The blast was that of a car belonging to an Israeli diplomat which local media reports have linked to Iran. While producing Kazmi before the Chief Metropolitan Magistrate, the public prosecutor said the bomb attack -- in which the wife of the Israeli defense attaché was seriously injured -- was a case of "international terrorism." Many reporters say the accusations against Kazmi remind them of 2002, when Delhi-based Kashmiri journalist Iftikhar Gilani was arrested and charged with espionage under the Official Secrets Act. The son-in-law of a Kashmiri separatist leader, Gilani was in prison for seven months as anonymously sourced, fabricated stories appeared in the media supposedly confirming his guilt. Speaking to CPJ, Gilani recalled the experience: "It was a classic case of trial by the media. Mohammad Kazmi should not be executed by the media as happened in my case. Already the coverage of his arrest has been one-sided, and that is dangerous," he said. Ten years ago, with the tireless intervention of some media activists and friends, Gilani was eventually proved innocent and released. Today, family, friends, media activists, and some political leaders came together to support Kazmi. In a chaotic outdoor press conference at the premises of the Press Club of India, speakers stressed Kazmi's professional credentials and the unlikelihood of his being involved in any terrorist activities. An independent, accredited journalist, they said, Kazmi has been working regularly for several Iranian media outlets, including the Iranian News Agency, IRNA; India's state broadcaster Doordarshan; the BBC; and has contributed columns to several Urdu publications. He also runs a small Urdu news agency, Media Star. S.K. Pandey, general secretary of the Delhi Union of Journalists, the largest body of journalists in the country, said Kazmi was a journalist with "impeccable credentials." "I have received more than 60 calls from journalists vouching for his integrity," he told the press conference. Earlier, the Union issued a statement saying Kazmi should not be victimized simply because he worked for Iranian media outlets and for his professional contacts. "Possibly Kazmi's close association with Iran media outlets is being used by the police to implicate him," Pandey said. Columnist and broadcaster Saeed Naqvi, who worked closely with Kazmi when he reported on the Iraq war, said he was an "honored and honest friend." "With his knowledge of Persian, Arabic, Urdu, English, he was in demand as an interpreter and for international journalistic assignments. Sadly, what was considered to professional advantage is now turning out to be a disadvantage," Naqvi said. In an emotional speech, Kazmi's son Shauzab called him a "national hero" and "one of the few Indian journalists who tirelessly covered the Iraq war in 2003." It was on Tuesday that the police picked up Kazmi as he was leaving Delhi's India Islamic Centre, and arrested him under provisions of the Unlawful Activities Prevention Act. Shauzab said that although police took Kazmi to the police station in the morning, they only informed his family of his whereabouts that evening when they came to his home in BK Dutt Colony to take away his desktop computer, laptop, passport, and other documents. The Times of India suggested that Kazmi was helping the bomber, who it said has since has left for Malaysia, by carrying out surveillance missions on the Israeli embassy and by keeping track of the movements of Israeli diplomats, eventually leading to the attack on February 13. Kazmi is being kept in police custody for 20 days. The Delhi Union of Journalists said it will appeal to the Delhi Commissioner of Police and the Press Council of India to press for bail for Kazmi and to ensure that fair scrutiny takes place. Pandey told CPJ: "We are not here to hamper any investigation. But enquiries should be thorough and the process transparent. If there is any evidence, he should be charged. Notice these graces are not said to be the fruits of the Spirit, they are the fruit. There is a unity of origin running through all the multiplicity of manifestation. It is a beautiful life that is set forth in these verses. Every word is worthy of earnest study and profound meditation. "Love", "joy", "peace", "long-suffering", "kindness", "goodness", "faith", "meekness", "self-control." Is not this the life we all long for, the Christ-life? It is not natural to us, and it is not attainable by any effort of the flesh or nature. The life that is natural to us is set forth in the three preceding verses: Galatians 5:19-21 [19] The acts of the sinful nature are obvious: sexual immorality, impurity and debauchery; [20] idolatry and witchcraft; hatred, discord, jealousy, fits of rage, selfish ambition, dissensions, factions [21] and envy; drunkenness, orgies, and the like. We are not talking about confessing our sins here, but rather confessing or acknowledging with our mouth the truths from God's Word. Certainly the Bible tells us to confess our sins, but that is not the only confession we need to make. We are also told to confess or speak out loud the promises of God, in faith, so we can receive them. We need to clarify the difference between the so-called "positive confession" taught by the success propagators in the world and a "Bible confession." Many times, their confessions are directed toward "self," not toward God's Word. They build their "castles in the sky," but they are not founded on the Word of God; instead they are based on what they desire for themselves. For example, you will probably never hear them confessing the following portion of God's Word, "If we suffer, we shall also reign with him; if we deny him, he also will deny us" (2 Timothy 2:12). We must begin confessing what the Word of God has to say about our lives and circumstances instead of what those in the world may speak about the situation. In confessing God's Word, we must not pick out only the Scriptures we desire, but also the ones the Lord desires for us. He certainly desires to bless us, but He also desires to cleanse us. We must be as enthusiastic in our confessions to be cleansed from all that would offend the Lord as we are in confessing the physical blessings He has promised us. We must learn to set a guard on our mouths, as it is very important to control our conversation. We will ultimately receive the things that we speak. If we speak evil long enough, it will come to pass; likewise if we speak good. "Whoso offereth praise glorifieth me: and to him that ordereth his conversation aright will I shew the salvation of God" (Psalm 50:23). "A man's belly shall be satisfied with the fruit of his mouth; and with the increase of his lips shall he be filled. Death and life are in the power of the tongue: and they that love it shall eat the fruit thereof" (Proverbs 18:20-21). We must not only claim God's Word, but also learn to speak or confess His Word. We must confess our faith in God's Word. We must not confess lack, as the Heavenly Father has given us everything we need. We must not confess defeat, as God has made us more than conquerors. We must not confess doubt, as God has given us His faith. We are to speak the things that the Word of God declares as truth. We easily quote what men have to say on a subject, and many times we believe them despite what the Word of God has to say about it. Yet we are often hesitant to quote what God says because the devil tells us we would be lying. He causes us to look at our circumstances rather than the Word. Circumstances are subject to change, and one of the things that can cause them to do so is the confession of God's Word over a particular situation. In fact, the Word of God tells us to confess or talk about the things we are believing God to do in our lives and He will bring it to pass. Romans 4:20-22, "He (Abraham) staggered not at the promise of God through unbelief; but was strong in faith, giving glory to God; And being fully persuaded that, what he had promised, he was able also to perform. And therefore it was imputed to him for righteousness." Romans 4:17, "(As it is written, I have made thee a father of many nations,) before him whom he believed, even God, who quickeneth the dead, and calleth those things which be not as though they were". For instance, if we are in need of finances, the devil will try to get us to confess such things as, "I guess we will just have to take bankruptcy since we can not pay the bills," or "I don't know what we will do when we can't make the house payment." Instead, we need to align our confession with the Word of God. "My God shall supply all your (my) need according to his riches in glory by Christ Jesus" (Philippians 4:19) "But seek ye first the kingdom of God, and his righteousness; and all these things shall be added unto you (me)" (Matthew 6:33). (Emphasis is mine). We should confess our faith and trust in the Lord by saying,"I don't know how the Lord is going to help us meet this need, but I confess that He will because He cares for us." Last Modified: 02 Mar 2012 17:32 (PICTURE NOT UPLOADED) The car was damaged mainly not by the bomb's explosion, but by the resulting slow-burning fire [Reuters] -------------------------------oooo------------------------------------- ------------------------------------------------------------------------ Washington, DC - The magnet bomb that exploded on an Israeli Embassy diplomat's car in Delhi on February 13 seemed on the surface to be consistent with an Iranian-sponsored action. It was carried out with same method by which Israel's Iranian proxy, the Mujahedin-e Khalq, had assassinated an Iranian scientist in mid-January. It occurred on the anniversary of the 2008 assassination of Hezbollah operations chief Imad Mugniyeh, which Hezbollah had vowed to avenge. And it happened at the same time as what appeared to be attempted bombings in Bangkok and Tbilisi. But a review of the evidence uncovered thus far makes the link to Iran begin to look very dubious. Instead, it points to the distinct possibility that the Israelis planned a carefully limited bomb attack that was not intended to cause serious injury to Israeli diplomatic personnel, but that would advance the larger Israeli narrative on the need to punish Iran. The evidence surrounding that bomb itself indicates a series of decisions by the terrorist team that is fundamentally inconsistent with an Iranian-Hezbollah revenge bombing. The preliminary forensic analysis of the bomb itself had estimated it to be 250-300 grams of explosives, but sources in the investigation later reduced the estimate to 200-250 grams. The 250-gram bomb that exploded near the Delhi High Court in May 2011 did not even damage the car under which it had been placed and was characterised by Police Commissioner B K Gupta as a "low-intensity and mild blast". Burning questions The main damage to the Israeli diplomat's car was not from the explosion but from the fire, which burned so slowly that the occupants suffered no burns. If the bomb had been filled with shrapnel of iron filings, nails or glass, or if it had been attached underneath the fuel tank or on the door next to the passenger, that bomb would have seriously injured or killed the passenger, Tal Yehoshua-Koren, the wife of the Israeli Defense Attaché. But Delhi police were able to determine that the bomb contained no such potentially deadly shrapnel. And an examination of the videos and photos of the car after the bombing revealed that the bomb had been attached instead to the rear of the vehicle, where it would have the least impact on the occupants. Indian investigators obtained a fourth piece of evidence bearing on the intentions of the planners from their interview with Yehoshua-Koren. She told them the bomb did not go off for 30 to 40 seconds after she felt a bump from the rear of the car and saw the motorcyclist go past her window. Indian investigators had assumed that the bomb had operated on a five- or 10-second delay, like other magnet bombs with which they were familiar - only enough time for the motorcyclist to get far enough away from the blast. Yehoshua-Koren did not get out of the car before the bomb went off, and suffered what the Israeli Defense Ministry called "moderate" wounds - evidently from metal fragments from the rear hatch. She was nevertheless able to exit the car and get to the Israeli Embassy without any assistance. Israeli commentary on the bombing suggested that the Iranian-sponsored terrorist team had simply proven to be ineffective in carrying out the bombing. But the combination of these four distinct indicators strongly suggests that the operation was planned so that the passenger in the car would not be injured. Unclear patterns Israel claimed that the evidence links the Delhi bombing to other alleged Iranian-Hezbollah plots in Tbilisi and Bangkok. Deputy Prime Minister Moshe Yaalon declared, "It is the same pattern, the same bomb, the same lab, the same factory". Bomb suspects charged in Thailand But it turns out that there was no similarity whatsoever among the bombs found in the three capitals. The one in Tbilisi was described as a grenade in a plastic bag taped to the bottom of the car, which hardly suggests a serious terror plot. Delhi police discovered that the two magnet bombs found in the house in Bangkok, where an accidental explosion had occurred, contained the much more powerful C-4 explosive as well as shrapnel - both of which were absent from the Delhi bomb. And, even more interesting, the Bangkok magnet bombs timed for only a five-second delay. That information led investigators in Delhi to conclude that the operations in Delhi and Bangkok were "unrelated". Despite the fact that a group of Iranian passport-holders were clearly involved with highly lethal bombs in Bangkok, there is good reason to doubt that they were working for Iran's IRGC or Hezbollah. They spent their first three days in the country with Thai prostitutes at Pattaya. That profile suggests Iranian mercenaries, like the former kickboxer hired by Mossad to assassinate Iranian scientist Massoud Ali Mohammadi in January 2010, rather than Iranian or Hezbollah operatives. India's importance In the larger context, it is very difficult to believe that Iran would have chosen New Delhi as the location for revenge against Israel, given the importance of India as a buyer of Iranian oil and India's delicately balanced political-diplomatic position in the larger conflict. India had just replaced China as Iran's single biggest crude oil customer, having increased its imports to roughly 550,000 barrels a day in January, which compensated for a drop in sales to China. And the government of Prime Minister Manmohan Singh had resisted pressure from the United States and Europe to reduce its purchases from Iran, even working with Iran to find ways to get around the planned sanctions against Iran's National Bank. India's Commerce Ministry was planning a large business delegation to Iran to discuss increased trade. India had thus taken on the role of potential "spoiler" in the Western sanctions strategy against Iran. This central geopolitical reality prompted New Delhi's "Economic Times" to ask, "Why would Iran go and poke its finger in the eye of its best customer, especially knowing full well that Israel will use even the flimsiest excuse to put the blame on it?" Indeed, it was Israel, not Iran that stood to gain politically from the terrorist car bomb in Delhi. Israel was well aware that a terrorist bombing in Delhi that could be blamed on Tehran was a potential lever to change India's policy toward Iran. As an Israeli official told the Wall Street Journal, if India were to adopt Netanyahu's position that Iran was responsible for the bombing, it would take the India-Iran relationship to "a whole different level". Nearly two weeks before the bombing, Israel acted to ensure that Indians would assume that a terrorist attack in Delhi on that date had been carried out by Iran. A letter to the Delhi police on February 1 signed by the Israeli Deputy Chief of Mission in Delhi and the First Secretary responsible for security expressed concern that Iran and Hezbollah would take revenge on the anniversary of the Mugniyeh assassination by carrying out terrorist actions against Israelis. It also referred to the possibility of Iranian revenge for the assassination of the Iranian nuclear scientist Mustafa Ahmadi Roshan on January 11. Although the letter did not specify that an attack might take place in Delhi, Mossad chief Tamir Pardo led a delegation of intelligence officials on a visit to Delhi around the same time and turned over a list of 50 Iranian nationals with the request that they be kept under surveillance. The Israeli letter referred to an alleged Hezbollah terror plot against Israelis that had been broken up in Bangkok in January. But the idea of a Hezbollah plan to kill Israelis in Thailand had come only from Israeli intelligence - not from any local sources. The Thai police detained Hussein Atris, a Swedish-Lebanese, in January only because Israeli intelligence officials had told them they "suspected" that he and two other Lebanese, whom they claimed were linked to Hezbollah, might carry out terrorist attacks at tourist sites popular with Israelis. Atris admitted to owning large supplies of urea fertiliser and ammonium nitrate, which are ingredients in bombs, but Thai investigators concluded that they were not connected to any terror plot in Thailand, because of the absence of any other bomb components. The head of Thailand's National Security Council, General Wichean Potephosree, a former chief of police, expressed doubt that Atris was a terrorist, as Israel had claimed. After the Bangkok explosion, the Israelis renewed the claim of an Iran-Hezbollah terror threat in Bangkok, alleging that the bombs found in in all three capitals in mid-February were "exactly the same kind of devices". But we now know that was not the case. We may never be able to establish with certainty what happened in Delhi, Bangkok and Tbilisi earlier this month, but the evidence that has come to light thus far doesn't support the widely accepted notion that Iran and Hezbollah were behind it. That evidence is consistent, however, with a clever Israeli "false flag" car bombing operation that would not injure the passenger but would serve its broader strategic interests: dividing India from Iran and pushing US public opinion further towards support for war against Iran. This roundup included several army generals and colonels, politicians, businessmen as well as humbler folk, Christian and Muslim alike, exposing just how extensively the Mossad, and probably other Israeli spy services, allegedly penetrated every level of Lebanese society over the years. Lebanese Justice Minister Ibrahim Najjar recently drew up a list of 150 cases to be filed as a complaint against Israel to the U.N. Security Council. The findings, he told the London's Arabic daily Al-Hayat, "are hard to believe." Judicial and security officials gave few details as the suspect, identified as Elias Younes, underwent interrogation. But Lebanon's official news agency reported he was a longtime employee of the state-run Ogero telecommunications company. Al-Manar, the television network run by Hezbollah, the Iranian-backed Shiite movement that's the primary target of Israel's intensive espionage operation in Lebanon, alleged that Younes supplied Mossad with voluminous intelligence over the decades. It said this involved technical data, including military and naval communications and movements, as well as detailed information on Lebanese officials, no doubt many of them Hezbollah members. The network said Younes confessed he was recruited by Mossad in 1977. Many suspects, including several key telecommunications officials, were recruited in the 1980s and '90s. That makes Younes the longest-serving of the alleged Israeli agents who have been rounded up over the last three years in a counterintelligence operation that's probably one of the most successful in modern history, certainly in the conflict-plagued Middle East where espionage is endemic. This makes the Iranian investment all the more important. Syria is also the conduit for Iran’s arming of the Hezbollah Shi’ite forces in Lebanon and Hamas in Gaza. If the regime falls in Syria and the Iranians are expelled, this is going to be a horrendous defeat for Iran. How does Israel ensure that Iran is defeated in Syria? Wouldn’t it backfire if Israel were seen to be involved? Israel shouldn’t be directly involved for obvious reasons. Once Israel enters the fray, this becomes an Israeli-Arab or Israeli-Muslim confrontation, which deflects attention from the main issues of Sunni- Shi’ite, and the Shi’ite repression of a majority in a foreign country. Israel should promote through its channels with major powers in the world a dialogue between leaders in Western nations and Russia to try to forge a common policy on Syria, which would entail mutual concessions at the American and Russian level. Recently Israel has been very focused on Iran’s nuclear program and the debate over a strike. It is doing enough on Syria? I don’t have any evidence that Israel is working on this, but I hope some work is being done. Israel has certain interests in Syria which have to be taken into account. The ultimate resolution of this crisis should not leave an Iranian presence in Syria with a weakened Assad. I don’t want to see Iran having its own finger on the button of Syria’s strategic weapons. Israel must make sure this does not happen. You’ve said that a defeat in Syria would deal a blow to Iran’s nuclear program. Why? The issue of Syria and of Iran’s nuclear capability are interconnected. You cannot divorce them. Iran’s effort to achieve nuclear capability and its effort to entrench itself in Syria are part of the same multifaceted regional problem. One of the mistakes we’ve made up to this point is to deal with these issues separately. Not that long ago, many in Israel were quietly hoping Assad’s regime would survive because he’s predictable in his relations with Israel and is the “devil you know.” With reports that al-Qaida-linked terrorists might be seeking a stronghold in Syria, do you worry that Assad might be replaced with an extremist Sunni regime that is even more hostile toward Israel? I don’t think this is in the cards. The way things are at present, any replacement of Assad is better. Even an extremist Sunni regime? The Sunnis have been oppressed by the Alawites. They are looking for freedom and dignity and all the things of the “Arab Spring.” They won’t come to power in order to launch an effort against Israel. Their immediate concerns would be to stabilize the situation inside Syria and move as quickly as possible to alleviate the pressure on the society. There have been a lot of fears that Assad might try to move Syria’s arsenal of chemical weapons and sophisticated missiles to Hezbollah in Lebanon. Though everyone is talking about a military strike against Iran, what are the chances of such an Israeli strike in Syria to prevent weapons from falling into the wrong hands? I don’t want to preempt Israeli operations or planning. All I can say is that there are certain things, if carried out in Syria or Lebanon, that would be matters of grave concern to Israel, and Israel would not be able to accept.

Israel has indicated that it might bomb Iran’s nuclear facilities in a risky attack by 100 fighter aircraft. They would have to fly over 2,000 miles in a “huge and highly complex operation” through hostile countries such as Syria, Iraq and Iran, refuelling in mid-air to bomb what it allegedly calls a nuclear weapons programme that is almost ready. Even western powers such as the US, Britain and France, which are not exactly friendly to Iran, have been alarmed at the dangerous consequences of an Israeli attack on Iran. It would trigger a regional conflagration with uncontrollable global consequences, the closure of the Straits of Hormuz through which one-fourth of the world’s oil supplies pass, a global economic crisis and possible terrorist strikes against Western cities. The Guardian believes that an attack on Iran would be an act of criminal stupidity. In a recent article, it argues: “The same discredited arguments used to justify the disasters of Iraq and Afghanistan – from weapons of mass destruction to sponsorship of terrorism and fundamentalist fanatics – are now being used to make the case for an attack on Iran.” Though the neo-cons in US and elsewhere back the dangerous Israeli adventure, others in the defence establishment are more cautious. While US Defence Secretary Leon Panetta let it be known that Israel could attack Iran later this year between April and June, he also told a CBS TV programme ‘Face the Nation’ last month, “Are they trying to develop a nuclear weapon? No. But we know that they’re trying to develop a nuclear capability. And that’s what concerns us.” Meanwhile, Israeli agents, probably with the help of the US, have carried out covert assassinations of Iranian nuclear scientists, physical sabotage of Iranian nuclear facilities, and cyber warfare against Iranian centrifuges in the form of the Stuxnet virus. There is a huge difference between nuclear capability and an almost-ready nuclear weapons arsenal. Israel has had nuclear weapons for decades, enough to blow the oil-rich Gulf back to the stone age. Iran is trying to build a capability linked to its civilian programmes. Such a capability would not be a threat to Israel but would blunt its strategic edge. It would limit the US’ “freedom of action” in the Middle East as unchallenged hegemony. Such freedom of action is apparently the prerogative of the US and its allies (read Israel) and not of other independent states. Iran’s nuclear status may be likened to “keeping open the option to develop nuclear weapons” rather than putting together a bomb and attaching it to a missile. It’s a long road from one to the other. The Iranian capabilities are best explained in a paper ‘Crying wolf about an Iranian nuclear bomb” in the January 2012 issue of the Bulletin of Atomic Scientists, the most prestigious forum for nuclear risks and disarmament. It reveals, “Top policymakers in the United States and Israel have heightened the crisis not just by their belligerent rhetoric and aggressive covert actions, but also by endorsing highly generous assessments of Iranian nuclear technical capacities, which make it seem as if the birth of an Iranian nuclear bomb is just around the corner.” It continues, “Even though Iran’s claims that it is open and honest with international nuclear inspectors are unbelievable, that does not mean it is hiding a sophisticated weapons program. In fact, the record shows that Iran’s distinct tendency is to exaggerate its nuclear accomplishments … Indeed, in recent years its number of working gas centrifuges has actually been declining …is it really reasonable to expect such low-quality, brittle technical infrastructure to create a single, Hiroshima-size nuclear device — let alone a bona fide nuclear weapons arsenal?” Other strategic analysts are equally skeptical. The British security journal RUSI, bought out by Royal United Services Institute, in an analysis last month said: “The peaceful applications of nuclear energy include steps that can greatly shorten the lead time toward acquiring nuclear weapons. In Iran’s case, the research reactor at Tehran (supplied by the United States during the Shah’s reign) does require 20 percent enriched uranium to function — but that is exactly the sort that can easily be enriched to weapons-grade.” If Iran is not just months away from a nuclear weapons capability, what is all the bluster and bluff about bombing Iran and closing the Hormuz Strait all about? Such sabre rattling, and the sanctions that are inevitable, could be the start of a process of ‘regime change’. It’s not that Iran under the ayatollahs is much better than under the Shah, or that the ‘revolutionary guards’, one of the major props of the regime, are not corrupt and vicious. It’s just that Iran sits on one of the largest oil and gas reserves in the world that have been closed to the western oil companies since 1978. Sanctions in the past have hurt Iran (and Indian companies such as ONGC drilling in offshore Iranian waters) but the fresh sanctions could get worse. With unemployment running at a record high, and the memory of the rigged presidential elections in 2009 still fresh in people’s minds, discord is growing and could be aggravated by fresh sanctions. Sanctions are double edged. While they could bring down the present regime, they could also shore up its internal support by an appeal to national interests. It’s easier to hit Iran by regime change in Syria, which has lived for 40 years under Ba’ath Party rule. The movement for change as part of the ‘Arab spring’ has yet to overthrow the authoritarian regime. As an important supporter of Iran in the Arab world, regime change in Syria would seriously weaken it and strengthen Israel. Turkish sources told the Israeli newspaper that Turkey would reject the Syrian demands and was about to strengthen its position on Syria. The Turkish officers allegedly confessed to the Syrian authorities that they were trained by the Israeli Mossad and were instructed “to carry out bombings to undermine the country's security.” (Ibid.) One officer purportedly admitted that the “Mossad also trains soldiers from the Free Syria Army” as well as al-Qaeda officials on Jordanian soil with a view to send them to Syria to conduct attacks. These testimonies corroborate information, including from Israeli intelligence sources, indicating the implication of the Mossad in the Syrian insurrection. Amid the din of accusation and denial, amplified by camp-followers of both parties, puzzled independent observers have managed to concur on only two aspects of the still unexplained events. First, the incidents in India and Georgia on February 13, and in Thailand the following day, were almost certainly linked in a coordinated plot intended to assassinate Israeli diplomats using "sticky bombs" attached to vehicles by magnets. The fact that the same method was used successfully against Iranian nuclear scientists assassinated in Iran in attacks believed carried by Israeli agents clearly implied an operation intended to be seen as tit-for-tat retaliation. Second, the operations in all three cities were marked by a startling lack of professionalism. In Bangkok, incompetence veered into a bloody comedy of errors that in any work of spy fiction would have been dismissed as ludicrous. Now celebrated highlights include a premature explosion in a rented house; panicked flight by the apparent bomb makers; bungled bomb attacks on a taxi and a police car that cost one Iranian both of his own legs; and arrests of two accomplices at Bangkok’s international Suvannabhumi airport and in Malaysia. The Valentine's Day fiasco was followed by the discovery of stickers bearing the Koranic term "SEJEAL" plastered along a 1.5 kilometer stretch of road in central Bangkok as well as in a house rented by one of the apparent Iranian bomb making team. Another was discovered on a motorcycle believed to be intended for use in one or more attacks. While Thai police initially speculated the stickers marked out a getaway route, security analysts who spoke to Asia Times Online are skeptical they had any operational relevance, suggesting instead some religiously auspicious significance. While less farcical, the operations in Georgia and India were also marked by remarkable mistakes. In Tbilisi, the would-be assassin attached an explosive device - later found and disarmed - not to a diplomatic vehicle but to the car of the Israeli ambassador's Georgian driver. The choice appeared to indicate either a failure of reconnaissance or a last-minute need to settle for a secondary, related target rather than a primary one. In New Delhi, an Israeli diplomat's wife was actually wounded by a magnetic bomb and the would-be assassin was able to escape. However, he reportedly attached the device to the rear of the vehicle near a tail light rather to its side, significantly lessening the chance of killing his target. With the Iranian government now seen as the most likely suspect behind the bombings - and in many quarters already declared guilty - it is worth fitting these events into the context of what is known about Iranian external intelligence operations. Viewed through this lens, the recent incidents are puzzling in several regards. Iran is certainly no stranger to foreign assassinations. Indeed, since shortly after the Islamic revolution of 1979, Tehran has been deeply implicated in directing and conducting both assassinations and larger mass-casualty terrorist attacks in Europe, the Middle East and Latin America. Its primary targets have been Iranian dissidents based in Europe perceived as threats to the revolutionary regime. Both in terms of intelligence gathering and "direct action", external operations are the responsibility of two organizations understood to work either independently or, occasionally, in conjunction. The primary body is the Ministry of Intelligence and National Security (Vezarat e Etela'at va Amnita e Keshvar, or VEVAK); the other, the elite Qods Force of the Islamic Revolutionary Guards Corps (IRGC), the branch of the armed forces that answers directly to Iran's senior most clerical leadership. Established in 1984, VEVAK is responsible for both internal and external security matters. According to Israeli sources, notably investigative journalist Ronen Bergman, the ministry's external operations are undertaken by its Department 15 which fields operatives working under diplomatic cover in Iranian embassies abroad. But VEVAK has also been known to use other state organizations to provide cover, including Iran Air, Iranian Shipping Lines and the Islamic Republic News Agency (IRNA). By contrast, the Qods force fulfills an essentially military and para-military mission and has been responsible for providing instruction and support to pro-Iranian guerilla and terrorist groups in countries such as Lebanon, Iraq, Turkey, Afghanistan, the Palestinian territories and Sudan. Such training is conducted both in facilities inside Iran and abroad: Qods Force personnel have had a long and well-documented presence in Lebanon as well as in Iraq during the US occupation. Official assassinations European police and judicial investigations dating from the 1980s and 1990s - the heyday of the Islamic Republic's overseas assassination campaign - indicate that Tehran's direct action operations abroad have often been undertaken by Iranian nationals usually working for VEVAK out of embassies or other organizations providing cover, including private businesses During the wave of nearly 200 assassinations of dissident exiles, Iranian "diplomats" were expelled from several countries including Germany, Norway and Turkey. In 1997, Iranian Intelligence and Security Minister Ali Fallahian was himself the subject of an arrest warrant issued by German prosecutors after protracted investigations into the gunning down of three Iranian Kurdish exiles in Berlin in September 1992. Those arrested and found guilty of the killings were VEVAK operatives whose orders were traced back to Fallahian's desk. Iran's extensive network of Middle Eastern allies has also permitted the use of proxies for deniable "direct action". Some such operations involved mass-casualty attacks such as the bombing of the Jewish Center in Buenos Aires in July 1994 which killed 85, wounded several hundred and which was formally linked by Argentinean prosecutors to Latin American-based elements of Lebanese Hezbollah directed from Tehran. Others have been individual assassinations such as the March 1992 killing of Ehud Sadan, a Israeli security officer at Israel's embassy in Ankara, Turkey, who died when a bomb detonated under his car. The assassination came days after the Israeli killing of Sheikh Abbas Moussavi, secretary general of Lebanese Hezbollah and was later traced to Iranian-trained Farhan Osman, an operative of Turkish Hezbollah, a notably lethal branch of Iran's external network. Osman was arrested by Turkish authorities in 2000 and admitted at his trial to carrying out attacks on orders from Tehran. Against this backdrop, it is puzzling that a state with decades of experience in conducting overseas operations and with access to an extensive network of proxy operatives would find itself abruptly reduced to deploying a team of its own nationals with little evident training or field support given to adorning Bangkok's busy streets with bumper stickers in advance of an attack. Another puzzling aspect of the Iranian state responsibility alleged by Israel centers on the decision to conduct a coordinated operation more or less simultaneously in three foreign countries. Details of both Iranian and Israeli assassination operations which have emerged in recent years indicate clearly that achieving a successful outcome in a single operation is complex enough and requires careful planning, reconnaissance and execution by skilled operatives with plans for unforeseen contingencies. Not least would be the need for back-up travel documents and possibly an alternative safe-house. Even then success is anything but guaranteed. The bungled attempt by operatives of Israel's external intelligence agency, the Mossad, to kill Khaled Mashal, a senior figure in Palestinian Hamas, in Amman, Jordan in September 1997 illustrates the risks of even meticulously planned operations. After administering a poisoned spray to their intended victim, the two Israeli assassins - posing as Canadian tourists - abandoned a get-away car in traffic and were pursued and arrested. Humiliatingly, Israel was obliged to provide Jordanian authorities with an antidote to the poison that saved Mashal's life. By the same token, a near-simultaneous assassination operation by a single intelligence service against three hard targets in three different countries is almost certainly unprecedented in recent decades. Even assuming a political need for multiple strikes, such a scatter-gun approach is bound to stretch resources in terms of planning and execution and sharply raises the chances of failure (as in Tbilisi) and disastrous blow-back (as in Bangkok). In short, if the Iranian government was indeed responsible for the recent attacks, it would have been almost setting itself up for a fall in two countries (India and Thailand) with which it shares valuable diplomatic and trade relations and at a time when it has a vital interest in not providing Israel with a pretext for war. There is arguably only one explanation that might bridge the yawning disconnect between events as they unfolded and Tehran's known capabilities and operational record, and its wider strategic interests. That is that the Islamic Republic's senior most leadership perceived an overriding political need to display resolve in retaliating swiftly for the killing of its nuclear scientists - and ordered action in willful disregard of the operational risks involved. Explosive motivations Beyond Iran, however, other possible perpetrators of the attacks have been suggested. The favorite of Internet conspiracy-theorists and Iranian officials is - predictably enough - Israel itself. According to this interpretation of events, Israel organized a "false flag" operation using Iranian nationals to further isolate Iran and increase international support for an attack against Tehran should a decision be made in favor of a military option to check its nuclear program. While colorful, this theory does not stand up to rational analysis. It implies that Israel, a state which goes to extraordinary lengths to protect and defend its citizens, would be willing to target its own diplomats in the pursuit of its wider campaign against Iran. A second theory centers on the possibility of elements within Iran's security and intelligence establishment acting without sanction - and thus without access to trained personnel and operational support - in outsourcing an operation to non-official or semi-official contractors. In a February 15 commentary for CNN, Thailand-based security consultant Paul Quaglia, himself a former intelligence official, posited "outsourcing" as a possible explanation for the amateur nature of the events in Bangkok. The possibility of impatient "hawks" circumventing reluctance at higher levels of the state to retaliate for the assassinations of Iranian scientists cannot be simply dismissed. Iran's intelligence establishment is far from monolithic and almost certainly factionalized. Indeed, in a celebrated case in the late 1990s, a rogue group in VEVAK was held responsible by Iranian prosecutors for the murders inside Iran of three dissident writers, a political leader and his wife. Nevertheless, the sheer level of organization and number of personnel required for simultaneous attacks in three foreign countries are hardly consistent with a rogue operation. Furthermore, such an operation would carry a high risk of being traced back to those responsible with potentially severe consequences. A third alternative that merits close attention centers on the Iranian domestic opposition, grouped loosely around the People's Mujahideen Organization of Iran or Mujahideen e Khalq (MeK). An Islamic-socialist group founded in 1965 in opposition to the then US-backed shah regime, MeK began an urban guerrilla campaign in the early 1970s and later took part in the Islamic revolution of 1979. Subsequently, however, MeK broke violently with Ayatollah Ruhollah Khomeini's clerical regime and for years operated out of Saddam Hussein's Iraq as an Iraqi-backed conventional military force on the border as well as an underground terrorist network within Iran. MeK has been declared a Foreign Terrorist Organization by the US government. Following the 2003 US-led invasion of Iraq, MeK's military units were disbanded by the Americans but the organization has continued to operate clandestinely inside Iran while conducting a public relations campaign from Europe. Its network in Iran is generally believed to have provided the US and Israel with intelligence - notably on Iran's nuclear program - as well as with assets for the covert destabilization of the Islamic regime. At various levels, there are grounds which might support the theory of an independent MeK operation in Bangkok, New Delhi and Tbilisi. Strategically, the organization has ample motive. The successful assassination of Israeli diplomats would at the least serve to further isolate the Iranian government at a critical juncture. At most, it might provide the impetus to push Israel into an attack on Iran that would destabilize or even topple the regime - a result MeK has no chance of achieving itself. The attempted assassination of Israel's ambassador to London, Argov Shlomo, by Palestinian terrorists on June 3, 1982, provides solid historical precedent for such a calculation. The attack, which critically wounded Shlomo (without killing him), provided a convenient justification for the Israeli invasion of Lebanon three days later and the routing of Palestine Liberation Organization (PLO) forces based there. Operationally, the hand of MeK or allied opposition elements also provides an explanation for the otherwise puzzling blunders displayed in mid-February. It can be safely assumed that a small number of Iranian opposition elements has been recruited, trained and deployed by Israeli and/or US intelligence services in the covert war against Iran's nuclear program. However, MeK remains a larger - and largely uncharted - group without access to specialized training. It is also worth noting that for an opposition group to commit poorly-trained and supported personnel openly using Iranian travel documents would pose no real risk of blow-back: In the event of failure or fiasco, the simple fact that the operatives were Iranian would serve well enough to implicate the Tehran regime in the eyes of an already skeptical world. The extent to which the truth behind recent events emerges will depend importantly on investigations currently conducted by the Thai police, who already hold two members of the Iranian team and may soon have access to a third detained in Malaysia. The willingness of the Islamic Republic to provide proactive assistance in the investigation will also serve as an important reflection of its interest in rebutting Israel's accusations. Two suspected members of the Bangkok-based bomb-making team, Leila Rohani and Ali Akbar Norouzi, are both back in Iran with their photos and return flight details already made public by the Thai police. It remains to be seen, however, how aggressively the Thai authorities - perennially reluctant to be dragged into the maelstrom of Middle Eastern conflict - will choose to pursue the investigations or request assistance from Tehran. In the final analysis, Thailand has little to gain and possibly much to lose from establishing publicly and with certainty either the innocence or guilt of the Iranian government. Indeed, the best pointer to the affair's likely outcome is the fate of Atris Hussein, the Lebanese-Swedish businessman with suspected links to Iran-allied Lebanese Hezbollah, whose January arrest was followed by the seizure of four tons of explosives he and his associates had amassed in a warehouse on the edge of Bangkok. Hussein is to be charged with possession of restricted substances and may serve a few years in a Thai jail in a case that will soon be quietly forgotten.
