeera, March 29) ● As the imperialists “climbed into the ring,” they continued to blame Assad. Speaking at an anti-Assad “Friends of Syria” meeting in Istanbul on April 1, U.S. Secretary of State Hillary Rodham Clinton said Assad had “defiled” the ceasefire. She called for Damascus to unilaterally stop fighting and withdraw from areas of heavy right-wing infiltration. She said the U.S had pledged at least $25 million in “nonlethal” aid to the Syrian opposition, which included satellite communication equipment. ● By May, the reactionaries “have begun receiving significantly more and better weapons … paid for by Persian Gulf nations and coordinated … by the U.S.” (Washington Post, May 15) “The Syrian rebels have received their first ‘third generation’ anti-tank weapons. They are supplied by Saudi and Qatari intelligence agencies following a secret message from President Barack Obama.” (debkafile.com, May 22) The Houla massacre ● Right before a scheduled visit to Syria by Annan, news broke of a horrible massacre of 108 people in Houla on May 25, which included whole families and as many as 48 children. Headlines worldwide blamed the Syrian government, and all Western capitals called for increased sanctions and more international pressure on Assad. ● By May 27, the imperialists had coordinated their “international outrage” and expelled Syrian diplomats from the U.S., the Netherlands, Australia, Great Britain, France, Germany, Italy, Spain, Bulgaria and Canada. ● The U.N. Security Council reacted to the massacre -- with no investigation as to who was responsible -- by unanimously condemning Syria for allegedly using tanks and artillery after agreeing to a ceasefire. Ignored were statements from the Assad government that it was not responsible. A closer look showed this was the case. ● Marat Musin, reporting for Russia’s ANNA News, was in Houla and interviewed witnesses right after the massacre. Musin determined that the massacre was committed by the so-called Free Syrian Army, not the Assad forces. His report concluded: “The attack was carried out by a unit of armed fighters from Rastan, in which more than 700 gunmen were involved. They brought the city under their control and began with a cleansing action against loyalist [pro-Assad] families, including elderly people, women and also children. The dead were presented to … the U.N. and the ‘international community’ as victims of the Syrian army.” (May 31) The conservative German newspaper, the Frankfurter Allgemeine Zeitung, corroborated the ANNA report on June 7. ● Residents knew many of the killers by name and identified them as local criminal elements now working for the FSA. (Syria News, May 31) Anti-Assad forces then posed as villagers and invited the U.N. observers in. Some put on uniforms of the Syrian soldiers they had killed and said they were defectors. ● A widely shown photo of dozens of shrouded bodies, which the BBC first presented as the aftermath of Houla, was really taken by photographer Marco di Lauro in Iraq in March 2003. ● BBC world news editor Jon Williams admitted in his blog June 7 that there was no evidence whatsoever to identify either the Syrian Army or Alawite militias as the perpetrators of the May 25 massacre. United Kingdom’s Channel 4 senior reporter Alex Thomson said June 7 that the opposition led him into a line of fire and tried to get him killed by Syrian military forces so it would “look bad” for Assad. ● There has been no independent investigation of Houla to date, yet at a June 7 meeting, Annan and current U.N. General Secretary Ban Ki-moon again made statements putting the responsibility for the Houla massacre on Assad. ● Major General Robert Mood, head of the U.N. Supervision Mission in Syria, suspended patrols of the 300-member team on June 16, citing “spiraling violence in restive areas.” The suspension was right before the G-20 Summit in Mexico, providing another opportunity for imperialism to criticize Assad. ● In initial remarks, Annan called the Houla massacre the “tipping point.” The deaths at Houla have been used by the U.S. and NATO to more aggressively and openly organize for Assad’s overthrow. U.S. officials and Arab intelligence officers admit that the CIA is in southern Turkey funneling weapons to the FSA. It is also there to “make new sources and recruit people.” (New York Times, June 21) ● As a result, “The onetime ragtag militias of the Syrian opposition are developing into a more effective fighting force with the help of an increasingly sophisticated network of activists here in southern Turkey that is smuggling crucial supplies across the border including weapons, communication gear, field hospitals and even salaries for soldiers who defect. The network reflects an effort to forge an opposition movement ... that together can not only defeat ... Assad but also replace his government.” (New York Times, June 26)
