Precursor to Operation Northwoods?

After the assassination of Rafael Trujillo, the US was concerned about a possible goverrnment takeover by communists inspired by the Castro revolution in Cuba. Who suggested blowing up the U.S. consulate to create a pretext for sending American troops into the DR to prevent any possible communist take-over?

Good work, Cliff!

I had seen the reference in Stern's "Averting the Final Failure", which is an excellent work on the CMC.

Of course one can argue that the original precursor to Northwoods was the alleged plan for a fake Cuban attack on Guantanimo at the time of the BOP. The boat with the Cuban exiles who were to do that sailed from the Key West harbor. An interesting issue is whether JFK and/or RFK were informed of that plan. Whether or not they were, such an "attack" certainly would have been an excuse for US military intervention into Cuba.
